ABSTRACT: Conflicts caused through development of urban areas in proximity to irrigated agriculture in water-scarce regions can be minimized through the direct urbanization of irrigated lands. This shifts the water supply from one use to another on the same site rather than creating an additional use in an adjoining area. This condition has prevailed in the Phoenix region. In the Tucson region, the municipality is buying and retiring farmland in an adjacent agricultural area, for the purpose of acquiring the water right in order to transfer water to municipal use. This land purchase is necessitated by existing Arizona water law, which ties the water to the land. This method of transfer creates problems concerning how much water can be transferred per acre retired; what to do with the abandoned farmland; inequities to agribusiness and taxing entities; and loss of food crop production which have not been resolved. An alternative to the retirement of farms, applicable in the Tucson region, is to exchange treated municipal wastewater for irrigation water. While this method appears to be the least disruptive, it requires the resolution of certain institutional problems concerned with land and water management method.  相似文献

ABSTRACT: The unique characteristics of the hydrogeologic system of south Florida (flat topography, sandy soils, high water table, and highly developed canal system) cause significant interactions between ground water and surface water systems. Interaction processes involve infiltration, evapotranspiration (ET), runoff, and exchange of flow (seepage) between streams and aquifers. These interaction processes cannot be accurately simulated by either a surface water model or a ground water model alone because surface water models generally oversimplify ground water movement and ground water models generally oversimplify surface water movement. Estimates of the many components of flow between surface water and ground water (such as recharge and ET) made by the two types of models are often inconsistent. The inconsistencies are the result of differences in the calibration components and the model structures, and can affect the confidence level of the model application. In order to improve model results, a framework for developing a model which integrates a surface water model and a ground water model is presented. Dade County, Florida, is used as an example in developing the concepts of the integrated model. The conceptual model is based on the need to evaluate water supply management options involving the conjunctive use of surface water and groundwater, as well as the evaluation of the impacts of proposed wellfields. The mathematical structure of the integrated model is based on the South Florida Water Management Model (SFWMM) (MacVicar et al., 1984) and A Modular Three-Dimensional Finite-Difference Groundwater Flow Model (MODFLOW) (McDonald and Harbaugh, 1988).  相似文献

ABSTRACT .Many growing municipalities near irrigated agriculture are advocating a transfer of water now utilized for irrigation to municipal use. Alternatives are presented whereby this water can be transferred to municipal use in exchange for treated sewage effluent. The irrigation water would in effect be cycled through the municipal system prior to use on the farms. A case study of the Tucson region illustrates the relevant legal, economic and technical aspects. Effluent could be delivered to irrigators in Avra Valley at a cost less than that now paid for water pumped from declining water tables. In return the City of Tucson could import ground water now being used for irrigation through an existing pipeline which presently cannot be used because of a court injunction obtained by the irrigators. It appears that such an exchange agreement could be made without modification of existing statutory law. Similar exchange arrangements may prove to be feasible in other regions containing irrigated agriculture. Increased efficiency of water use can be achieved avoiding external effects which commonly arise in a direct transfer and are difficult to evaluate. High quality water is allocated to municipal use whereas nutrient-rich sewage effluent is transferred to irrigation.  相似文献

Para grass, irrigated with secondary domestic sewage effluent, showed excellent response for disposal of large amounts of water, effective nitrogen removal, and high production of excellent fodder. This grass is found throughout the tropics and parts of the subtropics. It endures flooding and forms dense, easily maintained stands. This is the first time its use has been reported for effluent irrigation. Water, nitrogen, and biomass budgets over a 17-month period were measured in eight percolate style lysimeters. Under irrigation rates as great as 98 mm/day, five days/week, evapo-transpiration averaged 4.6 mm/day. With nitrogen applications of 130 to 2,600 kg/ha/yr, ≥ 79 percent of applied nitrogen was harvested in the grass; 3 percent percolated; and ≤ 28 percent was denitrified. With the highest effluent irrigation rates, nitrate-nitrogen levels remained below the 10 mg/L maximum recommended for potable water. Crop productivity for full effluent treatments averaged 110 t/ha/yr, dry weight. Maximum calculated crude protein content was 13 percent. No nitrate-nitrogen level in the forage exceeded 0.1 percent.  相似文献

ABSTRACT: Changes in irrigation and land use may impact discharge of the Snake River Plain aquifer, which is a major contributor to flow of the Snake River in southern Idaho. The Snake River Basin planning and management model (SRBM) has been expanded to include the spatial distribution and temporal attenuation that occurs as aquifer stresses propagate through the aquifer to the river. The SRBM is a network flow model in which aquifer characteristics have been introduced through a matrix of response functions. The response functions were determined by independently simulating the effect of a unit stress in each cell of a finite difference groundwater flow model on six reaches of the Snake River. Cells were aggregated into 20 aquifer zones and average response functions for each river reach were included in the SRBM. This approach links many of the capabilities of surface and ground water flow models. Evaluation of an artificial recharge scenario approximately reproduced estimates made by direct simulation in a ground water flow model. The example demonstrated that the method can produce reasonable results but interpretation of the results can be biased if the simulation period is not of adequate duration.  相似文献

ABSTRACT: This study investigates the degree of economic inefficiency of the current institutional arrangements for surface and ground water management in meeting urban water demand in the Jakarta region. A numerical model of integrated surface and ground water management is developed using GAMS (General Algebraic Modelling System) software. The model maximizes the net present value of social benefits from piped water and ground water consumption across all users over time from 1999 to 2025. Four policy scenarios are examined: the status quo, the social planner's solution, and two ground water pumping quota scenarios: an aggregate ground water pumping quota and a partial quota applied to commercial and industrial users. Three variations in each policy scenario are considered: investment in water infrastructure of the Jakarta water enterprise (PAM Jaya), water demand growth, and discount rates. The status quo, depending on the investment option, the growth of water demand, and the discount rate, results in a 7.4 to 47.8 percent loss in economic efficiency relative to the social planner's solution. The partial quota is the most feasible, applicable, and manageable scenario. The optimal investment option could increase the volume of piped water supply and reduce the cost of water production. The volume of water delivery could increase by up to 156 percent, but it implies only a 35 percent increase in the surface raw water demands above the current level. However, it does not significantly reduce cumulative ground water extraction over the time period considered.  相似文献

In urbanizing areas underlain by crystalline rocks an inventory of the usable ground water should form an important element in the land-use planning process. Land-use decisions are most often made upon water-well yield data alone, but these data do not address the inventory question. A method utilizing local geology, stream lowflow characteristics, and pumping test data permitted outlining portions of Wake County, North Carolina, which are more favorable and those which are less favorable for ground water supply development. Information from state-required 24-hour pumping tests on 232 wells was supplemented by information from an additional 100 wells whose initial yields were determined by shorter pumping tests. Comparison of the ground water inventory values on a per acre or per square mile basis with average water use at various residential densities provides information useful to the responsible political body as it decides about population density distribution and the need for surface water supplies. For Wake Country an average density of one residential unit per acre appears generally permissible before overdraft of the ground water supplies becomes a significant risk. By utilizing the ground water inventory and patterns of ground water yields from various rock types, county officials can maximize the effectiveness of public facilities funds. The technique appears useful for other parts of the Piedmont region of the southeastern United States.  相似文献

ABSTRACT Attitudes toward the development of the American West have undergone important changes over the past century just as the nature of water resources as factors in development have changed. Viewing these changes processually, stages for water resources definition and use can be identified in the total process of western cultural development. The first stage involves the value of water resource development as a stimulus to population and economic growth in the West. The second stage, still in process', adopts a dominant cultural norm which sees water resource development as inevitable if not necessary to keep up with growth. A third stage to this evolutionary process is incipient. Future cultural values and thinking with respect to water resource development will be to look at development as a means for controlling or managing both the location and quantity of population and economic growth. To this end planners will have to become concerned with the questions of human adaptation. Concern will have to be given to the problems of getting a living which enables individuals to meet the subsistence needs of self and family, to establishing community which provides for cooperation among individuals and the management of conflict, to establishing improved communication which promotes interpersonal interaction, and for fostering innovation which provides the new ideas necessary to adapt to new environmental situations.,  相似文献

ABSTRACT: This study estimates subsurface return flow and effective ground water recharge in terraced fields in northern Taiwan. Specifically, a three dimensional model, FEMWATER, was applied to simulate percolation and lateral seepage in the terraced fields under various conditions. In the terraced paddy fields, percolation mainly moves vertically downward in the central area, while lateral seepage is mainly focused around the bund. Although the simulated lateral seepage rate through the bund exceeded the percolation rate in the central area of the paddy field, annual subsurface return flow at Pei‐Chi and Shin‐Men was 0.17 × 106 m3 and 0.37 × 106 m3, representing only 0.17 percent and 0.21 percent of the total irrigation water required for rice growth at Pei‐Chi and Shin‐Men, respectively. For upland fields, the effective ground water recharge rate during the second crop period (July to November) exceeded that during the first crop period (January to May) because of the wet season in the second crop period. Terraced paddy fields have the most efficient ground water recharge, with 21.2 to 23.4 percent of irrigation water recharging to ground water, whereas upland fields with a plow layer have the least efficient ground water recharge, with only 4.8 to 6.6 percent of irrigation water recharging to ground water. The simulation results clearly revealed that a substantial amount of irrigation water recharges to ground water in the terraced paddy, while only a small amount of subsurface return flow seeps from the upstream to the downstream terraced paddy. The amounts of subsurface flow and ground water recharge determined in the study are useful for the irrigation water planning and management and provide a scientific basis to reevaluate water resources management in the terrace region under irrigated rice.  相似文献

ABSTRACT: Riparian zones perform a variety of biophysical functions that can be managed to reduce the effects of land use on instream habitat and water quality. However, the functions and human uses of riparian zones vary with biophysical factors such as landform, vegetation, and position along the stream continuum. These variations mean that “one size fits all” approaches to riparian management can be ineffective for reducing land use impacts. Thus riparian management planning at the watershed scale requires a framework that can consider spatial differences in riparian functions and human uses We describe a pilot riparian zone classification developed to provide such a framework for riparian management in two diverse river systems in the Waikato region of New Zealand. Ten classes of riparian zones were identified that differed sufficiently in their biophysical features to require different management. Generic “first steps” and “best practical” riparian management recommendations and associated costs were developed for each riparian class. The classification aims to not only improve our understanding of the effectiveness of riparian zone management as a watershed management tool among water managers and land owners, but to also provide a basis for deciding on management actions.  相似文献

ABSTRACT The paper presents a systems approach for planning and evaluating alternative plans for resource use incorporating the concepts of multiobjective planning and evaluation (MOPE). The need for multidisciplinary input and strong interagency cooperation in planning for resource use is related to the logical and orderly completion of the planning steps. The paper briefly describes MOPE, emphasizing two important concepts: (1) the relationship of the study problems and objectives to national social objectives, and (2) the display of alternative solutions showing tradeoffs. Several important characteristics of a plan of study which implements MOPE are presented and discussed. A proposed MOPE analytical system is discussed in detail. The MOPE analytical system is divided into eight interdependent subsystems that describe data collection, use, analysis, and results. A linear program (L.P.) model is proposed to analyze the present and future demand relationships for natural resources. The model will also evaluate the interaction of agriculture, forestry, and recreation with the resource base of the basin, considering National Economic Development, Environmental Quality, and Regional Development.  相似文献

ABSTRACT: The growing problem of nonpoint source ground water contamination from agricultural chemicals is conceptualized as an historical outcome of the production environment of capitalist agriculture in the Corn Belt. Chronic overproduction and ground water contamination reveal different aspects of the same technological treadmill. The debate over Iowa's 1987 Ground Water Protection Act symbolizes the contradiction between popular demand for clean water and structural limits on policymaking. Although the Act does provide for expanded research, education, and monitoring, a coalition of commercial farmers, local chemical dealers, and the national chemical industry defeated a tax on pesticide use. Analysis of alternate policy responses - Best Management Practices (BMPs), cross compliance, site-specific regulation of chemical use, and taxation of synthetic chemicals - reveals that all tend to founder on the same structural constraints. Without practical, profitable, low-input technologies that farmers, over time, would choose to adopt, both voluntary and regulatory approaches encounter major political or implementation difficulties. The public agricultural research agenda, therefore, emerges as a central control variable for ground water quality management and a central focus for political struggle.  相似文献

ABSTRACT: Water is, and most likely will continue to be, one of the main concerns and potential causes of instability in the Middle East (ME). The contribution of the existing renewable water resources is limited and can not fulfill the long-term projected gap between water supply and demand for most of the countries in the ME. An integrated regional approach for fulfilling this gap was preferred. A regional institutional framework was proposed for the implementation of this integrated regional approach and consists of a regional water board operating through three units for technical, implementation, and management aspects of project and activities. An analysis of the regional water supply and demand development, the design and policy making of the proposed institution, technology and water markets, cooperation, actors and beneficiaries, finances, and expected obstacles and constraints to the establishment and sustainable operation of the proposed institution are included.  相似文献

ABSTRACT: The Metropolitan Water District of Southern California has for more than 70 years shaped the development of an immense urban region. The district's current strategic planning process therefore could have substantial effects on regional water planning and management. The rate restructuring phase of the planning process has produced a multiple component, cost of service based framework. This paper describes that framework as well as some criticisms that have been directed toward it. The rate restructuring was shaped, and for a while stalled, by old disputes among member agencies over rights to water supplied by Metropolitan. That controversy has diverted attention from the resource management implications of the rate structure. This paper presents an alternative future focused approach to regional integrated water resource planning for Southern California based on projections of current trends and anticipation of future events. This discussion raises the question of how regional integrated water resources planning of this sort may proceed, and what role Metropolitan will play in that process.  相似文献
