Suspended particles were sampled at several sites in Athens during the summer of 1982 and the winter of 1982–1983. This paper examines the trace element and carbon composition of the Athens aerosol. Chemical element balances indicate that motor vehicle exhaust was a major contributor to fine particle mass concentrations. Statistical analyses of the ambient measurements indicate that the emissions of elemental and organic carbon by local vehicles were relatively high. The observed effects of an experiment in which stringent restrictions were placed on vehicle use were somewhat ambiguous.  相似文献

This study presents 4 scenarios relating to the environmental futures of electricity generation in Mexico up to the year 2025. The first scenario emphasizes the use of oil products, particularly fuel oil, and represents the historic path of Mexico's energy policy. The second scenario prioritizes the use of natural gas, reflecting the energy consumption pattern that arose in the mid-1990s as a result of reforms in the energy sector. In the third scenario, the high participation of renewable sources of energy is considered feasible from a technical and economic point of view. The fourth scenario takes into account the present- and medium-term use of natural-gas technologies that the energy reform has produced, but after 2007 a high and feasible participation of renewable sources of energy is considered. The 4 scenarios are evaluated up to the year 2025 in terms of greenhouse gases (GHG) and acid rain precursor gases (ARPG).  相似文献

A methodology for estimating vehicular emissions comprising a car simulator, a basic traffic model, and a geographical information system is capable of estimating vehicle emissions with high time and space resolution. Because of the extent of the work conducted, this article comprises two sections: In Part 1 of this work, we describe the system and its components and use examples for testing it. In Part 2 we will study in more detail the emissions of the sample fleet using the system and will make comparisons with another emission model. The experimental data for the car simulator is obtained using on-board measuring equipment and laboratory Fourier transform IR (FTIR) measurements with a dynamometer following typical driving cycles. The car simulator uses this data to generate emission factors every second. These emission factors, together with information on car activity and velocity profiles of highways and residential and arterial roads in Mexico City in conjunction with a basic traffic model, provide emissions per second of a sample fleet. Qatar has serious water resource problems, following rapid socioeconomic development and massive population increase. Municipal water provision depends on costly and unsustainable desalination. There is little regulation. Native Qataris do not pay a water tariff and migrants pay a subsidized price--approximately one third of the cost of production--so there is little awareness of the true cost of water and use is profligate. This paper discusses trends in water use and identifies issues underlying sustainable water use in Qatar. A questionnaire of respondents chosen to represent Qatari social groups measured awareness and attitudes to water. The results show that previous efforts to control water demand in Qatar, using awareness campaigns, legal restrictions and tariffs, have been ineffectual. The questionnaire evaluated reactions to possible measures to limit uses by raising awareness, using legal restrictions and raising tariffs. From this, a number of policy changes can be suggested, to bring Qatar's water industry towards sustainability.  相似文献

China has experienced dramatic urbanisation and motorisation in the past 20 years. The phenomenal rise in the vehicle population in major cities has resulted in increased air pollution, traffic congestion and other 'wicked problems'. The Chinese government at all levels has made significant effort to control motor vehicle emissions, but vehicle population growth far outpaces their efforts, resulting in deteriorating air quality. Successful vehicle emissions control policies in industrialised countries offer China new technical and policy tools. This paper outlines China's current air pollution challenges and the technical and policy solutions under consideration by the Chinese central and municipal governments.  相似文献

Many individuals work outdoors in the formal and informal economy of the large urban areas in developing countries, where they are potentially exposed for long periods to high concentrations of ambient airborne particulate matter (PM). This study describes the personal exposures to PM of 2.5 μm aerodynamic diameter and smaller (PM2.5) for a sample of outdoor and indoor workers in two cities, Mexico City and Puebla, in central Mexico.Thirty-six workers in Mexico City and 17 in Puebla were studied. Thirty were outdoor workers (i.e., taxi and bus drivers, street vendors, and vehicle inspectors) and 23 were indoor (office) workers. Their personal exposures to PM2.5 were monitored for a mean 19-h period. In Mexico City, the street vendors and taxi drivers overall exposures were significantly higher than indoor workers were. In Puebla, bus drivers had a higher overall exposure than vehicle inspectors or indoor workers. Most of the exposures were above the 65 μg m−3 24-h Mexican standard.In Mexico City, exposures to Si, Ti, Cr, Mn, Fe, Ni, Cu, Mo and Cd were higher for outdoor than for indoor workers. In Puebla, exposures to Si, S, K, Ca, Ti, V, Mn, and Zn also were higher for outdoor workers. In Mexico City outdoor workers exposures to Cu, Pb, Cr, Se and Mo were 4 or more times higher than for Puebla outdoor workers, while Puebla outdoor workers’ exposures to V, Si, Fe and Ca were 3 or more times higher than Mexico City outdoor workers.These results suggest that for these outdoor workers the elevated local ambient air PM concentrations and an extended period spent outside are more important contributors to total exposures than indoor concentrations. These workers could be at particular risk of increased morbidity and mortality associated with ambient PM.  相似文献

A core goal of both US and European pollution control policies has been to establish rules and regulations pertaining to the movement of reactive-nitrogen (Nr) through the environment. This is manifest in US federal legislation such as the Clean Air Act Amendments and the Clean Water Act Amendments and in various protocols of the United Nations Economic Commission for Europe (UNECE) and its Convention on Long-Range Transboundary Air Pollution (CLRTAP). In this paper, we begin by reviewing the two US laws and their effectiveness and make some comparisons with the approaches used mainly in Europe by the UNECE and CLRTAP. Next we use the Mississippi drainage/Gulf of Mexico hypoxia case study to highlight the importance of applying a "systems approach" to address the reactive nitrogen problem at the regional scale. After briefly posing a number of unanswered questions related to nitrogen control policies, we conclude by sketching a blueprint for future actions related to the development of improved policies to regulate reactive nitrogen.  相似文献

The reduction of CO2 emissions and fuel consumption from road transportation constitutes an important pillar of the EU commitment for implementing the Kyoto Protocol. Efforts to monitor and limit CO2 emissions from vehicles can effectively be supported by the use of vehicle modelling tools. This paper presents the application of such a tool for predicting CO2 emissions of vehicles under different operating conditions and shows how the results from simulations can be used for supporting policy analysis and design aiming at further reductions of the CO2 emissions. For this purpose, the case of light duty goods (N1 category) vehicle CO2 emissions control measures adopted by the EU is analysed. In order to understand how certain design and operating aspects affect fuel consumption, a number of N1 vehicles were simulated with ADVISOR for various operating conditions and the numerical results were validated against chassis dynamometer tests. The model was then employed for analysing and evaluating the new EU legislative framework that addresses CO2 emissions from this vehicle class. The results of this analysis have shown the weaknesses of the current regulations and revealed new potential in CO2 emissions control. Finally the TREMOVE model was used for simulating a possible scenario for reducing CO2 emissions at fleet level.  相似文献

A one minute mass vehicle exhaust emission inspection system is described to aid those seeking to establish an appropriate effort in compliance with the Air Quality Act of 1967. This proposed inspection system is suitable for both emission controlled and pre-emission controlled automobiles. It is oriented to appropriate Auto Service Industry corrective measures since it provides guidelines as to probable cause of unnecessarily high emissions for each rejected vehicle. This capability is essential to avoid abnormal corrective expense due to excessive repairs or continued high emissions due to inadequate repairs. Low skill levels may be used during the inspection process, yet results are repeatable and consistent in a plurality of inspection stations. The net gain in lower emissions through inspection of in-use vehicles is large because the point of rejection is no longer dictated by the inherently high emission vehicles. Not more than two rejection standards are required for emission controlled vehicles, and only one for pre-emission controlled vehicles. This includes all domestic and foreign makes. These standards are flexible in that they may be initially liberal and gradually tightened as circumstances warrant. Such policy changes or future spark ignition engine designs will not significantly obsolete the hardware required to perform this inspection. The fundamental techniques employed permit the use of greatly simplified equipment and instrumentation with resultant lower initial cost and increased reliability than previously envisioned meaningful inspection methods. A study of nearly 1000 automobiles over a one year period evolved and documented this proposed inspection system. Qualified persons may study this work to any depth desired by contacting the authors.  相似文献

The regulatory agencies and the industries have the responsibility for assessing the environmental impact from the release of air pollutants, and for protecting environment and public health. The simple exemption formula is often used as a criterion for the purpose of screening air pollutants. That is, the exemption formula is used for air quality review and to determine whether a facility applying for and described in a new, modified, or revised air quality plan is exempted from further air quality review. The Bureau of Ocean Energy Management’s (BOEM) air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. If a facility is not exempt after completing the air quality review, a refined air quality modeling will be required to regulate the air pollutants. However, at present, the scientific basis for BOEM’s exemption formula is not available to the author. Therefore, the purpose of this paper is to provide the theoretical framework and justification for the use of BOEM’s exemption formula. In this paper, several exemption formulas have been derived from the Gaussian and non-Gaussian dispersion models; the Gaussian dispersion model is a special case of non-Gaussian dispersion model. The dispersion parameters obtained from the tracer experiments in the Gulf of Mexico are used in the dispersion models. In this paper, the dispersion parameters used in the dispersion models are also derived from the Monin-Obukhov similarity theory. In particular, it has been shown that the total amount of emissions from the facility for each air pollutant calculated using BOEM’s exemption formula is conservative.

Implications:?The operation of offshore oil and gas facilities under BOEM’s jurisdiction is required to comply with the BOEM’s regulations. BOEM’s air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. The exemption formulas have been used by BOEM and other regulatory agencies as a screening tool to regulate air emissions emitted from the oil and gas and other industries. Because of the BOEM’s regulatory responsibility, it is important to establish the scientific basis and provide the justification for the exemption formulas. The methodology developed here could also be adopted and used by other regulatory agencies.  相似文献

The main goal of this study was to evaluate the magnitude of outdoor exposure to fine particulate matter (PM10) potentially experienced by the population of metropolitan Mexico City. With the use of a geographic information system (GIS), spatially resolved PM10 distributions were generated and linked to the local population. The PM10 concentration exceeded the 24-hr air quality standard of 150 microg/m3 on 16% of the days, and the annual air quality standard of 50 microg/m3 was exceeded by almost twice its value in some places. The basic methodology described in this paper integrates spatial demographic and air quality databases, allowing the evaluation of various air pollution reduction scenarios. Achieving the annual air quality standard would represent a reduction in the annual arithmetic average concentration of 14 microg/m3 for the typical inhabitant. Human exposure to particulate matter (PM) has been associated with mortality and morbidity in Mexico City; reducing the concentration levels of this pollutant would represent a reduction in mortality and morbidity and the associated cost of such impacts. This methodology is critical to assessing the potential benefits of the current initiative to improve air quality implemented by the Environmental Metropolitan Commission of Mexico City.  相似文献

As a extra-large city in China, Beijing faces a serious problem with air pollution. In 1998, a package of air pollution control measures was announced by local government. However in order to reach environment target, further policy options have to be explored. Based on previous studies on technology choices for urban transport in Beijing, this paper presents a policy assessment to examine these options. A methodology framework using criteria for policy evaluation was used in the assessment. Here diesel-car, Compressed Natural Gas (CNG) vehicle and Mass Railway based Transport (MRT) were selected, and barriers to their diffusion were identified. For each barrier, a group of policy options to remove the barrier was evaluated by five criteria. A ranking of these policy options is given in this paper.  相似文献

Thirteen volatile organic compounds (VOCs) were quantified at three sites in southwestern Mexico City from July 2000 to February 2001. High concentrations of different VOCs were found at a Gasoline refueling station (GS), a Condominium area (CA), and at the University Center for Atmospheric Sciences (CAS). The most abundant VOCs at CA and CAS were propane, n-butane, toluene, acetylene and pentane. In comparison, at GS the most abundant were toluene, pentane, propane, n-butane, and acetylene. Benzene, a known carcinogenic compound had average levels of 28, 35 and 250 ppbC at CAS, CA, and GS respectively. The main contributing sources of the measured VOCs at CA and CAS were the handling and management of LP (Liquid Propane) gas, vehicle exhaust, asphalt works, and use of solvents. At GS almost all of the VOCs came from vehicle exhaust and fuel evaporation, although components of LP gas were also present. Based on the overall results possible abatement strategies are discussed.  相似文献

Initial implementation plans provided for particulate reduction largely through the imposition of emission limitations on industrial processes, large steam generators, and solid waste disposal, requiring, in turn, application of control equipment for compliance. In many urban areas, this approach is not adequate to achieve the secondary air quality standards so that a more general strategy must be employed. Such strategy may include restrictions on fuel burning, combustion equipment, maintenance programs, utility steam distribution, etc. The potential abatement achievable through such strategies is described using Boston as a case study. Cost and technical factors associated with each strategy are discussed.  相似文献

Islands harbor a disproportionate amount of the earth's biodiversity, but a significant portion has been lost due in large part to the impacts of invasive mammals. Fortunately, invasive mammals can be routinely removed from islands, providing a powerful tool to prevent extinctions and restore ecosystems. Given that invasive mammals are still present on more than 80% of the world's major islands groups and remain a premier threat to the earth's biodiversity, it is important to disseminate replicable, scaleable models to eradicate invasive mammals from islands. We report on a successful model from western México during the past decade. A collaborative effort between nongovernmental organizations, academic biologists, Mexican government agencies, and local individuals has resulted in major restoration efforts in three island archipelagos. Forty-two populations of invasive mammals have been eradicated from 26 islands. For a cost of USD 21,615 per colony and USD 49,370 per taxon, 201 seabird colonies and 88 endemic terrestrial taxa have been protected, respectively. These conservation successes are a result of an operational model with three main components: i) a tri-national collaboration that integrates research, prioritization, financing, public education, policy work, capacity building, conservation action, monitoring, and evaluation; ii) proactive and dedicated natural resource management agencies; and iii) effective partnerships with academic researchers in Mexico and the United States. What is now needed is a detailed plan to eradicate invasive mammals from the remaining islands in the region that integrates the needed additional financing, capacity, technical advances, and policy issues. Island conservation in western Mexico provides an effective approach that can be readily applied to other archipelagos where conservation efforts have been limited.  相似文献

Decline of sacred fir (Abies religiosa) trees in the high elevation forest park, Desierto de los Leones, located south of Mexico City, is described. Trees located in the windward zone (exposed to air masses from Mexico City) were the most severely affected, especially trees at the distal ends of ravines. Examination of tree growth rings indicated decreases in ring widths for the past 30 years. Polluted air from Mexico City may be an important causal factor in fir decline. Drought, due to excessive removal of soil water, insects, mites and pathogens, and poor forest management are possible contributing and interactive factors in fir decline.  相似文献

This paper reports on the research program undertaken by the State of New Jersey to determine those tests and instruments which can be used by authorized state agencies for the enforcement of diesel smoke emissions. The state agencies under consideration for the enforcement of diesel smoke emissions are the following: (1) The Division of Motor Vehicles, in its system of state owned inspection stations, will be able to inspect all diesel-powered trucks, and tractors which are registered in New Jersey. (2) The Public Utilities Commission will be able to inspect at their home garages all buses registered in the State. (3) The New Jersey State Police will be able to inspect diesel-powered vehicles on the road. It was decided that the maximum inspection time for each vehicle was not to exceed one minute. On the basis of the one minute per vehicle requirement, eight different tests were evaluated to determine which ones correlated well with normal vehicle operation. These tests included acceleration of a fixed external inertia, free acceleration of only the moving parts of the engine, three ramp tests, a test in which a heavy vehicle was towed, and a driving test in which the vehicle being tested was actually accelerated. The results of tests demonstrated that the modified free acceleration method correlates reasonably well with a loaded steady state cycle, distinguishes the high emitters and is simple to perform. Consequently, the free acceleration test method is recommended for use in inspection stations and on the road. Finally, nearly two hundred vehicles have been tested by this procedure to determine present and potential levels of diesel smoke emissions. Another phase of the program consisted of the determination of smoke measuring techniques and instrumentation. The use and design of smokemeters were extensively investigated, as well as the use of the visual and photographic techniques. Of the various smokemeters tested for this application, several measured smoke satisfactorily in the laboratory, but none were found adequate for field use; they either lacked portability or were unstable due to the deposition of soot on the optics. At the time of writing, specifications for the necessary smokemeter have been drafted and published for bid to interested manufacturers.  相似文献

This study addresses the difficulties surrounding effective implementation of the Montreal Protocol in Botswana and provides a general understanding of how best we might advise policy makers when implementing international agreements in the developing world. A questionnaire survey administered to both the formal and informal users of Ozone Depleting Substances (ODSs) revealed that disseminated information on ODSs has little effect on choices that users make about refrigerant gases and this information is skewed in favor of the conventional users of ODSs. As a result, annual statistics of ODS use are probably underestimated. Difficulties exist in changing from old to new technologies in the short term due to high costs associated with the change over. The infrastructure to recover gases and to dispose of unusable hardware is absent or inadequate. Solutions to these difficulties include a comprehensive policy that caters for all users of ODSs and the integration of economic and environmental aspirations.  相似文献

Carbon dioxide emissions have accelerated since the signing of the Kyoto Protocol. This discouraging development may partly be blamed on accelerating world growth and on lags in policy instruments. However, it also raises serious question concerning whether policies to reduce CO2 emissions are as effective as generally assumed. In recent years, a considerable number of studies have identified various feedback mechanisms of climate policies that often erode, and occasionally reinforce, their effectiveness. These studies generally focus on a few feedback mechanisms at a time, without capturing the entire effect. Partial accounting of policy feedbacks is common in many climate scenarios. The IPCC, for example, only accounts for direct leakage and rebound effects. This article attempts to map the aggregate effects of different types of climate policy feedback mechanisms in a cohesive framework. Controlling feedback effects is essential if the policy measures are to make any difference on a global level. A general conclusion is that aggregate policy feedback mechanisms tend to make current climate policies much less effective than is generally assumed. In fact, various policy measures involve a definite risk of ‘backfiring’ and actually increasing CO2 emissions. This risk is particularly pronounced once effects of climate policies on the pace of innovation in climate technology are considered. To stand any chance of controlling carbon emissions, it is imperative that feedback mechanisms are integrated into emission scenarios, targets for emission reduction and implementation of climate policy. In many cases, this will reduce the scope for subsidies to renewable energy sources, but increase the scope for other measures such as schemes to return carbon dioxide to the ground and to mitigate emissions of greenhouse gases from wetlands and oceans. A framework that incorporates policy feedback effects necessitates rethinking the design of the national and regional emission targets. This leads us to a new way of formulating emission targets that include feedback effects, the global impact target. Once the full climate policy feedback mechanisms are accounted for, there are probably only three main routes in climate policy that stand a chance of mitigating global warming: (a) returning carbon to the ground, (b) technological leaps in zero-emission energy technology that make it profitable to leave much carbon in the ground even in Annex II countries and (c) international agreements that make it more profitable to leave carbon in the ground or in forests.  相似文献
