Water ecosystems are threatened by accidental spills of pollution. Rapidity and trueness of information gathering the biological impact of accidental pollution is crucial for the efficiency of the minimisation of possible deterioration of ecosystems and for success in detecting the source of pollution. Due to the randomised occurrence of accidental spills the only way to quickly detect hazardous situations is to perform continuous monitoring of surface water quality. The current situation in the field of early warning in the International Odra (Oder) River basin is not satisfactory. The actual number of monitoring stations and list of routinely continuously monitored parameters are not able to meet the needs of sensitive and rapid detection of biological impact of accidental pollution spills. An effort to change this unfavourable situation was the reason for the offer survey, selection and a model operation of a commercially produced biological monitoring device. This apparatus was located on the border-line profile on the territory of the Czech Republic and represented the first and only one tool of continual biological monitoring of surface water quality in the International Odra (Oder) River Basin. The selected apparatus was the Daphnia Toximeter produced by the firm bbe Moldaenke (Kiel, Germany). This device exploited for rapid detection of changes of biological quality of surface water evaluation of behavioural response of monitoring organisms??daphnids. Five years of model operation proved its suitability for early warning purposes. The apparatus was reliable in function and sensitive enough to detect the deterioration of the biological quality of the river water. The given examples document its applicability not only for detection of accidental spills but also of illegal emissions of pollution, which are very often toxic.  相似文献

对照《中华人民共和国环境保护法》(2014版)中对环境监测的总体要求,指出了目前环境监测监管体系中存在的面对新型环境问题监测滞后、监测基本制度尚不完善、全过程监管出现真空区、法律责任追究软弱乏力、环境监管监测信息封闭、社会监测力量发展缓慢等问题。提出,应构建现代监测管理制度,加快监测信息主动公开,加强全过程的质量控制,充分依靠社会监测力量,推进以人为本环境监测,细化监测法律责任。  相似文献

分析了我国社会环境检测机构发展现状,指出由于政府监管体系尚不完善、环境监测服务市场低价竞争、社会环境检测机构缺乏社会责任意识以及环境监测专业技术人员缺乏等因素,环境社会检测数据质量无法得到保证。提出,进一步完善政府监督管理制度、健全环境监测行业自律约束机制、提升环境监测人员能力水平、规范信息公开范围4方面的社会环境检测机构监管工作建议,从而持续提升环境社会检测数据质量。  相似文献

2013年9月10日,国务院发布《大气污染防治行动计划》,为当前和今后一个时期全国大气污染防治工作提供行动指南。近年来,中国空气质量监测工作发展迅猛,但新的空气质量管理目标对空气质量监测水平提出了更高的要求。为了加强中国空气质量监测能力,文章总结了美国空气质量监测四十多年的发展历程,介绍了美国系统谋划监测战略、合理布设监测网络、严格控制数据质量、开展污染组分分析、科学应用监测结果、积极推动公众参与等方面的经验,为中国发展和完善空气质量监测体系提供参考,为切实改善空气质量提供技术支持。  相似文献

The data collected from the five air quality monitoring stations established by the Taiwan Environmental Protection Administration (TEPA) in Taipei City were analyzed to assess the changes in air quality. The analyses reveal that the air quality in Taipei City improved over the last decade from 1994 to 2003, as evidenced by the significant downward trends of the various primary air pollutant concentrations, such as CO, NOX, SO2, and PM10. An air pollution fee was collected by TEPA in 1995, and several air pollution control measures were likewise taken to improve the air quality in Taiwan. However, although the extreme daily maximum O3 concentrations occurred more frequently in earlier years and showed a downward trend, its moderately high concentrations increased annually in recent years. It implied that after the reduction of various primary pollutant concentrations, the effective reduction of O3 pollution still remains an important issue.  相似文献

为判断环境空气污染的程度,提出一种考虑道路扬尘特性的环境空气质量在线监测方法。通过前端数据监测模块采集大气环境数据,基于光全散射法监测道路扬尘的质量浓度和密度;通过监测通信模块将监测结果传送至云服务器;云服务器利用基于极限学习机神经网络的预测模型,采用自适应粒子群优化算法,获取最佳的环境空气质量在线监测结果。结果表明,该方法学习速率的取值为0.5时,能够完成颗粒物浓度和密度的准确检测,且解释方差<2%,同时能够监测扬尘颗粒的扩散时间,确定适合活动的区域。  相似文献

Water quality monitoring involves a complex set of steps and a variety of approaches. Its goals include understanding of aquatic habitats, informing management and facilitating decision making, and educating citizens. Environmental nongovernmental organizations (ENGOs) are increasingly engaged in water quality monitoring and act as environmental watchdogs and stewards of water resources. These organizations exhibit different monitoring mandates. As government involvement in water quality monitoring continues to decline, it becomes essential that we understand their modi operandi. By doing so, we can enhance efficacy and encourage data sharing and communication. This research examined Canadian ENGOs that collect their own data on water quality with respect to water quality monitoring activities and information needs. This work had a twofold purpose: (1) to enhance knowledge about the Canadian ENGOs operating in the realm of water quality monitoring and (2) to guide and inform development of web-based geographic information systems (GIS) to support water quality monitoring, particularly using benthic macroinvertebrate protocols. A structured telephone survey was administered across 10 Canadian provinces to 21 ENGOs that undertake water quality monitoring. This generated information about barriers and challenges of data sharing, commonly collected metrics, human resources, and perceptions of volunteer-collected data. Results are presented on an aggregate level and among different groups of respondents. Use of geomatics technology was not consistent among respondents, and we found no noteworthy differences between organizations that did and did not use GIS tools. About one third of respondents did not employ computerized systems (including databases and spreadsheets) to support data management, analysis, and sharing. Despite their advantage as a holistic water quality indicator, benthic macroinvertebrates (BMIs) were not widely employed in stream monitoring. Although BMIs are particularly suitable for the purpose of citizen education, few organizations collected this metric, despite having public education and awareness as part of their mandate.  相似文献

Exposure to persistent organic pollutants (POPs) and related compounds such as PCBs, brominated flame retardants, organochlorine pesticides and PAHs is regarded as an important environmental risk factor for humans. Recently concerns about POPs resulted in the international protocol called the Stockholm Convention on POPs. Air quality standards (indoor, outdoor and occupational) for PAHs and other POPs will also be applied in the EU in the future. This will bring requirements for monitoring, to check for compliance and to reduce human exposures to POPs. This can occur from point sources and in various microenvironments, indoors, outdoors and in workplaces. Monitoring can be undertaken either by an active (pumped) method or using a passive (diffusive) air sampling (PAS) device. To date, PAS for POPs have mainly been used as integrating (long-term) samplers for ambient (outdoor) air. However, there are several reasons to develop PAS for monitoring of POPs in occupational and indoor environments. We discuss the potential advantages, limitations and developments needed, so that PAS can be used reliably and routinely indoors and in occupational settings for POPs.  相似文献

An objective methodology presented in a companion paper (Liu et al., 1986) for determining the optimum number and disposition of ambient air quality stations in a monitoring network for carbon monoxide is applied to the Las Vegas, Nevada, area. The methodology utilizes an air quality simulation model to produce temporally-varying air quality patterns for each of a limited number of meteorological scenarios representative of the region of interest. These air quality patterns in turn serve as the data base in a two-step procedure for the identification and ranking of the most desirable monitoring locations (step 1) and the removal of redundancies in spatial coverage among the desired locations (step 2.)The performance of the air quality simulation model, a key element in the design methodology, was evaluated in the Las Vegas area in a special field measurement program. In the Las Vegas demonstration for carbon monoxide, 19 stations covering concentration maxima and 3 stations covering background concentrations in rural areas were identified and ranked. A 10-station network, for example, consisting of 7 stations for peak average concentrations and 3 stations for background concentrations, was selected for a desired minimum detection capability of 50% of concentration variations. Networks with fewer stations would be selected if smaller minimum detection capabilities of concentration variations are acceptable, and vice versa.
