Abstract:   Successful biodiversity management, including the selection and subsequent management of protected areas, depends in large measure on classifications showing land areas with similar ecosystem character. In contrast to widely used, qualitative land-classification techniques, we used a numerical classification of explicit spatial layers describing aspects of New Zealand's climate and landforms. We chose input variables for their strong functional links with major physiological processes of trees and high statistical correlations with geographic distributions of individual tree species as determined from previous studies. Higher-level divisions of the resulting classification were dominated by macroclimatic variation associated with change in both latitude and orographic protection provided by New Zealand's main mountain ranges, but variation in landform became more important at finer scales of classification. Classification units showed marked variation in the proportional extent of both indigenous vegetation cover and land set aside for conservation purposes. Indigenous ecosystem remnants of the highest priority for increased protection occurred in warm, lowland domains, particularly in drier environments, where both indigenous cover and protected areas are of minimal geographic extent. Such results underline the considerable potential of an environmental classification to provide a landscape context for systematic conservation management, particularly in environments where the natural ecosystem pattern has been severely modified by human activity.  相似文献

Abstract:  Environmental impact assessment (EIA) is the process of identifying potential environmental effects of proposed development and the required mitigation measures. It is one of the most widely used planning tools today, but its ability to promote biodiversity conservation is largely unexplored. We studied the ecological component of the Israeli EIA system by reviewing a representative sample of 52 environmental impact statements (EISs) produced since 1995 and their corresponding guidelines issued by the Ministry of the Environment. Quality of both EISs and guidelines was determined using a simple scoring approach. Lack of quantitative data, meaningful analyses, and ecosystem perspective was apparent throughout. Many EISs failed to perform field surveys and their qualitative nature hampered meaningful impact prediction. Most EISs concentrated on aesthetic mitigation measures and did not assess their feasibility and likely success. Most of these flaws reflect poor standards rather than true scientific limitations. Guideline quality scores were the most important factor determining the quality of EISs; second was the involvement of an ecological consultant in preparing the EIS. We found a decreasing trend of EIS quality scores over time. Improvements in EIA procedures, particularly in ecological guidelines and the incorporation of ecological consultation, are important for upgrading ecological impact assessment so that the potential of EIA to advance biodiversity conservation can be realized.  相似文献

Economic and Ecological Outcomes of Flexible Biodiversity Offset Systems   总被引:1,自引:0,他引:1  
The commonly expressed goal of biodiversity offsets is to achieve no net loss of specific biological features affected by development. However, strict equivalency requirements may complicate trading of offset credits, increase costs due to restricted offset placement options, and force offset activities to focus on features that may not represent regional conservation priorities. Using the oil sands industry of Alberta, Canada, as a case study, we evaluated the economic and ecological performance of alternative offset systems targeting either ecologically equivalent areas (vegetation types) or regional conservation priorities (caribou and the Dry Mixedwood natural subregion). Exchanging dissimilar biodiversity elements requires assessment via a generalized metric; we used an empirically derived index of biodiversity intactness to link offsets with losses incurred by development. We considered 2 offset activities: land protection, with costs estimated as the net present value of profits of petroleum and timber resources to be paid as compensation to resource tenure holders, and restoration of anthropogenic footprint, with costs estimated from existing restoration projects. We used the spatial optimization tool MARXAN to develop hypothetical offset networks that met either the equivalent‐vegetation or conservation‐priority targets. Networks that required offsetting equivalent vegetation cost 2–17 times more than priority‐focused networks. This finding calls into question the prudence of equivalency‐based systems, particularly in relatively undeveloped jurisdictions, where conservation focuses on limiting and directing future losses. Priority‐focused offsets may offer benefits to industry and environmental stakeholders by allowing for lower‐cost conservation of valued ecological features and may invite discussion on what land‐use trade‐offs are acceptable when trading biodiversity via offsets. Abstract:  Understanding factors that influence the success of protected areas in curbing unsustainable resource consumption is essential for determining best management strategies and allocating limited resources to those projects most likely to succeed. I used a law-enforcement and monitoring game-theory model from the political science literature to identify three key variables useful in predicting the success of a protected area: costs of monitoring for rule breakers, benefits of catching a rule breaker, and probability of catching a rule breaker if monitoring. Although assigning exact values for each of these variables was difficult, the variables had a strong predictive capacity even when coded as coarse ordinal values. A model in which such values were used correctly predicted the outcome of 88 of 116 protected areas sampled from the peer-reviewed literature. The model identified a critical zone of common mismatch between protected-area circumstances and management policies. In situations where the costs of monitoring were greater than the product of the probability of catching a rule breaker and the benefit of doing so, conservation was unlikely to succeed. Control of illegal use of protected resources was reported in only 8% of such cases, regardless of strategies to motivate potential users to cooperate with conservation. My model does not prescribe a best management policy for conserving natural resources; rather, it can be used as a tool to help predict whether a proposed management policy will likely succeed in a given situation.  相似文献

The measurement of chromium and yttrium concentration could give a chance to detect 5–10 times less chromium contamination in soil by using the yttrium normalisation method. The principle of the method is the following: elements such as chromium and yttrium exist naturally in the soil in a strongly bonded form. Therefore, in a noncontaminated area there should be a close correlation between the yttrium and chromium concentrations. If the measured Cr concentration in a sample is not on the Cr–Y trend line then the distance of plotted point from the line indicates the amount of anthropogenic chromium. Anthropogenic chromium can be detected only in the case when the contamination does not contain yttrium. This theory was tested in an agricultural–toxicological field experiment where Cr(VI) was added to the soil. Applying the yttrium normalisation method a much smaller anthropogenic effect was detected than by other evaluation methods.  相似文献

Indicators for Monitoring Biodiversity: A Hierarchical Approach   总被引:62,自引:0,他引:62  
Abstract: Biodiversity is presently a minor consideration in environmental policy. It has been regarded as too broad and vague a concept to be applied to real-world regulatory and management problems. This problem can be corrected if biodiversity is recognized as an end in itself, and if measurable indicators can be selected to assess the status of biodiversity over time. Biodiversity, as presently understood, encompasses multiple levels of biological organization. In this paper, I expand the three primary attributes of biodiversity recognized by Jerry Franklin — composition, structure, and function—into a nested hierarchy that incorporates elements of each attribute at four levels of organization: regional landscape, community-ecosystem, population-species, and genetic. Indicators of each attribute in terrestrial ecosystems, at the four levels of organization, are identified for environmental monitoring purposes. Projects to monitor biodiversity will benefit from a direct linkage to long-term ecological research and a commitment to test hypotheses relevant to biodiversity conservation. A general guideline is to proceed from the top down, beginning with a coarse-scale inventory of landscape pattern, vegetation, habitat structure, and species distributions, then overlaying data on stress levels to identify biologically significant areas at high risk of impoverishment. Intensive research and monitoring can be directed to high-risk ecosystems and elements of biodiversity, while less intensive monitoring is directed to the total landscape (or samples thereof). In any monitoring program, particular attention should be paid to specifying the questions that monitoring is intended to answer and validating the relationships between indicators and the components of biodiversity they represent.  相似文献

Abstract:  The 2010 biodiversity target adopted globally and in Europe is an important political commitment for improved biodiversity conservation and management. Whether or not it is achieved will be judged by a set of biodiversity indicators now under development. We reviewed the development of these indicators in Europe and globally, paying particular attention to the need to make the indicators relevant to the purpose; to distinguish between measures of pressure, state, and response; to design and validate the indicators in context; to ensure effective communication with relevant audiences; to turn lists of measures into simple or composite indicators; and to maximize the cost-effectiveness of the indicator process. We conclude that urgent steps are needed to complete the indicator set, reduce and refine the agreed measures, ensure that work is started soon so that reliable reporting occurs in 2010, and start soon on planning for subsequent assessments.  相似文献
