Many projects have attempted to model the consumption and recycling patterns of important raw materials, but without assessing the significance of that raw material to the UK. This article methodically assesses all the factors which influence the importance of each raw material, and ranks them in descending order of importance. Sensitivity analyses confirm that the resultant ranking is largely independent of factors used. Copper, oil, iron and steel, and aluminium, are the four most significant materials. This work provided the justification for a detailed examination of the copper industry and, in particular, the significance of recycling. 相似文献

Trends in the UK consumption of 12 metallic and 19 non-metallic minerals are examined for the period 1945–1980. Comparisons are drawn between these trends and developments in per capita GDP, total world consumption and UK mineral processing capacity. Although the consumption of most minerals has shown a tendency to stagnate or decline in recent years, taking the post-war period as a whole the consumption of non-metallics has displayed a faster and more sustained growth than that of metallics; thus their share of the total value of minerals consumed in the UK has increased significantly. 相似文献

Two kinds of regional disparities can be distinguished in Belgium. First there is the internationally well‐known dispute between Flanders and Wallonia. Secondly, there are large disparities within the regions. Three policy levels deal with these disparities: the (Flemish) regional level, the national government level and the EEC level. The purpose of this paper is to sketch the regional problems in Belgium, to analyse the policies that deal with them, to consider the co‐ordination problems between them and to shed some light on the public choice aspects of government interventions. It is concluded that regional policy in Belgium is a highly politicised affair. Furthermore public attention paid to regional policies has outgrown the importance of our regional disparities. This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals. 相似文献

Access to affordable and efficient energy is a basic human right and an imperative for human development. The energy policies usually ponder technical, economic, environmental, and social aspects for successful procurement of energy and endowment of energy resources. The objectives of this paper are to analyze energy policies in Pakistan and assess their relationship with environmental security and development. An empirical and multi-criteria decision analysis was used to unfold the strong interactions of energy security with development and environment. The energy policies in Pakistan are more equipped with economic and technical aspects, fairly framed with social aspects and poorly pampered with environmental facets. The dearth of environmental aspects will not only results in environmental degradation but also lag the development and achievement of Sustainable Development Goals. 相似文献

Concern about mercury pollution from atmospheric deposition has risen markedly in the last decade because of high levels of
mercury in freshwater fish from relatively pristine waters. Whereas high concentrations have been found principally in Canada,
the northern United States, and Scandinavia, they have also recently been observed throughout much of Florida. Recent surveys
of the Tennessee River system, however, have found no locations where fish levels exceed EPA guidelines for fish consumption.
This paper evaluates a number of factors that may cause certain regions in the northern hemisphere to experience unacceptable
fish mercury levels while other regions do not. Relevant regional differences include: (1) Waters of the Tennessee River system
are generally nonacidic (pH>6) and well buffered, whereas 16%, 22%, and 40% of the lakes in upper Midwest, Northeast, and
Florida, respectively, have acid-neutralizing capacities below 50 μeq/liter. Acidity correlates highly with fish mercury levels
in a number of lake surveys, and experimental manipulations of acidity have significantly raised fish mercury levels. (2)
The ratio of land area to water surface area in the Tennessee Valley averages about 30, whereas it is 15 in the upper Midwest
and 6 in Florida. Low ratios allow mercury in precipitation to be directly deposited to aquatic bodies, without an opportunity
for the mercury to be sequestered by terrestrial ecosystems. (3) Stream organic matter concentrations in Florida, the upper
Midwest, and Sweden are 2–10 times those in the Tennessee Valley. Mercury binds strongly to organic matter, and organic matter
transport in runoff is a major pathway by which mercury enters aquatic ecosystems. 相似文献

This study explores the potential for societies to create more green jobs for the disadvantaged. The research questions are related to how policy instruments can support green jobs and how green jobs can support the disadvantaged. These questions are asked in the context of the province of British Columbia in Canada, with implications for the global economy. Findings indicate that green jobs policies have direct and indirect effects on the growth of sustainable industries at a municipal level. Furthermore, in BC policy, green jobs are unmistakably connected to the government perception of green growth. Finally, the preferred pathway for policy implementation appears to involve local municipalities that apply for funding for projects that can potentially connect local actors and include the disadvantaged. Several policies accomplish the inclusion of the disadvantaged. The first section of this paper provides the BC provincial context on green jobs. The second section describes and analyzes a sample of thirteen BC policy instruments, as well as concurrent labor market policy activities for their inclusion of the disadvantaged. The third section posits a provisional policy framework for training and hiring more inclusively for green jobs. The fourth section offers six recommendations to bolster green jobs for all at a national and international level. 相似文献

The targeting of rural environmental policies: an assessment of agri‐environmental schemes in the UK

The targeting of environmental policies holds the key to their effectiveness and value for money. In this paper we look specifically at the targeting of the various agri‐environmental schemes likely to be on offer to UK farmers under a reformed Common Agricultural Policy. The manner in which these schemes are targeted—at groups of farmers or areas of land—and the precision with which target groups or target land is identified will be critical in their success or failure. One approach is to target the farming systems thought most environmentally sensitive. This avoids drawing lines on a map and may allow policy makers to channel money into the hands of economically disadvantaged farmers or those vulnerable to policy change. But there is also a need for a more radical and geographically‐targeted approach if problems like soil erosion and aquifer protection—requiring drastic land use shifts within specified areas—are to be tackled effectively. Over the last three decades, China’s coal industry has achieved dramatic increases in coal production, both in absolute terms and relative to the world as a whole. This achievement is due largely to its coal policies. Yet facing increasing pressures of environmental sustainability and market transition, the Chinese government was forced to make deep reforms and adjustments to regulate the coal industry effectively. This paper presents an historical overview of China’s coal economic policies, paying particular attention to the current reform policy of closing mines and restricting the yield for the small coal mines (SCMs) in the context of economic theories and methods. We argue that the SCM closure policy would not likely be efficiently enforced if a feasible market mechanism were not built up. The failure of closure policy is due largely to problems of property rights, coal pricing, ownership, and objectives. 相似文献

The systems approach permits us to analyze national security as a cluster of interconnected elements, in which the environmental
dimension appears to be the most important one. The environmental problem is divided into two main aspects: environmental
security per se and the impact of environment on the overall status of a nation's security. It is argued here that the quality
of life and health serve as both the main objective and the principal criterion of environmental security in a social system.
Indices of these two factors are used in this article as indicators of the state of this type of security. They confirm that
vast areas of Russia, the Ukraine, and Central Asia (especially the Aral Sea region) should be considered as presenting a
substantial risk to local people and even producing global impacts on both natural and man-made systems. Environmental factors
that destabilize national security are also divided into two groups: those that impact social systems directly and negatively
(mainly natural disasters) and technological and sociopolitical agents that cause indirect impacts, in both war and peace
time, as well as in the civil and military sectors of the economy. Developments in the former Soviet Union (the Commonwealth
of Independent States) are used as an illustration of the consequences that such impacts may have on the status of national

Information on fires in different geographic regions of India is relatively scarce. This study quantifies spatial and temporal patterns in fire occurrences covering different states and districts in India. Two important scientific questions are answered in this study: (1) how are the fire events distributed across different geographical regions? (2) are there any specific districts where fire events clustered across space and time? To address these questions, Along Track Scanning Radiometer (ATSR) derived satellite fire counts from 1997–2006 were used and the datasets were analysed using spatial scan statistic. Spatial scan statistic provides a test statistic for most likely ‘hotspot’ spatial clusters, based on the likelihood ratio test and Monte Carlo simulation. Results from geographical analysis based on state boundaries suggested Maharastra state had the highest number of fires followed by Madhya Pradesh, Chattisgarh, Orissa, etc., during the 10-year period. Among the several districts, the spatial scan statistic identified the most likely cluster of fire events in Dausa, Karauli, Sawai Madhopur, Bharatpur and Alwar in addition to several other secondary clusters, with high statistical significance. These results are based on a large sample of cases, and they provide convincing evidence of spatial clustering of fire events in the Indian region. Results relating to hotspot areas of fire risk can guide policy makers towards the best management strategies for avoiding damages to forests, human life and personal property in the ‘hotspot’ districts. 相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

There is evidence that contact with the natural environment and green space promotes good health. It is also well known that participation in regular physical activity generates physical and psychological health benefits. The authors have hypothesised that ‘green exercise’ will improve health and psychological well-being, yet few studies have quantified these effects. This study measured the effects of 10 green exercise case studies (including walking, cycling, horse-riding, fishing, canal-boating and conservation activities) in four regions of the UK on 263 participants. Even though these participants were generally an active and healthy group, it was found that green exercise led to a significant improvement in self-esteem and total mood disturbance (with anger-hostility, confusion-bewilderment, depression-dejection and tension-anxiety all improving post-activity). Self-esteem and mood were found not to be affected by the type, intensity or duration of the green exercise, as the results were similar for all 10 case studies. Thus all these activities generated mental health benefits, indicating the potential for a wider health and well-being dividend from green exercise. Green exercise thus has important implications for public and environmental health, and for a wide range of policy sectors. 相似文献

This paper describes the programs and policies regarding prairie dog control in the northern Great Plains states of Montana, South Dakota, and Wyoming. The poisoning programs of federal and state agencies are described, along with the statutes and legal mandates that shape agency management of prairie dogs. Current policies on National Grasslands and other federal lands typically limit prairie dogs to small percentages of available potential habitat, to the detriment of prairie dogs and associated species. State programs to assist landowners in prairie dog control differ greatly, employing cost-share incentives (Wyoming) and regulatory fines (South Dakota) to encourage the poisoning of prairie dogs. Prairie dog control is not actively funded or practiced by state or county agencies in Montana. We document federal and state involvement in more than 1 million acres of prairie dog poisoning in the study area during 1978–1992. In combination with undocumented poisoning by private landowners, plague, and shooting, prairie dogs may be experiencing net regional declines, contributing to the disintegration of the prairie dog ecosystem. We recommend that Animal Damage Control operations concerning prairie dogs be terminated, on the basis that they duplicate state programs and are at cross purposes with federal wildlife management programs that seek to perpetuate and/or recover wildlife species that depend on the prairie dog ecosystem. We further recommend that federal range improvement funds be offered as subsidies for the integration of prairie dogs in range management, as opposed to funding prairie dog eradication programs. 相似文献

Sugar production is a major agro-based industry in India that generates various solid wastes viz. sugarcane trash, bagasse, press mud and bagasse fly ash. This work examines the state-of-the-art in innovative value added products that can be obtained from the transformation of these wastes. Challenges in implementing these waste valorization solutions are also highlighted. It is observed that the extent of research and adoption of these solutions vary considerably. The transport-induced air quality problems of the Greater Manchester region are examined. The problems are defined in terms of economic and social factors leading to the development of a car-based economy. The impacts of transport emissions on the natural and built environment and human health are discussed. The administrative, legislative and pollution control responses to the problem are examined. The nature of future air quality problems will require an integration of traffic management, land use, public transport and pollution control policies if they are to be satisfactorily addressed. For improvement of the accessibility and use of environmental information a prototype national reference center (CIMI) was constructed in the Netherlands in 1986. Target groups were identified on the basis of an analysis of the demand side. They were questioned about their needs in the field of environmental information. On the basis of these experiences an automated integrated system has been built that is composed of subsystems for reference to expertise in organizations (specialisms), literature, research, and databases of site-specific data. This system is also equipped with a thesaurus. The system has been tested and examined in several ways. The outcome of these independent tests and investigations confirm the usefulness of this center for information transfer. The reference center can be helpful in providing overviews on and structuring of environmental information in the Netherlands. The results of the activities have been presented in several ways and were described extensively in a number of reports. 相似文献

This paper reports the findings of a preliminary analysis of 15 case studies of inshore marine protected areas in the UK. It draws on the common-pool resource (CPR) literature and is premised on the thesis that building partnership capacity amongst relevant authorities and resource users provides a critical basis for overcoming collective action problems (CAPs), through the development of incentive structures and social capital, in order to achieve strategic objectives. Particular attention is paid to the influence of statutory marine biodiversity conservation obligations to the European Commission for marine special areas of conservation (MSACs), as these are an important external contextual factor. The risks of imposition and parochialism are outlined and the challenges of taking a balanced approach are discussed. The challenges posed by the attributes of the marine environment are considered, as are those posed by the policy framework for MSACs. The findings are discussed in relation to three questions: (i) which partnership models appear to have the potential to overcome the CAPs posed by inshore MSACs? (ii) what CAPs had to be addressed during the early phase of development of the MSAC co-management regimes? (iii) what are the likely future CAPs for the collaborative management of MSACs that each partnership will need to address? These preliminary findings will form the basis for future studies to analyse the outcomes of these 15 initiatives, in order to assess the strengths, in various contexts, of different approaches for building resilient and balanced, thereby effective, institutions for the co-management of MSACs in the UK. 相似文献

Little formal recognition is given in Canadian mineral management to the inevitable socioeconomic changes induced by mine closure. This paper documents and evaluates government and non-government arrangements to ameliorate socioeconomic impacts of mine closure at the Marmoraton Mining Company in Ontario during 1978. Measures used to reduce detrimental socioeconomic hardships of mine terminations on Canadian communities are presented.
