The management of health-care waste (HCW) is a major challenge for municipalities, particularly in the cities of developing countries. Selection of the best treatment technology for HCW can be viewed as a complicated multi-criteria decision making (MCDM) problem which requires consideration of a number of alternatives and conflicting evaluation criteria. Additionally, decision makers often use different linguistic term sets to express their assessments because of their different backgrounds and preferences, some of which may be imprecise, uncertain and incomplete. In response, this paper proposes a modified MULTIMOORA method based on interval 2-tuple linguistic variables (named ITL-MULTIMOORA) for evaluating and selecting HCW treatment technologies. In particular, both subjective and objective importance coefficients of criteria are taken into consideration in the developed approach in order to conduct a more effective analysis. Finally, an empirical case study in Shanghai, the most crowded metropolis of China, is presented to demonstrate the proposed method, and results show that the proposed ITL-MULTIMOORA can solve the HCW treatment technology selection problem effectively under uncertain and incomplete information environment.  相似文献

The main aim of this study was to verify the efficacy of using an innovative criteria weighting tool (the “priority scale”) for stakeholders involvement to rank a list of suitable municipal solid waste (MSW) facility sites with the multi-criteria decision-making (MCDM) technique known as analytic hierarchy process (AHP). One of the main objectives of the study was to verify the behaviour of the “priority scale” with both technical and non-technical decision-makers. All over the world, the siting of MSW treatment or disposal plants is a complex process involving politicians, technicians as well as citizens, where stakeholders who are not effectively involved strongly oppose (or even obstruct) the realization of new facilities. In this study, in order to pursue both the technical (select the best site) and social aims (all the stakeholders have to give their aware contribution), the use of the “priority scale” is suggested as a tool to easily collect non-contradictory criteria preferences by the various decision-makers. Every decision-maker filled in “priority scale”, which was subsequently uploaded in the AHP tool in order to indirectly calculate the individual priority of alternatives given by each stakeholder (not using group aggregation techniques). The proposed method was applied to the siting of a composting plant in an area suffering from a serious MSW emergency, which has lasted for over 15 years, in the Campania Region, in Southern Italy. The best site (the “first choice”) was taken as the one that appeared the most times at the first place of each decision-maker ranking list. The involved technical and non-technical decision-makers showed the same behaviour in (indirectly) selecting the best site as well as in terms of the most appraised criteria (“absence of areas of the highest value for natural habitats and species of plants and animals”). Moreover, they showed the same AHP inconsistency ratio as well as the same behaviour in comparison with a “balanced decision-maker” (who assigns identical weights to all the considered criteria). Therefore, the proposed criteria weighting tool could be widely as well as easily used for stakeholders involvement to rank MSW facility sites (or other kinds of alternatives) with the AHP or with other MCDM techniques, taking or not into consideration group aggregation methods.  相似文献

The aim of this paper is to present an evaluation method that can aid decision makers in a local civic body to prioritize and select appropriate municipal solid waste disposal methods. We introduce a hierarchical network (hiernet) decision structure and apply the analytic network process (ANP) super-matrix approach to measure the relative desirability of disposal alternatives using value judgments as the input of the various stakeholders. ANP is a flexible analytical program that enables decision makers to find the best possible solution to complex problems by breaking down a problem into a systematic network of inter-relationships among the various levels and attributes. This method therefore may not only aid in selecting the best alternative but also helps decision makers to understand why an alternative is preferred over the other options.  相似文献

This paper reviews several models developed to support decision making in municipal solid waste management (MSWM). The concepts underlying sustainable MSWM models can be divided into two categories: one incorporates social factors into decision making methods, and the other includes public participation in the decision-making process. The public is only apprised or takes part in discussion, and has little effect on decision making in most research efforts. Few studies have considered public participation in the decision-making process, and the methods have sought to strike a compromise between concerned criteria, not between stakeholders. However, the source of the conflict arises from the stakeholders' complex web of value. Such conflict affects the feasibility of implementing any decision. The purpose of this study is to develop a sustainable decision making model for MSWM to overcome these shortcomings. The proposed model combines multicriteria decision making (MCDM) and a consensus analysis model (CAM). The CAM is built up to aid in decision-making when MCDM methods are utilized and, subsequently, a novel sustainable decision making model for MSWM is developed. The main feature of CAM is the assessment of the degree of consensus between stakeholders for particular alternatives. A case study for food waste management in Taiwan is presented to demonstrate the practicality of this model.  相似文献

The use of fuzzy multiple criteria analysis (MCA) in solid waste management has the advantage of rendering subjective and implicit decision making more objective and analytical, with its ability to accommodate both quantitative and qualitative data. In this paper a modified fuzzy TOPSIS methodology is proposed for the selection of appropriate disposal method and site for municipal solid waste (MSW). Our method is superior to existing methods since it has capability of representing vague qualitative data and presenting all possible results with different degrees of membership. In the first stage of the proposed methodology, a set of criteria of cost, reliability, feasibility, pollution and emission levels, waste and energy recovery is optimized to determine the best MSW disposal method. Landfilling, composting, conventional incineration, and refuse-derived fuel (RDF) combustion are the alternatives considered. The weights of the selection criteria are determined by fuzzy pairwise comparison matrices of Analytic Hierarchy Process (AHP). It is found that RDF combustion is the best disposal method alternative for Istanbul. In the second stage, the same methodology is used to determine the optimum RDF combustion plant location using adjacent land use, climate, road access and cost as the criteria. The results of this study illustrate the importance of the weights on the various factors in deciding the optimized location, with the best site located in Çatalca. A sensitivity analysis is also conducted to monitor how sensitive our model is to changes in the various criteria weights.  相似文献

The main aim of this study was to develop a procedure that minimizes the wasting of space for the siting of hazardous waste landfills as part of a solid waste management system. We wanted to tackle the shortage of land for waste disposal that is a serious and growing problem in most large urban regions. The procedure combines a multi-criteria decision analysis (MCDA) approach with a geographical information system (GIS). The GIS was utilised to obtain an initial screening in order to eliminate unsuitable areas, whereas the MCDA was developed to select the most suitable sites. The novelty of the proposed siting procedure is the introduction of a new screening phase before the macro-siting step aimed at producing a “land use map of potentially suitable areas” for the siting of solid waste facilities which simultaneously takes into consideration all plant types. The issue of obtaining sites evaluations of a specific facility was coupled with the issue of not wasting land appropriate to facilitate other types of waste management options. In the developed case study, the use of an innovative criteria weighting tool (the “Priority Scale”) in combination with the Analytic Hierarchy Process was useful to easier define the priorities of the evaluation criteria in comparison with other classic methods such as the Paired Comparison Technique in combination with the Simple Additive Weighting method.  相似文献

This paper examines the evaluation of a waste management project’s alternatives through a quantitative risk analysis. Cost benefit analysis is a widely used method, in which the investments are mainly assessed through the calculation of their evaluation indicators, namely benefit/cost (B/C) ratios, as well as the quantification of their financial, technical, environmental and social risks. Herein, a novel approach in the form of risk-based multi-criteria assessment (RBMCA) is introduced, which can be used by decision makers, in order to select the optimum alternative of a waste management project. Specifically, decision makers use multiple criteria, which are based on the cumulative probability distribution functions of the alternatives’ B/C ratios. The RBMCA system is used for the evaluation of a waste incineration project’s alternatives, where the correlation between the criteria weight values and the decision makers’ risk preferences is analyzed and useful conclusions are discussed.  相似文献

This paper discusses actions aimed at sustainable management of healthcare wastes (HCW) in China, taking into account the current national situation in this field, as well as the requirements deriving from the Stockholm Convention on Persistent Organic Pollutants and the WHO recommendations. By the end of 2005, there were 149 low-standard HCW disposal facilities in operation in China, distributed throughout different areas. According to the National Hazardous Waste and Healthcare Waste Disposal Facility Construction Plan, 331 modern, high-standard, centralized facilities will be built up in China in municipal level cities. Although incineration is still the main technical option for HCW disposal in China, it is expected that, especially for medium and small size facilities, non-incineration technologies will develop quickly and will soon become the main technical option. The basic management needs – both from the point of view of pollution control and final disposal – have been defined, and a system of technical and environmental standards has been formulated and implemented; however, there are still some shortages. This is particularly true when considering the best available techniques and best environmental practices developed under the Stockholm Convention, with which the present technological and managing situations are not completely compliant. In this framework, the lifecycle (from generation to final disposal of wastes) of HCW and holistic approaches (technology verification, facilities operation, environmental supervision, environmental monitoring, training system, financial mechanism, etc.) towards HCW management are the most important criteria for the sustainable and reliable management of HCW in China.  相似文献

Using the failure mode and effects analysis, this study examined biomedical waste companies through risk assessment. Moreover, it evaluated the supervisors of biomedical waste units in hospitals, and factors relating to the outsourcing risk assessment of biomedical waste in hospitals by referring to waste disposal acts. An expert questionnaire survey was conducted on the personnel involved in waste disposal units in hospitals, in order to identify important factors relating to the outsourcing risk of biomedical waste in hospitals. This study calculated the risk priority number (RPN) and selected items with an RPN value higher than 80 for improvement. These items included “availability of freezing devices”, “availability of containers for sharp items”, “disposal frequency”, “disposal volume”, “disposal method”, “vehicles meeting the regulations”, and “declaration of three lists”. This study also aimed to identify important selection factors of biomedical waste disposal companies by hospitals in terms of risk. These findings can serve as references for hospitals in the selection of outsourcing companies for biomedical waste disposal.  相似文献

The selection of remediation options for the management of unacceptable risks at contaminated sites is hindered by insufficient information on their performance under different site conditions. Therefore, there is a need to define “operating windows” for individual remediation options to summarize their performance under a variety of site conditions. The concept of the “operating window” has been applied as both a performance optimization tool and decision support tool in a number of different industries. Remediation‐option operating windows could be used as decision support tools during the “options appraisal” stage of the Model Procedures (CLR 11), proposed by the Environment Agency (EA) for England and Wales, to enhance the identification of “feasible remediation options” for “relevant pollutant linkages.” The development of remediation‐option operating windows involves: 1) the determination of relationships between site conditions (“critical variables”) and option performance parameters (e.g., contaminant degradation or removal rates) and 2) the identification of upper‐ and lower‐limit values (“operational limits”) for these variables that define the ranges of site conditions over which option performance is likely to be sufficient (the “operating window”) and insufficient (the “operating wall”) for managing risk. Some research has used case study data to determine relationships between critical variables and subsurface natural attenuation (NA) process rates. Despite the various challenges associated with the approach, these studies suggest that available case study data can be used to develop operating windows for monitored natural attenuation (MNA) and, indeed, other remediation options. It is envisaged that the development of remediation‐option operating windows will encourage the application of more innovative remediation options as opposed to excavation and disposal to landfill and/or on‐site containment, which remain the most commonly employed options in many countries. © 2004 Wiley Periodicals, Inc.  相似文献

This article shows how decision analysis techniques assisted decision makers in the critical RI/FS task of technology selection at a specific Superfund site. Each remediation alternative's performance was quantified by creating a set of objective evaluation measures tied to the criteria mandated in the comprehensive Environmental Response, Compensation and Liability Act of 1980. The evaluation measure scores were input into a quantitative decision analysis model used to rank alternatives based on their performance relative to the CERCLA criteria, and to provide insight to the sensitivity of the results to changes in decision maker preferences or technology performance. The model is designed to reflect the site decision maker's preferences and the site-specific characteristics within the framework of the nine CERCLA criteria. This model will give Superfund site decision makers an objective and transparent framework to evaluate remedial technologies.  相似文献

An approach to sustainable municipal solid waste (MSW) management is presented, with the aim of supporting the decision on the optimal flows of solid waste sent to landfill, recycling and different types of treatment plants, whose sizes are also decision variables. This problem is modeled with a non-linear, multi-objective formulation. Specifically, four objectives to be minimized have been taken into account, which are related to economic costs, unrecycled waste, sanitary landfill disposal and environmental impact (incinerator emissions). An interactive reference point procedure has been developed to support decision making; these methods are considered appropriate for multi-objective decision problems in environmental applications. In addition, interactive methods are generally preferred by decision makers as they can be directly involved in the various steps of the decision process. Some results deriving from the application of the proposed procedure are presented. The application of the procedure is exemplified by considering the interaction with two different decision makers who are assumed to be in charge of planning the MSW system in the municipality of Genova (Italy).  相似文献

The aim of this paper is to present an evaluation method to aid decision makers in the prioritization and selection of appropriate countermeasures at the planning stage of site remediation. We introduced a hierarchical network (hiernet) decision structure and applied the Analytic Network Process (ANP) supermatrix approach to measure the relative desirability of the remedial alternatives using the decision maker's value judgment as input. A simplified illustrative example is presented to elucidate the process, as it is being applied to evaluate the feasible remedial countermeasures of a contaminated site caused by uncontrolled landfill. Four decision models derived from the generalized hiernet were examined to describe the effect of hierarchic functional dependence, inner dependence and feedback cycle on the derivation of the priority weights. The ANP could provide a more flexible analytical framework to break down one's judgment through a more elaborate structure in a systematic way to understand the complexity of the decision problem. The proposed method therefore may not only aid in selecting the best alternative but also may help to facilitate communication to understand why an alternative is preferred over the other alternatives through the analysis of the derived weights and its underlying decision structure.  相似文献

Multicriteria spatial decision support systems (MC-SDSS) have emerged as an integration of geographical information systems (GIS) and multiple criteria decision analysis (MCDA) methods for incorporating conflicting objectives and decision makers’ (DMs’) preferences into spatial decision models. This article presents a raster-based MC-SDSS that combines the analytic hierarchy process (AHP) and compromise programming methods, such as TOPSIS (technique for order preference by similarity to the ideal solution) and Ideal Point Methods. To the best of our knowledge it is the first time that a synergy of AHP and compromise programming methods is implemented in raster-driven GIS-based landfill suitability analysis. This procedure is supported by a spatial decision support system (SDSS) that was developed within a widely used commercial GIS software package. A real case study in the Thrace region in northeast Greece serves as a guide on how to conduct a suitability analysis for a MSW landfill site with the proposed MC-SDSS. Moreover, the procedure for identifying MSW disposal sites is accomplished by performing four computational models for synthesizing the DMs per criterion preferential system. Based on the case study results, a comparison analysis is performed according to suitability index estimations. According to them Euclidean distance metric and TOPSIS present strong similarities. When compared with Euclidean distance metric, TOPSIS seems to generate results closer to that derived by Manhattan distance metric. The comparison of Chebychev distance metric with all the other approaches revealed the greatest deviations.  相似文献

The main aim of this study is the integrated assessment of a proposed Waste-to-Energy facility that could contribute in the Municipal Solid Waste Management system of the Region of Central Greece. In the context of this paper alternative transfer schemes for supplying the candidate facility were assessed considering local conditions and economical criteria. A mixed-integer linear programming model was applied for the determination of optimum locations of Transfer Stations for an efficient supplying chain between the waste producers and the Waste-to-Energy facility. Moreover different Regional Waste Management Scenarios were assessed against multiple criteria, via the Multi Criteria Decision Making method ELECTRE III. The chosen criteria were total cost, Biodegradable Municipal Waste diversion from landfill, energy recovery and Greenhouse Gas emissions and the analysis demonstrated that a Waste Management Scenario based on a Waste-to-Energy plant with an adjacent landfill for disposal of the residues would be the best performing option for the Region, depending however on the priorities of the decision makers. In addition the study demonstrated that efficient planning is necessary and the case of three sanitary landfills operating in parallel with the WtE plant in the study area should be avoided. Moreover alternative cases of energy recovery of the candidate Waste-to-Energy facility were evaluated against the requirements of the new European Commission Directive on waste in order for the facility to be recognized as recovery operation. The latter issue is of high significance and the decision makers in European Union countries should take it into account from now on, in order to plan and implement facilities that recover energy efficiently. Finally a sensitivity check was performed in order to evaluate the effects of increased recycling rate, on the calorific value of treated Municipal Solid Waste and the gate fee of the candidate plant and found that increased recycling efforts would not diminish the potential for incineration with energy recovery from waste and neither would have adverse impacts on the gate fee of the Waste-to-Energy plant. In general, the study highlighted the need for efficient planning in solid waste management, by taking into account multiple criteria and parameters and utilizing relevant tools and methodologies into this context.  相似文献

The aim of this work is to present the structure and the application of a decision support system (DSS) designed to help decision makers of a municipality in the development of incineration, disposal, treatment and recycling integrated programs. Specifically, within a MSW management system, several treatment plants and facilities can generally be found: separators, plants for production of refuse derived fuel (RDF), incinerators with energy recovery, plants for treatment of organic material, and sanitary landfills. The main goal of the DSS is to plan the MSW management, defining the refuse flows that have to be sent to recycling or to different treatment or disposal plants, and suggesting the optimal number, the kinds, and the localization of the plants that have to be active. The DSS is based on a decision model that requires the solution of a constrained non-linear optimization problem, where some decision variables are binary and other ones are continuous. The objective function takes into account all possible economic costs, whereas constraints arise from technical, normative, and environmental issues. Specifically, pollution and impacts, induced by the overall solid waste management system, are considered through the formalization of constraints on incineration emissions and on negative effects produced by disposal or other particular treatments.  相似文献

This paper focuses on the study of eleven environmental impact categories produced by several municipal solid waste management systems (scenarios) operating on a provincial scale in Southern Italy. In particular, the analysis takes into account 12 management scenarios with 16 management phases for each one. The only difference among ten of the scenarios (separated kerbside collection of all recyclables, glass excepted, composting of putrescibles, RDF pressed bales production and incineration, final landfilling) is the percentage of separated collection varying in the range of 35–80%, while the other two scenarios, for 80% of separate collection, consider different alternatives in the disposal of treatment residues (dry residue sorting and final landfilling or direct disposal in landfill). The potential impacts induced on the environmental components were analysed using the life cycle assessment (LCA) procedure called “WISARD” (Waste Integrated System Assessment for Recovery and Disposal). Paper recycling was the phase with the greatest influence on avoided impacts, while the collection logistics of dry residue was the phase with the greatest influence on produced impacts. For six impact categories (renewable and total energy use, water, suspended solids and oxydable matters index, eutrophication and hazardous waste production), for high percentages of separate collection a management system based on recovery and recycling but without incineration would be preferable.  相似文献

This article summarizes a study conducted by the U.S. Army Engineer Waterways Experiment Station to develop technical information and to evaluate the engineering feasibility of restoration alternatives for DDT-and PCB-contaminated sediments on the Palos Verdes shelf and slope near Los Angeles, California. The study evaluated the nonremoval alternative of in-place capping of contaminated sediments on the shelf and slope; removal of contaminated sediments using conventional and specialized dredging equipment and deep ocean mining equipment; treatment of contaminated sediments; and disposal of contaminated sediments in confined (diked) disposal facilities (CDFs), contained aquatic disposal (CAD) sites, upland landfills, and deep ocean basin sites. Cost estimates of the various alternatives were also prepared. This article concludes that restoration of the contaminated sediments is technically feasible. Sediments on the shelf and slope can be removed using available dredging technologies for deep water environments. In-place capping, CAD, and CDF alternatives are technically feasible. The deep ocean basin disposal alternative is not feasible from the technical or regulatory standpoint. The treatment alternative is not feasible from the implementability and economic standpoint.  相似文献

In the present study, new congeners were selected for the efficient management of PCB containing waste and PCB contaminated waste, and the applicability of these new indicators was confirmed. As a result, 8 indicator congeners and 4 index peaks which were named “Proposed new method 1” and “Proposed new method 2” were selected. For the assessment of a novel quantitative method, comparative tests using conventional methods were conducted, and the factors for total PCB were calculated for each method. Results from these tests showed that the average values for the factors of CEN/TC19/WG22, DIN 51527, and the test method by the disposal regulation for ocean dumping in Korea were 1.86, 3.47, and 2.52, respectively, while those for the proposed new method 1 and proposed new method 2 were 2.98 and 5.56, respectively. For PCB contaminated waste, the factor was found to be 1.99, 3.42, and 3.02 using the conventional methods, 2.67 using the proposed new method 1, and 5.57 using the proposed new method 2. It is expected that, in accordance with the results of the present study, the management of PCB waste can be integrated, regardless of the type of waste involved.  相似文献
