为研究感潮港口船舶在不同潮时进港靠泊的引航过程风险演化规律,以优化泊位利用率和提高港口的生产效率,有必要进行多时段船舶引航过程风险的动态仿真。在对船舶引航任务场景和历史数据进行分析的基础上,采取HHM方法构建船舶引航过程的关键风险指标体系,采用AHP-CRITIC方法结合风险因素的主客观分布特点获取不同引航阶段中各指标权重,最后利用不确定人工智能云模型进行多时段船舶引航过程风险的建模仿真。通过某集装箱船的感潮水域引航过程场景分析,融合采样点的客观数据和专家知识对6个靠泊窗口期船舶引航过程风险进行动态仿真。结果表明:船舶引航过程风险演化整体呈U形曲线模式,相比正常航行阶段风险值,船舶引航初始和靠泊阶段风险值高60%左右;感潮港口6个窗口期的船舶引航过程风险略有差异,潮高、潮流对船舶交通流和起锚、靠泊作业安全影响明显。  相似文献

鉴于海事码头系统的复杂性,利用单一的集对分析理论难以对其做出准确的风险评价,因此,将熵权和集对分析理论加以组合,基于熵权和集对分析的基本理论,建立EW-SPA模型的海事码头安全评价研究方法。首先,综合分析影响码头安全的影响因素,建立包括自然环境、港口环境、交通环境3类一级指标及14项二级指标的海事码头安全评价指标体系。其次,应用专家调查法赋权与信息熵的理论确定权重,从而保证了原始信息的完整性,减少信息的流失。再次,运用集对分析原理计算集对联系度,对海事码头的安全状况进行评价和预测,从而克服了传统码头安全评价方法在处理不确定性方面的不足。最后,运用EW-SPA模型和熵权云模型对道仁矶海事码头的安全评价与预测进行比对分析,结果表明,将EW-SPA模型应用于海事码头的安全评价和预测,计算简单,评价结果较可靠。  相似文献

为定量分析海上交通安全风险因素间的影响关系,识别导致海上交通事故的关键因素,分别从单因素、双因素和多因素的角度分析了人、船、环境、管理等风险因素间的耦合关系,运用N-K模型构建了海上交通安全风险耦合度量模型,结合中国海事局、德国联邦海事事故调查局、英国船舶事故调查局和美国国家运输安全委员会等海事调查机构公布的710起海上交通事故,利用所构建的模型计算出不同风险耦合的发生概率和风险值。结果表明:风险耦合因素越多,海上交通事故的发生概率越高;人的因素是引发海上交通事故的重要原因。  相似文献

The storage and handling processes of liquefied petroleum gas (LPG) constitutes a complex operational environment in the maritime mode of transportation. The LPG cargo is carried by specially designed ships called LPG tankers. The LPG cargo loading and discharging operations have always potential hazards. Thus, the crew on-board LPG tankers should be fully aware of operational risks during the cargo handling process, which includes various critical tasks such as drying, inerting, gassing-up, cooling, and reliquefaction. During these stages, human reliability (operation without failure) plays a crucial role in sustainable transportation of cargo. Human reliability analysis (HRA), related to various parameters such as the human factor, technology, and ergonomics, is always a critical consideration as regards maritime safety and environment. The main focus of the research is to systematically predict human error potentials for designated tasks and to determine the required safety control levels on-board LPG ships. The paper adopted CREAM (Cognitive reliability and error analysis method) basic and extended versions in order to assess human reliability along with the cargo loading process on-board LPG tanker ships. Specifically, the model is demonstrated with an operational case study. Consequently, the research provides should contribute to maritime safety at sea and prevention of human injury and loss of life on-board LPG ship.  相似文献

运用零膨胀负二项回归模型,分析水上交通事故中人员死亡失踪数量的各影响因素的影响程度。通过Pearson相关分析得到与水上交通事故中人员死亡失踪人数密切相关的因素,建立ZINB回归模型得到各因素的参数估计值。运用弹性分析方法对不同影响因素的影响程度进行评估,根据影响程度对各影响因素进行排序。将该方法应用于长江海事局辖区范围内的水上交通事故人员死亡失踪分析,取得了理想效果。  相似文献

It is desirable when drawing up a maritime traffic environmental project or a project for consolidating port and harbour facilities, that the safety of the maritime environment for shipping-traffic is assessed quantitatively, and that the rationale of a given project and the proposed safety measures are evaluated in an objective manner.In this report, the system flow and procedures to integrally assess the safety of the maritime traffic environment by systematically combining various simulation techniques are discussed first.Subsequently, the quantitative risk evaluation procedure for collisions of ships in waters with a high traffic density, among the assessment procedures above, and an outline of the shipping traffic flow simulation capable of reproducing ships′ movements, are described. In evaluating the results of simulations, a method introducing Subjective Judgement values (SJ-values) as indexes manifesting the subjective degree of danger felt by shiphandlers, is shown. The SJ-values were experimentally determined from simulator experiments using parameters representing the relation ship with other ships proceeding in the vicinity.Finally, some of the results of studies conducted for the recent construction of new LNG berths in Tokyo Bay are introduced as an example of practical safety assessment in this field.  相似文献

以海运安全管理的基本理论与机制 ,强调保障安全必须通过管理实现对“人 -机 -环境”系统的有效干预 ,指出已实行数年的海运安全管理体系 (SMS) ,因系统庞大不便使用而妨碍了安全管理效能的发挥 ,而现有的管理信息系统技术对此作为甚小。鉴此 ,以语义Web和RDF技术为核心 ,研发了计算机辅助海运安全管理系统 (CASMS) ,包括海运安全文档知识库系统 (RDMS)、海运安全管理体系文档管理系统 (SMDS)、计算机辅助海运安全审核系统 (EES) ,为实现全面高效准确的SMS文件管理与工作表管理 ,提高海运公司和政府的SMS审核质量 ,实现地区级、国家级网络化安全管理提供了新技术。该技术可普遍用于质量管理体系、职业安全与健康管理体系、环境管理体系等系统及其综合系统。  相似文献

为满足海上突发灾难事件救援对应急物资的需求,最大限度降低其带来的损失,根据海上突发灾难事件的特点,提出救助目标在受复杂气象、海况等因素影响发生漂移/扩散时的海上突发灾难事件应急物资调度方法。综合考虑海洋环境影响,引入救助资源包的概念。构建考虑时间、运力、物资需求等约束条件,以最大限度地满足物资供应可靠性为目标的海上突发灾难事件多级应急物资调度优化模型。通过算例对模型的应用进行验证。研究结果表明,事件形态的演变会影响应急物资集结点的选择,需要在预测事件形态时空变化的基础上合理确定海上应急物资调度方案。  相似文献

The International Maritime Organization (IMO) developed guidelines in May 1999 for the evacuation analysis of Ro-Ro passenger ships to prevent loss of life in maritime accidents. However, IMO considered these guidelines only as an interim measure and allocated 3 years for their improvement and further development as very limited experience and data were available. In this paper, the requirements of the IMO and current research regarding ship evacuation are reviewed. In addition, applicable evacuation models are presented as well as several experimental methods of obtaining the data of human behavior in regard to listing and the dynamic effect of waves on a ship are evaluated. This paper attempts to evaluate the impact of risk factors from the container security initiative (CSI) on the maritime supply chain in Taiwan, employs a loss exposure matrix to identify the severity and frequency of security risk, and uses a bowtie diagram to investigate appropriate risk management strategies to deal with maritime security risks.This paper’s findings consist of the following: (1) the leading categories of CSI risk factors are operational risk, physical risk and financial risk; (2) apart from two security risks comprising high-risk level, the majority of risk exposure is at the medium level; risk management strategies include loss prevention, loss reduction, avoidance, and non-insurance transfer; and (3) all maritime security regulations and measures should consider the balance among cost, time, security, efficiency and competition; failure to do so may lead to additional burdens for maritime supply chain service providers.  相似文献

LNG ships may represent a remarkable risk source, especially when approaching a land terminal, not only due to the possible occurrence of maritime accident, but also since they may represent a suitable target for terrorist attacks. A preliminary risk analysis for LNG ships approaching the Panigaglia terminal is carried out: based on literature data and on the characteristics of the location, a spill originated from a sea accident can be excluded; on the contrary, intentional damages may cause the release of a large amount of LNG, giving rise to a pool fire. Consequence analysis shows that dangerous thermal effects are expected within a radius of 700–1500 m; in the location under exam, the impact on resident population will be negligible, for the most probable attack site, and marginal for an occasionally used anchorage, which should be no longer allowed.  相似文献

This paper developed a risk-based modelling approach to enhance the execution process of shipping accident investigation (SAI). Specifically, the paper addressed a fuzzy extended fault tree analysis (FFTA) that combines the effects of organizational faults and shipboard technical system failures under a unique risk assessment scheme. The case study illustrates that a novel idea behind the proposed methodology allows relevant accident investigators to clarify the probability of technical failures, operational misapplications, and legislative shortages leading to the shipping accident. The current SAI reports can be extended with an integrated risk assessment section to formulate integrated strategies along with risk control measures onboard ships. Since the consequences of shipping accidents are still a global concern, the paper addresses integration of a FFTA into SAI reports to ensure a consistent database and subsequent decision aid to accident analysis and prevention efforts in the maritime transportation industry.  相似文献

人为失误作为海上交通事故的主要原因,受到多种因素的影响。为了识别这些影响因素,避免或减少因人为失误导致的海上交通事故,基于96件英国海事调查委员会(MAIB)事故报告,应用熵加权灰色关联分析,分别按船旗国、船舶类型、事故类型计算人为失误与影响因素之间的关联度。结果表明,能力/技能/知识、团队协作、程序和现行规程、设备、交流(内部和外部)和管理/检验/检查是影响人为失误的主要因素。  相似文献

INTRODUCTION: There are numerous diverse papers that have addressed issues within maritime safety; to date there has been no comprehensive review of this literature to aggregate the causal factors within accidents in shipping and surmise current knowledge. METHODS: This paper reviewed the literature on safety in three key areas: common themes of accidents, the influence of human error, and interventions to make shipping safer. The review included 20 studies of seafaring across the following areas: fatigue, stress, health, situation awareness, teamwork, decision-making, communication, automation, and safety culture. RESULTS: The review identifies the relative contributions of individual and organizational factors in shipping accidents, and also presents the methodological issues with previous research. CONCLUSIONS: The paper concludes that monitoring and modifying the human factors issues presented in this paper could contribute to maritime safety performance. IMPACT ON INDUSTRY: This review illustrates which human factors issues are prevalent in incidents therefore this gives shipping practitioners a focus for interventions.  相似文献

This paper describes two surveys that were carried out during the Policy for Sea Shipping Safety (POLSSS) project [Walker, 2000. POLSS: overview and cost-effectiveness analysis. Safety Science 35 (1–3, 105–121]. The first focused on the acceptability of risks. Its main goal was to find out how stakeholder groups accept different risks involved in maritime transport. The respondents were asked about their acceptance of the current risks and situations where the risks are either increased or decreased. The second survey examined the non-risk-related acceptability of different policy measures — both those being used currently, and those being considered in the POLSSS project for future implementation.  相似文献

This paper describes a novel set of well-defined evacuation scenarios for use in advanced evacuation analyses of passenger ships according to present maritime safety regulations. The scenarios are based on a recently performed risk assessment of passenger ship evacuation and can be related to actual accident scenarios, covering the major hazards passenger ships are exposed to. Furthermore, a risk-based methodology for using the set of scenarios in evacuation performance evaluation is proposed and it is demonstrated how the scenarios can be used to relate actual design options to the overall level of risk associated with the ship.The paper includes a brief introduction and describes the background for developing the evacuation scenarios. The results from a recently performed risk assessment is reviewed and it is explained how this can be used as basis for deriving a complete set of realistic evacuation scenarios. Furthermore, it is outlined how to use the evacuation scenarios to estimate the overall risk associated with a specific passenger ship. Finally, possible future developments of the maritime safety regulations have been discussed and it has been demonstrated how the proposed set of scenarios will facilitate the emergence of truly risk based probabilistic safety regulations.  相似文献

以2007年武汉海事局辖区船舶碰撞资料为基础,利用故障树分析方法构建该水域船舶碰撞故障树,进行定性、定链分析,得到包括航行疏于戒备、车舵控制失误、疏于了望等14个主要危险因素及各因素的相关事故数。在故障树分析的基础上,构建布尔代数和最小割集,计算各危险旧素的概率重要度,以衡精各危险因素发生概率的变化给碰撞事故发生概率带来的影响;计算临界重要度,从敏感度和概率双重角度衡量每个危险因素的重要度。通过分析发现应急操作不当、违反其他规定、航行疏于戒备、违反分道通航、疲劳驾驶等人为因素是引起该水域船舶碰撞的重要原因。建议船公司重视船员应急培训,提高船员应急处置能力,海事管理机构加大相关法规宣传力度和监管力度。  相似文献
