British colonial military heritage structures in Hong Kong are in a state of ruin and government neglect. Urgent attention is required in the form of active management to avoid the loss of valuable heritage resources and the negative impact on the landscape and environment. This paper explores two possible alternatives – user participation and social entrepreneur participation – to achieve innovative solutions to rent dissipation of these structures situated in isolated areas within protected-area boundaries, with a focus on a specific case. Emphasis is placed on fostering public participation, involving the allocation of some property rights. Elinor Ostrom's diagnostic approach to common-pool resource problems is applied to both solutions to determine the conditions necessary to achieve the objectives. The discussions are informed by social entrepreneurship principles and a version of the Coase Theorem, the latter coinciding with Ostrom's view regarding the role of property rights in achieving sustainable outcomes. 相似文献

Tutor in the Department of Geography at the University of Western Australia. In response to the fragmentation and loss of indigenous vegetation caused by the expansion of metropolitan Perth, all levels of government in Western Australia have made some commitment to the preservation of biodiversity. A case for seeing and using vegetation structure as a possible surrogate for biodiversity is presented. The concept and a simple methodology which may be applied without any specialist ecological knowledge or expertise is outlined for the urban developer, engineer, planner, decision maker and educator. The notion that the degree of diversity of the vegetation structure of a banksia woodland remnant may indicate and give a substitute or preliminary measure of biodiversity assists the popular understanding of biodiversity. Such a non-technical yet objective appreciation and measure may prove satisfactory for some conservation purposes, until a detailed professional assessment is made of the plant and animal species in a remnant of native vegetation. It is currently being used by state planning staff in Western Australia for the preliminary assessment of native woodland in areas zoned for urban growth at the metropolitan fringe. 相似文献

The economic policy needs to pay increasingly more attention to the environmental issues, which requires the development of
methodologies able to incorporate environmental, as well as macroeconomic, goals in the design of public policies. Starting
from this observation, this article proposes a methodology based upon a Simonian satisficing logic made operational with the
help of goal programming (GP) models, to address the joint design of macroeconomic and environmental policies. The methodology
is applied to the Spanish economy, where a joint policy is elicited, taking into consideration macroeconomic goals (economic
growth, inflation, unemployment, public deficit) and environmental goals (CO 2, NO
x
and SO
x
emissions) within the context of a computable general equilibrium model. The results show how the government can “fine-tune”
its policy according to different criteria using GP models. The resulting policies aggregate the environmental and the economic
goals in different ways: maximum aggregate performance, maximum balance and a lexicographic hierarchy of the goals. 相似文献

ABSTRACTThe article explores one of the biggest controversies over sustainability in modern Czech history, a protracted conflict over whether the Brno railway station should be re-built in a new location. By examining the language of the interaction between a ‘modernizing discourse’ and a ‘sustainability discourse’, the article highlights reflexivity as analytic enterprise that bares the governance dimension of policy conflicts. The reflexive analysis focuses on how actors justify their positions, how they distinguish themselves from their opponents and how they express trust in their own group. It reveals that both discourses are not only related to the re-location issue per se, but that they entail contested notions of legitimate knowledge and modes of governance. Since such power contest is common in sustainability controversies, the reflexive analysis suggests a novel analytical agenda for addressing policy conflicts in sustainability issues. 相似文献

Sustainability indicator sets are increasingly being discussed on the policy level as fruitful contributions to the improvement of political decision- making and to the implementation of programs oriented towards the achievement of strategic goals of sustainable development. The vast number of different indicator type tools, their varying contexts of use and their differing objectives indicate that there is no simple answer to what sustainable indicator type tools should look like or could be used for. Instead, more than the final products (e.g. a specific indicators set), the analyses of the discourse on this topic reveal a lot of information. Thus, an innovative research approach is recommended focusing on understanding the production of social meaning and processes of social interaction within political-administrative systems. Firstly, there is a need to identify the development, purpose and use of sustainability indicator sets, which depend on the different interests of policy actors, their relationships and existing governance structures. Secondly, one should identify any reasons for the ineffective use of indicator sets where the goals of sustainability are concerned. The approach of ‘interactive research’ understood as a research process, in which ‘researchers’ and ‘practitioners’ develop knowledge for solving problems in a communicative, reflexive and collaborative way, facilitates this challenging research task. This paper critically examines the approach of interactive research and sheds some light on benefits as well as challenges of it via extracting the lessons learnt in an EU-funded project called ‘Promoting Action for Sustainability through Indicators at the Local Level in Europe’ (PASTILLE), which applied an interactive research approach. 相似文献

Scholars observe an increased involvement of citizens in green space governance. This paper focuses on green self-governance, in which citizens play a major role in realizing, protecting and/or managing green space. While existing research on green self-governance focuses mostly on specific cases, we aim to contribute towards a large overview via an inventory of 264 green self-governance practices across The Netherlands. With this, we discuss the relevance of green self-governance for nature conservation and its relationship with authorities. In our analysis, we show that green self-governance practices are very diverse: they pursue a wide variety of physical and social objectives; employ a multitude of physical and political activities; involve different actors besides citizens; mobilize different internal and external funding sources; and are active within and outside of protected areas. While green self-governance can contribute towards protection and management of green space and towards social values, we highlight that this contribution is mostly of a local relevance. Most practices are small scale and objectives do not always match those of authorities. Although we speak of self-governance, authorities play an important role in many practices, for example, as financial donor, landowner or regulatory authority. In this, self-governance is often not completely ‘self’. Sustainable development and solutions to existing environmental problems depend heavily on information and its translation into usable knowledge. Increasingly, affected communities are being drawn into environmental decision‐making, both in the development of strategy (plans) and in the delivery of plans through management and operations. Variants of the ‘natural capital’ theme are popular amongst those who see an effective dialogue between the sciences of ecology and economics as the most promising interdisciplinary context for environmental decision making by empowered communities. A decision‐making framework is vital in practical, community‐based schemes (wider than ‘stakeholder platforms’) which have become popular for promoting ‘best practice’ in managing river basin units. The EU Water Framework Directive renders use of interdisciplinary techniques within a participatory framework a statutory requirement. A final practical need for communities and professionals involved with such schemes is the creation of a system of adaptive (rather than reactive) management, supported by ongoing research and monitoring to detect, and adjust to, ever‐changing physical and social contexts for both strategies and operations. This paper describes the authors' experience in applying the ‘Environmental Capital’ (also known as ‘Quality of Life Capital’ (QoLC)) approach to information management in two headwater catchments in northern England: the Wharfe and the Coquet. In the case of the Upper Wharfedale Best Practice Project (UWBPP) the components of basic environmental survey, consultation, strategy formulation and the use of the strategy are illustrated to guide immediate and longer‐term actions. In contrast, the Coquet application of the technique, whilst socially more pervasive, was less successful for a number of reasons: geographical, institutional, project and participatory. As a proposed development of the methodology based on the authors' experiences, extending public participation through monitoring activity, together with formal application of environmental economics to the perceived elements of ‘natural’ and ‘human’ capital in the two catchments would appear desirable. Conclusions are also drawn regarding the demands of the EU Water Framework Directive for ecological, economic and participatory approaches to river basin planning and management. 相似文献

This study deals with the German Federal Government’s approach of ensuring public support for its ‘Energiewende’, the swift and complete transition to an energy system based on renewable sources. First, the government’s ‘consensus management’ strategy is described as consisting of four elements: the setup of stakeholder deliberation fora; the funding of organisations dedicated to the public promotion of the energy transition; public campaigns that appeal to people’s commitment and the support of research on energy technologies. The study then traces the need for a strong social mandate of the energy transition back to the scope of the regulatory challenge and the recently growing conflicts around implementation, to institutional constraints of a consensus democracy and to the narrative of ‘Energiewende’ as the ‘grand national task’. 相似文献

Growing dissatisfaction with the globalised food system, articulated on the behalf of both producers and consumers, has caused a variety of public debates surrounding the ethics of food production and consumption to become increasingly visible in society over the last two decades. Simultaneously, farmers’ markets (FMs) and other forms of direct marketing have experienced a noteworthy increase in participants, indicating an emerging demand for an alternative to conventional food networks, alternatives that are often perceived as providing a more just and moral relationship to food production and consumption. This study examines consumer and producer motivations for participation in FMs and opinions towards conventional and alternative agriculture in order to elucidate what (if any) values and morals are shared among producers and consumers. This study draws upon the theoretical framework of moral economy to understand whether these shared values suggest FM participants are working to co-create an alternative economy based on “moral” principles such as fairness, justice, and reciprocity. This mixed-methods study consists of consumer surveys ( N?=?377) and semi-structured interviews with producers ( N?=?17) from five FMs in the state of Delaware. The results suggest that producer and consumer motivations to participate in FMs, particularly a shared emphasis on social value, are indicative of a sense of moral economy. However, this moral economy is complicated by tension towards consumers and the alternative food movement more generally expressed on behalf of producers. 相似文献

The idea of the ‘smart city’ is increasingly central to debates on urban development and sustainability, and a host of cities are now pursuing ‘smartness’ as a way to improve energy efficiency, transport, and public services. However, existing research does not provide a clear picture of how this smart city agenda actually contributes to sustainability. The social science literature has been critical toward urban smartness, with most of the empirical research focusing on the politics of data-driven and entrepreneurial urbanism. This article seeks to contribute to this debate by empirically examining the role that sustainability plays in the smart city discourse. Its distinctive approach is to investigate how urban smartness and sustainability are framed by an authoritative institution (the European Union) and then to trace these framings down to a particular city (Stavanger, Norway). The data show that the smartness approach is strongly tied to innovation, technology, and economic entrepreneurialism, and sustainability does not appear to be a very important motivating driver. Nevertheless, the ‘sustainability component’ of the smart city agenda becomes clearer the closer we come to the city level. 相似文献

This study examines the perceptions and coping strategies of the Aamjiwnaang First Nation, which is surrounded by ‘Chemical Valley’, the largest complex of petrochemical plants in Canada. Analysis of in-depth interviews showed that residents perceive ‘Mother Earth to be sick’; however, a strong level of community cohesion prevails, with ‘place’ as a significant anchor to the culture and history of the community. Residents articulated a collective sense of responsibility for the well-being of members both within and surrounding the community, whereby some residents would never leave, regardless of the toxic environment and concern for high rates of cancer and respiratory diseases among both adults and children. Residents employed action-focused coping strategies such as ‘indoor evacuation’ and the ‘Cop-sniff test’, and emotional coping strategies including blocking out the effects of ‘Chemical Valley’ by frequently ignoring warning sirens from industry. The results call on the need for a collaborative environmental planning intervention involving clear community participation. Findings suggest the need for an indoor recreational facility for both children and adults, and a graded warning system. 相似文献

Land degradation due to erosion is one of the most serious environmental problems in China. To reduce land degradation, the
government has taken a number of conservation and restoration measures, including the Sloping Land Conversion Program (SLCP),
which was launched in 1999. A logical question is whether these measures have reduced soil erosion at the regional level.
The objective of this article is to answer this question by assessing soil erosion dynamics in the Zuli River basin in the
Loess Plateau of China from 1999 to 2006. The MMF (Morgan, Morgan and Finney) model was used to simulate changes in runoff
and soil erosion over the period of time during which ecological restoration projects were implemented. Some model variables
were derived from remotely sensed images to provide improved land surface representation. With an overall accuracy rate of
0.67, our simulations show that increased ground vegetation cover, especially in forestlands and grasslands, has reduced soil
erosion by 38.8% on average from 1999 to 2006. During the same time period, however, the change in rainfall pattern has caused
a 13.1% ± 4.3% increase in soil erosion, resulting in a net 25.7% ± 8.5% reduction in soil erosion. This suggests that China’s
various ecological restoration efforts have been effective in reducing soil loss. 相似文献

Recent years have witnessed a wave of interest in the concept of green infrastructure (GI) as a means of applying an ecosystem approach to spatial planning practice; however, more limited attention has been paid to decision-making processes or tools to enhance GI within spatial plans and guidance. We address this deficit by reporting on the development and application of an interactive group-based methodology to enhance GI ‘thinking’ and interdisciplinary collaboration, drawing on the literature on the sociology of interactions. Our findings suggest that a game-based approach to GI problem-solving was successful in breaking down professional barriers by creating an informal learning arena, providing an enabling opportunity for participants to solve problems in an iterative, non-linear style to develop principles for action with transferability to ongoing plan formation. This style of problem-solving was characterised by shifting norms and routines of interaction, leading to problem re-framing and a search for alternative solutions. 相似文献

This paper describes a ‘win–win’ discourse on local sustainable development and global climate change mitigation regarding Kachung, a Swedish–Norwegian climate forestry investment in Uganda certified under the Clean Development Mechanism (CDM). In many ways, this investment is a typical example of how private interests and capital accumulation are prioritised over local concerns in natural resource management under neoliberalism. This study, however, indicated that investors had genuine intentions of creating mutual benefits for the global environment and local people. Drawing on Li (2007), we show that this ‘will to improve’ was nevertheless constructed in ways that resulted in prioritisation of global climate change mitigation over local context-specific concerns. We identify three core factors making the win–win discourse around Kachung plantation especially resilient: (i) the perceived urgency of climate change mitigation, (ii) the apolitical framing of ‘sustainability’ as an environmental issue that can be fixed through external technical interventions and (iii) the devaluation of local and context-specific knowledge. We end by suggesting that research on the neoliberalisation of nature focus more on analysing the rationales behind specific interventions. This would leave us better equipped to suggest how such interventions should be modified to produce true wins for local contexts. 相似文献
