This study investigates the effect of Chinese environmental regulations on the quality of export products. As the main way for the government to protect the environment, environmental regulations have greatly influenced the production behavior of enterprises. Based on the data of China’s pollutant discharge fee implementation and industrial enterprise-pollution panel data, we find that the government’s environmental regulations have significantly improved the quality of export products, and this conclusion is still valid after a series of robustness tests. Further analysis shows that the increase in the quality of export products originating from the regulated areas could be attributed to promoting enterprise innovation and reducing resource misallocation. The results in this study provide evidence that the Chinese government could coordinate economic and environmental protection in the new era.

Effective August 1, 1978 the Government of Canada ordered that all future federal regulations of significant economic import, covering the subjects of health, safety and fairness be preceded by the publication of a formal socioeconomic impact analysis (SEIA). Environmental protection regulations are included. I encountered my first public reaction to this announcement at a conference in Ottawa on the subject of “Jobs and the Environment”. A union official duly observed that the SEIA was obviously industry’s answer to having to carry out Environmental Impact Assessments. Not much later, I was told by a senior environmental official of an overseas country that what SEIA really did was to place the burden of proof on governments as to the need for control, rather than leaving industry to show that their activities were not damaging to the environment.  相似文献

The Emergency Planning and Community Right-to-Know law is an exciting new approach to environmental protection. It is based on the belief that the more information citizens have about environmental conditions in their communities, the better equipped they will be to insure their own protection from unacceptable risks to their health and safety. The law requires disclosure by industry of both the presence and release into the environment—including both accidental and “routine” releases—of hazardous substances. The information will be available not only to government regulators, but also to the people most directly affected—the residents of the communities where the substances are located.  相似文献

Over the next decade, use of chlorinated solvents, a widely employed class of chemicals, will decline significantly because of increasingly stringent environmental regulations. These solvents pose certain health and environmental problems and they have been heavily scrutinized. The alternatives to the solvents are being adopted without controls. In some cases, these substances will pose other health and environmental problems that are likely to be as serious; in other cases, the alternatives have not been examined for their health and environmental effects at all. This case study demonstrates that regulations on chlorinated solvents and their potential alternatives are inconsistent with one another and conflicting.  相似文献

This report gives an inside view on discussions held at the headquarters of the International Maritime Organization, the United Nations agency concerned with maritime safety and the prevention of pollution from ships. Marine environmental protection regulations and their historical development are presented and discussed. The regulative measures that have been taken under the responsibility of this organization during the last decades to reduce accidental and operational discharge from tankships have achieved success although the marine environment is still suffering. Those standards which will come into force will further reduce the risks of accidental pollution. The report summarizes aspects beyond issues of environmental science which have to be analysed in order to reduce the impact of tankships on the marine environment. The report ends with the thesis that safer ships and improved occupational conditions on board are prerequisites for cleaner seas.  相似文献

The author describes present environmental conditions in Azerbaijan in relation to the Soviet legacy and measures taken since independence. Environmental projects have been financed largely by international organizations and foreign companies. The most serious problems are contaminants in the Caspian Sea; air, water, and soil pollution in Sumgait; illegal fishing; poor quality of drinking water; cutting of forests for fuel and pasture; overgrazing; and soil erosion and salinization. Progress in developing an environmental conscience, necessary for sustained protection of the environment, will depend most importantly on environmental education, growth of democratic institutions and attitudes that encourage both governmental and citizen responsibility for the environment, and economic development that produces a substantial middle class. Positive advances include a Constitution and laws that require protection of the environment, and individuals who speak out for environmental care. Negative factors include poverty and the present government's low priority for environmental protection.  相似文献

Recently, air pollution has attracted a substantial amount of attention in China, which can be influenced by a variety of factors, but the association between air pollution and human activity is not quite clear. Based on real-time online data (January 1, 2014, to December 31, 2014) of air pollution and meteorology reported by official sites, and demographic, economic, and environmental reform data in a statistical yearbook, the influences of meteorological factors (temperature, relative humidity, precipitation intensity, and wind force) and human activities on PM2.5 pollution were explored. After correlation analysis, logistic regression analysis, and a nonparametric test, weak negative correlations between temperature and PM2.5 pollution were found. In most cases, festival and morning peak hours were protection and risk factors of PM2.5 pollution, respectively. In addition, government actions, such as an afforestation project and increasing financial expenditure for energy saving and environmental protection, could greatly contribute to alleviating pollution of PM2.5. The findings could help officials formulate effective laws and regulations, and then PM2.5 pollution related to the pattern of human activity would be ameliorated.

Implications: Most of the time, festival and morning peak hours are protection and risk factors for PM2.5 pollution, respectively. Increasing the percentage of afforestation area and financial expenditure for energy saving and environmental protection could significantly reduce PM2.5 pollution. The findings can help officials formulate effective laws and regulations, and then PM2.5 pollution related to the pattern of human activity, especially government action, will be ameliorated.  相似文献

Economic studies of proposed environmental regulations begin with estimates of compliance actions and their costs. The assumptions about compliance actions can be misleading. In economic studies pertaining to regulations for volatile organic compound emissions by Illinois paper coaters, three sources of shortcomings are particularly evident: 1) failure to appreciate linkages between regulations applying to closely allied industries; 2) emphasis on well-known technologies, despite strong evidence that they will be displaced; and 3) heavy reliance on EPA technical data, whether or not they fairly represent state or local conditions.  相似文献

The environmental profile of goods and services that satisfy our individual and societal needs is shaped by design activities. Substantial evidence suggests that current patterns of human activity on a global scale are not following a sustainable path. Necessary changes to achieve a more sustainable system will require that environmental issues be more effectively addressed in design. But at present much confusion surrounds the incorporation of environmental objectives into the design process. Although not yet fully embraced by industry, the product life cycle system is becoming widely recognized as a useful design framework for understanding the links between societal needs, economic systems and their environmental consequences. The product life cycle encompasses all activities from raw material extraction, manufacturing, and use to final disposal of all residuals.

Life cycle design (LCD), Design for Environment (DFE), and related initiatives based on this product life cycle are emerging as systematic approaches for integrating environmental issues into design. This review presents the life cycle design framework developed forthe U.S. Environmental Protection Agency as a structure for discussing the environmental design literature. Specifying environmental requirements and evaluation metrics are essential elements of designing for sustainable development. A major challenge for successful design is choosing appropriate strategies that satisfy cost, performance, cultural, and legal criteria while also optimizing environmental objectives. Various methods for specifying requirements, strategies for reducing environmental burden, and environmental evaluation tools are explored and critiqued. Currently, many organizational and operational factors limit the applicability of life cycle design and other design approaches to sustainable development. For example, lack of environmental data and simple, effective evaluation tools are major barriers. Despite these problems, companies are beginning to pursue aspects of life cycle design. The future of life cycle design and sustainable development depends on education, government policy and regulations, and industry leadership but fundamental changes in societal values and behavior will ultimately determine the fate of the planet’s life support system.  相似文献

Responsible care has always been an important issue at a chemical industry like Bayer. In recent years, the company has made extensive efforts to further improve its products and processes with regard to environmental protection and safety. In this contribution, a number of examples will highlight recent achievements of Bayer in the field of low or no emission processes and products. Examples are given in the fields of production-integrated environmental protection measures (new and improved processes e.g., for the production of adipic acid), the application of integrated environmental protection measures (2K-PUR water-borne coatings for cars) and product-integrated environmental protection measures (targeted application of insecticides/Attract and Kill) as a new low emission method to control insect pests.  相似文献

Background, aim and scope  

Water is a renewable resource and acceptable quality is important for human health, ecological and economic reasons, but human activity can cause great damage to the natural aquatic environment. Managing the water cycle in a sustainable way is the key to protect natural resources and human health. On a global level, the microbiological contamination of water sources is a major problem in connection with poverty and the United Nations Millennium Development Declaration is an important initiative to handle this problem. In terms of environmental health, persistent organic pollutants (POPs) circulate globally; as they travel long distances, they are found in remote areas far from their original source of application and can cause damage wherever they move to. On a global scale, United Nations Environmental Programme (UNEP) issued the Stockholm Convention to reduce POPs; in the European Union (EU), one intention of the Water Framework Directive (WFD) is to reach the good chemical status of waters; beside these regulations, there are other directives in support of these goals. The aim of this paper is to discuss whether the Stockholm Convention and the WFD allows meeting the targets of protection of human and environmental health, which are established in the different directives and how could we approach the targets.  相似文献

A lot of scientific knowledge is required to carry out and enforce environmental regulations. The paper deals with the relationship between law and science from a legal perspective. First, some difficulties in using science to carry out environmental regulations are outlined. After this, some legal concepts which try to cope with the problems are presented. Aspects discussed are the precautionary principle, the legal concept of 'state of the art', general standard setting, the flexibility of the regulations, and procedural regulations for the standard-setting process. Finally, the new challenge for science that derives from the legal demand of an integrated approach to environmental protection is addressed.  相似文献

This paper compares the cost-effectiveness of life-saving interventions in Japan, based on information collected from the health, safety and environmental literature. More than 50 life-saving interventions are analyzed. Cost-effectiveness is defined as the cost per life-year saved or as the cost per quality-adjusted life-year saved. Finding a large cost-effectiveness disparity between chemical controls and health care intervention, we raise the question of whether chemical regulations cost society too much. We point out the limitations of this study and propose a way to improve the incorporation of morbidity effects in cost-effectiveness analysis.  相似文献

Chemical leasing is a new and innovative approach of selling chemicals. It aims at reducing the risks emanating from hazardous substances and ensuring long-term economic success within a global system of producing and using chemicals. This paper explores how, through chemical leasing, the consumption of chemicals, energy, resources and the generation of related wastes can be reduced. It also analyses the substitution of hazardous chemicals as a tool to protect environmental, health and safety and hence ensure compliance with sustainability criteria. For this, we are proposing an evaluation methodology that seeks to provide an answer to the following research questions: (1) Does the application of chemical leasing promote sustainability in comparison to an existing chemicals production and management system? 2. If various chemical leasing project types are envisaged, which is the most promising in terms of sustainability? The proposed methodology includes a number of basic goals and sub-goals to assess the sustainability for eight different chemical leasing case studies that have been implemented both at the local and the national levels. The assessment is limited to the relative assessment of specific case studies and allows the comparisons of different projects in terms of their relative contribution to sustainable chemistry. The findings of our assessment demonstrate that chemical leasing can be regarded as promoting sustainable chemistry in five case studies with certainty. However, on the grounds of our assessment, we cannot conclude with certainty that chemical leasing has equivalent contribution to sustainable chemistry in respect of three further case studies.  相似文献

Environmental legislation is developing rapidly. In addition, considerable attention is being given to the environmental impact of new technological developments. Governments as well as citizens, often through organized groups are placing unprecedented pressures on many industries and even on other parts of the government. Popular feeling has been extremely strong on such matters and resistance so far has not been strong. This is likely to change substantially and the future may see a rapid increase in the number of environmental suits especially if the continued existence of certain industries is threatened. Expert evidence will be needed to support government legislation and to support actions to preserve the environment. Such measures will have inevitable economic implications and will evoke predictable responses. Reconciling these viewpoints will provide a challenge for the community which will probably depend to a larger extent on interpretation in courts of -law. The ability of various experts to give advice through the legal process will be essential if the most effective compromises are to be found. It is the purpose of this paper to discuss the gathering and use of such scientific evidence in environmental lawsuits.  相似文献

The current discourse addresses fiscal issues, financial decentralization, and environmental quality and significantly affects economic development and sustainability. This investigation aims to address the research gap in fiscal decentralization and haze pollution for innovation and sustainable growth. This study uses the annual data of 270 Chinese cities from 2007 to 2016 for comprehensive analysis and employs spatial regression methods. The key findings imply that haze pollution in neighbouring cities causes further ecological issues. While the environmental regulations of China tend to have negative impacts on pollution, fiscal decentralization was found to be a key contributor to environmental pollution in Chinese cities. Overall, the study supports the validity of the pollution refuge hypothesis in China. Lastly, the conclusions allow us to conclude that China might need micro-level reforms regarding fiscal decentralization, environmental tax laws, and encouragement of cleaner production technologies.

As the world gets ready to begin the second decade of the twenty-first century, global climate change has been recognized as a real threat to civilization as we know it. The rapid and successful economic growth of developing nations, particularly China and India, is contributing to climate change. The route to initial economic success in China followed that of the developed nations through the development of industries. Unfortunately, China's environmental protection efforts have not been the same as in developed countries because China is vastly different culturally, socially, economically and, especially, politically from developed nations. When China started to deal with environmental concerns in the late 1970s, it took advantage of the experiences of other countries in establishing environmental standards and regulations, but it did not have a model to follow when it came to implementing these standards and regulations because of the abovementioned differences. Economically, China is transitioning from an agricultural base into an industrial base; however, even now, 60% of the population remains farmers. China has been and still is heavily dependent upon coal for energy, resulting in serious atmospheric particulate pollution. While growing efforts have been expended on the environment, at this juncture of its economic development, China would be well served to revisit the traditional “develop first and clean up later” approach and to find a balance between development and protecting the environment. Against this backdrop, a reflective look of the effort to manage air quality from 1949–2008 (with an emphasis on the past 30 years) in China is presented in this paper. The environmental component of the 2008 Olympic Games is examined as a special example to illustrate the current measures being used to improve air quality in China.  相似文献
