Barriers and bridges to implement policies about sustainable development and sustainability commonly depend on the past development of social–ecological systems. Production of metals required integration of use of ore, streams for energy, and wood for bioenergy and construction, as well as of multiple societal actors. Focusing on the Swedish Bergslagen region as a case study we (1) describe the phases of natural resource use triggered by metallurgy, (2) the location and spatial extent of 22 definitions of Bergslagen divided into four zones as a proxy of cumulative pressure on landscapes, and (3) analyze the consequences for natural capital and society. We found clear gradients in industrial activity, stream alteration, and amount of natural forest from the core to the periphery of Bergslagen. Additionally, the legacy of top-down governance is linked to today’s poorly diversified business sector and thus municipal vulnerability. Comparing the Bergslagen case study with other similar regions in Russia and Germany, we discuss the usefulness of multiple case studies.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

A literature review and a survey of professionals whose work deals with climate change indicate that more is known and considered certain by the natural science community concerning responses of natural systems to climate change. There is less of a consensus among social scientists that social systems are directly responding to climate change. The emphasis in the literature on policy and mitigation is corroborated by the survey results, which revealed only social variables that are tightly linked to climate or natural systems. Identifying variables of both natural and social systems that respond to climate change is imperative for a better understanding of the implications of climate change.  相似文献

Emerging recognition of two fundamental errors underpinning past polices for natural resource issues heralds awareness of the need for a worldwide fundamental change in thinking and in practice of environmental management. The first error has been an implicit assumption that ecosystem responses to human use are linear, predictable and controllable. The second has been an assumption that human and natural systems can be treated independently. However, evidence that has been accumulating in diverse regions all over the world suggests that natural and social systems behave in nonlinear ways, exhibit marked thresholds in their dynamics, and that social-ecological systems act as strongly coupled, complex and evolving integrated systems. This article is a summary of a report prepared on behalf of the Environmental Advisory Council to the Swedish Government, as input to the process of the World Summit on Sustainable Development (WSSD) in Johannesburg, South Africa in 26 August 4 September 2002. We use the concept of resilience--the capacity to buffer change, learn and develop--as a framework for understanding how to sustain and enhance adaptive capacity in a complex world of rapid transformations. Two useful tools for resilience-building in social-ecological systems are structured scenarios and active adaptive management. These tools require and facilitate a social context with flexible and open institutions and multi-level governance systems that allow for learning and increase adaptive capacity without foreclosing future development options.  相似文献

A hill station is a town or city situated in mountain regions in the tropics founded during the western colonization in the nineteenth and early twentieth centuries. Hill stations have moderate temperatures, and are known for their relatively good natural environments, which generate valuable ecosystem services that benefit the local population. However, rapid urbanization threatens the sustainability of these areas. This study evaluates the sustainability of the urbanization process of Baguio City, a hill station city in Southeast Asia and the summer capital of the Philippines, by determining the relationship between its velocity of urbanization and velocity of urban sustainability based upon various perspectives. From an equal weight perspective (of the triple bottom line of sustainability components, namely environmental, social, and economic) and a pro-economic perspective, the results revealed that the urbanization of Baguio City has been moving toward a “sustainable urbanization.” However, from the environmental and eco-sustainable human development perspectives, the results indicated that it has been moving toward an “unsustainable urbanization.” The paper discusses the implications of the findings for the planning of sustainable development for Baguio City, including some critical challenges in sustainability assessment and the applicability of the framework used for future sustainability assessments of the other hill stations in Southeast Asia.  相似文献

Dealing with uncertainty and complexity in social-ecological systems is profoundly dependent on the ability of natural resource users to learn and adapt from ecological surprises and crises. This paper analyzes why and how learning processes are affected by strategic behavior among natural resource users and how social conflict is affected by social and ecological uncertainty. The claim is that social conflict among natural resource users seriously inhibits the possibilities of learning and adaptation in social-ecological systems. This is done combining insights from political science, experimental economics, and social-psychology and an analytical case study elaborating social conflict and institutional change in Swedish water management institutions. This paper also discusses the crucial role the institutional context plays in defining the outcome of learning processes in Swedish water management institutions and hence highlights previously poorly elaborated political aspects of learning processes and institutional change in social-ecological systems.  相似文献

Quantified air quality and meteorological information provided by an air pollution monitoring system must be geared to the legally prescribed functions of the control agency. The network must be treated as a vital component of the total integrated data system that supports agency activities in air resources management and control. It should be closely interphased with data systems for emission inventory, registration and permits, violations and complaints, fuel use, emission reduction plans, land use, demographic projections, and urban planning. Compatibility with neighboring and statewide or regionwide data systems is essential for coordination of effort, especially under episode conditions.

The network should be planned on three levels, static, semi-automatic, and fully automatic, to provide monthly, daily, and up-to-the-minute measurements, respectively. Optimization of network specifications requires a three-way balance of hardware, control objectives, and agency resources (capital facilities, manpower, funding, etc.), of which the first two are realistically governed by the third.

A monitoring network could serve a wide range of functions, and there are pressures and temptations to cater to all possible users. A number of functions are listed; an order of priority should be determined. Experience shows that far more data tend to be generated than can be analyzed, assimilated, and utilized. Rapid data acquisition and on-line processing capabilities of present-day automatic networks could, without effective planning, result in mountainous backlogs of unassimilated information.

A systems engineering approach to planning will ascertain that preliminary requirements are critically scrutinized, and only genuine requirements that meet the test of constraints (natural environment, economic, legal, social, political constraints, and manpower resources) will be translated into performance specifications. By means of this approach, design characteristics that are extraneous or peripheral to the principal network functions can be identified as low priority luxuries, whereas seemingly expensive items may be justified on the basis of data reliability or long-range savings in operation and maintenance requirements.  相似文献

Community-based management (CBM) has been recognized as an appropriate approach to conservation, assuming that local communities have higher stakes than the state in their natural resources and have better knowledge of local resources and, therefore, can manage them more efficiently. However, the implementation of CBM has not always been successful. The objective of this research was to assess the potential for the implementation of a governmental proposal for community-based management of peccaries (Tayassuidae) in the Impenetrable northern Argentine, through the examination of the reasons why arrangements to avoid overexploitation have not evolved in this region. I used the theory of common pool resources (CPRs) as a framework for this analysis. CPRs theory explains the conditions under which appropriators of a resource are likely to engage in devising and altering governing arrangements and the conditions under which such arrangements are likely to succeed. Fieldwork was conducted between June 2000 and August 2003 using a mixed methods approach. It was found that most of the condition of the resource and users identified by the CPR theory as associated with an increased likelihood of successful management of natural resources are absent or scarcely developed in the Impenetrable. Thus, the situation in the Impenetrable does not seem appropriate for the implementation of CBM of peccaries. It is first necessary to invest in training and development of local institutions' capacities and social capital. It is also important to increase the flow of relevant information, which will enable institutions to be effective, responsible, and accountable to the community. For the moment, a more appropriate approach will have to include a mixture of protectionism and comanagement of collared peccaries while the propitious conditions for a complete local management of the resource are developed.  相似文献

Social capital is considered important for resilience across social levels, including communities, yet insights are scattered across disciplines. This meta-synthesis of 187 studies examines conceptual and empirical understandings of how social capital relates to resilience, identifying implications for community resilience and climate change practice. Different conceptualisations are highlighted, yet also limited focus on underlying dimensions of social capital and proactive types of resilience for engaging with the complex climate change challenge. Empirical insights show that structural and socio-cultural aspects of social capital, multiple other factors and formal actors are all important for shaping the role of social capital for guiding resilience outcomes. Thus, finding ways to work with these different elements is important. Greater attention on how and why outcomes emerge, interactions between factors, approaches of formal actors and different socio-cultural dimensions will advance understandings about how to nurture social capital for resilience in the context of climate change.  相似文献

Environmental assessment methods are generally based on mono-disciplinary approaches drawn from biophysical or social sciences. This paper discusses the use of hierarchy theory to represent ecological systems when building a cross-disciplinary environmental assessment methodology in which a variety of legitimate views are formally taken into account. A hierarchical approach is applied to the study of an environmental problem arising from conflicting water resource allocation requirements among different activities competing for this resource in an eastern Sicilian river basin (Italy). A second case study suggests the usefulness of hierarchy theory in analysing how a community perceives a natural resource and how the concept of natural heritage changes over time.  相似文献

This paper focuses on appropriation of natural capital through construction of buildings. The ecological footprint and the Costanza natural capital concepts are applied. The environmental consequences of human settlement are currently of great concern, and a need is felt to reduce the impact of building on the environment. The embodied energy of building materials and the "land area" required to sustain their production are considered to evaluate the demand on nature of this activity. The ecological footprints of 2 typical Italian buildings are compared. The paper also focuses on how to reduce the natural capital appropriation of building construction by means of environmentally inexpensive materials, renewable energy resources, and optimization of the use of bioproductive land by construction of multistoried buildings. Finally, to allocate an environmental load of buildings, an economic evaluation of natural capital appropriation through building construction is proposed.  相似文献

Conventional perceptions of the interactions between people and their environment are rapidly transforming. Old paradigms that view humans as separate from nature, natural resources as inexhaustible or endlessly substitutable, and the world as stable, predictable, and in balance are no longer tenable. New conceptual frameworks are rapidly emerging based on an adaptive approach that focuses on learning and flexible management in a dynamic social-ecological landscape. Using two iconic World Heritage Areas as case studies (the Great Barrier Reef and the Grand Canyon) we outline how an improved integration of the scientific and social aspects of natural resource management can guide the evolution of multiscale systems of governance that confront and cope with uncertainty, risk, and change in an increasingly human-dominated world.  相似文献

Evaluating progress towards environmental sustainability goals can be difficult due to a lack of measurable benchmarks and insufficient or uncertain data. Marine settings are particularly challenging, as stakeholders and objectives tend to be less well defined and ecosystem components have high natural variability and are difficult to observe directly. Fuzzy logic expert systems are useful analytical frameworks to evaluate such systems, and we develop such a model here to formally evaluate progress towards sustainability targets based on diverse sets of indicators. Evaluation criteria include recent (since policy enactment) and historical (from earliest known state) change, type of indicators (state, benefit, pressure, response), time span and spatial scope, and the suitability of an indicator in reflecting progress toward a specific objective. A key aspect of the framework is that all assumptions are transparent and modifiable to fit different social and ecological contexts. We test the method by evaluating progress towards four Aichi Biodiversity Targets in Canadian oceans, including quantitative progress scores, information gaps, and the sensitivity of results to model and data assumptions. For Canadian marine systems, national protection plans and biodiversity awareness show good progress, but species and ecosystem states overall do not show strong improvement. Well-defined goals are vital for successful policy implementation, as ambiguity allows for conflicting potential indicators, which in natural systems increases uncertainty in progress evaluations. Importantly, our framework can be easily adapted to assess progress towards policy goals with different themes, globally or in specific regions.  相似文献

Translating policies about sustainable development as a social process and sustainability outcomes into the real world of social–ecological systems involves several challenges. Hence, research policies advocate improved innovative problem-solving capacity. One approach is transdisciplinary research that integrates research disciplines, as well as researchers and practitioners. Drawing upon 14 experiences of problem-solving, we used group modeling to map perceived barriers and bridges for researchers’ and practitioners’ joint knowledge production and learning towards transdisciplinary research. The analysis indicated that the transdisciplinary research process is influenced by (1) the amount of traditional disciplinary formal and informal control, (2) adaptation of project applications to fill the transdisciplinary research agenda, (3) stakeholder participation, and (4) functional team building/development based on self-reflection and experienced leadership. Focusing on implementation of green infrastructure policy as a common denominator for the delivery of ecosystem services and human well-being, we discuss how to diagnose social–ecological systems, and use knowledge production and collaborative learning as treatments.  相似文献

Advancements in technology are inextricably bound to our society and the natural environment. However, how the development process of a technology system interacts with both remains unclear. We propose a process model to understand the complex dynamics among technology, society, and the environment via seven interactive elements: technologies, actors, receiving bodies, natural contexts, social contexts, temporal–spatial contexts, and outcomes. The model was applied to agricultural and water technology development in China from 8000 bc to 1911 ad. Our findings show that these elements did not play equally important roles in different periods of the development in ancient China, with social contexts most dominating during the earlier periods and both social and environmental concerns arising towards the later periods. This paper uses examples from Kenya and the Sudan to argue that the scale at which we pitch our analysis when trying to identify the basic properties of pastoral ecosystems may not be appropriate when it comes to recommending policy measures to secure the continued viability of pastoral herding. Pastoral households are always parts of large-scale economic and social structures. In many cases, such integration has provided the basis for the continued viability of pastoral adaptations. In other cases, the changing nature of local economies and social relations following from integration into large systems, has threatened the viability of pastoral herding or led to increasing differentiation within and between local communities. This paper raises the issue of how we most fruitfully define and delimit ecological and social systems in different local settings. It also questions conventional approaches to community-based natural resource management, which are now attracting widespread international attention.  相似文献

Microwave regeneration of adsorbents facilitates the recovery of volatile organic compounds (VOCs) by decoupling the bed heating from the stripping gas. This makes possible the creation of a highly-concentrated regeneration effluent from which the VOCs can be recovered by condensation at near-ambient temperatures. The economic feasibility of two novel microwave-regenerated adsorption systems was evaluated by systematically comparing the capital and operating costs of the proposed systems with 10 conventional VOC control technologies. The microwave systems were found to have similar capital and operating costs to conventional steam regeneration systems and, therefore, may present an attractive alternative for recovering water-miscible solvents. In general, the cost of the microwave subsystem is a relatively small component of the overall system costs, and the microwave power requirements are within the range of commercially available generators, even for large emission streams.  相似文献

Several methods are available for estimating the capital costs of systems and each has its own degree of accuracy. These methods range from presenting overall installed costs on a per unit basis, to detailed cost estimates based on preliminary designs, schematics, and contractor quotes. The least accurate method is the equating of overall capital costs to a basic operating parameter such as tons per hour or cfm since this method only produces accuracies in the "order of magnitude" category, at best. The detailed cost estimate, in turn, can produce accuracies of ±5 % depending on the amount of preliminary engineering involved. These estimates, however, take many months of engineering effort and require process and engineering flow sheets, material and energy balances, plot plans, and equipment arrangement drawings before a cost estimate can be developed. For first-cut estimating purposes, the technique described in this article for developing capital costs for a specific pollution control system is based on the factored method of establishing direct and indirect installations costs as a function of known equipment costs. The cost factors developed are based on both quoted and estimated installation costs of pollution control systems. The annual operating costs for these systems are based on unit costs for utilities and operating and maintenance labor together with fixed percentages of capital costs for the indirect costs.  相似文献

Tonle Sap Lake is a large and complex data-deficient ecosystem in the Mekong River Basin. Highly valuable in biodiversity and natural livelihoods capital, it is susceptible to degradation when the flood pulse that drives its productivity is altered as a result of hydropower and irrigation development on the Mekong River. To date, there are no tools to assess the consequences of such flood pulse alterations, leaving the Tonle Sap underrated in water-resources use and planning. A combined ecological-hydrodynamic model is presented for the production potential of the Tonle Sap ecosystem and its likely response to hydrological changes.  相似文献

Traditional ecological knowledge (TEK) is a critical global resource that may be eroding amid social and environmental change. Here, we present data on local perceptions of TEK change from three communities on Malekula Island in Vanuatu. Utilizing a structured interview (n = 120), we find a common perception of TEK loss. Participants defined two key periods of TEK erosion (roughly 1940–1960 and 1980–present), and noted that TEK decline was driven both external (e.g., church) and internal (e.g., shifting values) processes. Erosion was perceived to more comprehensive in the worldview domain than in aspects of ethnobiological knowledge and practice. These data indicate the perceived fragility of TEK systems and the complexity of TEK change. TEK systems are critical to natural resource management, and data such as these will assist in designing nuanced responses to the ongoing loss of cultural knowledge and practice.  相似文献
