This is the second of three articles prepared to explain the Teller County growth management process. As part of an ongoing growth management process in Teller County, Colorado, opportunities and constraints for development and conservation were identified. The scenic mountain county faces a number of issues because of growth. The recognition of those issues has resulted in the goal to direct future growth to the most appropriate and cost-effective places. To determine those places that are best for new development, thorough ecological inventories were conducted for the entire county as well as for the City of Woodland Park area. From these inventories, environmentally sensitive areas were identified. The environmentally sensitive areas were considered constraints in conducting suitability analyses for a variety of potential land uses. The suitability analyses resulted in the identification of opportunities for future growth in Teller County generally as well as the more specific Woodland Park planning area. This article is the first in a series of three. These articles were prepared to document the growth management process undertaken in Teller County, Colorado, USA. In this article, an 11-step method for landscape planning is proposed. In step 1, an issue, or set of related issues, is identified as posing a problem and/or opportunity to people and/or the environment. In step 2, a goal, or several goals, is established to address the problem or opportunity. In steps 3 and 4, inventories and analyses of biophysical and sociocultural processes are conducted, first at the regional level and then at the local level. Step 5 involves detailed studies (such as suitability analyses) that link the inventory and analysis information to the problems or opportunities and goals. Detailed studies link regional and local information to specific sites. Thus, this method involves a regional-local-specific site hierarchy. In step 6, concepts are developed that lead to a landscape plan in step 7. During step 8, the plan is explained through a systematic educational and citizen involvement effort to the affected public. In step 9, detailed designs are developed that again are explained to the specific individuals who will be impacted by the designs. It is in step 10 when the plan and designs are implemented. Step 11 involves the administration of the plan. The method is illustrated through an example of growth management planning for Teller County and the city of Woodland Park, Colorado. While there has been sustained debate on the issue of provincial and state versus local government environmental planning, maintaining privately owned natural resources in the public interest is increasingly viewed as beyond the scope of local governments alone. This paper describes and compares province- and state-level mandates and options for local governments (i.e., city, county, or district) to regulate land uses of environmentally sensitive areas (ESAs) in British Columbia in Canada and in Washington and Oregon in the United States. We define ESAs as landscape elements or places that are vital to the long-term maintenance of biological diversity, soil, water, and other natural resources, especially as they relate to human health, safety, and welfare, both on-site and in a regional context. Underlying similarities are that all three jurisdictions legally express the need for land-use planning by local governments in managing ESAs. Although all three jurisdictions exhibit similar problems in their attempt to accomplish this, ESA planning by local governments is an optional process in British Columbia and Washington but mandatory in Oregon. Furthermore, actual processes prescribed by each of the three jurisdictions are quite different. The information base upon which local regulation of privately held ESAs depends is variable, both within and between the province- and statelevel jurisdictions. Other than for some specific water-related resources, standard definitions and inventory methods for ESAs are lacking, as is coordination among local governments or among the province- and state-level governments. This study concludes that there is a need for a regional environmental information system in the Pacific Northwest based upon an integrated and scientific approach toward ESA structures and functions.  相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation.  相似文献

Proponents of the scientific adaptive management approach argue that it increases knowledge acquisition rates, enhances information flow among policy actors, and provides opportunities for creating shared understandings. However, evidence from efforts to implement the approach in New Brunswick, British Columbia, Canada, and the Columbia River Basin indicates that these promises have not been met. The data show that scientific adaptive management relies excessively on the use of linear systems models, discounts nonscientific forms of knowledge, and pays inadequate attention to policy processes that promote the development of shared understandings among diverse stakeholders. To be effective, new adaptive management efforts will need to incorporate knowledge from multiple sources, make use of multiple systems models, and support new forms of cooperation among stakeholders.  相似文献

A pedagogic problem in forestry and landscape management is to visualize future landscape effects of forest growth and current management activities in the forest. This paper presents a method for forecasting digital image projections of forest landscape dynamics. Static nonlinear regression functions estimate the digital numbers in a Landsat Thematic Mapper image. Regressors used are forest stand variables. By estimating the future forest stand data, based on intermediate treatment and growth, future satellite digital images are created. In a case study example, the future landscape of a forest block in the province of Västernorrland, Sweden, is projected to demonstrate the application of this visualization technique.  相似文献

Despite over two decades of efforts towards involving indigenous and traditional peoples in protected area management, there are few successful examples. Several international principles and guidelines on indigenous peoples' involvement in protected areas exist. However, because of the lack of evaluation of whether or not these principles and guidelines have been put into practice, there is hardly any information that indicates the actual involvement of indigenous peoples in protected areas. This paper attempts to compare efforts in partnership between indigenous peoples and protected area authority in three Asian countries: Nepal, Thailand, and China. It shows that the involvement of indigenous peoples is more successful where park planning is participatory and where political and socioeconomic reforms are underway. Indigenous peoples are in conflict with park authorities where park management is centralized and nonparticipatory. Unless concrete efforts are made to address livelihood issues of indigenous peoples living in and around protected areas, park management aimed to protect wildlife will rarely succeed. Participatory park management that involves indigenous peoples and that addresses livelihood issues of indigenous communities will ultimately succeed in its efforts toward wildlife conservation.  相似文献

The authors present the beginnings of a planning support system (PSS) for agri-environmental measures exemplified by a virtual implementation of Colorfields and blooming strips on model farms, based on real-world data. This paper starts with an introduction to the Colorfields, a concept for transdisciplinary and sustainable landscape design of set-aside land. Colorfields comprise of blooming strips of flowering annual or biennial plants, which are designed and drilled in pattern on fallow land creating Land Art. The temporary scenic arrangements of the Colorfields combine the advantages of ecological strips, e.g. providing habitats for insects (especially bees), improving soil fertility through the cultivation of intercrops, with improvements of the social recognition of farmers as producers of pleasant landscapes instead of monoculture fields.The prototype of the PSS uses two software tools of different scientific origin, the bio-economic modeling system MODAM and the landscape visualization system Lenné3D, which are linked based on geo-data. The resulting system helps to assess the economic effects and visualizes the effects of the specific landuse patterns under different scenarios.The economic assessment of blooming strips on arable land and of one Colorfield on fallow land shows that these measures prove to be profitable from an economic viewpoint assuming the current area payments for the obligatory European Union set-aside program. Furthermore, the visualizations enable the design to be tested virtually by exploring the resultant scenery. They provide artists, planners and stakeholders including farmers with a tool to virtually wander through landscape scenarios supporting a collaborative design and a shared vision for the community.The results of the two model farms and previous case studies for Colorfields demonstrate how current policy conditions could be used for the improvement of environmental and scenic qualities. Furthermore, the ability of the tools, MODAM and Lenné3D, suggests to support and promote these activities.  相似文献

For about 50 years the desertion of areas by traditional activities has led to an important evolution of landscapes and environments on the island of Ouessant. The study of this evolution has been undertaken at different spatial and temporal scales. On one part of the island, a scientific investigation carried out at the scale of the parcel enabled the form of the landscape in 1850 to be compared with that of 1985. On the whole island, the evolution of spatial organization and land use was compared between 1950 and 1985. For each of three main ecological environments, vegetational successions after the decrease of agriculture have been studied along with their future potential changes. This work highlights some considerations about the present management of the environment in relation to the major objectives of island environmental policies.  相似文献

Methods for involving the public in natural resource management are changing as agencies adjust to an increasingly turbulent social and political environment. There is growing interest among managers and scholars in collaborative approaches to public involvement. Collaboration is conceptually defined and elaborated using examples from the natural resource management field. This paper then examines how collaboration theory from the organizational behavior field can help environmental managers to better understand those factors that facilitate and inhibit collaborative solutions to resource problems. A process-oriented model is presented that proposes that collaboration emerges out of an environmental context and then proceeds sequentially through a problem-setting, direction-setting, and structuring phase. Factors constraining collaboration are also specified, including organizational culture and power differentials. Designs for managing collaboration are identified, which include appreciative planning, joint agreements, dialogues, and negotiated settlements. Environmental managers need new skills to manage collaboration within a dynamic social and political environment. Further research is needed to test the propositions outlined here.  相似文献

Visitors’ perceptions of impacts and acceptable standards for environmental conditions can provide essential information for the sustainable management of tourist destinations, especially protected areas. To this end, visitor surveys were administered during the peak visitor season in Cape Range National Park, on the northwest coast of Western Australia and adjacent to the iconic Ningaloo Reef. The central focus was visitors’ perceptions regarding environmental conditions and standards for potential indicators. Conditions considered of greatest importance in determining visitors’ quality of experience included litter, inadequate disposal of human waste, presence of wildlife, levels of noise, and access to beach and ocean. Standards were determined, based on visitors’ perceptions, for a range of site-specific and non-site-specific indicators, with standards for facilities (e.g., acceptable number of parking bays, signs) and for negative environmental impacts (e.g., levels of littering, erosion) sought. The proposed standards varied significantly between sites for the facilities indicators; however, there was no significant difference between sites for environmental impacts. For the facilities, the standards proposed by visitors were closely related to the existing situation, suggesting that they were satisfied with the status quo. These results are considered in the context of current research interest in the efficacy of visitor-derived standards as a basis for protected area management.  相似文献

Collaborative Modeling for Decision Support integrates collaborative modeling with participatory processes to inform natural resources decisions. Practitioners and advocates claim that the approach will lead to better water management, balancing interests more effectively and reducing the likelihood of costly legal delays. These claims are easy to make, but the benefits will only be realized if the process is conducted effectively. To provide guidance for how to conduct an effective collaborative modeling process, a task committee cosponsored by the Environmental Water Resources Institute (EWRI) of the American Society of Civil Engineers and by the U.S. Army Corps of Engineers' Institute for Water Resources developed a set of Principles and Best Practices for anyone who might convene or conduct collaborative modeling processes. The guidance is intended for both conflict resolution professionals and modelers, and our goal is to integrate these two fields in a way that will improve water resources planning and decision making. Here, the set of eight principles is presented along with a selection of associated best practices, illustrated by two different case examples. Alpine livestock farms consist of pastures, buildings, people and animals, and are a key element for the economy in the Alps. Pastures and huts are often owned by the local municipalities, who lease them to private tenants. However, this activity is often no longer profitable, and thus pastures and huts remain unused and abandoned. This research provides an economic estimate of pastoral farming using the choice experiment (CE) method, also assessing the willingness to pay (WTP) for pastoral farming functions. The study examines different scenarios of upland farm management in order to provide recommendations for public owners on how to better manage these assets. The case study is located in an alpine area in northern Italy. Our results show a higher WTP for the attributes related to the traditional Alpine agricultural economy, with an emphasis on grazing. Several policy implications regarding agricultural renewal and support for mountain livelihoods are highlighted in the conclusions.  相似文献

In developing countries, planning in the forestry sector has been seen as an appropriate instrument to prepare and implement government policies and programs. Despite its potential and recent advancements in, for example, remote sensing and infrastructure, tropical forest land-use planning is often formal and non-integrated with agriculture. It rarely involves all legitimate stakeholders and neglects taking into account actual land-use. The socio-economic and environmental consequences of these shortcomings emphasise the need for alternative ways of approaching planning. This article summarises the idea, structure and current status of the Area Production Model (APM), originally developed in the 1980s, which is now gaining interest as a land-use planning tool in Africa and Asia. It describes the development over time of production and consumption in agriculture and forestry within a defined geographical area operating under different assumptions on management, land use and socio-economic and macro-economic changes. From a narrow perspective, the APM is a fairly simple computerised tool for generating scenarios. In a broad sense, it is a concept comprising the whole planning process including organisation, inventory, data analysis, consensus building and strategy. A case-study in Laos, based on verified data for a historical period of 45 years, and a review of different APM applications in the world over the last 15 years are presented as a base for conclusions about its potential and shortcomings. In some cases where the APM concept was used in training courses and planning exercises involving stakeholders, it generated a strong interest in collecting and analysing relevant information. It provides the means of addressing a number of shortcomings in current planning.  相似文献

Whether the proposed Yucca Mountain nuclear waste repository system will adversely impact tourism in southern Nevada is an open question of particular importance to visitor-oriented rural counties bisected by planned waste transportatin corridors (highway or rail). As part of one such county's repository impact assessment program, tourism implications of Three Mile Island (TMI) and other major hazard events have beem revisited to inform ongoing county-wide socioeconomic assessments and contingency planning efforts. This paper summarizes key research implications of such research as applied to Lincoln County, Nevada. Implications for other rural counties are discussed in light of the research findings.  相似文献

Tropical montane cloud forests (TMCF) are among the most threatened ecosystems globally in spite of their high strategic value for sustainable development due to the key role played by these forests in hydrological cycle maintenance and as reservoirs of endemic biodiversity. Resources for effective conservation and management programs are rarely sufficient, and criteria must be applied to prioritize TMCF for conservation action. This paper reports a priority analysis of the 13 main regions of TMCF distribution in Mexico, based on four criteria: (1) forest quality, (2) threats to forest permanence, (3) threats to forest integrity, and (4) opportunities for conservation. Due to the diverse socio-environmental conditions of the local communities living in Mexican TMCF regions, their associated social characteristics were also evaluated to provide a background for the planning of conservation actions. A set of indicators was defined for the measurement of each criterion. To assign priority values for subregions within each main region, an international team of 40 participants evaluated all the indicators using multicriteria decision-making analysis. This procedure enabled the identification of 15 subregions of critical priority, 17 of high priority, and 10 of medium priority; three more were not analysed due to lack of information. The evaluation revealed a number of subjects that had hitherto been undetected and that may prove useful for prioritization efforts in other regions where TMCF is similarly documented and faces equally severe threats. Based on this analysis, key recommendations are outlined to advance conservation objectives in those TMCF areas that are subjected to high pressure on forest resources.  相似文献

The rewilding of landscapes is one of the most important and intensively discussed landscape changes occurring in Switzerland, as the need for agricultural and forest land is decreasing. To ensure that decisions concerning future landscape management will be supported by the public, it is crucial to take public opinion into account. Hence the present study aims to assess the public attitudes towards nature and "rewilding" processes. In order to analyze these attitudes, we sent a standardized questionnaire to 4000 randomly selected households throughout Switzerland. A cluster analysis led to a typology with four different types of human-nature relationship ("nature lovers", "nature sympathizers", "nature-connected users" and "nature controllers") that each characterize a particular attitude towards nature. These human-nature relationship types differ in their attitudes towards rewilding as well, allowing a rough classification of the sample into wilderness opponents (51.1%) and wilderness proponents (49.9%). However both groups agree with regard to their opinion concerning the rules and regulations that should apply in future wilderness areas. The parallels of the human-nature relationship typology of this survey with other typologies, and the implications for further research are discussed. We can conclude that, due to the differences concerning the attitudes towards wilderness between the human-nature relationship types, between the rural and urban dwellers, and between the language regions, a uniform strategy for the designation and management of wilderness areas in Switzerland is not possible. We recommend that, when managing landscape change, all stakeholders are included in a participatory process and we advise a thorough assessment of the attitudes of the involved persons towards nature and rewilding at the start of such processes. Such an assessment would facilitate the identification of well-defined target groups allowing specific interventions and management actions customized to the needs and characteristics of each of these groups. In addition we see the commonalities between wilderness opponents and wilderness proponents concerning the rules in wilderness areas as an ideal starting point for a successful participatory process.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

The environmental planning and management of the Assarawat highlands of south-western Saudi Arabia are currently confronted by difficult problems. Deforestation is caused either by natural or intentional forces. Natural factors are limited to lightning fire and drought, while intentional forces include vandalism caused by the burning or cutting of preserved forests. Such vandalism continues despite the tremendous efforts of afforestation and preservation by several government agencies, especially the Ministry of Agriculture and Water, the National Commission for Wildlife Conservation and Development and by the municipalities of the cities and towns in the region. For centuries, local inhabitants of the Assarawat highlands have successfully established environmental planning and management strategies which balanced the settlements' growth and natural resource uses according to Islamic laws, and the tribal self-government of each settlement and tribal region. Following the establishment of the Kingdom of Saudi Arabia in 1932, the land management system started to change from tribal-based, where every tribe used to manage its local territory, to State authority. The creation of the State witnessed the unification of various fragmented tribes of Saudi Arabia into one government. This meant that environmental planning and management moved from local/regional towards a national control. This investigation proposes that the local/regional planning and management practised by the tribes could be viably utilized today. As in the past, the implementation of these practices could protect the natural environment of the locality and region and regularize their exploitation rationally, as long as vernacular people implement them. Today environmental planning and management need to be based on strategies of local requirements that enable the indigenous people to plan and manage the use of the resources.  相似文献

Policy-makers and public participation analysts face the question of who should be involved in environmental decision-making. Participants are often representatives of organized groups who share similar demographic and other characteristics. This raises concerns about the degree to which the interests and opinions of others are represented. The research presented here investigates the nature and degree of differences in environmental attitudes, specifically those toward water resource management efforts, among people who do and do not participate in place-based groups in metropolitan Portland, Oregon. Neighborhood associations and a watershed council were the focus of this research due to their involvement in land-use planning and resource activities. Thirty-four individual attitudinal judgments were evaluated, along with four indices representing attitudes toward resource protection goals, government, regulations, and economic measures. Survey findings revealed watershed council participants were more supportive of resource protection compared to others on all attitudinal dimensions except anthropocentric goals. In contrast, neighborhood association participants are relatively representative of non-participants except for heightened support for economic strategies. Participants in both groups exhibited higher socioeconomic status than non-participants. Written survey comments highlighted the perceived value of on-the-ground projects incorporating local input and feedback while interviews provided insights on how to expand participation in place-based groups and resource protection efforts.  相似文献
