In environmental impact assessment, qualitative methods are used because they are versatile and easy to apply. This methodology is based on the evaluation of the strength of the impact by grading a series of qualitative attributes that can be manipulated by the evaluator. The results thus obtained are not objective, and all too often impacts are eliminated that should be mitigated with corrective measures. However, qualitative methodology can be improved if the calculation of Impact Importance is based on the characteristics of environmental factors and project activities instead on indicators assessed by evaluators. In this sense, this paper proposes the inclusion of the vulnerability of environmental factors and the potential environmental impact of project activities. For this purpose, the study described in this paper defined Total Impact Importance and specified a quantification procedure. The results obtained in the case study of oil drilling in Colombia reflect greater objectivity in the evaluation of impacts as well as a positive correlation between impact values, the environmental characteristics at and near the project location, and the technical characteristics of project activities.  相似文献

This paper introduces a new approach to prioritize urban planning projects according to their environmental pressure in an efficient and reliable way. It is based on the combination of three procedures: (i) the use of environmental pressure indicators, (ii) the aggregation of the indicators in an Environmental Pressure Index by means of the Analytic Network Process method (ANP) and (iii) the interpretation of the information obtained from the experts during the decision-making process.The method has been applied to a proposal for urban development of La Carlota airport in Caracas (Venezuela). There are three options which are currently under evaluation. They include a Health Club, a Residential Area and a Theme Park. After a selection process the experts chose the following environmental pressure indicators as ANP criteria for the project life cycle: used land area, population density, energy consumption, water consumption and waste generation. By using goal-oriented questionnaires designed by the authors, the experts determined the importance of the criteria, the relationships among criteria, and the relationships between the criteria and the urban development alternatives.The resulting data showed that water consumption is the most important environmental pressure factor, and the Theme Park project is by far the urban development alternative which exerts the least environmental pressure on the area. The participating experts coincided in appreciating the technique proposed in this paper is useful and, for ranking ordering these alternatives, an improvement from traditional techniques such as environmental impact studies, life-cycle analysis, etc.  相似文献

In the last decades the European Union exerted influence on precautionary environmental planning by the establishment of several Directives. The most relevant were the Habitat-Directive, the EIA-Directive, the SEA-Directive and the Water Framework Directive. Comparing these EU policies in the area of environmental precaution it becomes obvious that there is a lot of common ground. Thus, the conclusion seems likely that the European Union, in doing so, has intended to establish general planning concepts through introducing several methodological steps indicated by the regulations. The goal of this article is firstly to point out, which are the common planning principles, converted by methodological elements and secondly examine the consideration of these planning concepts by the implementation and application in the member states. In this context it is analysed whether the connections and divergences between the directives lead to significant differences in the implementation process. To this aim the directives are shortly introduced and significant steps of the processes regulated by them are outlined. In the second steps the national legal implementation in the Alpine states and its consequences for the practical application are discussed. The results show a heterogeneous application of the EU principles. Within the comparative view on the four directives influence and causalities between the national implementation and the practical application were identified, which can be simplified as four types. Since a coherent strategic and methodological concept for improving environmental precaution planning from part of the EU is noticeable, more unity and comparability within the implementation is desirable, particularly in areas with comparable habitats such as the alpine space. Beyond this the trade-off between the directives poses an important task for the future.  相似文献

In many environmental monitoring and impact assessment processes, Indigenous communities are treated as intellectually homogenous and intracultural variation in environmental knowledge often goes unaccounted for. This not only poses obvious risks to the effectiveness of environmental impact assessments but also gives standing to those who question the credibility of traditional ecological knowledge and its contribution to environmental monitoring and assessment programs altogether. In this paper we describe the steps that were taken to account for intracultural variability in First Nation knowledge of fish and the potential impacts associated with the Peace River oil sands development in Alberta, Canada. Involving the delivery of a household survey to 1,127 First Nation households in 11 Peace River communities, our approach was successful in identifying regional, community, and household variability in fishing activity, and has allowed us to differentiate novice from expert knowledge holders. This research demonstrates the need to account for intracultural variability in First Nations environmental knowledge in order for traditional ecological knowledge to make meaningful contributions to environmental monitoring and assessment programs.  相似文献

Continuous, in situ monitoring of air, water and land quality is fundamental to most environmental applications. Low cost and non-invasive chemical sensor arrays provide a suitable technique for in situ monitoring. Their ability and performance under realistic conditions is discussed in this paper. Published studies report promising results despite a number of limitations that are associated with both the technology itself and its application in ever changing ambient conditions. Early investigations include the analysis of single substances as well as odour and wastewater organic load monitoring. Reported applications typically highlight the sensitivity of the currently available sensors to changes in temperature, humidity and flow rate. Two types of approaches are recommended to deal with these effects: either working under fixed experimental conditions or measuring the external parameters to numerically compensate for their change. The main challenge associated with the use of non-specific sensor arrays lies in establishing a relationship between the measured multivariate signals and the standards metrics that are traditionally used for quality assessment of gas mixtures. For instance, odour monitoring requires calibration against olfactometric measurements while investigations of wastewater samples still need to be correlated with organic pollution parameters such as BOD, COD or TOC. On the other hand, results obtained in the field have demonstrated how sensor arrays can be readily used as simple alarm devices or as early warning systems based on a general air/water quality index.  相似文献

The quantification of knowledge related to the terrain and the landuse/landcover of administrative units in Southern Greece (Peloponnesus) is performed from the CGIAR-CSI SRTM digital elevation model and the CORINE landuse/landcover database. Each administrative unit is parametrically represented by a set of attributes related to its relief. Administrative units are classified on the basis of K-means cluster analysis in an attempt to see how they are organized into groups and cluster derived geometric signatures are defined. Finally each cluster is parametrically represented on the basis of the occurrence of the Corine landuse/landcover classes included and thus, landcover signatures are derived. The geometric and the landuse/landcover signatures revealed a terrain dependent landuse/landcover organization that was used in the assessment of the forest fires impact at moderate resolution scale.  相似文献

Several local surveys on the submerged vegetation have been conducted in past decades along the Finnish Baltic coastal areas. Surveys have been carried out by using various methods,which make the temporal comparisons of the results difficult.The need of a joint programme for coastal phytobenthic monitoringis emphasised by the Nordic Council of Ministers and HELCOM. TheFinnish coastal phytobenthic monitoring programme complements theBaltic HELCOM monitoring programme (COMBINE). It is primarily designed to reveal the effects of eutrophication. The programmeincludes general principles for selection of monitoring areas aswell as a proposal for monitored habitats, communities and species. The need of evaluated and tested field methods, datacollecting, interpretation and data storage are addressed in theQuality Assurance part. The cost-efficiency is secured by integrating the phytobenthos programme with the coastal water monitoring for obtaining the supporting data such like salinity,temperature and nutrients. In the design of the monitoring programme a special interest is paid on areas with high protection values such as Natura 2000 or HELCOM's BSPA (Baltic Sea Protected Areas) or on aspects that would support the implementation of the EU Water Framework Directive.  相似文献

The identification of an indicator for monitoring pesticides is a very effective analytical approach because it allows one to schedule and simplify the analytical routine. In this study, a new indicator has been designed, which has to be able to define a scale of priorities in the pesticides monitoring. A starting equation was developed involving the escaping tendency of a given substance from a phase (based on the Mackay model I level). The reliability of the indicator was tested by application to a model system, consisting of a defined and limited area, choosing water as matrix over a period of 6 years. A group of marker compounds was also defined to implement the predictive efficacy of the indicator. The results obtained by modeling were compared to those obtained by experimentation of the same model system. The indicator was subsequently and appropriately modified creating a new equation, including a kinetic factor, which considers the environmental degradation processes. The effect of the rectified indicator was consistent with the sales data list of compounds, when applied to the markers. The indicator developed in this study, tested as a model on specific area-phase-period (Province of Siena, water phase, 2000?C2006), is applicable to any other area-phase-period, adjusting the partition value of the Mackay model for the case under study.  相似文献

The slacks-based measure (SBM) model based on the constant returns to scale has achieved some good results in addressing the undesirable outputs, such as waste water and water gas, in measuring environmental efficiency. However, the traditional SBM model cannot deal with the scenario in which desirable outputs are constant. Based on the axiomatic theory of productivity, this paper carries out a systematic research on the SBM model considering undesirable outputs, and further expands the SBM model from the perspective of network analysis. The new model can not only perform efficiency evaluation considering undesirable outputs, but also calculate desirable and undesirable outputs separately. The latter advantage successfully solves the "dependence" problem of outputs, that is, we can not increase the desirable outputs without producing any undesirable outputs. The following illustration shows that the efficiency values obtained by two-stage approach are smaller than those obtained by the traditional SBM model. Our approach provides a more profound analysis on how to improve environmental efficiency of the decision making units.  相似文献

This paper presents a new procedure to assess value functions for environmental pollutants. It has been particularly designed for eliciting expert-based value functions for pollutant substances. The main features of the model are the possibility to integrate direct and indirect assessment techniques, the possibility to make explicit assessment uncertainties and to avoid forcing quantitative judgements. The main aim of the procedure is to improve the reliability of the assessment but also to make the expert's task easier by using qualitative judgements more frequently. The procedure has been developed especially for soil pollutants, for which an application is described.  相似文献

During the discussion on the “Environmental Protection Law Amendment (draft)” in 2011, it was decided to drop the proposed clauses related to environmental impact assessments (EIAs) on policy, which means that there remained no provisions for policy EIAs, and China's strategic environmental assessment system stayed limited to the planning level. However, considering that economic policy making is causing significant direct and indirect environmental problems and that almost every aspect of governmental policy has an economic aspect, EIAs on economic policies are of the utmost urgency. The purpose of this study is to review the EIA work that has been carried out on trade policy in China through four case studies, and illustrate how trade policy EIAs can be helpful in achieving better environmental outcomes in the area of trade. Through the trade policy EIA case studies we try to argue for the feasibility of conducting EIAs on economic policies in China. We also discuss the implications of the case studies from the point of view of how to proceed with EIAs on economic policy and how to promote their practice.  相似文献

In order to encourage more exposure measurements to be performed, a formic acid gas-phase biosensor has been developed for this purpose. In the present paper, an enzyme based biosensor has been validated with respect to analyte selectivity and on-site use. To ensure that the sampler developed measures the compound of interest the biosensor was exposed to three near structural homologues to formic acid, i.e. acetic acid, methanol and formaldehyde. These vapours were generated with and without formic acid and the only compound that was found to have an effect on the performance of the biosensor, albeit a small one, was acetic acid. The field test was performed in a factory using formic acid-containing glue for glulam products. In parallel to the measurements with the biosensor a well defined reference method was used for sampling and analysing formic acid. It was found that the biosensor worked satisfactorily in this environment when used in a stationary position. It was also shown that the biosensor could determine formic acid vapour concentrations down to 0.03 mg m(-3).  相似文献

Environmental auditing is a main issue for any production plant and assessing environmental performance is crucial to identify risks factors. The complexity of current plants arises from interactions among technological, human and organizational system components, which are often transient and not easily detectable. The auditing thus requires a systemic perspective, rather than focusing on individual behaviors, as emerged in recent research in the safety domain for socio-technical systems. We explore the significance of modeling the interactions of system components in everyday work, by the application of a recent systemic method, i.e. the Functional Resonance Analysis Method (FRAM), in order to define dynamically the system structure. We present also an innovative evolution of traditional FRAM following a semi-quantitative approach based on Monte Carlo simulation. This paper represents the first contribution related to the application of FRAM in the environmental context, moreover considering a consistent evolution based on Monte Carlo simulation. The case study of an environmental risk auditing in a sinter plant validates the research, showing the benefits in terms of identifying potential critical activities, related mitigating actions and comprehensive environmental monitoring indicators.  相似文献
