Environmental management is often regarded as the domain of the natural scientist with decision criteria developed within strict methodological boundaries. The argument is put forward that economic criteria have tried to emulate scientific methodology to the exclusion of important socio-economic factors. Concern over the monetary valuation of the environment has lead to calls for cost-effectiveness as the safe alternative. However, this approach is shown to be no different from cost-benefit analysis in its conception of value and therefore an inadequate response to the concerns driving the original criticism of environmental economics. Both socio-economic and scientific perspectives are necessary in the formulation of environmental policy. This then requires individual researchers to be open-minded in their work, rather than relying on institutional groupings of mono-disciplinary individuals to carry the responsibility for interdisciplinary research.  相似文献

An account of judgement is developed, which is used to show that deliberative procedures can provide a substantially different input to environmental decision-making from that afforded by cost-benefit analysis and, specifically, by the method of contingent valuation. It is argued that environmental concern typically invokes values, which are in turn formed and expressed through the exercise of judgement – itself the outcome of a deliberative rather than a calculative process. It is concluded that environmental concern is more effectively articulated through deliberative procedures than through the method of cost-benefit analysis.  相似文献

Two different perspectives mark the discourse about the valuation of ecological services: a positivistrealist perspective, emphasising the use of objective scientific procedures to discover true values of ecological services truth is seen as the basis for social change; and a constructivist perspective, emphasising value as emerging from interaction. Value is an agreement and hence effective in social change. This paper examines the implications of the latter for valuation. It first analyses the current dominant practice of environmental valuation in terms of its epistemological assumptions. It then examines how a constructivist perspective colours the expectation of societal effectiveness of environmental valuation. Both themes reflect debated issues in ecological economics (e.g. O'Connor, 1998). 'Double hermeneutics' refers to the capacity to make sense on the basis of the sense-making of others. Environmental valuation in economics attempts a sort of 'triple hermeneutics': economists make sense of how people value the environment, in order to influence the sense-making of policy-makers and the general public. This paper argues that environmental valuation alternatively can be carried out as a constructivist procedure that reduces triple to single hermeneutics. Environmental valuation aims at societal change through internalisation of the costs of ecological services. Knowledge of the 'real' costs is expected to influence behaviour. Our analysis calls for the wider use of an alternative approach 'interactive valuation'. That is, the people whose behaviour incurs environmental costs are assisted to use environmental valuation methods themselves in order experientially to learn to internalise the environmental costs of their activities. It is not the researcher or expert who analyses and learns, so that he/she can transfer the learning to others, but the 'others' themselves who analyse and learn. In practice, this means that scientific valuators are not limited to discovering 'real', objective values, but also engage in developing tools for discovery learning by people themselves. The paper elaborates concrete experiences in the analysis and development of farming systems.  相似文献

Coastal and other area resources such as tidal wetlands, seagrasses, coral reefs, wetlands, and other ecosystems are often harmed by environmental damage that might be inflicted by human actions, or could occur from natural hazards such as hurricanes. Society may wish to restore resources to offset the harm, or receive compensation if this is not possible, but faces difficult choices among potential compensation projects. The optimal amount of restoration efforts can be determined by non-market valuation methods, service-to-service, or resource-to-resource approaches such as habitat equivalency analysis (HEA). HEA scales injured resources and lost services on a one-to-one trade-off basis. Here, we present the main differences between the HEA approach and other non-market valuation approaches. Particular focus is on the role of the social discount rate, which appears in the HEA equation and underlies calculations of the present value of future damages. We argue that while HEA involves elements of economic analysis, the assumption of a one-to-one trade-off between lost and restored services sometimes does not hold, and then other non-market economic valuation approaches may help in restoration scaling or in damage determination.  相似文献

Current risk-based decision-making techniques for prioritising contaminated land for clean-up have been criticized within Hungary for their failure to consider remediation benefits. A cost-benefit or risk-benefit approach is required to ensure that scarce resources for remediation are used efficiently. Problems arise because the credibility of non-market valuation information in Hungary is low, yet estimates of the value of non-market goods are required if cost-benefit approaches to decision-making are to be used effectively. This paper suggests using multiple techniques to bound 'true' values of non-market goods in order to enhance the potential use of environmental valuation information. A dichotomous-choice contingent valuation survey and a property-owner valuation survey were carried out in the vicinity of a hazardous waste site on the edge of Debrecen, Hungary. The aim of the study was to explore the potential for using these techniques to measure the benefits from contaminated site remediation in Hungary. The two surveys provide lower and upper bounds on expected benefits from clean-up aggregated results indicate that remediation benefits range from US$2.59 million to US$12.4 million.  相似文献

Urban stormwater infiltration basins are designed to hold runoff from impervious surfaces and allow the settling of sediments and associated pollutants. However concerns have been expressed about the environmental impacts that may be exerted by the trapped pollutants on groundwater, soils and ecosystems. In this context, sediment characterization represents a key issue for local authorities in terms of management strategies. During the last two decades, several studies were launched including either physical or chemical characterization of stormwater sediments but without real synthesis of data and methods used. Consequently, there is an important need for reviewing the current experimental techniques devoted to the physico-chemical characterization of sediment. The review is based on the outcomes of two experimental sites for which long term monitoring and data collection have been done: the Cheviré basin (near Nantes) and the Django Reinhardt basin (near Lyon). The authors summarize the studies dealing with bulk properties, pollutant contents, their potential mobility and speciation. This paper aims at promoting the significant progresses that were made through a multidisciplinary approach involving multi-scaled and combined experimental techniques.  相似文献

This article includes a survey of chromium (Cr) occurrence in different environmental compartments, its pathways in the environment and the cross-sectional presentation of Cr speciation methods against the background of Cr chemistry. The aim of the article is to demonstrate that knowledge of interconversion processes between different Cr forms is necessary to understand its behaviour and role in the environment, in addition to enabling reliable Cr speciation analysis to be performed. The current methods of Cr speciation are presented, characterized and their usefulness discussed. These must rely on superior separation and detection capabilities since Cr in environmental compartments is mostly at trace or ultra-trace level. The need for using unique techniques of sampling, storage, handling and separation for Cr speciation is documented.  相似文献

The methodology laid out in this paper shows that typical operational data from vehicle fleets monitored by a global positioning system (GPS) can be used to estimate heavy-duty diesel vehicle (HDDV) emissions, thereby enabling waste managers and governing bodies to internalize the responsibility for socioenvironmental costs traditionally absorbed by external parties. Although municipal solid waste (MSW) collection vehicles are the subjects of this particular study, the methodology presented here can be applied to any fleet of vehicles monitored by GPS. This study indicates that MSW collection trucks may be considerably less fuel efficient in the field than published values for HDDV fuel efficiency suggest. The average fuel efficiency of one MSW collection truck was estimated as 0.90 +/- 0.44 km/L (2.12 +/- 1.03 mi/gal). This same truck would generate approximately 42 metric tons of CO2 equivalents/yr, which is comparable to the greenhouse gas emissions of a large sport utility vehicle driving six times the distance, in town, for a year. In terms of the impacts such emissions have, projections for the monetary cost of emissions are available but highly variable. They suggest that the external monetary costs of emissions range between 6 and 39% of the annual fuel costs for the studied MSW collection truck. The results of this study indicate a need for further research into valuation of the hidden, external costs of emissions, borne by local and global socioecological communities. The possible implications of this result include poorly advised fleet procurement decisions and underestimation of MSW collection fleet emissions.  相似文献

The complex interactions between human activities and the environment at the interface of land and water is analyzed with a focus on the Somali Current (East Africa), and Indian Ocean Island States, subregions of the Global International Waters Assessment (GIWA). These 2 subregions contain some of the world's richest ecosystems, including the high biodiversity forests of Madagascar and the diverse coastal habitats of the eastern African coast. These ecosystems support local communities and national and regional economies. Current and future degradation of these systems, from water basins to continental shelves, affects the livelihoods and sustainability of the countries in the region, and long-term efforts to reduce poverty. The assessments determined that pollution and climate change are the primary environmental and social concerns in the Islands of the Indian Ocean, while freshwater shortage and unsustainable exploitation of fisheries and other living resources are the primary environmental and social concerns in East Africa. The GIWA approach, through assessing root causes of environmental concerns, enables the development of policy approaches for mitigating environmental degradation. This paper explores policy frameworks for mitigating the impacts, and reducing the drivers, of 3 environmental concerns--freshwater shortage; solid waste pollution; and climate change--addressing social and institutional causes and effects, and linking the subregions to broad international frameworks. The common theme in all 3 case studies is the need to develop integrated ecosystem and international waters policies, and mechanisms to manage conflicting interests and to limit threats to natural processes.  相似文献

In the scientific literature, few valuations of biodiversity and ecosystem services following the impacts of toxicity are available, hampered by the lack of ecotoxicological documentation. Here, tributyltin is used to conduct a contingent valuation study as well as cost–benefit analysis (CBA) of measures for improving the environmental status in Swedish coastal waters of the Baltic Sea. Benefits considering different dimensions when assessing environmental status are highlighted and a quantitative environmental assessment framework based on available technology, ecological conditions, and economic valuation methodology is developed. Two scenarios are used in the valuation study: (a) achieving good environmental status by 2020 in accordance with EU legislation (USD 119 household−1 year−1) and (b) achieving visible improvements by 2100 due to natural degradation (USD 108 household−1 year−1) during 8 years. The later scenario was used to illustrate an application of the assessment framework. The CBA results indicate that both scenarios might generate a welfare improvement.

Abstract

Many large metropolitan areas experience elevated concentrations of ground-level ozone pollution during the summertime “smog season”. Local environmental or health agencies often need to make daily air pollution forecasts for public advisories and for input into decisions regarding abatement measures and air quality management. Such forecasts are usually based on statistical relationships between weather conditions and ambient air pollution concentrations. Multivariate linear regression models have been widely used for this purpose, and well-specified regressions can provide reasonable results. However, pollution-weather relationships are typically complex and nonlinear—especially for ozone—properties that might be better captured by neural networks. This study investigates the potential for using neural networks to forecast ozone pollution, as compared to traditional regression models. Multiple regression models and neural networks are examined for a range of cities under different climate and ozone regimes, enabling a comparative study of the two approaches. Model comparison statistics indicate that neural network techniques are somewhat (but not dramatically) better than regression models for daily ozone prediction, and that all types of models are sensitive to different weather-ozone regimes and the role of persistence in aiding predictions.  相似文献

Environmentally sound manufacture does not have its source only in developing and improving the techniques for treating solid, liquid and gaseous wastes at the end of the production process. Our experience shows that more effort and capital budgets must be devoted to developing preventive measures. Although the treatment techniques have become very advanced and meet ecological requirements to a very high degree, they are now reaching the limits of their technological and economic feasibility. Environmental protection at the production site has undergone structural change in recent years. The emphasis has shifted to preventive techniques which affect the production process itself, avoiding the emergence of waste at the “end of the pipe” by preventing its formation or recycling it straight away. This integrated approach is in harmony with the demands of sustainable production. The functions of in-process environmental protection measures need to be looked at as a whole from the points of view of both environmental protection and cost-effectiveness. 在综述中国土壤环境污染态势及成因的基础上,提出了土壤环境污染的预防、控制和修复策略.指出了当前中国土壤环境污染态势严峻,表现出土壤污染范围在扩大,污染物种类在增多,出现了复合型、混合型的高风险污染区,呈现出从污灌型向与大气沉降型并重转变、城郊向农村延伸、局部向区域蔓延的趋势;体现出土壤污染与土壤酸化的叠加、多种传统污染物与新兴污染物相互混合的态势,危及粮食生产、食物质量、生态安全、人体健康以及区域可持续发展.认为以预防为主,预防、控制和修复相结合是中国在相当长时期内的土壤环境保护策略;土壤污染预防需要法律法规、评价标准、管理政策和公众参与,土壤污染控制需要发展物化控制、生物学控制及其协同控制技术,土壤污染修复需要研发工程修复技术、材料、产品与设备,建立技术规范、评价标准和管理体系,推动市场化和产业化发展.  相似文献

The paper-making process can produce large amounts of wastewater (WW) with high particulate and dissolved organic loads. Generally, in developed countries, stringent international regulations for environmental protection require pulp and paper mill WW to be treated to reduce the organic load prior to discharge into the receiving environment. This can be achieved by primary and secondary treatments involving both chemical and biological processes. These processes result in complex changes in the nature of the organic material, as some components are mineralised and others are transformed. In this study, changes in the nature of organics through different stages of secondary treatment of pulp and paper mill WW were followed using three advanced characterisation techniques: solid-state 13C nuclear magnetic resonance (NMR) spectroscopy, pyrolysis-gas chromatography mass spectrometry (py-GCMS) and high-performance size-exclusion chromatography (HPSEC). Each technique provided a different perspective on the changes that occurred. To compare the different chemical perspectives in terms of the degree of similarity/difference between samples, we employed non-metric multidimensional scaling. Results indicate that NMR and HPSEC provided strongly correlated perspectives, with 86 % of the discrimination between the organic samples common to both techniques. Conversely, py-GCMS was found to provide a unique, and thus complementary, perspective.  相似文献

This article provides background information regarding the emerging controversies involving methyltert -butyl ether (MTBE) and litigation involving leaking underground storage tanks (USTs) in general. It examines (1) the administrative, legislative and litigation history of MTBE in the context of the Clear Air Act and state environmental statues; (2) the importance of applicable RCRA (Resource Conservation and Recovery Act) deadlines regarding UST compliance in these cases; (3) the question of MTBE toxicity for personal injury claims; and (4) the scope of damages available in cases filed by plaintiffs who are not physically impacted by contamination. The authors conclude that the MTBE controversy does not appear to be a legitimate public health or environmental crisis, but rather is yet another speculative product of the American legal industry.  相似文献

In vitro cell bioassays are useful techniques for the determination of receptor-mediated activities in environmental samples containing complex mixtures of contaminants. The cell bioassays determine contamination by pollutants that act through specific modes of action. This article presents strategies for the evaluation of aryl hydrocarbon receptor (AhR)-(hereafter referred as dioxin-like) or estrogen receptor (ER)-mediated activities of potential endocrine disrupting compounds (EDCs) in complex environmental mixtures. Extracts from various types of environmental or food matrices can be tested by this technique to evaluate their 2,3,7,8-tetrachlorodibenzop-dioxin equivalents (TCDD-EQs) or estrogenic equivalents (E2-EQs) and to identify contaminated samples that need further investigation using resource-intensive instrumental analyses. Fractionation of sample extracts exhibiting significant activities, and subsequent reanalysis with the bioassays can identify important classes of contaminants that are responsible for the observed activity. Effect-directed chemical analysis is performed only for the active fractions to determine the responsible compounds. Mass-balance estimates of all major compounds contributing to the observed effects can be calculated to determine if all of the activity has been identified, and to assess the potential for interactions such as synergism or antagonism among contaminants present in the complex mixtures. The bioassay approach is an efficient (fast and cost effective) screening system to identify the samples of interest and to provide basic information for further analysis and risk evaluation.  相似文献

This paper develops an account of practices of 'economic valuation of the environment' as contingent social processes that find their place - implicitly or explicitly - within debates of justification. Following work by French analysts Boltanski and Thevenot, it is suggested that these justification requirements may involve confrontation between different value systems and views of the world or conflict of interests within a common value system. The role of valuation analysts, of those interacting with them and providing information, and of the data and figures that they produce, is framed in terms of this 'argumentative' process. An empirical example is given, concerning the assessment of the importance of the water resource management 'services rendered' to society by wetlands, in a region close to Paris, France. It is shown how the valuation figures obtained are context-specific, depending on geographical situation but also, and more particularly, the preoccupations of the stakeholders involved and their interactions.  相似文献

This paper starts by investigating the rationales for public participation in environmental assessment. It is contended that access to participation may refer both to means as well as ends; thus, some advocates of citizen participation favour involvement for social and or political reasons (i.e. the participation is the end in itself). However, the value of that participation may also, as we shall see, advance quality and depth of knowledge (i.e. the participation is viewed only as a means to an end). The initial two sections, therefore, paint two broad brushstrokes: the first concerns why we should require public participation, and the second why that participation may improve the quality of our environmental assessment procedure. Further, it is then argued that the issues and problems of public participation vary across different environmental issues and also vary across different stages of the environmental assessment procedure and according to the scientific disciplines and practices involved. This paper points the way towards an open and representative style in which communities are included in environment assessment processes as a source of new or better knowledge, as well as a contribution towards what the EU refers to as the 'horizontal participatory approach'. The paper briefly considers methodological issues concerning ways in which participation might be carried out.  相似文献

This study investigates the environmental Kuznets curve (EKC) hypothesis for the case of Turkey from 1960 to 2013 by considering energy consumption, trade, urbanization, and financial development variables. Although previous literature examines various aspects of the EKC hypothesis for the case of Turkey, our model augments the basic model with several covariates to develop a better understanding of the relationship among the variables and to refrain from omitted variable bias. The results of the bounds test and the error correction model under autoregressive distributed lag mechanism suggest long-run relationships among the variables as well as proof of the EKC and the scale effect in Turkey. A conditional Granger causality test reveals that there are causal relationships among the variables. Our findings can have policy implications including the imposition of a “polluter pays” mechanism, such as the implementation of a carbon tax for pollution trading, to raise the urban population’s awareness about the importance of adopting renewable energy and to support clean, environmentally friendly technology.  相似文献
