The occurrence of natural disasters, such as floods and earthquakes, are, in themselves, beyond oar control. However, careful preparation before such events, and the correct management of the problem once it occurs, can both lead to major redaction of the suffering involved.
Disaster preparation and emergency planning are both inextricably linked to politics and economics, both on a national and an international scale. Disasters themselves raise a number of issues of a political or economic nature, and die response to a natural disaster both in the short and the long term is largely determined by the political relations within a country, and between that country and the international community.
This paper examines these issues by taking the examples of the earthquake of Managua, Nicaragua in 1972 and the flooding that occurred in Nicaragua in 1982. These two natural disasters occurred under different administrations in Nicaragua, and tills allows some interesting comparisons. 相似文献

This paper examines issues related to famine resilience and describes the results of a survey of households who migrated from famine affected rural communities in Northern Darfur to the provincial capital, El Fasher, in western Sudan. It reveals that asset wealth did not enhance household resilience to famine; rather, the data indicate that households who reportedly practiced more numerous survival strategies before migrating to El Fasher were on the whole able to stay longer in their villages before migrating. The data also suggest that some households might have been better able to endure the deteriorating rural conditions by participating in intra-communal practices of sharing resources. An additional issue influencing the timing of migration to El Fasher is previous familiarity with the economic opportunities in the provincial capital. 相似文献

The geographic and temporal scale of institutional responses to food crises suggests three levels of food information or famine early warning system: a seasonal national food balance, baseline data on household food poverty and estimates of vulnerability to climatic and economic variations, and targeted interventions based on individual entitlements and food deprivation. Stimulating the demand for food information, beyond the need to forecast famines, is a crucial factor in the adoption of improved monitoring systems. Issues in the design of food information systems are illustrated by the experience in Kenya in 1984–85. The government of Kenya responded to the 1984 drought and ensuing food crisis to prevent widespread famine, largely through timely commercial imports of yellow maize. Although qualified by the nature of the drought and Kenya's economic development, this success story emphasises the need to improve food information systems. 相似文献

This paper recommends the incorporation of an additional discursive dimension in famine diagnosis that draws on the number of reports referring to famine in the United Nations Office for the Coordination of Humanitarian Affairs (OCHA)'s ReliefWeb database. Present‐day diagnostic tools already apply the principle of triangulation with multiple indicators; the addition of a discursive diagnostic dimension would enable even more refined analysis, allowing more forcefully for the incorporation of the aspect of change. The newly devised discursive famine indices are used both to identify famines—in Ethiopia (2000), Malawi (2002), and Somalia (2011)—and to analyse key socioeconomic determinants of famine. The study finds that income (or poverty) together with state fragility appear to be the major determinants of cross‐country variations in famine reporting, while political regimes do not appear to have any independent effect. The indices appear largely robust with regard to concerns about cross‐country, semantic, and temporal biases. 相似文献

Famines have long been characterised by rapidly shifting dynamics: sudden price spirals, sharp increases in mortality, the media frenzy that often accompanies such spikes, the swift scaling up of aid flows, and a subsequent decline in interest. In arguing that these aspects of famine have been largely ignored in recent years due to attention to the famine process', this paper attempts to make these dynamics more explicit by applying systems thinking. It uses standard archetypes of systems thinking to explain six situations—watch, price spiral, aid magnet, media frenzy, overshoot, and peaks—that are present in many famine contexts. It illustrates their application with examples from crises in Ethiopia, Malawi, Niger, and Sudan. The paper contends that the systems approach offers a tool for analysing the larger patterns in famines and for pinpointing the most appropriate responses to them, based on an awareness of the dynamics of the crises. 相似文献

A series of hypotheses on the role of the individual administrator in famine relief are proposed and three are examined with respect to case studies of famines in India (1896 and 1906–1907), Uganda (1908) and Lombok (1940). While the evidence is not conclusive, the focus upon the role of the individual administrator offers additional insights into the compexities of official response to famines. 相似文献

In this article I examine the operational implications of the findings reported in 'Entitlements, Coping Mechanisms and Indicators of Access to Food: Wollo Region, Ethiopia, 1987–88' (Kelly, 1992). The usefulness of anthropometric and other indicators for early warning and relief planning in Wollo is assessed by comparing the findings of Save the Children Fund's nutritional surveillance programme with those of the Early Warning and Planning Service of the Ethiopian government's Relief and Rehabilitation Commission. Case studies are used to illustrate the value of anthropometric and other indicators for targeting relief food and monitoring its effects. The costs of monitoring various indicators are then considered, and the cost of the Save the Children Fund programme is compared with that of other programmes. It is argued that in Wollo, anthropometric surveillance is a cost-effective means of improving early warning, planning, targeting and monitoring. 相似文献

Isiolo Boran are becoming a population of permanent paupers. During the colonial period they were protected from Somali incursions, and their way of life preserved. Since Independence, however, largely as a result of increasing government intervention and market integration, they have become caught in a vicious spiral of poverty and decline. 相似文献

In this paper we present salient lessons learned through the International Relief/Development Project about the relationships between disasters and development. We discuss approaches to famine response and prevention, including the impact of global food distribution efforts on the capacities of people affected by famine and offer criteria for planning famine relief so that it will promote systemic, long term development of these capacities. We first describe a collaborative research project which showed that it is possible for international famine assistance either to promote the capacities of people who suffer from famine so that they are better able to handle future food crises, or to leave those it purports to help worse off and even more vulnerable to subsequent disasters. We then illustrate alternative strategies for promoting development in the midst of crisis by presenting information about a number of famine response programs and analyzing their impact on capacities and vulnerabilities. 相似文献

Famine intensity and magnitude scales: a proposal for an instrumental definition of famine 总被引:1,自引:0,他引:1
Ambiguities in current usage of the term "famine" have had tragic implications for response and accountability in a number of recent food crises. This paper proposes a new approach to defining famine based on the use of intensity and magnitude scales, where "intensity" refers to the severity of the crisis at a given location and point in time, while "magnitude" describes the aggregate impact of a crisis. The scales perform three operations on "famine": first, moving from a binary conception of "famine/no famine" to a graduated, multi-level definition; second, disaggregating the dimensions of intensity and magnitude; and third, assigning harmonised "objective" criteria in place of subjective, case-by-case judgements. If adopted, the famine scales should contribute to more effective and proportionate responses, as well as greater accountability in future food crises. 相似文献

This paper argues that the rise of risk and formal risk assessment has contributed to the demise of representative democratic politics by displacing public discourses about values with technical justifications for decision making. Furthermore, risk plays a central role in the displacement of governmental responsibility to private sector and NGO actors at the same time as facilitating government control over citizens—the Janus faces1 of governance and governmentality. Arguing that the turn to public participation cannot be the panacea for the present situation, the paper concludes by calling for revitalisation of representative institutions, the development of real-time technology assessment and development of popular connoisseurship of science and technology. 相似文献

Natural disasters are inevitably the outcome of cultural agonisms. The cultural politics of natural disasters are shaped by competing claims and conceptions of ‘nature’. Recent disasters in Indonesia are directly linked to these contending conceptions and the ways in which different social groups imagine risk and reward. The Sidoarjo volcanic mudflow of 2006 represents a volatile and violent exemplar of contending cultural and economic claims. Like other disasters in Indonesia and elsewhere in the developing world, this ‘natural’ disaster is characterised by differing conceptions of ‘nature’ as cultural tradition, divine force, and natural resource. A new extractive project in East Java is exhibiting similar economic and cultural agonisms, particularly around the notion of development, environment, self‐determination, and tradition. This paper examines the ‘disputes over meaning’ associated with natural disasters in contemporary societies, and the ways in which they are related to human culture, social organisation, and hierarchical systems of violence. 相似文献

Following international interventions in Bosnia-Herzegovina(1) and Iraq, non-governmental organisations (NGOs) have played a central role in delivering humanitarian relief, encouraging participation in new systems of government, and advocating on behalf of marginalised groups. Although intervening agencies have framed such autonomous organisations as unquestionably virtuous, scholars have increasingly questioned the agency of NGOs, pointing to the constraining effects of funding and regulatory mechanisms. This paper contributes to this body of work by offering a detailed examination of legislation requiring NGOs to register with nascent state institutions. Drawing on case study material from Bosnia and Iraq, it argues that NGO registration should not be dismissed as a technical or legal matter, but that it should be embraced as a significant political practice embedded in relations of power. Registration legislation has increased the transparency of NGO funding origins and institutional practices, yet it has simultaneously acted as a barrier to smaller organisations and led to the transmission of international objectives through civil society entities. 相似文献

Measuring populations' vulnerabilities for famine and food security interventions: the case of Ethiopia's Chronic Vulnerability Index 总被引:1,自引:0,他引:1
Burg J 《Disasters》2008,32(4):609-630
The concept of vulnerability has become an important part of food security analyses since the 1980s. It is seen as having two sides: exposure to external hazards; and an inability to cope with those shocks, attributed to social, political, and economic factors. Numerous attempts have been made to construct models to determine levels of vulnerability among populations. This paper analyses one such attempt, the Chronic Vulnerability Index (CVI), developed to measure levels of vulnerability to food insecurity in Ethiopia. The example of the CVI reveals many of the difficulties associated with producing a basic model of vulnerability that can be used in disaster mitigation. Ultimately, the CVI assumes that vulnerability is a linear, additive phenomenon with discrete causes and effects and fails to capture interactions between hazards and the human systems that produce and complicate them. The paper concludes with a discussion of alternatives to the CVI. 相似文献

It is now generally appreciated that what constitutes vulnerability to one person is not necessarily perceived as such by the next. Different actors 'see' disasters as different types of events and as a result they prepare for, manage and record them in very different ways. This paper explores what different perceptions of vulnerability mean in terms of the understanding and practices of two significant sets of actors and stakeholders involved in disaster preparedness and management in the Philippines: the state and NGOs. Approaches to disaster are not just a function of people's perceptions of disaster risk but also of their understanding of the prevailing social order and social relations. Despite a shared vocabulary—which increasingly presents disasters as processes rather than events, takes a proactive rather than a reactive approach, and favours the inclusion of stakeholders rather than solely relying on technocratic management—different realities continue to make for different responses. 相似文献
