Corruption is the main reason why resource-rich countries perform badly in economic terms. Corruption in resource-rich countries takes two main forms, rent-seeking and patronage. Resource rents induce rent-seeking as individuals compete for a share of the rents rather than use their time and skills more productively. And resource revenues induce patronage as governments pay off supporters to stay in power, resulting in reduced accountability and an inferior allocation of public funds. This paper systematically reviews the literature on natural resources and corruption, and outlines the main policy implications for donors and domestic policy makers. A main conclusion is that priority should be given to policies that address rent-seeking and patronage. In other words, policy in resource-rich countries should be less about macro-economic management and more about institutions to prevent rent-seeking and patronage, and about giving the right incentives to players in the resource sector. Moreover, all policies need to take into account their impact on rent-seeking and patronage, and some current policies may actually be harmful in this respect. 相似文献

In this study, we explored the use of selected visual techniques (e.g. video, photography, diagramming) in facilitating learning among Indigenous communities living in remote protected areas at sites in Vietnam and Australia. The techniques were employed during interviews and workshops aimed at accessing and enhancing local peoples' perspectives on their landscape and on specific natural resource management issues. The effectiveness of the different techniques for enabling learning varied markedly with the context, highlighting the need for facilitator skill and flexibility in application of techniques. Visual techniques helped to engage participants; encourage unrestrained and lateral thinking; provide opportunities for self-expression and reflection; and to expose participants to perspectives of other community members. Valuable insights emerged on broad aspects of learning and these were incorporated into a simple model that highlights three types of conceptualisation found to be important in these processes. 相似文献

Capital assets and intercultural borderlands: socio-cultural challenges for natural resource management 总被引:1,自引:0,他引:1
In their design or implementation, many natural resource management (NRM) programs ignore critical socio-cultural dimensions of the challenge to advance sustainability. Building on particular ideas about culture and human ecosystems, we combine the strengths of the capital assets model of sustainability and the idea of intercultural borderlands to respond to this gap. To advance our thesis about the utility of these tools, we critically reviewed and analysed a cross-disciplinary literature relating to the socio-cultural dimensions of NRM. This paper stems from that labour and examines particular tensions that arise in land management as a result of Australians' specific colonial and postcolonial legacies. These tensions--related to ethnicity, gender, population, age and health--are among the threads in the larger tapestry that comprises the socio-cultural dimensions of NRM. For the Australian case, they are central, longstanding and persistent, and thus worthy of analysis; and they are applicable in general terms to other places with similar histories of settlement and land use. 相似文献

On-ground natural resource management actions such as revegetation and remnant vegetation management can simultaneously affect multiple objectives including land, water and biodiversity resources. Hence, planning for the sustainable management of natural resources requires consideration of these multiple objectives. However, planning the location of management actions in the landscape often treats these objectives individually to reduce the process and spatial complexity inherent in human-modified and natural landscapes. This can be inefficient and potentially counterproductive given the linkages and trade-offs involved. We develop and apply a systematic regional planning approach to identify geographic priorities for on-ground natural resource management actions that most cost-effectively meet multiple natural resource management objectives. Our systematic regional planning approach utilises integer programming within a structured multi-criteria decision analysis framework. Intelligent siting can capitalise on the multiple benefits of on-ground actions and achieve natural resource management objectives more efficiently. The focus of this study is the human-modified landscape of the River Murray, South Australia. However, the methodology and analyses presented here can be adapted to other regions requiring more efficient and integrated planning for the management of natural resources. 相似文献

The purpose of this paper is to share our ideas and experience of developing and applying stakeholder analysis to natural resource management, and to stimulate further development of its concepts and methodologies. Stakeholder analysis emerged in response to the perceived deficiency of conventional economic and social approaches for assessing and designing projects and policies. It is emphasized, however, that it is intended to complement rather than replace existing methods. The paper sets out the principles of stakeholder analysis (SA) and provides indicative guidelines for conducting SA in different situations. SA is an approach and procedure for gaining an understanding of a system by means of identifying the key actors or stakeholders in the system, and assessing their respective economic interests in that system. It is shown to have particular advantages for getting to the heart of many natural resource problems and for understanding the conflicts of interest and trade offs that may threaten the success of a project or policy. The paper discusses the origins of SA, the contexts of its application, how one goes about it, and quotes examples from northern Thailand . 相似文献

We sketch four possible pathways how carbon dioxide capture and storage (CCS) (r)evolution may occur in the Netherlands, after which the implications in terms of CO2 stored and avoided, costs and infrastructural requirements are quantified. CCS may play a significant role in decarbonising the Dutch energy and industrial sector, which currently emits nearly 100 Mt CO2/year. We found that 15 Mt CO2 could be avoided annually by 2020, provided some of the larger gas fields that become available the coming decade could be used for CO2 storage. Halfway this century, the mitigation potential of CCS in the power sector, industry and transport fuel production is estimated at maximally 80–110 Mt CO2/year, of which 60–80 Mt CO2/year may be avoided at costs between 15 and 40 €/t CO2, including transport and storage. Avoiding 30–60 Mt CO2/year by means of CCS is considered realistic given the storage potential represented by Dutch gas fields, although it requires planning to assure that domestic storage capacity could be used for CO2 storage. In an aggressive climate policy, avoiding another 50 Mt CO2/year may be possible provided that nearly all capture opportunities that occur are taken. Storing such large amounts of CO2 would only be possible if the Groningen gas field or large reservoirs in the British or Norwegian part of the North Sea will become available. 相似文献

The 'precautionary principle', as practised by the European Union and increasingly by other nations, may provide an opportunity for local communities and others who bear the brunt of mining to employ a cautionary approach to mine permitting. Using the case of the Zortman-Landusky gold mine in Montana, the article illustrates how the precautionary principle might have precluded the tremendous losses suffered by the Fort Belknap residents who live near the now abandoned mine. The Native Americans and other protestors against the mine were correct in their worries about mine drainage affecting their watercourses and the precautionary principle might have limited mine development. The case also illustrates that economic data on mining companies need to go well beyond simple reclamation bond capability in order to avoid bankruptcy resulting in the neighbours and the government having to pay for clean-up. 相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Amenity migration to attractive and accessible non-metropolitan areas changes social and environmental relations with consequences for natural resource management and landscape composition and trajectories. Lifestyler oriented rural landholders are often cast as a problem for land management and extension. Managers and some researchers see them as a cause of landscape and social fragmentation and report difficulties in engaging such landowners on natural resource management issues and responsibilities. In contrast, limited existing research indicates that lifestylers do join and form networks of personal and other contacts for advice and support in land management. We contribute to this research with a survey of rural landholders in southeastern New South Wales (NSW). We explicitly compare the sources of advice for land management for lifestylers with those of farmers. We focus on the types of sources available to rural landholders in Australian regions and their relative importance to these two landholder groups. We find that lifestylers and farmers are different in their sources of advice but that both prefer personal sources rather than sources such as agencies. We reflect on the significance of the differences for engagement with lifestyle oriented rural landowners and for understanding landscape change. 相似文献

The natural resource damage assessment (NRDA) provisions of the Comprehensive Environmental Response, Compensation, and Liability
Act (CERCLA) and the Oil Pollution Act (OPA) are complex and have been difficult to implement. The complexity and difficulty
in implementation arise both from the assessment procedures specified in agency NRDA guidance and from the limited ability
of ecologists to quantify impacts of hazardous substances on natural resources. This paper explores the scientific aspects
of NRDA implementation, and discusses conceptual and methodological relationships between NRDA and the much broader field
of ecological risk assessment (ERA). We discuss three critical components of the NRDA assessment approach: measuring natural
resource injuries and reductions in resource services; evaluating causality; and establishing baseline conditions. We identify
(1) specific approaches drawn from ERA practice that could improve each of these components, and (2) research needs and institutional
changes that may improve the ability of the NRDA process to achieve its stated objectives. We recommend the acceleration of
the ongoing dialogue among NRDA practitioners from the Trustee and PRP communities as a first step toward resolving the procedural

According to Pindyck (2007) there are three important aspects of uncertainly in environmental economics: (1) the benefits and costs of environmental policy tend to be highly non-linear, (2) environmental policy tends to involve important irreversibilities, where investment in pollution abatement can impose an irreversible, sunk cost on society, and where certain pollutants can stay in the environment forever and build up to cause even more future harm in which case investment in abatement can cause an irreversible, sunk benefit to society, and (3) environmental policy involves long time horizons and yet the discount rate society should use is uncertain for determining the net present value of costs and benefits of pollution abatement. These same uncertainties also affect non-renewable, exhaustible, natural resource economics and in particular the use of the Hotelling rule: (1) the costs, benefits and transversality conditions of using the Hotelling rule can be highly non-linear, (2) the Hotelling rule involves important sunk cost irreversibilities, which will be explained here, and (3) the Hotelling rule can involve long time horizons with uncertain discount rates. All three of these problem make it extremely difficult for a market to use in any way the Hotelling rule, yet by the sheer number of articles in non-renewable natural resource economics, one would believe that it is the basis of all resource markets. In this article, we concentrate on the sunk cost irreversibilities of using the Hotelling rule. The idea of the Hotelling rule is to optimally store a non-renewable resource, but the optimization is highly dependent on the actual reserves that are available to extract. However, reserves of underground exhaustible resources are often unobservable at the beginning stages of extraction which makes using the Hotelling Rule difficult. 相似文献

Management of natural resources and infrastructure systems for sustainability is complicated by uncertainties in the human and natural environment. Moreover, decisions are further complicated by contradictory views, values, and concerns that are rarely made explicit. Scenario analysis can play a major role in addressing the challenges of sustainability management, especially the core question of how to scan the future in a structured, integrated, participatory, and policy-relevant manner. In a context of systems engineering, scenario analysis can provide an integrated and timely understanding of emergent conditions and help to avoid regret and belated action. The purpose of this paper is to present several case studies in natural resources and infrastructure systems management where scenario analysis has been used to aide decision making under uncertainty. The case studies include several resource and infrastructure systems: (1) water resources (2) land-use corridors (3) energy infrastructure, and (4) coastal climate change adaptation. The case studies emphasize a participatory approach, where scenario analysis becomes a means of incorporating diverse stakeholder concerns and experience. This approach to scenario analysis provides insight into both high-performing and robust initiatives/policies, and, perhaps more importantly, influential scenarios. Identifying the scenarios that are most influential to policy making helps to direct further investigative analysis, modeling, and data-collection efforts to support the learning process that is emphasized in adaptive management. 相似文献

Voting theory has a lot in common with utility theory, and especially with group decision-making. An expected-utility-maximising strategy exists in voting situations, as well as in decision-making situations. Therefore, it is natural to utilise the achievements of voting theory also in group decision-making. Most voting systems are based on a single criterion or holistic preference information on decision alternatives. However, a voting scheme called multicriteria approval is specially developed for decision-making situations with multiple criteria. This study considers the voting theory from the group decision support point of view and compares it with some other methods applied to similar purposes in natural resource management. A case study is presented, where the approval voting approach is introduced to natural resources planning and tested in a forestry group decision-making process. Applying multicriteria approval method was found to be a potential approach for handling some challenges typical for forestry group decision support. These challenges include (i) utilising ordinal information in the evaluation of decision alternatives, (ii) being readily understandable for and treating equally all the stakeholders in possession of different levels of knowledge on the subject considered, (iii) fast and cheap acquisition of preference information from several stakeholders, and (iv) dealing with multiple criteria. 相似文献

The separate effects of 50% increases in the prices of energy, renewable and nonrenewable natural resource inputs on factor demands and production costs are simulated for Canadian total manufacturing and six two-digit industries. Both renewable and nonrenewable natural resource price increases have a substantially greater effect upon the demands for other factors and upon production costs than a parallel energy price increase. These results are important from a policy perspective and justify the further disaggregation of inputs in this and in other models of input demand. 相似文献

In northern Vietnam uplands the successive policy reforms that accompanied agricultural decollectivisation triggered very rapid changes in land use in the 1990s. From a centralized system of natural resource management, a multitude of individual strategies emerged which contributed to new production interactions among farming households, changes in landscape structures, and conflicting strategies among local stakeholders. Within this context of agrarian transition, learning devices can help local communities to collectively design their own course of action towards sustainable natural resource management. This paper presents a collaborative approach combining a number of participatory methods and geovisualisation tools (e.g., spatially explicit multi-agent models and role-playing games) with the shared goal to analyse and represent the interactions between: (i) decision-making processes by individual farmers based on the resource profiles of their farms; (ii) the institutions which regulate resource access and usage; and (iii) the biophysical and socioeconomic environment. This methodological pathway is illustrated by a case study in Bac Kan Province where it successfully led to a communication platform on natural resource management. In a context of rapid socioeconomic changes, learning devices and geovisualisation tools helped embed the participatory approach within a process of community development. The combination of different tools, each with its own advantages and constraints, proved highly relevant for supporting collective natural resource management. 相似文献

The phosphorus footprint of China's food chain: implications for food security, natural resource management, and environmental quality 总被引:1,自引:0,他引:1
Efficient use of phosphorus (P) for producing food, preventing water pollution, and managing a dwindling rock P reserve are major challenges for China. We analyzed P stocks and flows in the Chinese food chain to identify where P use efficiency can be improved, where P leaks to the environment, and the research, technologies, and policies needed to improve P use. We found a high degree of inefficiency; of 6652 Gg P entering the food chain, only 1102 Gg P (18%) exit as food for humans. The greatest inefficiencies were a large build-up of soil P (3670 Gg P yr; 52% of P inputs) and high P losses to the environment from animal production (1582 Gg P yr; 60% of excreted P). Improving P use in China must focus on national-scale nutrient management strategies, better animal nutrition, and adoption of technologies and policies to reduce P discharges from the animal sector and recycle P as manures in agriculture. 相似文献
