Mumbai generates 6256 tonnes of waste every day, of which 17.20% is recyclable, but only a fraction of this is retrieved by rag-pickers. The economic value of the retrieved material is not considered by the Municipal Corporation of Greater Mumbai in valuing the waste management system as there is no retrieval mechanism except the informal rag-picking activity. Moreover, the cost of land used for the dumping of waste is also not accounted for. In the present paper, a comprehensive cost-benefit analysis for the present system of municipal solid waste management in Mumbai is carried out, with due consideration for implicit or hidden costs and benefits. Accounting for the implicit costs and benefits showed a difference of $6 per every tonne of waste disposal. This could show a considerable difference in policy development at the municipality level. Demand supply analysis proved that the present system of waste management would not yield a feasible market solution without private sector participation. With the increasing demand for improved waste management, private sector participation is essential and a Pigouvian tax is a necessary tool to make the private sector participation in solid waste management a success.  相似文献

本文以大量翔实的数据介绍了香港对城市固体废物的系统管理,即分类、收集、监测分析、处理和预测评价。香港环保署自80 年代开始对城市固体废物进行监测并系统管理。在全港设置了3 个大型策略性填埋场、5 个垃圾转运站、1 个垃圾焚烧厂(1997 年5 月关闭) 和1个化学废物处理中心。目前,香港政府正筹建一个新的、技术先进的焚烧厂。从1986 ~1997年,这些废物处理设施处理全港废物量为8960 ~24300t/d,其中城市固体废物比例每年不等,最低为30 .7 % ,最高为65 .5 % 。1997 年,这些废物中可循环再利用物接近50 % ,出口部分达120 多万吨,回收资金20 多亿港元。根据历年来城市固体废物量与本地生产总值(GDP)和人口数量的密切相关性,预测出2011 年城市固体废物人均产率为2 .56kg/ 人·d, 城市固体废物量为12810 t/d。城市固体废物系统管理紧迫而重要,香港的经验是值得我们借鉴的。  相似文献

ABSTRACT

The purpose of this investigation is to evaluate the current status and identify the problems of municipal solid waste (MSW) management in China in order to determine appropriate remedial strategies. This is the first of two papers, discussing primarily the general characteristics of MSW and its management in China. The second paper focuses on specific remedial strategies. MSW generation in China has increased rapidly in the past 20 years from 31.3 million tons in 1980 to 113.0 million tons in 1998. The annual rate of increase is 3–10%. The average generation per capita is 1.0 kg/day (0.38 t/year). Nearly one-half of the waste generated is dumped in the suburbs, where the accumulated quantity has reached 6 billion tons, which has caused heavy environmental pollution. This paper provides information on MSW management in China, such as MSW generation and its physical, chemical, and biological properties. Low calorific value and high moisture content characterize China's municipal waste. Other issues related to MSW management in China are also discussed, including the factors that influence MSW generation quantity and quality, MSW collection, transfer and transport, treatment and disposal, material recovery, legislation, enforcement, and administration.  相似文献

A comprehensive study on landfill site selection for Kolkata City,India   总被引:1,自引:0,他引:1  
Kolkata is one of the four major metropolitan cities in India and the capital city of the state of West Bengal. With an area of 187.33 km2 and a population of about 10 million (including a floating population of about 6 million), the city generates about 3500 Metric Ton (MT) of solid waste per day. Currently, Kolkata Municipal Corporation (KMC) disposes its waste at Dhapa (21.47 ha), where the disposal rate exceeds 3000 MT/day, and at Garden Reach (3.52 ha), where the disposal rate is 100 MT/day. Considering the exhaustion of Dhapa land space, city planners are urgently searching for an alternate disposal ground. National Environmental Engineering Research Institute (NEERI), under the sponsorship of Central Pollution Control Board (CPCB), has brought out literature developing the site selection criteria for municipal solid waste disposal ground to suit Indian conditions. The developed criteria encompass environmental conditions, accessibility, geological and hydrogeological conditions, and ecological and societal effects. This paper attempts to locate the most suitable site for disposal of KMC area solid waste using the multicriterion decision analysis as stipulated in CPCB 2003 guidelines and the overlay analysis of geographic information system (GIS).
Implications:The paper is based on landfill site selection for dumping of solid waste generated within Kolkata Municipal Corporation (KMC) area. The methodology uses GIS/remote sensing, Site Sensitivity Index (an offshoot of pairwise comparison technique developed in CPCB 2003 guidelines, Government of India), and the Delphi technique. Dhapa landfill site, where solid waste of KMC area is currently being disposed, is exhausted; the authors of this article thus found it relevant to carry out a research on the selection of an alternative landfill site. The study undertaken was comprehensive, yet presented in a lucid way so that policymakers will find easy to comprehend.  相似文献

Improvement of the current waste management is one of the main challenges for most municipalities in Croatia, mainly due to legal obligations set in different European Union (EU) directives regarding waste management, such as reduction of waste generation and landfilling, or increase of separately collected waste and recycling rates. This paper highlights the current waste management in the city of Zagreb by analyzing the waste generation, collection, and disposal scenario along with the regulatory and institutional framework. Since the present waste management system mainly depends upon landfilling, with the rate of separate waste collection and recycling far from being adequate, it is necessary to introduce a new system that will take into account the current situation in the city as well as the obligations imposed by the EU. Namely, in the coming years, the Waste Framework and Landfill Directives of the European Union will be a significant driver of change in waste management practices and governance of the city of Zagreb. At present, the yearly separate waste collection makes somewhat less than 5 kg per capita of various waste fractions, i.e., far below the average value for the (28) capital cities of the EU, which is 108 kg per capita. This is possible to achieve only by better and sustainable planning of future activities and facilities, taking into account of environmental, economic, and social aspects of waste management. This means that the city of Zagreb not only will have to invest in new infrastructure to meet the targets, but also will have to enhance public awareness in diverting this waste at the household level. The solution for the new waste management proposed in this paper will certainly be a way of implementing circular economy approach to current waste management practice in the city of Zagreb.

Implications: Municipal waste management in the developing countries in the EU (new eastern EU members) is often characterized by its limited utilization of recycling activities, inadequate management of nonindustrial hazardous waste, and inadequate landfill disposal. Many cities in Eastern Europe and Zagreb as well are facing serious problems in managing municipal wastes due to the existing solid waste management system that is found to be highly inefficient. The proposed scenario for city of Zagreb in the paper is an innovative upgrading of municipal waste management based on the waste management hierarchy and circular economy approach.  相似文献

The benefits and costs of past nitrogen dioxide (NO2) control policies were calculated for Tokyo, Japan, using environmental, economic, political, demographic, and medical data from 1973 to 1994. The benefits of NO2 control were estimated as medical expenses and lost work time due to hypothetical no-control air concentrations of NO2. Direct costs were calculated as annualized capital expenditures and 1 year's operating costs for regulated industries plus governmental agency expenses. The major findings were as follows: (1) Using Tokyo's average medical cost of pollution-related illness, the best net estimate of the avoided medical costs due to incidence of phlegm and sputum in adults was 730 billion yen ($6.08 billion; 1 U.S. dollar = 120 yen). (2) The best net estimate of the avoided medical costs due to incidence of lower respiratory illness in children was 93 billion yen ($775 million). (3) Using Tokyo's average duration of pollution-related illness and average wages, the best net estimate of the avoided costs of lost wages in workers was 760 billion yen ($6.33 billion). (4) The best net estimate of the avoided costs of lost wages in mothers caring for their sick children was 100 billion yen ($833 million). (5) Using Tokyo-specific data, the best net costs were estimated as 280 billion yen ($2.33 billion). (6) Using human health and productivity benefits, and annualized capital cost and operating cost estimates, the best net benefits-to-costs ratio was 6:1 (upper limit 44:1; lower limit 0.3:1). Benefit calculations were sensitive to assumptions of mobile source emissions and certain health impacts that were not included. Cost calculations were highly dependent on assumptions of flue gas volume and fuel use. For comparative purposes, we identified other studies for air pollution-related illness. Assumptions that formed the basis for most of the inputs in the present study, such as duration of illness, medical treatment costs, per person illness in children, and lost wages for working mothers, were similar to those recommended in the literature. Lost wages in sick workers and per capita illness incidence in adults were higher than numbers reported elsewhere. Further advances in cost-benefit analysis (CBA) procedures to evaluate the economic effectiveness of NO2 controls in Tokyo are recommended to estimate impacts and values for additional human health benefits, ecosystem health and productivity effects, and nonliving system effects, as well as benefits of ancillary reductions in other pollutants. The present study suggests that Tokyo's past NO2 control policies in total were economically quite effective.  相似文献

More than half of financial resources allocated for municipal solid waste management are typically spent on waste collection and transportation. An optimized landfill siting and waste collection system can save fuel costs, reduce collection truck emissions, and provide higher accessibility with lower traffic impacts. In this study, a data-driven analytical framework is developed to optimize population coverage by landfills using network analysis and satellite imagery. Two scenarios, SC1 and SC2, with different truck travel times were used to simulate generation-site–disposal-site distances in three Canadian provinces. Under status quo conditions, Landfill Regionalization Index (LFRI) ranging from 0 to 2 population centers per landfill in all three jurisdictions. LFRI consistently improved after optimization, with average LFRI ranging from 1.3 to 2.0 population centers per landfill. Lower average truck travel times and better coverage of the population centers are generally observed in the optimized systems. The proposed analytical method is found effective in improving landfill regionalization. Under SC1 and SC2, LFRI percentages of improvement ranging from 58.3% to 64.5% and 22.7% to 59.4%, respectively. Separation distance between the generation and disposal sites and truck capacity appear not a decisive factor in the optimization process. The proposed optimization framework is generally applicable to regions with different geographical and demographical attributes, and is particularly applicable in rural regions with sparsely located population centers.

目前北京市生活垃圾产生量不断增加,处理设施能力日渐不足,生活垃圾管理正面临着减量化与资源化必然趋势。在未来5~10年内,堆肥处理、焚烧处理和综合处理等方式将取代卫生填埋成为北京市垃圾处理的主要方式。本研究采用生命周期评价的方法,对北京市4处垃圾处理设施采用的不同工艺(卫生填埋、好氧堆肥、焚烧处理和综合处理)的环境影响进行比较。评价结果表明4,种处理方式中填埋、堆肥、焚烧和综合处理的环境影响负荷分别为4.82×10-2、1.10×10-21、.31×10-1和2.31×10-2,焚烧处理的总环境影响潜值最大,填埋处理次之,综合处理再次,堆肥处理最小。4种处理方式的资源耗竭系数分别为-2.39×10-51、.11×10-5、-3.45×10-4和-1.04×10-6,焚烧处理的资源耗竭系数最小。  相似文献

Preventing food wastage is a key element of sustainable resource management. But as food waste is still generated at high volumes, priority is placed on its proper management as a resource, maximising sustainability benefits. This study, by integrating a multi-criteria decision analysis with a sustainability assessment approach, develops a screening and decision support framework for comparing the sustainability performance of food waste management options. A structured process for selecting criteria based on the consideration of environmental, economic and social aspects related to region-specific food waste system planning, policy and management has been developed. Two food waste management options, namely the use of food waste disposal units, which grind food waste at the household’s kitchen sink and discharge it to the sewer, and the anaerobic co-digestion of separately collected food waste with sewage sludge, were selected for comparison due to their potential to create synergies between local authorities, waste and water companies, with local circumstances determining which of the two options to adopt. A simplified process used for assessing and comparing the two food waste management options in the Anglian region in the UK, indicated that there are benefits in using the framework as a screening tool for identifying which option may be the most sustainable. To support decision-making, a detailed analysis that incorporates stakeholders’ perspectives is required. An additional use of the framework can be in providing recommendations for optimising food waste management options in a specific region, maximising their sustainability performance.  相似文献

The University of Houston is located just south of downtown Houston, TX. Many different chemical substances are used in scientific research and teaching activities throughout the campus. These activities generate a significant amount of waste materials that must be discarded as regulated hazardous waste per U.S. Environmental Protection Agency (EPA) rules. The Texas Commission on Environmental Quality (TCEQ) is the state regulatory agency that has enforcement authority for EPA hazardous waste rules in Texas. Currently, the University is classified as a large quantity generator and generates >1000 kg per month of hazardous waste. In addition, the University has experienced a major surge in research activities during the past several years, and overall the quantity of the hazardous waste generated has increased. The TCEQ requires large quantity generators to prepare a 5-yr Pollution Prevention (P2) Plan, which describes efforts to eliminate or minimize the amount of hazardous waste generated. This paper addresses the design and development of a low-cost P2 plan with minimal implementation obstacles and strong payoff potentials for the University. The projects identified can be implemented with existing University staff resources. This benefits the University by enhancing its environmental compliance efforts, and the disposal cost savings can be used for other purposes. Other educational institutions may benefit by undertaking a similar process.  相似文献

Solid waste prediction is crucial for sustainable solid waste management. Usually, accurate waste generation record is challenge in developing countries which complicates the modelling process. Solid waste generation is related to demographic, economic, and social factors. However, these factors are highly varied due to population and economy growths. The objective of this research is to determine the most influencing demographic and economic factors that affect solid waste generation using systematic approach, and then develop a model to forecast solid waste generation using a modified Adaptive Neural Inference System (MANFIS). The model evaluation was performed using Root Mean Square Error (RMSE), Mean Absolute Error (MAE) and the coefficient of determination (R2). The results show that the best input variables are people age groups 0-14, 15-64, and people above 65 years, and the best model structure is 3 triangular fuzzy membership functions and 27 fuzzy rules. The model has been validated using testing data and the resulted training RMSE, MAE and R2 were 0.2678, 0.045 and 0.99, respectively, while for testing phase RMSE =3.986, MAE = 0.673 and R2 = 0.98.

Implications: To date, a few attempts have been made to predict the annual solid waste generation in developing countries. This paper presents modeling of annual solid waste generation using Modified ANFIS, it is a systematic approach to search for the most influencing factors and then modify the ANFIS structure to simplify the model. The proposed method can be used to forecast the waste generation in such developing countries where accurate reliable data is not always available. Moreover, annual solid waste prediction is essential for sustainable planning.  相似文献

As cities are becoming increasingly aware of problems related to conventional mobile collection systems, automated pipeline-based vacuum collection (AVAC) systems have been introduced in some densely populated urban areas. The reasons are that in addition to cost savings, AVAC systems can be efficient, hygienic, and environmentally friendly. Despite difficulties in making direct comparisons of municipal waste between a conventional mobile collection system and an AVAC system, it is meaningful to measure the quantities in each of these collection methods either in total or on a per capita generation of waste (PCGW, g/(day*capita)) basis. Thus, the aim of this study was to assess the difference in per capita generation of household waste according to the different waste collection methods in Korea. Observations on household waste show that there were considerable differences according to waste collection methods. The value of per capita generation of food waste (PCGF) indicates that a person in a city using AVAC produces 60 % of PCGF (109.58 g/(day*capita)), on average, compared with that of a truck system (173.10 g/(day*capita)) as well as 23 %p less moisture component than that with trucks. The value of per capita generation of general waste (PCGG) in a city with an AVAC system showed 147.73 g/(day*capita), which is 20 % less than that with trucks delivered (185 g/(day*capita)). However, general waste sampled from AVAC showed a 35 %p increased moisture content versus truck delivery.  相似文献

ABSTRACT

Based on a study of the composition of urban solid waste (USW) and of socioeconomic variables in Morelia, Mexico, generation rates were estimated. In addition, the generation of residential solid waste (RSW) and nonresidential solid waste (NRSW) was forecasted by means of a multiple linear regression (MLR) analysis. For residential sources, the independent variables analyzed were monthly wages, persons per dwelling, age, and educational level of the heads of the household. For nonresidential sources, variables analyzed were number of employees, area of facilities, number of working days, and working hours per day. The forecasted values for residential waste were similar to those observed. This approach may be applied to areas in which available data are scarce, and in which there is an urgent need for the planning of adequate management of USW.  相似文献

Between Fall 1985 and Spring 1987, the Massachusetts Departments of Environmental Management and Environmental Quality Engineering awarded communities $490,000 in matching state grants for the collection of household hazardous waste. Funded collections resulted in the disposal of approximately 291 tons of waste at an average cost of $9 per gallon. Household participation rates ranged from 0.2 percent to 5.8 percent. An average of 10 gallons of household hazardous waste was disposed of per participating household. Total collection costs including local and state shares exceeded $900,000. Differences in participation, wastes collected and collection costs among communities were due to variations in outreach and education efforts, experience, bid specifications, wastes collected, setup costs, and collection techniques. The relative high cost per participating household and low participation rate suggest the need for alternative approaches to the management of household hazardous waste which will be explored in future grant cycles.  相似文献

This paper presents an examination of industrial coal-fired boiler waste products. Presently the atmospheric emissions from all new boilers larger than 250 × 106 Btu/hr are controlled by existing New Source Performance Standards, and boilers smaller than 250 × 106 Btu/hr are controlled to levels required by the regulations of the particular state in which the facility is located. The 1977 Clean Air Act Amendments, however, specify categories of sources for which EPA must develop revised New Source Performance Standards. Industrial coal-fired boilers are included as one of these categories, and a relevant issue concerns the potential amount of solid waste generated as a result of tightened emission standards that require flue gas desulfurization. This paper examines the air quality and solid waste impacts of moderate and stringent emission controls for particulate and SO2 emissions from industrial coal-fired boilers.

Comparisons are presented of physical and chemical characterizations of the emissions and solid wastes produced when boilers are equipped with particulate and SO2 control equipment. The SO2 systems examined are lime spray drying, lime/limestone, double alkali, sodium throwaway, physically cleaned coal, and fluidized-bed combustion. The solid waste disposal alternatives and the disposal costs are discussed. The most common disposal methods used are landfill for dry wastes and impoundment for sludges, with special wastewater treatment requirements for the sodium throwaway aqueous wastes.  相似文献
