Accidental releases of pollution can have severe environmental, societal, economic, and institutional consequences. This paper considers the use of risk mapping of accidental pollution events, and zonal prevention measures for alleviating the impact on large urban areas. An Environmental Pollution Accident Risk Mapping (EPARM) model is constructed according to a mapping index system supported by quantitative sub-models dedicated to evaluating the risk arising from different sources of potential accidental pollution. The EPARM approach consists of identifying suitable indexes, assessment of environmental risk at regional and national scales based on information on previous pollution accidents and the prevailing environmental and social conditions, and use of GIS to map the overall risk. A case study of pollution accidents in Minghang District, Shanghai, China is used to demonstrate the effectiveness of the model. The paper also proposes a systemic framework for accidental environmental pollution risk prevention, and detailed countermeasures for specific risk zones.  相似文献

The inherent risks associated with accidental releases of hazardous materials during transport have drawn attention and concerns in the recent decades. The aim of this study is to propose a tool for evaluation and comparison of the transportation networks which can be used to assess the routing options between origins and destinations of the cargos for their suitability for transporting hazardous material cargos by tanker trucks and to identify routes which provide lower accidental release risks, lower public exposure risks, and offer economical benefits. Each route segment of transportation networks were evaluated using specific criteria which included health risk and cost of delay in case of an accidental release of materials, trucking cost and proximity to vulnerable areas. Since, the health impact of hazardous materials differ depending on the characteristics of the material being transported as well as release quantities and atmospheric conditions; this paper aimed in providing a tool that can be used to estimate the impact radius (for health risks) after accidental release of hazardous materials by taking into account different atmospheric conditions based on the meteorological data and solar elevation angle. The Gaussian air dispersion model paired with ArcGIS using Python programming were employed to estimate the health risk impact zones by considering the meteorological data, and accordingly to analyze road segments for cost impacts (delay and trucking costs), and the proximity to vulnerable areas. The route assessment tool was demonstrated with a case study. The results of this study can efficiently aid decision makers for transportation of hazardous materials.  相似文献

The transport of hazardous materials by pipeline is widely used for the transfer of significant quantities of oil and chemicals. Due to the extremely low frequency of spills, pipelines are considered the safest mode for the land transportation of hazardous substances. Accident records, while confirming that Loss of Containment (LOC) events are rare, also point out the major-accident hazard of pipelines, due to the extremely severe potential consequences of spills. Quantitative Risk Analysis (QRA) techniques have been applied to pipelines since many years with the aim of evaluating risk for workers or exposed population. However, releases of liquids, as oil and oil products, also create an hazard to the environment, due to the potential of extensive soil and groundwater contamination. An integrated model was developed for the environmental Risk Analysis of spills from pipelines. Specific environmental risk indexes were defined, expressing the risk of soil and groundwater contamination, both in physical and economic terms. A case-study is presented and discussed to illustrate the features of the methodology. The results confirmed that the proposed model may be considered an important tool within a comprehensive approach to the management of risk related to onshore pipelines.  相似文献

The quantitative risk assessment of industrial facilities is based on integrated procedures to quantify human, environmental and economical losses related to relevant accidents. Accordingly, seismic risk analysis has to be integrated in order to obtain reliable results.In this work, some considerations regarding the intensity and probability of occurrence of earthquakes and the vulnerability of atmospheric storage tanks subjected to seismic actions are given.Structural vulnerability based on observational data has been processed in the form of “probit analysis”, a simple and useful statistic tool. Environmental and safety risks related to carbon capture and storage concern leakages and accidental releases during transport and geological storage. Based on principles widely accepted in the EU and beyond in the discussion about the where’s and why’s of nuclear waste repositories, this paper discusses the desirability of carbon capture and storage from a risk management point of view, focusing on environmental risks on the global level (climate change). On this basis it is concluded that, if the key energy issue of coming generations, not just in Europe but all around the world, is not the abundance of fossil resources but rather an unacceptably high probability of global warming due to greenhouse gas emissions, then the solution should not include any massive hiding of the emissions but entirely focus on the avoidance based on improved technology in power plants and other industrial installations.  相似文献

This paper is the second part of a research programme concerning the modelling capabilities of accidental releases of heavier-than-air toxic gases. The existing theory, which includes the strength of the source and the subsequent development of the released cloud under representative environmental conditions, is described. Comparison of the ZZB-2 system predictions with field data from the Desert Tortoise and Lyme Bay V, ammonia and chlorine releases, shows excellent agreement at distances between ≈ 200 m and a few kilometres from the source. The correlation between observed and predicted cloud concentrations, was in all cases significant at a confidence level better than 95%.  相似文献

Some major toxic gas release accidents demonstrate the urgent need of a systematic risk analysis method for individuals exposed to toxic gases. A CFD numerical simulation and dose–response model combined approach has been proposed for quantitative analysis of acute toxic gas exposure threats. This method contains four steps: firstly, set up a CFD model and monitor points; secondly, solve CFD equations and predict the real-time concentration field of toxic gas releases and dispersions; thirdly, calculate the toxic dose according to gas concentration and exposure time; lastly, estimate expected fatalities using dose–response model. A case study of hydrogen sulfide releases from a gas gathering station has been carried out using a three dimension FLUENT model. Acute exposure fatalities have been evaluated firstly with a simplified ideal model which assumes workers stay at original exposure location without moving. Then a comparison has been made with a more realistic model which assumes workers start evacuating according to a prearranged course as soon as hydrogen sulfide detection system alarms. These two models represent the worst and best emergency response effects, respectively, and the analysis results demonstrate significant differences. Results indicate that the CFD and dose–response combined approach is a good way for estimating fatalities of individuals exposed to accidental toxic gas releases.  相似文献

Risk-based route evaluation is necessary for decision making by authorities for regulating hazardous materials (hazmats) transport vehicles. The paper highlights risk estimation and its representation for three highway study routes in western India using frequency analysis through logic diagrams and scenario based detailed consequence analysis of accidental releases considering 26 hazmats from UN Classes-2, 3, 6 and 8 categories. The 3 routes have been evaluated based on several layers of analysis namely hazmat-wise, route-segment-wise, route-wise and overall assessment including presentation of normalized risk figures. The results show that compared to the risk on city route segment, individual risks on other two routes are higher and extend beyond ALARP (As Low As Reasonably Practicable) region when assessed against HSE, UK risk criteria, whereas, societal risks on all three routes are within the ALARP except some part in the higher fatality area. But, considering the general mortality rates in India and sustained economic growth, the authors proposed widening of the ALARP region for individual risk tolerability of transportation activity of essential commodities that benefits society to a large extent in this developing economy. However, specific risk reduction measures have also been suggested to improve upon the risk picture in the study area.  相似文献

The lack of formal integration between process design stages with risk and consequence estimation is a hurdle to designing inherently safe process plants. Conventional risk assessment methodologies are often not carried out concurrently with process design. Therefore, process designers lack the information about risk levels and consequence that may result from the process conditions being considered in a particular process route until the design is completed. Hence, effects of changes in process conditions on risk levels and consequence cannot be studied in a time effective manner during the design stages. Few studies have been identified on the possibility and viability of integrating risk estimation with process design. But viable framework and methodology for doing so has not yet been reported. This paper presents a feasible framework in which risk and consequences estimation can be part of design stages. A demonstrative tool named as integrated risk estimation tool (iRET) was developed by using process simulation software, HYSYS and spreadsheet, MS Excel as the platforms. iRET estimates risk due to explosions by using TNT equivalence method and the TNO correlation method. iRET has a potential to be extended to include all forms of risk such as fire, explosion, toxic gas releases and boiling liquid expanding vapour explosion (BLEVE). The paper also presents case studies to demonstrate the functionality and viability of using iRET in conjunction with process design. The results of these case studies have successfully shown that the risk due to explosion can be assessed during the initial design stage ensuring a safer plant. The framework and iRET there by presented here provide systematic methodology and technology to design inherently safer plants.  相似文献

This paper presents model predictions obtained with the CFD tool FLACS for hydrogen releases and vented deflagrations in containers and larger enclosures. The paper consists of two parts. The first part compares experimental results and model predictions for two test cases: experiments performed by Gexcon in 20-foot ISO containers (volume 33 m3) as part of the HySEA project and experiments conducted by SRI International and Sandia National Laboratories in a scaled warehouse geometry (volume 45.4 m3). The second part explores the use of the model system validated in the first part to accidental releases of hydrogen from forklift trucks inside a full-scale warehouse geometry (32 400 m3). The results demonstrate the importance of using realistic and reasonably accurate geometry models of the systems under consideration when performing CFD-based risk assessment studies. The discussion highlights the significant inherent uncertainty associated with quantitative risk assessments for vented hydrogen deflagrations in complex geometries. The suggestions for further work include a pragmatic approach for developing empirical correlations for pressure loads from vented hydrogen deflagrations in industrial warehouses with hydrogen-powered forklift trucks.  相似文献

Having a risk analysis of harmful releases over mountainous terrains through wind tunnel experiment is a frontier problem in China. In this paper, a straight-flow wind tunnel is applied to simulate the atmospheric boundary layer and research the motion of high-sulfur gas released to atmosphere when accidental releases occur in a gathering station over the mountainous terrain. After an analysis of hourly concentration in the field accident for eight wind directions, experimental results reveal that nearby concentration fields are dominated by wind and far-field concentration distribution is dominated by topography, which leads to complete levels of consequence impact for the personnel risk inside and around the gathering station. Based on CFD techniques, a three-dimensional modelling was established in comparison with the wind tunnel experiment, which suggests that CFD prediction had underestimated the near-field gas concentration and the performance could not precisely match actual risks the gathering station causes to the mountainous terrain, which leads to a modified equation for numerical prediction. Instead of proposing a lower personnel risk evaluation obtained through the use of CFD techniques, the wind tunnel experiment offers a new choice for the consequence impact analysis for the petrochemical industry in China.  相似文献

Risk assessment of a chemical process plant requires the application of a variety of consequence models in order to estimate the potential physical effects of accidental releases. The types of models required vary depending upon the substance under consideration and the circumstances of a release. The objective of this study was the development and application of a system based upon ‘fuzzy logic’, for the selection of a computer model to be used in consequence analysis in specific situations where only certain types of consequence models can be used. The collection of data for modelling purposes from different kinds of computer model and application of fuzzy methods were also important aims of the study.  相似文献

Industrial and regulatory communities are concerned about the need to control routine and accidental releases of toxic gases. This paper outlines an approach for evaluating control systems for new technologies when there is only limited experience. The approach is illustrated by identifying and evaluating specific options to control releases of hydrogen selenide (H2Se) and hydrogen sulphide (H cells. Routine emmisions can be controlled with a system composed of a Venturi scrubber, a packed-bed scrubber, and a carbon adsorption bed. Accidental releases can be controlled by the proper design of a ventillation system combined with either a Venturi and packed-bed scrubber and carbon-a or a containment-scrubbing equipment followed by carbon adsorption. The annualized costs of these controls (≈$0.01/Watt-peak (Wp)), are small compared with current (≈$6/Wp) and projected (≈$1/Wp) production costs. Thus, systems which could control accidental releases of highly toxic H2Se and H2S in CuInSe2 photovoltaic cell manufactu These systems can effectively reduce emmisions of toxic gas to levels needed to protect the health of the public.  相似文献

In recent years, particular interest has been direct to the issues of risk associated with the storage, transport and use of Liquefied Natural Gas (LNG) due to the increasing consideration that it is receiving for energy applications. Consequently, a series of experimental and modeling studies to analyze the behavior of LNG have been carried out to collect an archive of evaporation, dispersion and combustion information, and several mathematical models have been developed to represent LNG dispersion in realistic environments and to design mitigation barriers.This work uses Computational Fluid Dynamics codes to model the dispersion of a dense gas in the atmosphere after accidental release. In particular, it will study the dispersion of LNG due to accidental breakages of a pipeline and it will analyze how it is possible to mitigate the dispersing cloud through walls and curtains of water vapor and air, also providing a criterion for the design of such curtains.  相似文献

Safety and risk assessment are characterised by aspects, like subjectivity and objectivity. In this paper, relations between safety and risk are described. When a risk analysis is performed, it is important to realise that decision-making about risks is very complex, and not only technical aspects but also economical, environmental, comfort related, political, psychological and societal acceptance are aspects that play an important role. In order to balance safety measures with aspects, such as environmental, quality, and economical aspects, a weighted risk analysis methodology is proposed in this paper. This paper also provides a theoretical background regarding the scope of safety assessment in relation to the decision-making in complex urban development projects adjacent to or above transport routes of hazardous materials. In Western Europe, such projects are realised due to shortage of space. The weighted risk analysis is an interesting tool comparing different risks, such as investments, economical losses and the loss of human lives, in one-dimension (e.g., money), since both investments and risks could be expressed solely in money. Finally, the weighted risk analysis approach is applied in a case study of Bos and Lommer, Amsterdam.  相似文献

The mitigation of the consequences of accidental releases of dangerous toxic and/or flammable cloud is a serious concern in the petro-chemical and gas industries. Nowadays, the water-curtain is recognized as a useful technique to mitigate a heavy gas cloud. The paper presents a research methodology, which has been established and undertaken to quantify the forced dispersion factor provided by a water-curtain with respect to its configuration.

The method involves medium-scale field tests, Wind-Gallery tests and numerical simulations. These different approaches are discussed and exemplified by typical results emphasizing the observed concentration reduction due to the water-curtain.  相似文献

介绍化学品突发性事故预测的不确定性概率统计和模糊数学分析方法。对参数和模式的不确定性分别进行了讨论,计算机系统包括化学品常用数据库、事故识别模块,事故后果分析模块和不确定性分析模块,对液氯泄漏排放事故、液化气(丙烷)两相闪蒸爆炸和管道煤气(CO)泄漏伤害模式实例进行了分析。对连续源和瞬时源的讨论说明泄漏时间的确定对事故分析极为重要。  相似文献
