The demand for gender analysis is now increasingly orthodox in natural resource programming, including that for small-scale fisheries. Whilst the analysis of social–ecological resilience has made valuable contributions to integrating social dimensions into research and policy-making on natural resource management, it has so far demonstrated limited success in effectively integrating considerations of gender equity. This paper reviews the challenges in, and opportunities for, bringing a gender analysis together with social–ecological resilience analysis in the context of small-scale fisheries research in developing countries. We conclude that rather than searching for a single unifying framework for gender and resilience analysis, it will be more effective to pursue a plural solution in which closer engagement is fostered between analysis of gender and social-ecological resilience whilst preserving the strengths of each approach. This approach can make an important contribution to developing a better evidence base for small-scale fisheries management and policy.  相似文献

Air pollution has plagued the urban areas of our Nation for many years, both as a serious health hazard and as a costly economic burden. Users of the air as a waste disposal medium have treated it as a free resource with no regard for the damages incurred by receptors of the dirty air. Unfortunately, no self-regulating market forces exist that will bring this diseconomy into an acceptable equilibrium. An outside regulating force, which can affect abatement of air pollution, is needed to achieve control of air pollution to a level acceptable to a community. A prerequisite of any proposed regulatory action to be applied by an outside force, however, is the need to define an acceptable level of pollution. One means of accomplishing the task is to apply an economic evaluation, in the form of a cost-benefit analysis, to the problem. Previous analyses of the economic aspects of air pollution have stressed only one side of the problem. That is, they have dealt only with the cost of control or the damages caused by air pollution. No analysis has combined both aspects into a meaningful analysis of the overall economic impact. The objective of this paper is to present a technique that can be used to find the level of pollution abatement in an area that balances the cost of controlling pollution with the benefits received from its control. To present a clearer picture of this technique and its results, it has been applied to the Washington, D. C. area to find the optimum level of particulate abatement. This method is generally applicable to any area, in which an air pollution problem exists.  相似文献

The international development community is off-track from meeting targets for alleviating global malnutrition. Meanwhile, there is growing consensus across scientific disciplines that fish plays a crucial role in food and nutrition security. However, this ‘fish as food’ perspective has yet to translate into policy and development funding priorities. We argue that the traditional framing of fish as a natural resource emphasizes economic development and biodiversity conservation objectives, whereas situating fish within a food systems perspective can lead to innovative policies and investments that promote nutrition-sensitive and socially equitable capture fisheries and aquaculture. This paper highlights four pillars of research needs and policy directions toward this end. Ultimately, recognizing and working to enhance the role of fish in alleviating hunger and malnutrition can provide an additional long-term development incentive, beyond revenue generation and biodiversity conservation, for governments, international development organizations, and society more broadly to invest in the sustainability of capture fisheries and aquaculture.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01451-4) contains supplementary material, which is available to authorized users.  相似文献

The body of information presented in this paper is directed to those individuals concerned with cost-effective enforcement of environmental standards. Its aim is twofold. One is to determine some of the differing impacts upon firm behavior of legal enforcement, of economic incentive enforcement, and of mixed legal-economic enforcement. A second objective is to initiate identification of enforcement systems which are most likely to minimize resource costs to firms and enforcement agencies of meeting environmental standards. A computerized model is used to simulate enforcement of the new source particu-late matter discharge standard for coal-fired power plants. Under current legal enforcement it is found that most plants will violate the standard, that small plants will control to higher removal levels than large plants and that firms will install relatively costly pollution control technology. Three enforcement alternatives are considered for overcoming these shortcomings: more stringent legal enforcement, economic incentive enforcement using effluent taxes, and a mixed system which uses device certification tests and effluent taxes. It is found that each of the alternatives can lead to the standard being met and tc more-or-less equal sharing in control burden across plant size. But it is only the two systems which use effluent taxes that give incentive for choosing least costly control technology. It is concluded that the two enforcement systems which use effluent taxes probably would encourage adoption of least cost control technology. This is likely to be a desirable outcome since it may lead to minimum resource costs to power plants and pollution control agencies of meeting fty ash standards. The general applicability of this conclusion to other enforcement situations is discussed.  相似文献

A tracer technique using certain of the rare earth elements which are easily activated by neutrons has been developed for the analysis of air pollution problems. Studies employing these tracers were made to determine whether the available meteorological dispersion models can be used effectively to describe pollution emissions from selected industries in the vicinity of Albany, Oregon. The Gaussian plume model was found to be satisfactory for the moderately intense turbulence fields which characterize Stability Types B, C, and D, including cases in which the pollution was trapped by an inversion layer aloft. For sources near ground level, however, it was necessary to make allowance for urban influences on plume dispersion. A box model best described the observed dispersal pattern when the upward penetration of the very intense turbulence of Stability Type A was limited by an inversion layer aloft. These meteorological models were applied using a “blind” experimental procedure to predict the emission rates of the effluent from multiple sources of air pollution in the Albany area. It was found that these techniques can be used to predict the rate of emission within a factor of two for multiple sources consisting of three stacks.  相似文献

As is the case in most developing countries, China relies on command-and-control regulation to control air pollution. While it has instituted a modest air pollution levy system in the past 20 years for emissions in excess of standards, the effect on emission levels has been minimal. This paper focuses on how to use emissions trading as a policy instrument to achieve cost-effective reductions in air pollution in Beijing. Emissions or allowance trading has been widely applied to air pollution control in the USA during the past 25 years. Three of the most recent programmes will be examined, which provide applicable experience for possible SO2 and NOx trading in the Beijing region. A trading strategy for Beijing will be proposed by comparing the economic and political institutional differences between the USA and China, which could eventually facilitate acceptance of an international greenhouse gas trading system.  相似文献

An important issue of regional air quality management is to allocate air quality management funds to maximize environmental and human health benefits. In this study, we use an innovative approach to tackle this air quality management issue. We develop an innovative resource allocation model that allows identification of air pollutant emission control strategies that maximize mortality avoidances subject to a resource constraint. We first present the development of the resource allocation model and then a case study to show how the model can be used to identify resource allocation strategies that maximize mortality avoidances for top five Metropolitan Statistical Areas (MSAs) (i.e., New York, Los Angeles, Chicago, Dallas-Fort Worth, and Philadelphia) in the continental United States collectively. Given budget constraints in the U.S. Environmental Protection Agency’s (EPA) Clean Air Act assessment, the results of the case study suggest that controls of sulfur dioxide (SO2) and primary carbon (PC) emissions from EPA Regions 2, 3, 5, 6, and 9 would have significant health benefits for the five selected cities collectively. Around 30,800 air pollution–related mortalities could be avoided during the selected 2-week summertime episode for the five cities collectively if the budget could be allocated based on the results of the resource allocation model. Although only five U.S. cities during a 2-week episode are considered in the case study, the resource allocation model can be used by decision-makers to plan air pollution mitigation strategies to achieve the most significant health benefits for other seasons and more cities over a region or the continental U.S.Implications: Effective allocations of air quality management resources are challenging and complicated, and it is desired to have a tool that can help decision-makers better allocate the funds to maximize health benefits of air pollution mitigation. An innovative resource allocation model developed in this study can help decision-makers identify the best resource allocation strategies for multiple cities collectively. The results of a case study suggest that controls of primary carbon and sulfur dioxides emissions would achieve the most significant health benefits for five selected cities collectively.  相似文献

To preserve and improve environmental quality in a prosperous industrialized nation like the United States, we must use efficient control technology to reduce the pollution which would otherwise accompany our growth. The need for control is especially great in our use of energy. In the near term our country must depend increasingly on coal to meet our energy needs. In his 1977 energy message President Carter declared that it would be this Administration’s policy to require the use of best available control technology for all new coal burning plants. EPA is implementing this policy by adopting a rule that will require such controls on new coal-fired power plants.  相似文献

We investigated the integrity of fish assemblages of a small anthropogenically impacted urban stream system in south-western Germany. Heavy point and non-point pollution physiologically stresses the aquatic fauna while migration barriers and river morphological alterations negatively influence habitat availability. Investigations conducted in 1998 and 1999 revealed that the fish assemblage was altered and several site-specific fish species were missing while non-site-specific species were relatively common. Highest species diversity was recorded in a reach downstream of the main migration barrier, while upstream only a few species were present. In general, a shift to ubiquitous and limnophilic species as well as to less pollution sensitive species was observed. Adult fish dominated the population structure throughout the stream course. Recruitment was confined mainly to the less polluted headwater. In the present study we introduce an assessment system based on the similarity of the potential natural and the actually established fish assemblage as demanded by the Water Framework Directive of the European Union for the evaluation of the ecological status of a fish assemblage in a stream [EC of the European Parliament and of the Council of Europe establishing a framework for community action in the field of water policy. About half of the world's population now lives in urban areas because of the opportunity for a better quality of life. Many of these urban centers are expanding rapidly, leading to the growth of megacities, which are defined as metropolitan areas with populations exceeding 10 million inhabitants. These concentrations of people and activity are exerting increasing stress on the natural environment, with impacts at urban, regional and global levels. In recent decades, air pollution has become one of the most important problems of megacities. Initially, the main air pollutants of concern were sulfur compounds, which were generated mostly by burning coal. Today, photochemical smog--induced primarily from traffic, but also from industrial activities, power generation, and solvents--has become the main source of concern for air quality, while sulfur is still a major problem in many cities of the developing world. Air pollution has serious impacts on public health, causes urban and regional haze, and has the potential to contribute significantly to climate change. Yet, with appropriate planning, megacities can efficiently address their air quality problems through measures such as application of new emission control technologies and development of mass transit systems. This review is focused on nine urban centers, chosen as case studies to assess air quality from distinct perspectives: from cities in the industrialized nations to cities in the developing world. While each city--its problems, resources, and outlook--is unique, the need for a holistic approach to the complex environmental problems is the same. There is no single strategy in reducing air pollution in megacities; a mix of policy measures will be needed to improve air quality. Experience shows that strong political will coupled with public dialog is essential to effectively implement the regulations required to address air quality problems.  相似文献

The objective of the present study is to examine the growth and energetic performance of juvenile turbot after exposure to contaminated sediment and during the subsequent recovery period with or without food limitation. We designed a two-step experiment by first exposing juvenile turbot to harbour sediment for 26 days and then transferring them to clean sea water with different frequencies of feeding for 35 days. Without food limitation, fish previously exposed to contaminated sediment compensated for weight, length and lipid reserve losses; we did not record any differences in size, Fulton’s K condition index and triacylglycerol/sterol (TAG/ST) ratio after the 35-day depuration period compared to the reference fish. This result could be related to the compensatory growth mechanism observed in a wide range of fish species following a period of growth depression. With food limitation during the 35-day depuration period, recovery growth was not sufficient to restore length and weight values similar to the reference fish. Moreover, turbot previously exposed to contaminated sediment and subsequently fed twice or once a week exhibited extremely low TAG/ST ratios, but the reference fish submitted to the same restrictive feeding conditions did not. This study indicates that juvenile fish affected by chemical pollution can improve their biological performance if pollution events are followed by a period of abundant food. However, if pollution events occur during periods of food scarcity, e.g. in winter, storage of energy reserves will be compromised.  相似文献

In The Netherlands, a small and densely populated country, the disposal of solid waste requires strict precautions. Because the landscape is flat and the watertable just under groundlevel, landfilling and dumping must be avoided as much as possible. Incineration of municipal and industrial waste are presently under consideration. But even when excellent flue gas cleaning systems are used, air pollution can present a problem, for instance, by dioxines produced during the process. For these reasons the government has published a waste disposal policy plan in which recycling, composting and prevention of waste production play a major role. Eventually about one third of the solid waste production will be incinerated or dumped. No solid waste will be exported.  相似文献

Adaptive management has been widely recommended as a way to deal with extreme uncertainty in natural resource and environmental decision making. The core concept in adaptive management is that policy choices should be treated as deliberate, large-scale experiments; hence, policy choice should be treated at least partly as a problem of scientific experimental design. There have now been upwards of 100 case studies where attempts were made to apply adaptive management to issues ranging from restoration of endangered desert fish species to protection of the Great Barrier Reef. Most of these cases have been failures in the sense that no experimental management program was ever implemented, and there have been serious problems with monitoring programs in the handful of cases where an experimental plan was implemented. Most of the failures can be traced to three main institutional problems: i) lack of management resources for the expanded monitoring needed to carry out large-scale experiments; ii) unwillingness by decision makers to admit and embrace uncertainty in making policy choices; and iii) lack of leadership in the form of individuals willing to do all the hard work needed to plan and implement new and complex management programs.  相似文献

This article examines the advantages of the use of biomarkers as environmental indicators by applying it to Paraiba do Sul watershed, one of the most important Brazilian water bodies, which is in a critical environmental situation. We use a multibiomarker approach in fish as an integrated strategy to assess the impact of pollution. It comprehends a general biomarker of fish health, the condition factor (CF), and specific biomarkers of contaminant exposure such as metallothionein (MT), acetylcholinesterase (AChE) activity and biliary polycyclic aromatic hydrocarbons (PAH) metabolites. Our results revealed different effects in the fish from diverse locations with varying degrees of pollution. Furthermore, fish located just upstream of the water-treatment plant of the metropolitan area of Rio de Janeiro has shown to be affected by metals. This study indicates the usefulness of integrating a set of biomarkers to define the effects of anthropogenic inputs in aquatic bodies under complex polluted situations.  相似文献

The types and rates of pollutant emissions from a coal-fired power plant depend upon plant design, coal characteristics, and environmental control policy. In the past, air pollution regulations were often promulgated without rigorous analysis of the resulting energy penalties and secondary environmental impacts that occur in other environmental media (air, land, or water), which are counterproductive to overall environmental quality. This paper describes a Comparative Assessment Model that has been developed to consider systematically such tradeoffs for conventional and advanced coal-to-electric technologies. The model is applied to quantify the secondary (“cross-media”) environmental and resource impacts resulting from alternative air pollution control policies that reduce sulfur dioxide emissions from a 1000 MW power plant. Multimedia pollutant burdens are presented, together with the increased requirements for coal, limestone, and water that are incurred in generating a fixed net quantity of electricity. The development of sound public policy requires that environmental regulations be sensitive to adverse effects in all environmental media, and that tradeoffs involved in the regulation of specific pollutants to one medium be rigorously and systematically characterized.  相似文献

This paper examines the relation between the results of epidemiologic studies of air pollution mortality and impact indicators that can be informative for environmental policy decisions. Using models that are simple and transparent, yet contain the essential features, it is shown that (1) number of deaths is not meaningful for air pollution, whereas loss of life expectancy (LLE) is an appropriate impact indicator; (2) the usual short-term (time series) studies yield a change in daily number of deaths attributable to acute effects of pollution, without any information on the associated LLE (although some information on this has recently become available by extending the observation window of time series); and (3) long-term studies yield a change in age-specific mortality, which makes it possible to calculate the total population averaged LLE (acute and chronic effects) but not the total number of premature deaths attributable to air pollution. The latter is unobservable because one cannot distinguish whether few individuals suffer a large or many suffer a small LLE. The paper calculates the LLE from exposure to PM10, as implied by the long-term mortality studies of adults and infants; population LLE for infants turns out to be an order of magnitude smaller than for adults. The LLE implied by short-term studies is a small fraction of the total loss implied by long-term studies, even if one assumes a very high loss per death. Applied to environmental policy, taking a permanent 50-70% reduction of PM10 as a reasonable goal, one finds a corresponding increase of average life expectancy in urban areas of the European Union (EU) and the United States of approximately four months.  相似文献

Brominated flame retardants (BFRs) are widely used industrial chemicals, residues of which can be nowadays found in all environmental compartments. The widespread presence of BFRs in various environmental compartments and food chain is a consequence of both their broad application area and physico-chemical properties, such as resistance to degradation and high lipophilicity. Alike in the case of other halogenated persistent organic pollutants (POPs), fish can be used as a bioindicator of aquatic environment pollution. In presented study, conducted in the year 2005, altogether 80 samples representing the most abundant fresh water fish species, viz. chub (Leuciscus cephalus), bream (Abramis brama), and perch (Perca fluviatilis) collected in 11 sampling sites located at Elbe and Vltava (Moldau) rivers were examined for levels of major BFRs. Without any exception, BFRs were detected in all fish samples. BDE 47 was the dominating congener in all fish species. This fact was not surprising, since it used to be the main component in various kinds of technical mixtures. With regard to relatively high levels of BDE 47 in fish tissue, as compared to other BFRs, and considering strong correlation with the total PBDEs content, simplified laboratory examination and, consequently, increased samples throughput can be obtained when only this congener is monitored. The potential of comprehensive two-dimensional gas chromatography coupled to time-of-flight mass spectrometry (GCxGC-TOFMS), to provide more comprehensive information on the bioaccumulating chemicals occurring in fish samples, has been demonstrated in this study.  相似文献

To mitigate climate change, governments ranging from city to multi-national have adopted greenhouse gas (GHG) emissions reduction targets. While the location of GHG reductions does not affect their climate benefits, it can impact human health benefits associated with co-emitted pollutants. Here, an advanced modeling framework is used to explore how subnational level GHG targets influence air pollutant co-benefits from ground level ozone and fine particulate matter. Two carbon policy scenarios are analyzed, each reducing the same total amount of GHG emissions in the Northeast US: an economy-wide Cap and Trade (CAT) program reducing emissions from all sectors of the economy, and a Clean Energy Standard (CES) reducing emissions from the electricity sector only. Results suggest that a regional CES policy will cost about 10 times more than a CAT policy. Despite having the same regional targets in the Northeast, carbon leakage to non-capped regions varies between policies. Consequently, a regional CAT policy will result in national carbon reductions that are over six times greater than the carbon reduced by the CES in 2030. Monetized regional human health benefits of the CAT and CES policies are 844% and 185% of the costs of each policy, respectively. Benefits for both policies are thus estimated to exceed their costs in the Northeast US. The estimated value of human health co-benefits associated with air pollution reductions for the CES scenario is two times that of the CAT scenario.

Implications: In this research, an advanced modeling framework is used to determine the potential impacts of regional carbon policies on air pollution co-benefits associated with ground level ozone and fine particulate matter. Study results show that spatially heterogeneous GHG policies have the potential to create areas of air pollution dis-benefit. It is also shown that monetized human health benefits within the area covered by policy may be larger than the model estimated cost of the policy. These findings are of particular interest both as U.S. states work to develop plans to meet state-level carbon emissions reduction targets set by the EPA through the Clean Power Plan, and in the absence of comprehensive national carbon policy.  相似文献
