In 2004, as a response to the discovery of Bovine Spongiform Encephalopathy in Canadian cattle and other food scares, the Province of British Columbia (BC) developed a comprehensive set of meat inspection regulations, increasing the requirements for food safety infrastructure. Through a series of interviews with farmers and stakeholders, we highlight some of the unintended consequences for community food security and sustainability that resulted from these stringent safety regulations in rural and remote communities in BC. These include the loss of meat production and processing capacities as well as the erosion of local food practices and traditions through the criminalisation of farm-gate sales. We suggest that food safety regulations intended to protect consumer health may result in negative effects for community food security and rural sustainability and that these consequences should be accounted for when developing food policy.  相似文献

Environmental degradation, competition for resources, increasing food demands, and the integration of agriculture into the international economy threaten the sustainability of many food production systems. Despite these concerns, the concept of sustainable food production systems remains unclear, and recent attempts to appraise sustainability have been hampered by conceptual inconsistencies and the absence of workable definitions. Six perspectives are shown to underpin the concept. Environmental accounting identifies biophysical limits for agriculture. Sustained yield refers to output levels that can be maintained continuously. Carrying capacity defines maximum population levels that can be supported in perpetuity. Production unit viability refers to the capacity of primary producers to remain in agriculture. Product supply and security focuses on the adequacy of food supplies. Equity is concerned with the spatial and temporal distribution of products dervied from resource use. Many studies into sustainable agriculture cover more than one of these perspectives, indicating the concept is complex and embraces issues relating to the biophysical, social, and economic environments. A model is used for the dynamic and spatially explicit exploration of near future agricultural land-use changes. In a case study for Ecuador, different plausible scenarios are formulated, taking into account possible developments in national food demand until the year 2010. The protection of nature parks and restrictions due to land degradation are evaluated with respect to their possible spatial impacts on the land-use change dynamics within the country. Under the assumptions of the demand scenarios, agricultural land-use expands significantly, resulting in more use of land in existing agricultural areas and frontier-type expansion into relatively undisturbed natural areas. The patterns of change depend on the increase in demand, competition between land-use types, changes in driving factors of land use, and the area and characteristics of land that is excluded from agricultural use. The modelled land-use dynamics are related to their possible impacts on the natural resource base, specifically soil fertility. The results indicate potential negative effects of land-use changes on the soil nutrient balance and biodiversity. It is argued that spatial and temporal quantification of land-use dynamics at the landscape level can support research and policies aimed at understanding the driving factors of land-use change and the behaviour of complex agro-ecosystems under changing conditions at different scales. In this way, issues dealing with sustainable food production and the management of the natural resource base can be addressed in a more integrated and quantitative manner.  相似文献

The Komati Downstream Development Project (KDDP), based upon the Maguga Dam has enabled 6,000 hectares of semi‐arid lowveld, in a region with low and highly variable rainfall to be converted from subsistence to irrigated commercial farming, mainly of sugar cane. This has transformed the Swazi sugar industry from one dominated by a small number of large‐scale commercial estates to one where more than 1,500 previously impoverished small‐scale Swazi farmers have been able to enter the industry by joining farmers’ associations and creating communally managed farms. Recent changes to the EU's Sugar Protocol have undermined the financial viability of the KDDP farms and undermined food security, especially for the poorest, due to the cut in sugar prices. However, some farmers’ associations have opted to keep some of their land as irrigated home gardens, rather than convert all their land to sugar cane. This model has improved food security at a time of low sugar prices and points to a more sustainable way of using water from large scale dams than the conventional model. It is argued that the EU should target support to members of the KDDP who have taken out large‐scale loans to pay for the in‐field infrastructure and encourage all farmers’ associations to adopt the food garden model. This would enable them to continue to benefit from the irrigation through improved production of subsistence crops, whilst they diversify their commercial production into novel markets.  相似文献

A food crisis confronts many Indigenous communities in northwestern Canada, as reflected by wide-scale food insecurity and diet-related disease. South-generated responses to this crisis generally disregard principles of Indigenous food sovereignty and are disengaged from concerns related to environmental and food justice. This study seeks to explore the needs and priorities of a First Nation (Misipawistik Cree Nation) and an associated Métis community (Grand Rapids) regarding existing and potential responses to the food crisis in northern Manitoba. Substantial changes to the traditional food system were initiated during the establishment of the reserve system in the 1800s and now extend to damage associated with hydro development. Responses to these changes were categorised according to themes and include the revival of country food traditions, individual and community gardens, agriculture in the North, and better quality imported foods. Regardless of response, decision-making needs to be community-driven, culturally appropriate, to reflect local priorities in order to effectively address the northern food crisis, and, ultimately, needs to work towards Indigenous food sovereignty to be effective.  相似文献

Soil is a multifunctional, non-renewable natural resource for Europe as clearly expressed in the European Union (EU) Thematic Strategy for Soil Protection (COM (2006)231). Soil carries out multiple functions, including the support of food production. Urban development and its associated land take poses a major threat to soil and could have significant effects on agricultural production. This paper aims to evaluate the potential productivity losses in European agriculture due to land-take processes between 1990 and 2006. Agricultural land take was calculated using CORINE Land Cover maps of 1990, 2000 and 2006. For 21 of the 27 EU member states, agricultural land take was computed to be 752,973 ha for 1990–2000 and 436,095 ha for 2000–2006, representing 70.8% and 53.5%, respectively, of the total EU land take for these periods. The impact of this land take on the production capabilities of the agricultural sector for the period 1990–2006 for 19 of the 21 states was estimated to be equivalent to a loss of more than six million tonnes of wheat. The paper demonstrates that Europe's intense urbanisation has a direct impact on its capability to produce food.  相似文献

This paper discusses the extent to which charity-led initiatives can contribute to capacity building for food justice in England. The paper draws on evaluations of two projects run by the charity Garden Organic: the Master Gardener Programme, operating a network of volunteers who mentor households, schools and community groups to support local food growing, and the Sowing New Seeds programme, which engages “Seed Stewards” to work with communities to encourage the growing and cooking of “exotic” crops. Based on qualitative data about peoples’ motivations for participation and the benefits that are experienced, we interpret these projects as examples of capacity building for food justice. We suggest that whilst currently depoliticised, the “quiet” process of reskilling and awareness raising that occurs through shared gardening projects could have transformative potential for people’s relationship with food. Finally, we use our findings to raise critical questions and propose future research about food justice concepts and practices.  相似文献

Deep structural and sustained change is necessary to tackle contemporary environmental challenges. How such change emerges and can be governed has been explored through the notion of sustainable innovation journeys. To date research had conceptualised such journeys as transitions to more sustainable socio-technical systems, e.g. mobility, shelter, food and farming. However, there is a paucity of how innovation proceeds in firms as part of sustainable innovation journeys. This paper begins to address this gap in knowledge. A longitudinal case study was completed of a medium-sized food-processing firm in the UK. Qualitative data were collected using ethnographic methods such as participant observation. Drawing on practice theory, a conceptual framework was developed which enabled us to explore and make sense of the firm's sustainable innovation journey conceptualised as practices. Findings show that we can usefully treat a firm as a flow of practices that either resist or otherwise accommodate new practices deemed more sustainable.  相似文献

This paper presents the findings of a study on the governance of seed conducted in the framework of a participatory plant breeding (PPB) programme, based on a multi‐year inquiry with a panel of ten Syrian households. The study assessed the interactions between governance regimes regulating the rights to access and control genetic resources at international and national level, compared to the actual ability of the respondent women farmers to access and control the seed of varieties they co‐developed with the PPB programme. The paper argues that gender equal access to seed can “optimally” contribute to enhancing household food security in small scale farming. The paper also argues that to support a gender‐equal access to seed in the respondent households legislation needs to explicitly protect the rights of women farmers to access and share the benefits of genetic material and draw from empirical evidence of the actual access to and control of seed at ground level.  相似文献

ABSTRACT

In the context of food policy, sustainability functions as a normative principle but also constitutes a highly contested arena. The study presented in this paper establishes how discursive dynamics amongst professionals involved in matters of food distribution, retail, consumption and waste lead to food policy themes being framed as issues of sustainability. Analysing varied UK-based data (trade magazine articles, policy documents and interviews with retail, non-profit and consultancy representatives), three interpretative frames of sustainability are identified: consumer sovereignty, economic rationality and stewardship. Focusing on three themes of food sustainability – organic consumption, protein diversity and waste reduction – it is shown how these interpretative frames constitute the discursive framework relevant to food policy. Based on these findings, it is shown how in the analysed debates environmental concerns are sidelined.  相似文献

Hybrid economy research in remote Indigenous Australia is what Gibson-Graham [2008. Diverse economies: performative practices for “other worlds”. Progress in Human Geography, 32 (5), 613–632] describe as a performative ontological project. This research seeks to address the marginalisation of customary economic activities that contribute to the well-being of Indigenous Australians. It aims to make the customary sector more real, more credible and more viable as an object of policy and activism, challenging the dual dominance of the state and the market as the focus of development (cf. Gibson-Graham 2008 Gibson-Graham, J. K. 2008. Diverse economies: performative practices for “other worlds”. This paper outlines how hybrid economy research has sought to broaden views of the economic landscape in remote Indigenous Australia amid the withdrawal of key policy and programmatic support by the Australian Government. Sustainable use of natural resources would entail ensuring that derived economic benefits today do not undermine the welfare of generations to come. On this basis, this study examines the nexus between natural resource rents and carbon dioxide (CO2) emissions disaggregated into production and consumption-based (i.e., trade-adjusted) CO2 emissions for a selected panel of 45 developing and transition economies over the period 1995–2017. The empirical model also incorporates the impacts of population, affluence, and energy intensity. The results show that affluence increases production-based CO2 emissions by 1.407%, with the EKC's predicted inverted U-shaped curve only explaining consumption-based CO2 emissions. Economic reliance on natural resource rents and energy intensification contribute 0.022% and 0.766%, respectively, to CO2 emissions embedded in territorial production inventories and 0.035% and 0.583%, respectively, to CO2 emissions embedded in consumption inventories. The bootstrap non-causality test shows that historical data on each variable has significant predictive power for future CO2 emissions from both sources. The historical information about natural resource rents has significant predictive power over the future levels of affluence and energy intensity. Clearly, the results show that the environmental impact of natural resource rents is stronger when CO2 emissions are adjusted for trade and varies among the countries, with Bangladesh, Guinea, India, Malaysia, Mexico, Nigeria, Pakistan, Saudi Arabia, Vietnam, and Zimbabwe among the most affected countries. Overall, this study provides motivation for policies to keep the use of natural resources within sustainable limits.  相似文献

This article brings to light one aspect of alternative agri-food practices by exploring the values and meanings domestic food producers associate with their actions, thereby making a small contribution to increasing understanding of the act of urban backyard food production. While Australian backyards have long been productive spaces, there has been little examination of this phenomenon in the Australian context. Limited quantitative data give some insight into the extent of domestic production, and while there is an increasing interest in certain aspects of the local food system, including community gardens and farmers markets, there is a dearth of literature that explores the contemporary act of domestic production. This work seeks to situate the act of domestic production within the broader movement calling for change within the global food system, particularly that being articulated by the food sovereignty movement. Drawing on Gibson–Graham's diverse economies framework, and through interviews with eight domestic food producers in one Australian city, this work finds that the act of growing food at home offers space for hope – where small acts can be seen as part of the broader food sovereignty movement seeking to remake our food system.  相似文献

Food and food-related waste is a high priority in terms of waste minimisation in New Zealand. Over the summer of 2012–2013, a survey of 147 participants was conducted on a range of views and practices related to environmental challenges and understandings. The survey, undertaken in Palmerston North, New Zealand, captured a wide socio-demographic. This article focuses on respondents’ food practices from purchase, to plate, to disposal and the environmental implications of these practices. The survey data have allowed an enriched understanding of both individual and structural level challenges as well as incentives towards improving environmental practices in relation to household food waste minimisation. The results indicated that, in keeping with other research in this area, food waste increases according to the number of individuals in a household, and in particular the number of younger people. Also, while the majority of participants were at least “somewhat concerned” about their households’ environmental impact, over three quarters of participant households put food waste into their rubbish bin. Some solutions and directions to further progress research, policy, and practice in this area are offered, and include the need for more direct and personalised communication regarding waste minimisation, along with the provision of kerbside food waste collections. It is clear that individual- or household-level changes are important and must be supported systemically by both local body and state level legislation and initiatives, if there is to be any substantial decline in food waste going to landfill.  相似文献

This paper studies the emergence of one particular ‘new’ environmental policy instrument: disclosure of emission and pollution data. Disclosure is part of a relatively new sub‐set of regulatory measures, based on monitoring, transparency, citizen‐empowerment and accountability. It originated in the United States but has recently attracted international attention. The attractiveness of disclosure is obvious; it promises environmental improvement combined with strengthened environmental democracy and community empowerment. By analysing the experiences in the US, and the developments in the Netherlands, this paper seeks to assess the functioning and effectiveness of disclosure. The available empirical evidence suggests that disclosure has a positive impact on the environmental performance of industrial facilities as well as a democratising effect. It is argued that Dutch policy makers wrongfully assume that disclosure cannot work in the Netherlands. The consequence is that citizens are provided with little specific information that cannot be used to put pressure on polluters.  相似文献

Urban sustainability literature calls for new governance relations to support green urban agendas. Privileging non-hierarchical relations, this literature fails to address the means by which organisations create these capacities. The author interviewed public, private and community environmental leaders in metropolitan Chicago regarding their disposition toward creating boundary spanning organisations (BSOs) in addressing the City's Environmental Action Agenda. Their responses reflect engaged efforts to enhance cross-boundary sharing of information, resources, and power. However, they also reflect the decisive role of central authority in initiating this process. These findings suggest the complexity of urban governance in transitions toward sustainability and the opportunities they provide to explore the implications of on-the-ground practice.  相似文献

The need for enhanced environmental planning and management for highland aquatic resources is described and a rationale for integrated action planning is presented. Past action planning initiatives for biodiversity conservation and wetland management are reviewed. A reflective account is given of integrated action planning from five sites in China, India and Vietnam. Eight planning phases are described encompassing: stakeholder assessment and partner selection; rapport building and agreement on collaboration; integrated biodiversity, ecosystem services, livelihoods and policy assessment; problem analysis and target setting; strategic planning; planning and organisation of activities; coordinated implementation and monitoring; evaluation and revised target setting. The scope and targeting of actions are evaluated using the Driving forces, Pressures, State, Impacts and Responses framework and compatibility with biodiversity conservation and socio-economic development objectives are assessed. Criteria to evaluate the quality of planning processes are proposed. Principles for integrated action planning elaborated here should enable stakeholders to formulate plans to reconcile biodiversity conservation with the wise use of wetlands.  相似文献

The composition of the germinable seed bank was studied in four vegetation states of the Festuca pallescens grasslands in semiarid Patagonia during four years. The aim of this study was to test whether above-ground vegetation states resulting from grazing exclusion or different combinations of grazing and topography are reflected in different states of the germinable seed bank. The size of the total and dicot germinable seed bank was positively related to the total cover in each state. Dicots dominated all germinable seed bank states. Carex patagonica increased its cover as well as its germinable seed bank under grazing disturbance. Grazing did not reduce the germinable seed bank of perennial grasses in uplands where the grazing pressure is lower as compared with slopes. In slopes the germinable seed bank of perennial grasses was significantly reduced by grazing. A reduction of the length of the grazing period in late spring increases the germinable seed bank of perennial grasses both in upland and slope. These results are interpreted in the frame of a model of management techniques where grazing exclusion during late spring and late summer increases the seed bank of the perennial grasses and promotes their establishment in uplands. The artificial addition of seeds of perennial grasses and the manipulation of the soil surface in order to increase "safe sites" appear as management alternatives that deserve further evaluation to improve plant reestablishment in slopes.  相似文献
