This paper discusses how an evolutionary viewpoint can contribute to the understanding of the processes and mechanisms of urban environmental change. There are four major components in the urban environmental evolution concept: (a) cities can be viewed as complex systems that are subject to constant change, which constitutes a dynamic evolutionary process; (b) urban environmental profiles of cities are diverse, but there are certain commonalities in the longitudinal dynamics among different cities; (c) nevertheless, there is a strong non-linearity in the trajectories of the environmental evolution of cities, rather than there being a fixed common pattern; (d) the trajectory is shaped by a unique combination of endogenous and exogenous forces, reflecting both the outer pressures and the responses within the city. The evolutionary perspective has important policy implications by emphasising the possibility for cities in developing countries to follow a more environmentally sound pathway to sustainable development.  相似文献

从水环境质量、水资源和水生态 (“三水”) 的角度对我国南部地区城市水生态环境进行了现状调研与问题解析,结果表明:该区域内城市普遍存在管网建设滞后的问题,近五成的城市排水管网密度低于全国平均水平;40%的城市污水处理厂运行负荷落后于全国平均水平;工业污染源以电子、汽车制造、化工和有色金属等重污染行业为主;区域内城市季节性面源污染严重;四分之一的城市属于重度缺水,水量型与水质型缺水并存以及水生态功能脆弱等。结合国家和城市相关规划要求,以深圳市为例构建水环境目标,并采用系统动力学模型对其水环境进行了模拟预测,分析了不同方案策略下目标的可达性。以此得出具体的分阶段治理措施:近期阶段 (到2025年) 重点进行控源减排、加大管网建设力度、污水处理厂提质增效、重污染企业产业升级和清洁生产、加强海绵城市的建设、构建节水型城市,并进行水生态的治理;中期阶段 (到2030年) 在控源减排的基础上重点进行水资源合理利用、建成完整的节水型城市体系、修复水生态系统;远期阶段 (到2035年) 重点进行水生态恢复,通过增加生物多样性等措施提高城市水生态系统功能。本研究可为南部地区同类城市解决水生态环境问题提供参考。  相似文献

On top of significant improvements and progress made through science and engineering in the last century to increase efficiency and reduce impacts of mining to the environment, risk assessment has an important role to play in further reducing such impacts and preventing and mitigating risks. This paper reflects on how risk assessment can improve planning, monitoring and management in mining and mineral processing operations focusing on the importance of better understanding source–pathway–receptor linkages for all stages of mining. However, in light of the ever-growing consumption and demand for raw materials from mining, the need to manage environmental resources more sustainably is becoming increasingly important. The paper therefore assesses how mining can form an integral part of wider sustainable resources management, with the need for re-assessing the potential of mining in the context of sustainable management of natural capital, and with a renewed focus on its the role from a systems perspective. The need for understanding demand and pressure on resources, followed by appropriate pricing that is inclusive of all environmental costs, with new opportunities for mining in the wastes we generate, is also discussed. Findings demonstrate the need for a life cycle perspective in closing the loop between mining, production, consumption and waste generation as the way forward.  相似文献

In recent decades, there has been an intensification of the socioeconomic and environmental drivers of pandemics, including ecosystem conversion, meat consumption, urbanization, and connectivity among cities and countries. This paper reviews how these four systemic drivers help explain the dynamics of the COVID-19 pandemic and other recent emerging infectious diseases, and the policies that can be adopted to mitigate their risks. Land-use change and meat consumption increase the likelihood of pathogen spillover from animals to people. The risk that such zoonotic outbreaks will then spread to become pandemics is magnified by growing urban populations and the networks of trade and travel within and among countries. Zoonotic spillover can be mitigated through habitat protection and restrictions on the wildlife trade. Containing infectious disease spread requires a high degree of coordination among institutions across geographic jurisdictions and economic sectors, all backed by international investment and cooperation.  相似文献

How does environmental impact change when national income increases? So far, this question has been mainly discussed from the point of view of production, but in recent years several studies have dealt with the question of decoupling from the point of view of consumption. The optimistic subscribers to decoupling argue that, with increasing income, the composition of consumption changes in the direction of more environment-friendly goods and services. This paper discusses this hypothesis critically on the basis of several studies dealing with historical experience. First, it is argued that an overall assessment of the environmental impact is most appropriately based on an input approach. Then data on input intensities for different categories of consumption goods are combined with data on changes in consumption patterns, and it is concluded that the historical changes in the composition of consumption seem to have done little to counterbalance the environmental effects of growth.  相似文献

Rising economic growth in recent ages is the primary concern of most of the countries to enhance the living standard, but the ever-increasing production of economic activities consumes a lot of energy, which leads to a sharp increase in carbon dioxide emissions. Innovation may be a remedy that can help improve energy efficiency, obtain renewable energy, and promote economic growth, thereby protecting the quality of the environment. Therefore, this paper examines the role of innovation and renewable energy consumption in CO2 reduction in OECD countries from 2004 to 2019. By using the two-step system generalized of moment estimator, the results show that economic growth and innovation significantly increase carbon emissions, however the innovation Claudia Curve (ICC) is verified, and the environmental Kuznets curve does not exist. Foreign direct investment has a negative impact on carbon emissions, thus verifying the Pollution Hao hypothesis, whereas renewable energy also improves environmental quality, but the interaction between innovation and renewable energy consumption still increases carbon emissions. Financial development, industrialization, trade, and energy consumption have also been found to be harmful factors of environmental quality. Our findings have considerable policy implications for OECD countries on the improvement of innovation indicators and investment in renewable energy sources to rise environmental quality.

Planetary Stewardship in an Urbanizing World: Beyond City Limits   总被引:1,自引:0,他引:1  
Cities are rapidly increasing in importance as a major factor shaping the Earth system, and therefore, must take corresponding responsibility. With currently over half the world’s population, cities are supported by resources originating from primarily rural regions often located around the world far distant from the urban loci of use. The sustainability of a city can no longer be considered in isolation from the sustainability of human and natural resources it uses from proximal or distant regions, or the combined resource use and impacts of cities globally. The world’s multiple and complex environmental and social challenges require interconnected solutions and coordinated governance approaches to planetary stewardship. We suggest that a key component of planetary stewardship is a global system of cities that develop sustainable processes and policies in concert with its non-urban areas. The potential for cities to cooperate as a system and with rural connectivity could increase their capacity to effect change and foster stewardship at the planetary scale and also increase their resource security.  相似文献

Increasing public participation in environmental assessment is a common goal, North and South. Despite a relative lack of formal education and institutionalised democracy, participatory appraisal has become far more popular in low-income areas in the South, where many advocates claim that it is possible to give local residents a large measure of control over both the research process and its follow-up. In the urban context, the potential for participatory environmental assessment is related to the spatial extent of the environmental challenges. The most critical environmental problems in Southern cities tend to be local, while the most critical environmental problems for Northern cities tend to be global. Using examples from Stockholm and Jakarta, this paper illustrates how such differences alter the comparative advantages of expert and lay knowledge, and the forms of participation that can realistically be aspired to.  相似文献

As the world's urban population continues to grow, it becomes increasingly imperative to understand the dynamic interactions between human activities and the urban environment. The development of urban environmental geochemistry has yielded a significant volume of scientific information about geochemical phenomena found uniquely in the urban environment, such as the distribution, dispersion, and geochemical characteristics of some toxic and potentially toxic trace metals. The aim of this paper is to provide an overview of the development of urban environmental geochemistry as a field of scientific study and highlight major transitions during the course of its development from its establishment to the major scientific interests in the field today. An extensive literature review is also conducted of trace metal contamination of the urban terrestrial environment, in particular of urban soils, in which the uniqueness of the urban environment and its influences on trace metal contamination are elaborated. Potential areas of future development in urban environmental geochemistry are identified and discussed.  相似文献

Energy consumption throughout the world contributes to pollution, environmental deterioration, and greenhouse gas emissions. Increases in energy consumption are usually driven by population growth and economic development that tends to increase energy use per capita. Thus, the projected increase in population in the near future, and the economic development that is likely in many countries, have serious implications for the environment. Since the early 1980s the relationship between energy use and environmental impact has received attention, and a number of activities have focused on this topic. In this paper, four important areas related to current and future patterns of environmental impact are introduced and discussed in detail: environmental impact, energy consumption, energy efficiency and conservation, and fuel substitution. We conclude that further political, economic and institutional changes from the standpoint of environmental impact appear to be necessary for future energy policies. To this end, energy efficiency improvements and renewable energy resources can play important roles in controlling and reducing environmental impact.  相似文献

We review the current state of knowledge about urban ecosystem services in New York City (NYC) and how these services are regulated, planned for, and managed. Focusing on ecosystem services that have presented challenges in NYC—including stormwater quality enhancement and flood control, drinking water quality, food provisioning and recreation—we find that mismatches between the scale of production and scale of management occur where service provision is insufficient. Adequate production of locally produced services and services which are more accessible when produced locally is challenging in the context of dense urban development that is characteristic of NYC. Management approaches are needed to address scale mismatches in the production and consumption of ecosystem services. By coordinating along multiple scales of management and promoting best management practices, urban leaders have an opportunity to ensure that nature and ecosystem processes are protected in cities to support the delivery of fundamental urban ecosystem services.  相似文献

Contribution of fisheries and aquaculture to global food security is linked to increased fish consumption. Projections indicate that an additional 30–40 million tonnes of fish will be required by 2030. China leads global aquaculture production accounting for 60% in volume and 45% in value. Many changes in the Chinese aquaculture sector are occurring to strive towards attaining environmental integrity and prudent use of resources. We focus on changes introduced in freshwater aquaculture developments in China, the main source of food fish supplies. We bring forth evidence in support of the contention that Chinese freshwater aquaculture sector has introduced major paradigm changes such as prohibition of fertilisation in large water bodies, introduction of stringent standards on nutrients in effluent and encouragement of practices that strip nutrients among others, which will facilitate long-term sustainability of the sector.  相似文献

Nature can survive without humans, but humans cannot survive without nature. Despite a clear understanding of this dependency, humans continue to exist in disharmony with nature, and our current environmental and human dilemmas reflect old problems with a long history. Societies have historically experienced many transitions from harmony between nature and society to a crisis of disharmony, followed by a subsequent transition from crisis to harmony. Such ecological crises arise when society no longer practices sustainable consumption of resources within the limits imposed by the environmental carrying capacity. Over the long term, the growth in human desires has always exceeded the growth in the environmental carrying capacity. Science, technology, and social institutions must all be improved to resolve the ecological crises that arise from this imbalance. This paper discusses how increasing understanding of the problem by the public and by decision makers is the key to minimizing the undesirable impacts of the coming bottleneck for sustainable development. Furthermore, we emphasize how this awareness must be translated into fundamental political and economic changes.  相似文献

China launched the One Belt & One Road (OBOR) initiative to minimize the energy resource shortage. The China’s nearby countries are rich in energy resources especially Middle East and North Africa (MENA) and Asian countries which make them ideal locations to cooperate with China in terms of energy resources, as 42.8% of world energy consumption belongs to OBOR countries. The present study elaborates the spatial distribution pattern of energy consumption disparities and its impact on environment. To do this, an entropy approach is utilized to compute the energy consumption inequalities in OBOR and its regions. The spatial and Pareto analysis show that MENA, East, and Southeast Asian economies have the highest degree of energy consumption inequalities, while European and Central Asian economies show the lowest energy consumption inequalities in OBOR region. The long-run estimates indicate that energy consumption inequalities enhance the CO2 emission in OBOR and its region except South and Southeast Asia. Financial development also has a significantly positive impact on CO2 emission in all models for OBOR and its regions except East Asia. Based on findings, the spatial distribution analysis is applicable to maintain balance in regional energy consumption inequality within OBOR and its regions.

Globally, urban growth will add 1.5 billion people to cities by 2030, making the difficult task of urban water provisions even more challenging. In this article, we develop a conceptual framework of urban water provision as composed of three axes: water availability, water quality, and water delivery. For each axis, we calculate quantitative proxy measures for all cities with more than 50,000 residents, and then briefly discuss the strategies cities are using in response if they are deficient on one of the axes. We show that 523 million people are in cities where water availability may be an issue, 890 million people are in cities where water quality may be an issue, and 1.3 billion people are in cities where water delivery may be an issue. Tapping into groundwater is a widespread response, regardless of the management challenge, with many cities unsustainably using this resource. The strategies used by cities deficient on the water delivery axis are different than for cities deficient on the water quantity or water quality axis, as lack of financial resources pushes cities toward a different and potentially less effective set of strategies.  相似文献

This paper is concerned with developing a practical methodology for prioritising measures to ameliorate the environmental problems associated with the abandonment of mine workings. Although much attention is focused on the pollution associated with on-going industrial production, rather fewer resources are going to develop methodologies for handling the environmental legacy effects of our forefathers. Of the work that has been done, much of it tends to focus on single, incomplete measures or benefits. This paper looks at the particular issues of acid mine drainage (AMD) in the USA, and develops a tractable way of approaching the problem of how allocated resources may be prioritised to maximise net social benefits. In particular, it advocates the use of a combination of established methodologies with rather newer statistical procedures to approach the problem. It offers a number of case studies by way of illustration as to how the methodology can be applied.  相似文献

Latin America experiences an increasing urban primacy index and a rapid expansion of the financial system, putting direct pressure on the demand for resources to satisfy the consumption of large cities. We investigate the convergence of per capita biocapacity in 16 Latin America countries and evaluate the factors that influence its evolution over time. Specifically, we analyze the impact of the urban primacy index, economic progress, and the financial globalization index on the convergence of per capita biocapacity. We use the methodological framework developed by Phillips and Sul Econometrica 75:1771-1855, (2007) to analyze the convergence and the formation of convergence clubs of biocapacity during 1970–2017. The findings indicate that the countries of the region do not share a common trend of biocapacity, although they are grouped into five converging clubs. Biocapacity transition analysis reveals that countries have heterogeneous transition pathways between them. Using marginal effects, we find that the urban primacy index and economic progress reduce the biocapacity. The effect of the financial globalization index on biocapacity is not conclusive. The quantile regressions reveal that quantiles’ impact of the urban primacy index and financial globalization on per capita biocapacity is heterogeneous. However, the effect of economic progress on biocapacity that predominates among quantiles is positive. The adoption of common policies among the countries that form the converging clubs could improve the effectiveness of pro-environmental policies and promote the achievement of the Sustainable Development Goals related to environmental quality.

This paper addresses itself to two fundamental issues for developing nations-industrial growth and environmental concern — by proposing the establishment of an open/environmental university. Education and environmental concern are suggested as cornerstones for a better quality of life for people throughout the world — education in the sense of a transfer of knowledge and skills to enable the individual to think and to reason in order to take part in the development of a country's resources — environmental concern, not as an obstruction to development, but as a means of minimizing the deterioration of resources so that they can continue to provide the basis for sustained economic development.An open/environmental university, patterned after the Open University of Great Britain, is suggested as the means by which developing nations could achieve an optimal balance between technology and environment. Course work related to physical and social problems involved in industrial growth and environmental concern should be inseparably related; knowledge and skills needed to foster industrial growth are those needed to maintain an adequate environment. Physical and social science/technology can be related to industrial growth in a manner which will maximize improved life styles while minimizing undesirable environmental effects.The Spanish language is suggested for the open/environmental university.
