The management of medical waste is of great importance due to its potential environmental hazards and public health risks. In the past medical waste was often mixed with municipal solid waste and disposed of in residential waste landfills or improper treatment facilities (e.g. inadequately controlled incinerators) in Korea. In recent years, many efforts have been made by environmental regulatory agencies and waste generators to better manage the waste from healthcare facilities. This paper presents an overview of the current management practices of medical waste in Korea. Information regarding generation, composition, segregation, transportation, and disposal of medical wastes is provided and discussed. Medical waste incineration is identified as the most preferred disposal method and will be the only available treatment option in late 2005. Faced with increased regulations over toxic air emissions (e.g. dioxins and furans), all existing small incineration facilities that do not have air pollution control devices will cease operation in the next few years. Large-scale medical waste incinerators would be responsible for the treatment of medical waste generated by most healthcare facilities in Korea. It is important to point out that there is a great potential to emit air toxic pollutants from such incinerators if improperly operated and managed, because medical waste typically contains a variety of plastic materials such as polyvinyl chloride (PVC). Waste minimization and recycling, control of toxic air emissions at medical waste incinerators, and alternative treatment methods to incineration are regarded to be the major challenges in the future.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

As widely recognised by EU legislation, Life Cycle Thinking (LCT) is a viable approach to support sound waste management choices. In this context, the Institute for Environment and Sustainability (IES) of the European Commission Joint Research Centre (JRC) has lead the development of macro-level, life cycle based waste management indicators to quantify and monitor the potential environmental impacts, benefits, and improvements associated with the management of a number of selected waste streams generated and treated in Europe.The waste management indicators developed make use of a combination of macro statistical waste management data combined with emissions/resource life cycle data for the different elements of the waste treatment chain. Indicators were initially calculated for the entire European Union (EU-27) and for Germany, covering several waste streams and a broad range of environmental impact categories.An indicator developed for a given waste stream captures the potential environmental impact associated with the generation and management of that waste stream. The entire waste management chain is considered, i.e. from generation to final treatment/disposal. Therefore, system boundaries for the selected waste streams include also the treatment or recycling of secondary waste (e.g. bottom ash from the incineration of household waste), and secondary products (e.g. recovered paper), as well as energy recovery.The experiences from the development of these life cycle based waste management indicators suggest that more detailed and quality-assured waste statistics are needed, especially covering the many different treatment operations and options. Also, it would be beneficial if waste statistics had a higher disaggregation level of waste categories, as well as more detailed information about waste composition. A further development of the indicators should include an increased number of waste streams, as well as calculation of the results for all Member States.  相似文献

2019年6月,《中华人民共和国固体废物污染环境防治法(修订草案)》(以下简称草案)经国务院审议通过,并初次提请全国人大常委会审议。草案修订力度之大,值得充分肯定。同时,草案还存在不少提升空间,需要进一步深入研究。本文以习近平生态文明思想为引领,按照中央全面依法治国委员会第二次会议提出的加强立法统筹、立改废释并举要求,剖析了当前我国固体废物环境管理及其立法修法中面临的挑战,以及存在的突出问题;并从明确固废污染防治立法原则、强化政府统筹管理、明确各部门职责、强化区域统筹、完善跨区域转移监管机制、统筹国内外相关法律法规及政策文件等方面提出了完善草案的建议,以期为我国固废管理决策和草案修改提供参考。  相似文献

本文首先总体分析了"十二五"期间我国医疗废物环境管理和技术在完善制度建设、加快处理设施建设、打击环境违法行为和创新开展医疗废物处置示范等方面取得的进展和成效,分析了当前医疗废物管理中存在的包括缺乏针对性制度、处理设施总体技术水平不高、新增布局缺乏指导、收费水平偏低等突出问题。面向"十三五",本文提出环境管理四个方面的主要思路,从思路出发,提出"十三五"重点开展的任务,包括开展基础性调查评估、修订医疗废物管理条例、优化医疗废物处理设施布局、建立区域医疗废物协同处理模式、开展处理设施稳定排放达标整治工程、创新医疗废物环境管理和加快解决医疗废物处理收费中的突出问题等,为相关环境管理部门提供决策参考。  相似文献

Minimisation is the top priority of the waste management hierarchy, which is one of the guiding principals for national solid waste management planning throughout the developed world. As such it should be encouraged as a means for reducing wastes which require treatment and disposal, whether they be household, commercial or industrial in source. This paper suggests that minimisation is not being given the necessary policy frameworks or legislation within which to develop in the UK, and questions whether minimisation is being afforded the respect and attention, from all levels, that is due the most preferable waste option according to the hierarchy. This theme is investigated by surveying the county councils of England as a representative sample of waste disposal authorities in England, and former waste regulation authorities. They are responsible for guiding local and district waste policy and are the regional waste planners in the UK. If they are not seriously taking on board the message of minimisation, then there is little chance that it will succeed without further legislative developments. Some 59% of English counties have a minimisation policy, whilst only 47% have participated in and supported a minimisation programme or trial within their region. The majority of these developments have occurred within the last three years, and 78% of counties who have participated in a programme have found it a successful venture. By 1999 79% of English counties will have been actively involved in a minimisation programme in their region, which is a positive scenario. This trend must continue if waste minimisation is to become the key theme of future sustainable waste management in the UK as was intended by declarations at the Rio '92 conference and in subsequent UK Government policy and strategy.  相似文献

Foreign-owned industry in the form of assembly plants, termed maquiladora, has become very important in Mexico to the extent that it represents the second largest source of foreign exchange and is a valuable source for employment and regional development. The economic prosperity gained from the rapid growth of the maquiladora industry has been accompanied by increased environmental and human health risks associated with generation of hazardous waste. Diversification of industry has resulted in the predomination of those sectors that likely use hazardous substances. The Mexicali-Calexico border region was selected to demonstrate the potential for environmental and health risks associated with the generation of hazardous waste. Estimates for the generation of hazardous waste were obtained from 34 maquiladora plants in Mexicali, represented by the electronic and electrical equipment and parts, mechanical and transportation equipment, and toys and sporting equipment sectors. Repeated detection of volatile organic compounds in the New River at the US-Mexico border suggests that hazardous waste from the printed circuit board industry in Mexicali is not being disposed of in a proper manner. Potential adverse health effects, such as carcinogenic and mutagenic responses associated with the detected volatiles, are discussed. US and Mexico national legislation and the Binational Environmental Agreement were examined for their adequacy to ensure proper management of hazardous waste generated by the maquiladora industry. Environmental policy options are presented that focus on: (1) increased environmental accountability of US parent companies for their maquiladora assembly plants in Mexico; and (2) more integration between US Customs and border states with the US Environmental Protection Agency to improve the binational management of hazardous waste generated by the maquiladora industry.  相似文献

Currently the construction and demolition (C&D) waste collection system in Spain is managed in a decentralized manner by each sub-contracted company. This lack of comprehensive strategy for C&D waste management causes a confusing and sometimes individual attitude regarding the different measures for C&D waste. Therefore effective waste management should be enforced. Construction stakeholders have wide range of best practices in C&D waste management that can be implemented, so they need to be assessed for their effectiveness.The aim of this research study is to assist construction stakeholders in making a decision on C&D waste management. This paper carries out a survey conducted among the construction agents in order to evaluate the effectiveness of 20 best practice measures regarding C&D waste management, identifying the most suitable types of building constructions to implement these practices and also the advantages and drawbacks of their performance in a building construction project.Results of this study show that among the highly effective best practices are: the use of industrialized systems and the contract of suppliers managing the waste. In addition, distributing small containers in the work areas is also another high valued practice, although only 36% of respondents usually implement this measure in their works.  相似文献

废弃荧光灯管中含有金属汞,属于《国家危险废物名录》中的HW29含汞废物类,随意处置会破坏环境,危害人类健康,因此必须采取合理的方法对其进行处理。综合比较后发现资源化、无害化回收金属汞是最佳的处理方法。部分发达国家通过法律和技术手段的加强实现了对废弃荧光灯管的无害化回收处理,但我国在这方面的工作尚且不足,主要存在着灯管收集难、处理成本高等问题。因此,我国需要借鉴国外的管理经验,出台有效的法规措施,同时需要不断完善处理技术和大型工程建设。在我国节能减排和环境保护形势日益严峻的大环境下,辅之以合理的管理体制和技术手段,才能实现社会效益和经济效益双赢的局面。  相似文献

Siting municipal solid waste landfills in Kuwait had not considered public concerns about the location of such facilities. Kuwait Municipality has disposed urban waste in abandoned sand quarries for the past 20 years in an unplanned fashion. Due to this improper siting criteria, environmental and health problems have risen from old landfills that are located in residential areas. In an effort to help responsible decision-makers in assessing public support for siting landfills a structured, yet simple, questionnaire was designed and distributed to a random sample of heads of households. Statistical techniques were employed to examine trends and relationships between the sample public responses concerning landfill siting criteria. The findings of the research indicated that a significant percentage of the responding sample did not know about the various landfill impacts and less than 50% were aware of the negative impacts of landfills on the public health and the environment. The visual appearance of the landfill scored the lowest impact in the opinion of the sample public while the most important aspect in siting a landfill appeared to be its economic consideration. The research findings also directed attention to the important role that the media could play in increasing public awareness. Results from the cross-classification analysis demonstrated the existence of differences in awareness levels according to age, nationality, martial status, education, and occupation of the responding sample. Statistically, these differences were significant at the 95% significance level, as supported by the test of the χ-square.  相似文献

Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献

ABSTRACT/ The aim of this study is to analyze the antecedents of urban waste recycling behavior. To achieve this goal, a concrete urban waste management program was chosen. The study focuses on the Selective Collection Program (SCP) in Zaragoza, a medium-sized city in northeastern Spain. The research starts with a conceptual model in which the variables that potentially affect recycling behavior can be classified into two groups: incentives and barriers. Moreover, the sociodemographic characteristics of the individuals are included in our study. Given that the proposed model requires specification of latent variables or constructs, the analysis is based on the Structural Equation Models (SEM) methodology. The results revealed that environmental awareness, knowledge of the environmental impact of urban waste, and the positive perception of management by local government exercise a positive effect on individual recycling behavior, while perceived personal difficulties (space and time availability) and distance to and from the container have a negative effect. As regards sociodemographic variables, this study found that annual family income sustains a negative relationship with recycling behavior, while age maintains a positive one. The results obtained clearly show the important role that the public authorities play, especially municipal governments, in achieving the waste recycling objectives established in accordance with international legislation.  相似文献

The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public–private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献

Waste legislation in the United Kingdom (UK) implements European Union (EU) Directives and Regulations. However, the term used to refer to hazardous waste generated in household or municipal situations, household hazardous waste (HHW), does not occur in UK, or EU, legislation. The EU's Hazardous Waste Directive and European Waste Catalogue are the principal legislation influencing HHW, although the waste categories described are difficult to interpret. Other legislation also have impacts on HHW definition and disposal, some of which will alter current HHW disposal practices, leading to a variety of potential consequences. This paper discusses the issues affecting the management of HHW in the UK, including the apparent absence of a HHW-specific regulatory structure. Policy and regulatory measures that influence HHW management before disposal and after disposal are considered, with particular emphasis placed on disposal to landfill.  相似文献

Food and drink waste is a significant problem for economic, environmental and food security reasons. Government efforts have focused on diverting waste away from landfill through regulation, taxation and public awareness. However, efforts to understand why waste occurs have been limited, particularly in the interface between retailers and suppliers. This research aims to address this problem by identifying the main root causes of waste in the supplier-retailer interface.The research is exploratory in nature as there is a paucity of studies focusing on food waste across the supply chain. Data were collected through 43 interviews with managers in food manufacturing, wholesaling and retailing in two countries: the UK (24) and Spain (19). Data from the interviews and supplementary documentation were analyzed using causal maps. This approach helped to identify the main root causes of waste which were categorized into three groups: (1) mega-trends in the marketplace, (2) natural causes related to the products and processes, and (3) management root causes on which practitioners have a direct impact.The paper discusses the root causes of food waste and good practices identified from the interviews. Differences between the UK and Spain are discussed, presenting potential learning opportunities for practitioners in these countries and highlighting opportunities for further research.  相似文献

In this study, a two-stage support-vector-regression optimization model (TSOM) is developed for the planning of municipal solid waste (MSW) management in the urban districts of Beijing, China. It represents a new effort to enhance the analysis accuracy in optimizing the MSW management system through coupling the support-vector-regression (SVR) model with an interval-parameter mixed integer linear programming (IMILP). The developed TSOM can not only predict the city's future waste generation amount, but also reflect dynamic, interactive, and uncertain characteristics of the MSW management system. Four kernel functions such as linear kernel, polynomial kernel, radial basis function, and multi-layer perception kernel are chosen based on three quantitative simulation performance criteria [i.e. prediction accuracy (PA), fitting accuracy (FA) and over all accuracy (OA)]. The SVR with polynomial kernel has accurate prediction performance for MSW generation rate, with all of the three quantitative simulation performance criteria being over 96%. Two cases are considered based on different waste management policies. The results are valuable for supporting the adjustment of the existing waste-allocation patterns to raise the city's waste diversion rate, as well as the capacity planning of waste management system to satisfy the city's increasing waste treatment/disposal demands.  相似文献

This article compares four Dutch environmental certification schemes for agricultural food crops, analysing their methodology and the completeness of their criteria on five aspects: pesticide use, nutrient use, water management, energy and materials consumption, and habitat management. The least stringent of the labels, the MBT ('Environmentally Aware Cultivation') certificate, serves mainly to increase farmers' awareness of nutrient and pesticide use. With regard to both administrative obligations and actual management practices, the MBT label largely mirrors the terms of standing Dutch legislation. The CC ('Controlled Cultivation') and AMK ('Agro-Environmental') labels comprise more and more stringent criteria. With their restrictions on nutrient and pesticide use, these two labels serve as the two principal labels in the field of integrated agriculture. There is little difference between the two and it is recommended that they be merged, on the basis of a standardised definition of integrated agriculture. The EKO ('Organic Agriculture') label proceeds from different principles, but as a minimum should also comply with Dutch legislation without exception. For both integrated and organic agriculture, in addition to criteria on pesticide and nutrient use, criteria should also be developed for water management, energy and materials use and habitat management. The relationship between the criteria and their respective thresholds and Dutch legislation is also addressed. Existing criteria are frequently specified in such a way that the environmental benefits cannot be ascertained. This is a serious drawback for the parties further down the chain: auctioneers, retailers and consumers. It is recommended to develop qualitative guidelines for an Agricultural Stewardship Council at international level, like the Forest Stewardship Council, and a separate label for integrated agriculture per country comprising quantitative criteria for all relevant aspects of farming operations.  相似文献

/ Since 1975, the European Union (EU) has developed an impressive body of waste management legislation, although, according to the principle of subsidiarity, responsibilities belong to the most local level at which the tasks can be carried out effectively. Using economic theory, this paper examines several factors that influence the efficient distribution of regulatory authority among the EU and the member states. We specifically analyze the role of harmonization that, in our opinion, will often lead to an overcentralization. Within this context, a second issue is becoming more important, as ongoing discussions show. If no consensus can be reached about harmonization, should member states be allowed to stop cross-border shipments of waste, or should the EU strive for a common market for waste? We take the position that most objections against waste shipments are not convincing, especially if the member states implement minimum standards for landfills and waste processing facilities and common information and control systems. Competition between different national regulations within adequate constraints that, e.g., control transboundary externalities leads to more efficient waste management structures in Europe than national self-sufficiency or centralized decision-making at the EU level. Landfill disposal and waste-to-energy (WTE) incineration remain the two principal options for managing municipal solid waste (MSW). One critical determinant of the acceptability of these options is the different health risks associated with each. In this analysis relying on published data and exposure modeling, we have performed health risk assessments for landfill disposal versus WTE treatment options for the management of New York City's MSW. These are based on the realistic scenario of using a waste transfer station (WTS) in Brooklyn and then transporting the untreated MSW by truck to a landfill in Pennsylvania or using a WTE facility in Brooklyn and then transporting the resultant ash by truck to a landfill in Pennsylvania. The overall results indicate that the individual cancer risks for both options would be considered generally acceptable, although the risk from landfilling is approximately 5 times greater than from WTE treatment; the individual non-cancer health risks for both options would be considered generally unacceptable, although once again the risk from landfilling is approximately 5 times greater than from WTE treatment. If one considers only the population in Brooklyn that would be directly affected by the siting of either a WTS or a WTE facility in their immediate neighborhood, individual cancer and non-cancer health risks for both options would be considered generally acceptable, but risks for the former remain considerably higher than for the latter. These results should be considered preliminary due to several limitations of this study such as: consideration of risks only from inhalation exposures; assumption that only volume and not composition of the waste stream is altered by WTE treatment; reliance on data from the literature rather than actual measurements of the sites considered, assuming comparability of the sites. However, the results of studies such as this, in conjunction with ecological, socioeconomic and equity considerations, should prove useful to environmental managers, regulators, policy makers, community representatives and other stakeholders in making sound and acceptable decisions regarding the optimal handling of MSW.  相似文献
