Abstract: Incentive-based strategies such as conservation easements and short-term management agreements are popular tools for conserving biodiversity on private lands. Billions of dollars are spent by government and private conservation organizations to support land conservation. Although much of conservation biology focuses on reserve design, these methods are often ineffective at optimizing the protection of biological benefits for conservation programs. Our review of the recent literature on protected-area planning identifies some of the reasons why. We analyzed the site-selection process according to three important components: biological benefits, land costs, and likelihood of land-use change. We compared our benefit-loss-cost targeting approach with more conventional strategies that omit or inadequately address either land costs or likelihood of land-use change. Our proposed strategy aims to minimize the expected loss in biological benefit due to future land-use conversion while considering the full or partial costs of land acquisition. The implicit positive correlation between the likelihood of land-use conversion and cost of land protection means high-vulnerability sites with suitable land quality are typically more expensive than low-vulnerability sites with poor land quality. Therefore, land-use change and land costs need to be addressed jointly to improve spatial targeting strategies for land conservation. This approach can be extended effectively to land trusts and other institutions implementing conservation programs. 相似文献

Abstract: To anticipate the rapidly changing world resulting from global climate change, the projections of climate models must be incorporated into conservation. This requires that the scales of conservation be aligned with the scales of climate-change projections. We considered how conservation has incorporated spatial scale into protecting biodiversity, how the projections of climate-change models vary with scale, and how the two do or do not align. Conservation planners use information about past and current ecological conditions at multiple scales to identify conservation targets and threats and guide conservation actions. Projections of climate change are also made at multiple scales, from global and regional circulation models to projections downscaled to local scales. These downscaled projections carry with them the uncertainties associated with the broad-scale models from which they are derived; thus, their high resolution may be more apparent than real. Conservation at regional or global scales is about establishing priorities and influencing policy. At these scales, the coarseness and uncertainties of global and regional climate models may be less important than what they reveal about possible futures. At the ecoregional scale, the uncertainties associated with downscaling climate models become more critical because the distributions of conservation targets on which plans are founded may shift under future climates. At a local scale, variations in topography and land cover influence local climate, often overriding the projections of broad-scale climate models and increasing uncertainty. Despite the uncertainties, ecologists and conservationists must work with climate-change modelers to focus on the most likely projections. The future will be different from the past and full of surprises; judicious use of model projections at appropriate scales may help us prepare. 相似文献

A laboratory simulation of a reduction in water table height that could be anticipated from current climate change models, resulted in a change in the efficiency with which a valley-bottom wetland acted as a sink/source of nutrients. Effects were confined to the upper 10 cm of the profile, but since this depth has the greatest hydraulic conductivity, it was noted that the effects of hydrochemical changes therein would be readily transferred to receiving waterbodies. Marked changes in leachate chemistry were observed, including increases in nitrate and sulphate concentrations, while concentrations of phenolics, dissolved organic carbon, potassium, iron and ammonium decreased. These changes have implications for the quality and productivity of waters draining wetlands. 相似文献

Abstract: Several international conservation organizations have recently produced global priority maps to guide conservation activities and spending in their own and other conservation organizations. Surprisingly, it is not possible to directly evaluate the relationship between priorities and spending within a given organization because none of the organizations with global priority models tracks how they spend their money relative to their priorities. We were able, however, to evaluate the spending patterns of five other large biodiversity conservation organizations without their own published global priority models and investigate the potential influence of priority models on this spending. On average, countries with priority areas received greater conservation investment; global prioritization systems, however, explained between only 2 and 32% of the US$1.5 billion spent in 2002, depending on whether the United States was removed from analyses and whether conservation spending was adjusted by the per capita gross domestic product within each country. We also found little overlap in the spending patterns of the five conservation organizations evaluated, suggesting that informal coordination or segregation of effort may be occurring. Our results also highlight a number of potential gaps and mismatches in how limited conservation funds are spent and provide the first audit of global conservation spending patterns. More explicit presentation of conservation priorities by organizations currently without priority models and better tracking of spending by those with published priorities are clearly needed to help make future conservation activities as efficient as possible. 相似文献

Abstract: The need to adapt to climate change has become increasingly apparent, and many believe the practice of biodiversity conservation will need to alter to face this challenge. Conservation organizations are eager to determine how they should adapt their practices to climate change. This involves asking the fundamental question of what adaptation to climate change means. Most studies on climate change and conservation, if they consider adaptation at all, assume it is equivalent to the ability of species to adapt naturally to climate change as stated in Article 2 of the United Nations Framework Convention on Climate Change. Adaptation, however, can refer to an array of activities that range from natural adaptation, at one end of the spectrum, to sustainability science in coupled human and natural systems at the other. Most conservation organizations deal with complex systems in which adaptation to climate change involves making decisions on priorities for biodiversity conservation in the face of dynamic risks and involving the public in these decisions. Discursive methods such as analytic deliberation are useful for integrating scientific knowledge with public perceptions and values, particularly when large uncertainties and risks are involved. The use of scenarios in conservation planning is a useful way to build shared understanding at the science–policy interface. Similarly, boundary organizations—organizations or institutions that bridge different scales or mediate the relationship between science and policy—could prove useful for managing the transdisciplinary nature of adaptation to climate change, providing communication and brokerage services and helping to build adaptive capacity. The fact that some nongovernmental organizations (NGOs) are active across the areas of science, policy, and practice makes them well placed to fulfill this role in integrated assessments of biodiversity conservation and adaptation to climate change. 相似文献

Patch Mosaic Burning for Biodiversity Conservation: a Critique of the Pyrodiversity Paradigm 总被引:4,自引:0,他引:4
Abstract: Fire management is increasingly focusing on introducing heterogeneity in burning patterns under the assumption that "pyrodiversity begets biodiversity." This concept has been formalized as patch mosaic burning (PMB), in which fire is manipulated to create a mosaic of patches representative of a range of fire histories to generate heterogeneity across space and time. Although PMB is an intuitively appealing concept, it has received little critical analysis. Thus we examined ecosystems where PMB has received the most attention and has been the most extensively implemented: tropical and subtropical savannas of Australia and Africa. We identified serious shortcomings of PMB: the ecological significance of different burning patterns remains unknown and details of desired fire mosaics remain unspecified. This has led to fire-management plans based on pyrodiversity rhetoric that lacks substance in terms of operational guidelines and capacity for meaningful evaluation. We also suggest that not all fire patterns are ecologically meaningful: this seems particularly true for the highly fire-prone savannas of Australia and South Africa. We argue that biodiversity-needs-pyrodiversity advocacy needs to be replaced with a more critical consideration of the levels of pyrodiversity needed for biodiversity and greater attention to operational guidelines for its implementation. 相似文献

Abstract: Marine protected areas, and other fishery management systems that impart partial or total protection from fishing, are increasingly advocated as an essential management tool to ensure the sustainable use of marine resources. Beneficial effects for fish species are well documented for tropical and reef systems, but the effects of marine protected areas remain largely untested in temperate waters. We compared trends in sport-fishing catches of nine fish species in an area influenced by a large (500-km2 ) towed-fishing-gear restriction zone and in adjacent areas under conventional fishery management controls. Over the period 1973–2002 the mean reported weight of above-average-sized (trophy) fish of species with early age at maturity and limited home range was greatest within the area influenced by the fishing-gear restriction zone. The reported weight of trophy fish of species that mature early also declined less and more slowly over time within the area influenced by the fishing-gear restriction zone. Importantly, the mean reported weight of trophy fish of species that mature late and those that undertake extensive spatial movements declined at the same rate in all areas. Hence these species are likely to require protected areas >500 km2 for effective protection. Our results also indicated that fish species with a localized distribution or high site fidelity may require additional protection from sport fishing to prevent declines in the number or size of fish within the local population. 相似文献

Wildfire Policy and Public Lands: Integrating Scientific Understanding with Social Concerns across Landscapes 总被引:4,自引:0,他引:4
Abstract: Efforts to suppress wildfires have become increasingly problematic in recent years as costs have risen, threats to firefighter safety have escalated, and detrimental impacts to ecosystems have multiplied. Wildfires that escape initial suppression often expand into large, high-intensity summer blazes. Lost is the legacy of smaller fires that likely burned outside extreme weather and fuel conditions and resulted in less severe impacts. Despite the recognized need for modifications to existing policies and practices, resource agencies have been slow to respond. The spread of exotic species, climate change, and increasing human development in wildlands further complicates the issue. New policies are needed that integrate social and ecological needs across administrative boundaries and broad landscapes. These policies should promote a continuum of treatments with active management and reduction of fuel hazard in wildland-urban interface zones and reintroduction of fire in wildlands. Management goals should focus on restoration of the long-term ecological health of the land. Projects that reduce fuel loads but compromise the integrity of soil, water supplies, or watersheds will do more harm than good in the long run. Despite significant ecological concerns, learning to live with fire remains primarily a social issue that will require greater political leadership, agency innovation, public involvement, and community responsibility. 相似文献

Managing Aquatic Species of Conservation Concern in the Face of Climate Change and Invasive Species 总被引:2,自引:0,他引:2
Abstract: The difficult task of managing species of conservation concern is likely to become even more challenging due to the interaction of climate change and invasive species. In addition to direct effects on habitat quality, climate change will foster the expansion of invasive species into new areas and magnify the effects of invasive species already present by altering competitive dominance, increasing predation rates, and enhancing the virulence of diseases. In some cases parapatric species may expand into new habitats and have detrimental effects that are similar to those of invading non-native species. The traditional strategy of isolating imperiled species in reserves may not be adequate if habitat conditions change beyond historic ranges or in ways that favor invasive species. The consequences of climate change will require a more active management paradigm that includes implementing habitat improvements that reduce the effects of climate change and creating migration barriers that prevent an influx of invasive species. Other management actions that should be considered include providing dispersal corridors that allow species to track environmental changes, translocating species to newly suitable habitats where migration is not possible, and developing action plans for the early detection and eradication of new invasive species. 相似文献

Abstract: Over the last decade, 2 major U.S. commissions on ocean policy and a wide range of independent sources have argued that ocean ecosystems are in a period of crisis and that current policies are inadequate to prevent further ecological damage. These sources have advocated ecosystem-based management as an approach to address conservation issues in the oceans, but managers remain uncertain as to how to implement ecosystem-based approaches in the real world. We argue that the philosophies of Edward F. Ricketts, a mid-20th-century marine ecologist, offer a framework and clear guidance for taking an ecosystem approach to marine conservation. Ricketts' philosophies, which were grounded in basic observations of natural history, espoused building a holistic picture of the natural world, including the influence of humans, through repeated observation. This approach, when applied to conservation, grounds management in what is observable in nature, encourages early action in the face of uncertainty, and supports an adaptive approach to management as new information becomes available. Ricketts' philosophy of "breaking through," which focuses on getting beyond crisis and conflict through honest debate of different parties' needs (rather than forcing compromise of differing positions), emphasizes the social dimension of natural resource management. New observational technologies, long-term ecological data sets, and especially advances in the social sciences made available since Ricketts' time greatly enhance the utility of Ricketts' philosophy of marine conservation. 相似文献

Existing studies on the economic impact of wildfire smoke have focused on single fire events or entire seasons without considering the marginal effect of daily fire progression on downwind communities. Neither approach allows for an examination of the impact of even the most basic fire attributes, such as distance and fuel type, on air quality and health outcomes. Improved knowledge of these effects can provide important guidance for efficient wildfire management strategies. This study aims to bridge this gap using detailed information on 24 large-scale wildfires that sent smoke plumes to the Reno/Sparks area of Northern Nevada over a 4-year period. We relate the daily acreage burned by these fires to daily data on air pollutants and local hospital admissions. Using information on medical expenses, we compute the per-acre health cost of wildfires of different attributes. We find that patient counts can be causally linked to fires as far as 200–300 miles from the impact area. As expected, the marginal impact per acre burned generally diminishes with distance and for fires with lighter fuel loads. Our results also highlight the importance of allowing for temporal lags between fire occurrence and pollutant levels. 相似文献

Abstract: Questions persist regarding whether the science of conservation biology can successfully affect environmental decision making. One of the most prominent fields of intersection between conservation science and environmental policy is public-lands debates in the United States. I reviewed the role of conservation science in the roadless-area policies of the U.S. Forest Service. Since 1971, the Forest Service has systematically evaluated roadless areas on national forests three times, most recently during the Clinton administration's Roadless Area Conservation Review (1998–2000) ( U.S. Department of Agriculture Forest Service 2000b ). Drawing on the agency's environmental impact statements and supporting documents and the internal records of conservation organizations, I examined the changing goals, methodology, and outcome of roadless-area advocacy and policy. Since the 1970s, conservation science has successfully informed public and administrative concern for roadless-area protection. Conservation science has transformed public discourse regarding roadless areas and has changed the scope and rationale of national conservation organizations' goals for roadless-area policy from protecting some to protecting all remaining national forest roadless areas. The Forest Service has increasingly drawn on the lessons of conservation biology to justify its methodology and its administrative recommendations to protect roadless areas. The 2000 Roadless Area Conservation Review resulted in a recommendation to protect all remaining national forest roadless areas, up from 22% of roadless areas in the first roadless review. Despite the scientific merits of recent roadless-area advocacy and policy, however, such initiatives have faced political difficulties. The emphasis on large-scale, top-down, national approaches to conservation policy has rendered such policies politically problematic. 相似文献

Abstract: The global amphibian crisis has resulted in renewed interest in captive breeding as a conservation tool for amphibians. Although captive breeding and reintroduction are controversial management actions, amphibians possess a number of attributes that make them potentially good models for such programs. We reviewed the extent and effectiveness of captive breeding and reintroduction programs for amphibians through an analysis of data from the Global Amphibian Assessment and other sources. Most captive breeding and reintroduction programs for amphibians have focused on threatened species from industrialized countries with relatively low amphibian diversity. Out of 110 species in such programs, 52 were in programs with no plans for reintroduction that had conservation research or conservation education as their main purpose. A further 39 species were in programs that entailed captive breeding and reintroduction or combined captive breeding with relocations of wild animals. Nineteen species were in programs with relocations of wild animals only. Eighteen out of 58 reintroduced species have subsequently bred successfully in the wild, and 13 of these species have established self‐sustaining populations. As with threatened amphibians generally, amphibians in captive breeding or reintroduction programs face multiple threats, with habitat loss being the most important. Nevertheless, only 18 out of 58 reintroduced species faced threats that are all potentially reversible. When selecting species for captive programs, dilemmas may emerge between choosing species that have a good chance of surviving after reintroduction because their threats are reversible and those that are doomed to extinction in the wild as a result of irreversible threats. Captive breeding and reintroduction programs for amphibians require long‐term commitments to ensure success, and different management strategies may be needed for species earmarked for reintroduction and species used for conservation research and education. 相似文献

Strategies for Successful Marine Conservation: Integrating Socioeconomic, Political, and Scientific Factors 总被引:4,自引:0,他引:4
Abstract: As the process of marine-protected-area design and implementation evolves, the incorporation of new tools will advance our ability to create and maintain effective protected areas. We reviewed characteristics and approaches that contribute to successful global marine conservation efforts. One successful characteristic emphasized in most case studies is the importance of incorporating stakeholders at all phases of the process. Clearly defined goals and objectives at all stages of the design process are important for improved communication and standardized expectations of stakeholder groups. The inclusion of available science to guide the size and design of marine protected areas and to guide clear monitoring strategies that assess success at scientific, social, and economic levels is also an important tool in the process. Common shortcomings in marine conservation planning strategies include government instability and resultant limitations to monitoring and enforcement, particularly in developing nations. Transferring knowledge to local community members has also presented challenges in areas where in situ training, local capacity, and existing infrastructure are sparse. Inaccessible, unavailable, or outdated science is often a limitation to conservation projects in developed and developing nations. To develop and maintain successful marine protected areas, it is necessary to acknowledge that each case is unique, to apply tools and lessons learned from other marine protected areas, and to maintain flexibility to adjust to the individual circumstances of the case at hand. 相似文献
