Design principles and common pool resource management: an institutional approach to evaluating community management in semi-arid Tanzania 总被引:1,自引:0,他引:1
This paper analyses the role of institutions in the management of common pool resources (CPRs) in semi-arid Tanzania. Common property regimes have often been considered inadequate for the management of CPRs because of the problems of excludability, but they are becoming more widely supported as the way forward to overcome the problems of resource use and degradation in developing countries. A series of design principles for long enduring common property institutions have been proposed by Ostrom, but there is concern that they are not applicable to a wide range of real life situations or that they may be specific to certain types of CPR. Here, we compare these principles to the situation prevailing in 12 villages in six districts in semi-arid Tanzania. Data on management institutions were collected through semi-structured interviews and meetings at district and village level. The combined information was used to make a qualitative assessment of the strength with which each design principle appeared to operate in the management of forest, pasture and water resources. Boundaries, conflict and negotiation in CPR management are of key importance in semi-arid regions. However, the need for flexibility in order to deal with ecological uncertainty means that many management institutions would be considered weak or absent according to the design principle approach. This supports the view that the design principles should not be used as a 'blueprint to be imposed on resource management regimes' rather that they provide a framework for investigating common property regimes with the proviso that, certainly for semi-arid regions, they may highlight where management cannot be explained by institutional theory alone. 相似文献

An important policy question receiving considerable attention concerns the risk perception–risk mitigation process that guides how individuals choose to address natural hazard risks. This question is considered in the context of wildfire. We analyze the factors that influence risk reduction behaviors by homeowners living in the wildland–urban interface. The factors considered are direct experience, knowledge of wildfire risk, locus of responsibility, fulltime/seasonal status, and self-efficacy. Survey data from three homeowner associations in the western U.S. are used to estimate the direct and indirect effects of this relationship. Our results indicate that the effects of knowledge and locus of responsibility are mediated by homeowners' risk perceptions. We also find that beliefs of self-efficacy and fulltime/seasonal status have a direct influence on risk reduction behaviors. Finally, we find, surprisingly, that direct experience with wildfire does not directly influence the risk perception–risk mitigation process. 相似文献

Geographic and substance use data were collected from 301 urban adolescents to compare the perceived and observed risk and safety associated with their home and activity space locations (routine locations). The geographic characteristics of the neighborhood surrounding each location was summarized according to features theorized to be risky, such as criminal activity and alcohol sales, and features theorized to be safe, such as recreation centers and churches. Data on socioeconomic status, derived from U.S. Bureau of the Census data, were also used to characterize locations. Adolescents' homes were typically perceived as safe despite observed measures of risk such as density of crimes and proximity to alcohol outlets. This held for both substance users and non-users. Differences in geographic characteristics for safe and risky activity spaces were observed for both substance users and non-users, with non-users appearing to be more sensitive to the presence of risky characteristics in the environment than substance users. Results highlight the need and provide a methodology to collect fine-grained activity space data instead of relying only on home residence when attempting to represent place and health behaviors with urban youth. 相似文献

Sustainable management of landscapes with multiple competing demands such as the Ruaha Landscape is complex due to the diverse preferences and needs of stakeholder groups involved. This study uses conjoint analysis to assess the preferences of representatives from three stakeholder groups—local communities, district government officials, and non-governmental organizations—toward potential solutions of conservation and development tradeoffs facing local communities in the Ruaha Landscape of Tanzania. Results demonstrate that there is little consensus among stakeholders about the best development strategies for the Ruaha region. This analysis suggests a need for incorporating issues deemed important by these various groups into a development strategy that aims to promote conservation of the Ruaha Landscape and improve the livelihood of local communities. 相似文献

Local people's perceptions of planning and management issues were investigated in Prespes Lakes National Park in north-western Greece, 24 years after designation. Ensued conflicts due to lack of local community participation in the designation procedure and in the decision-making process thereafter necessitated this research. Knowledge of the park and its aims, source of information about aims, necessity for works and facilities, attitudes toward certain policies, and effectiveness of administration and management scheme, were studied by means of a questionnaire survey. Respondents were contacted by systematic sampling, which resulted in 201 cases for analysis. Poor knowledge of aims associated with education of people was revealed and the managing authority (the Forest Service) as source of information was mentioned in only one case. Forest recreation facilities and improvement of accessibility were considered of high priority, as means of possible tourism development of the area. A policy of non-intensive agriculture with compensation for loss of income, if the wetlands of the park were in danger, seems acceptable, younger ages accepting it more easily. The need for a new administration and management scheme with the participation of local communities in the decision-making process was revealed, supported mainly by the younger age groups. Finally, the results indicated that the information derived from such research could help managers of protected areas to resolve arising conflicts. 相似文献

This paper examines local people's knowledge, attitudes and perceptions towards Wolong Biosphere Reserve (WBR) and its management policies. Pertinent data were collected through a questionnaire survey and group discussions. This study revealed that local people's perceptions were affected by many factors, including education, gender, residence location, household size and acreage of land owned. Although most respondents had limited knowledge about WBR because of their absence in WBR management, they held a positive attitude towards WBR. An in-depth analysis of their attitudes and perceptions showed that two potential conflicts might affect biodiversity conservation and protected area management. One of them was the imbalance between the limited cropland holding and the oversupply of the labor force, and the other one was the increase in electricity price versus the decrease in economic incentives for the Natural Forest Protection Project. The study also revealed that relocation was considered unacceptable to most respondents. However, those residing far from the main road were willing to relocate more than those near the main road. Based on our studies, some recommendations are given for improvement of WBR management. 相似文献

The United Republic of Tanzania is currently facing energy problems that have seriously affected its socio-economic development and environment. To solve these problems, the country is striving to exploit its renewable energy potential, among other efforts. This publication highlights the prevailing energy situation in Tanzania and provides a short review of potential energy resources. It then discusses current institutional efforts and capabilities in research, development, diffusion and commercialization of renewable energy technologies. The paper also identifies some barriers to promotion of renewable energy technologies. This paper applies an ecosystem approach to analyse the livelihood of fishers dependent on the Old Brahmaputra River in Mymensingh, Bangladesh. Results suggest that the livelihood of fishers is increasingly threatened because of the fragile river ecosystem and poor livelihood assets. Most fishers face a wide range of vulnerability including shocks, trends and seasonality. This is because the ecosystem of the resource base on which their livelihood depends (i.e. the Old Brahmaputra River) has been degraded severely resulting in a significant decline in fish catch due to a combination of factors, such as over-fishing, use of destructive fishing gears, water pollution, siltation, rapid urbanisation and environmental degradation. We propose an adoption of the socio-ecological system with active community participation in the management of the resource base and collaboration amongst key stakeholders to produce positive livelihood outcomes for the fishers. 相似文献

It is generally accepted that the current growth in personal car use poses a serious threat to local communities and the environment, and that radical changes in transport policy are needed. In order for local authorities to develop acceptable sustainable transport options, it will be necessary that they have a clear view of the attitudes and perceptions of various groups in their community. This research compared the views of elected members and officers with those of residents and organisations in relation to the local transport situation and the use of car travel reduction measures. It was found that the views of elected members and officers reflect those of residents rather well. The views of local organisations, however, were different. Organisations were, in particular, more negative about policy measures that aim to reduce car use in the town centre. They also attached more importance to the viability of the local economy than the other respondents. However, they did agree with the other groups that the quality of life in the community would improve if there was less traffic. The consequences of these findings for local transport planning are discussed. 相似文献

Previous research notes that sense of place may intensify, and that levels of public risk perception may decrease with proximity to an established hazardous or stigmatised site. In addition, the literature suggests that sense of place may act either to mediate or moderate community perceptions of risk in such localities. This study comprised a major household survey (n = 1326) and an interview study (n = 39) and was conducted close to the nuclear power stations at Oldbury and Hinkley Point, both in the UK. It investigated the roles of perceptions of place and hazard proximity in considering (a) perceptions of risk and (b) public attitudes towards the building of a new nuclear power station in the nearby area. In addition, a novel scale was developed to measure the perceived contribution of the nearby nuclear power station to sense of place. The results suggest first, that sense of place mediates (but does not moderate) perceptions of risk in very proximate communities, and second, that public attitudes to new build in communities situated very close to established nuclear sites may be largely dependent on the extent to which the existing facility is perceived to contribute towards sense of place. Previous research on public perceptions of lethal or hazardous events have often cited the media as possible causes of inaccurate judgments of the frequencies with which such events are assumed to occur. No attempts have been made empirically to assess relationships between media usage and these perceptions however. A study is reported in which a representative sample from one region of Britain was asked to estimate the likelihood of personal risk from a number of hazards which were then related to how much television, and in particular, television news and documentaries they watched. Results showed that in the presence of controls for sex, age and socio-economic class, the overall amount of viewing, but not of news or documentary viewing in particular, was related to perceptions of personal risk on just four hazards to life out of a list of twelve. Heavy television viewers more often perceived higher risk from lightning, flooding and terrorist bomb attacks than did light television viewers, and medium viewers most often perceived higher risk from cancer. On this evidence it appears that aspects of television viewing are only sporadically related to public perceptions of hazards to life, and that viewing of news and documentary is unrelated to such perceptions. 相似文献

The impacts of natural disasters on communities living in hazard prone areas are wide ranging and complex. In Mwanza, steep slopes, rocky hills and river valleys are inhabited by society's poorest people. These areas are prone to natural disasters. Residents have accumulated coping mechanisms for disaster risks and impact reduction. We combine spatial data, household surveys and data from focus groups to identify and rank areas based on their exposure to major disasters. We also examine household and communal mitigation efforts in relation to these disasters. Most areas of the city are exposed to at least one of the natural disasters studied. Pre- and post-disaster risk reduction measures are influenced by the site of homesteads and the socioeconomic situation of households. Current resilience measures are skewed towards the development of physical infrastructure. The challenge of reducing disaster risks in Mwanza involves recognizing the role of non-infrastructure based factors that promote urban resilience to natural disasters. 相似文献

This paper examines household livelihoods in highland and lowland communities of the Kali-Khola agricultural watershed in western Nepal on the basis of economic, ecological and social security indicators. Significant differences were found in soil fertility status, pests and diseases management, risk and uncertainties, use of agrochemicals and access to social services. No remarkable variations were found in crop diversification, annual agricultural income and food sufficiency. However, uncertainty and risk in agricultural production is relatively low in highland communities. The findings reveal that agriculture production alone is not a viable livelihood option for agricultural watershed communities in Nepal. The households growing crops with hired labour have relatively sustainable livelihoods in Nepal's agricultural watersheds. Insufficient agricultural land, insufficient working manpower within a family, and lack of access to ecological agricultural services are prime factors in being livelihood insecure in agricultural watershed communities. Therefore, long-term policies and plans need to be developed for the empowerment of local farmers and to support rural livelihoods with adaptable and flexible income-generating strategies, resilient resource management institutions and enhancement of knowledge, skills and social capital. 相似文献

Trace and minor element concentrations differ in animal tissues as the result of the surrounding environment (feeding plants, soil contaminated with food and drinking water) and animal absorption of these elements. Concentrations of Ag, Au, Ca, Co, Cr, Cu, Fe, K, Mg, Mn, Na, Ni, and Zn were determined from different tissues of camel (inter-costal, scapula, sirloin, flank, front knuckle and front limb) from the semi-arid areas of the Aswan desert (Wadi El-Allaqi) and from Aswan city, Egypt. The study included an assessment of these same elements in the desert and city plants used as food by the camels and in soils from the study areas. The results reveal that camel tissues from the desert areas exhibited higher concentrations of Na, Mg, K, Au, Ag, Cu, Co and Zn than in those of the city camels. These higher levels of element are because of the high concentrations of the same elements in the desert plants and soil of the desert area. This, in turn, depends upon the geological formation differences between the desert area and the city area. Camel tissues appear to concentrate high levels of Mn, Ni, Co and Mg in the scapula while flank portions concentrate high levels of Mg and K. The levels of elements in the camel tissues under study were within the recommended safety baseline levels for camel health and human use, as well as within the appropriate limits in the desert and city plants for camel use. 相似文献

A previous study using respondents in a London regional audience appreciation diary panel showed that links existed between overall amounts of the viewing of television recorded across one week and levels of perception of risk of three hazards to life, namely lightning, flooding and terrorist bomb attacks. With a fourth hazard, cancer, there was an inverted U-shaped relationship between perceived risk level and amount of viewing. At the same time there were no relationships between amounts of viewing of news and documentary material and perceived risks of any of 12 hazards. Two new surveys were done, nearly three years after the previous one, asking people in widely different regions about their perceptions of nine various hazards, and linking these results with measures of attitudes towards certain adaptations of new technology (which could prove hazardous or beneficial according to points of view) and to patterns of television viewing. The two surveys agreed on a wide number of points with each other; they agreed with the previous study in finding no steady relationships between information programme viewing and hazard perception. Lightning and flooding were again related, this time more specifically with viewing of particular types of television programming. A new finding is that heavier viewing of television sport is associated with less perceived risk of cancer and of nuclear pollution. Interpretations are generally favoured along the lines of a selective process of viewers with certain predispositions choosing certain kinds of viewing patterns, rather than that programme contents provide an example for formulating perceptions and attitudes. 相似文献

This paper assesses the contribution of land-use planning to the objectives of local sustainable development in some of the UK's most urbanized areas. Sustainable development provides the context within which local planning policies are now being prepared, and can be seen to be a potentially important aspect of central government's proposals for modernizing local government. Urban agriculturalists keeping mainly cross-bred dairy cattle in four different density areas in the city of Dar es Salaam, Tanzania were investigated as to whether they had information about the damaging effects of their animals on the environment. They responded to questions related to five issues of animal activity that damaged the urban environment. The findings revealed that, on average, all four socioeconomic groups possessed information about the damaging effects which their animals caused. Moreover, the people of the highest and quasi-medium socioeconomic status, who in turn kept the most cattle, were the most aware. Most agriculturalists keeping cattle, therefore, lived with the contradiction that they recognized the damaging effects of the animals. Using a conceptual model, several reasons are given as to why people persist in keeping the cattle. These reasons reside at four levels: government, ministry, city council and the individuals who keep cattle. After examining the reasons for keeping dairy cattle in the city, the author proposes changes at all four levels to reduce the serious urban environmental damage. 相似文献

Sustainability of rural water supply programs in developing countries is still an elusive goal. It is widely accepted that, as a rule, they have failed to deliver benefits to society in the long run. Emphasis has frequently been placed on the short‐term activities. Fast production of new schemes is thus a common strategy, prioritizing the engineering component, while sidestepping social and participatory issues and community empowerment. In 2006, the Government of Tanzania launched a national program to meet water sector targets set out in the Millennium Development Goals by the year 2015. In this study we evaluate key features of the program on a sustained basis. There is evidence that the Government is promoting more sustained facilities, focusing on cost recovery and on ‘decentralization by devolution’. Nevertheless, there are several shortcomings which threaten the long‐term functionality of the infrastructure that has to be built. In light of the implementation of the program, and based on the outputs of its pilot phase, we review the factors that can determine its sustainability. 相似文献
