Issues of environmental marketing track back to issues of environmental management—i.e., to issues of overall corporate environmental commitment and responsibility. It is absolutely essential that a commitment to corporate environmental improvement be in place before an environmental marketing program is launched. Additionally, marketers can and should play a central role in the greening of the corporation. The marketer brings at least two important skills or strengths to the environmental improvement process—strengths of perspective and strengths of skill set.  相似文献

The concept of sustainable development has become very much in vogue in the past decade. We have also observed a shift in the interpretation of this concept from a global perspective to a meso perspective—that is, at a local, regional or sectoral level. This paper aims at highlighting the urban dimension of environmental issues. After a sketch of urban pollution problems and of tools for economic analysis, the notion of urban sustainability will be advocated as a meaningful analytical and policy concept. Next, the main focus of this paper will be on a typological approach to urban sustainability issues on the basis of three characteristic angles, viz. strong and weak sustainability, absolute and relative decoupling and the spatial ecological footprint. Traditionally, environmental issues and concerns have been viewed as a constraint to businesses. This has resulted in environmental managers relying heavily on a reactive, compliance-based approach to justify change. Businesses are now recognizing that efficient management in the environmental arena can benefit the entire company and open new opportunities for increased profits. Managers have acknowledged that environmental issues can be integrated into daily business trends and activities. Not only does sound environmental management decrease liability, but also in current markets a “green” image can attract investors and customers. This article shows how one tool that progressive companies are focusing attention on—environmental performance indicators—is being used to convey the current status of environmental issues and improve the management of these issues for the benefit of the company as well as the environment.  相似文献

Over the last few years, commentators on all sides of the environmental debate have (with a few exceptions) joined hands to pillory the traditional model of environmental regulation in this country. The catch phrase “command and control” has become emblematic of everything that was seen as being wrong with the old system. The current push for “reinvention” of environmental regulation reinforces the concept that although traditional methods have produced progress, they have outlived their usefulness. At the same time, ISO 14000 has emerged as one of the hottest topics in the environmental field—a form of reinvention of environmental management that has been embraced by many as the solution to an array of problems. While it is still early in the game, initial results indicate that when used effectively, ISO 14000 can be a powerful tool for the environmental manager. However, misuse of ISO 14000 could represent a throwback to command and control rather than a management tool for the new millennium. This article examines how this new tool fits into the evolving picture of environmental regulation and management.  相似文献

The specter of environmental calamity calls for the best efforts of an involved public. Ironically, the way people understand the issues all too often serves to discourage and frustrate rather than motivate them to action. This article draws from problem-solving perspectives offered by cognitive psychology and conflict management to examine a framework for thinking about environmental problems that promises to help rather than hinder efforts to address them. Problem-framing emphasizes focusing on the problem definition. Since how one defines a problem determines one's understanding of and approach to that problem, being able to redefine or reframe a problem and to explore the “problem space” can help broaden the range of alternatives and solutions examined. Problem-framing incorporates a cognitive perspective on how people respond to information. It explains why an emphasis on problem definition is not part of people's typical approach to problems. It recognizes the importance of structure and of having ways to organize that information on one's problem-solving effort. Finally, problem-framing draws on both cognitive psychology and conflict management for strategies to manage information and to create a problem-solving environment that not only encourages participation but can yield better approaches to our environmental problems.  相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK.  相似文献

Rational, cost-effective provision of mission-critical environmental management information remains elusive for almost all large enterprises. Even among the best performing companies—best performing from the perspectives of profitability, quality and/or environmental stewardship—environmental management information systems (EMIS) are usually comprised of dozens to hundreds of individual, isolated applications that require costly data capture, training, and maintenance. Brownfields are abandoned, idled, or underused sites whose reuse necessitates some sort of intervention. These sites are largely urban and are frequently contaminated. Brownfield management options can be associated with three types of environmental consequences: those resulting from changes in the site’s environmental quality (primary impacts); those resulting from the actual intervention stage (secondary impacts); and, if the vocation of the site changes, those resulting from effects on regional land use (tertiary impacts). Different stakeholders and decision-making contexts will place a different importance on each of these types of impacts. This article proposes a framework for comparing brownfield management options in regard to these three types of environmental impacts and for interpreting these results from different perspectives. The assessment framework is based on consequential life cycle assessment (LCA), which is shown to provide environmental information on the three types of impacts. The results for a case study are presented, where a “rehabilitation” option allowing residential redevelopment is compared to an “exposure minimization” option not resulting in the site being reused. Calculated primary and tertiary impacts are favorable to the rehabilitation option, whereas secondary impacts are favorable to the exposure minimization option. A ternary diagram presents the favorable option for different stereotypical perspectives. Tertiary impacts are much greater than secondary impacts, and consequently all perspectives that consider tertiary impacts favor rehabilitation. The perspective that considers primary and secondary impacts receives conflicting information. The ternary diagram, showing results for all perspectives, could possibly be useful for consensus-building among stakeholders.  相似文献

At long last, the ISO 14000 environmental auditing guidelines have been issued in final form and have been accepted in the United States and elsewhere as official national standards. The auditing guidelines consist of: Guidelines for environmental auditing—General principles (ISO 14010: 1996(E)) Guidelines for environmental auditing—Audit procedures—Auditing of environmental management systems (ISO 14011: 1996(E)) Guidelines for environmental auditing—Qualification criteria for environmental auditors (ISO 14012: 1996(E)) Unlike the environmental management system (EMS) standard (ISO 14001), the auditing guidelines are just that, guidelines. In Uganda, environmental and natural resource management is decentralized and has been the responsibility of local districts since 1996. This environmental management arrangement was part of a broader decentralization process and was intended to increase local ownership and improve environmental policy; however, its implementation has encountered several major challenges over the last decade. This article reviews some of the key structural problems facing decentralized environmental policy in this central African country and examines these issues within the wider framework of political decentralization. Tensions have arisen between technical staff and politicians, between various levels of governance, and between environmental and other policy domains. This review offers a critical reflection on the perspectives and limitations of decentralized environmental governance in Uganda. Our conclusions focus on the need to balance administrative staff and local politicians, the mainstreaming of local environmental policy, and the role of international donors.  相似文献

In an effort to garner consensus around environmental programs, practitioners have attempted to increase awareness about environmental threats and demonstrate the need for action. Nonetheless, how beliefs about the scope and severity of different types of environmental concerns shape support for management interventions are less clear. Using data from a telephone survey of residents of the Puget Sound region of Washington, we investigate how perceptions of the severity of different coastal environmental problems, along with other social factors, affect attitudes about policy options. We find that self-assessed environmental understanding and views about the seriousness of pollution, habitat loss, and salmon declines are only weakly related. Among survey respondents, women, young people, and those who believe pollution threatens Puget Sound are more likely to support policy measures such as increased enforcement and spending on restoration. Conversely, self-identified Republicans and individuals who view current regulations as ineffective tend to oppose governmental actions aimed at protecting and restoring Puget Sound. Support for one policy measure—tax credits for environmentally-friendly business practices—is not significantly affected by political party affiliation. These findings demonstrate that environmental awareness can influence public support for environmental policy tools. However, the nature of particular management interventions and other social forces can have important mitigating effects and need to be considered by practitioners attempting to develop environment-related social indicators and generate consensus around the need for action to address environmental problems.  相似文献

This article describes the increasing connections between the fields of Indigenous studies and environmental management and examines some of the ways that an Indigenous studies perspective can guide thinking about environmental management. Indigenous groups have been involved in the management of environmental and natural resources on their lands since time immemorial. Indigenous groups have also become increasingly involved in Western practices of environmental management with the advent of co-management institutions, subsistence boards, traditional ecological knowledge forums, and environmental issues affecting Indigenous resources. Thus, it is an important time for scholarship that explores how Indigenous groups are both shaping and being affected by processes of environmental management. This article summarizes key findings and themes from eight papers situated at the intersection of these two fields of study and identify means by which environmental managers can better accommodate Indigenous rights and perspectives. It is the authors’ hope that increased dialog between Indigenous studies and environmental management can contribute to the building of sustainable and socially just environmental management practices.  相似文献

Effective integration and implementation of environmental policies is directly related to the effectiveness of environmental management. Developing more effective environmental policy and programs requires coordinating the many factors related to environmental quality. The purpose of this paper is to point out the differences in perceptions and attributes of two operating groups in society: the technologists and the ecologists. Furthermore, an attempt is made to explain the need for effective environmental management and to suggest that only when such a role is fully institutionalized will decision makers have the impetus to take both the present and the future into consideration. Only by developing an understanding of the tools used by all groups working in the environmental arena will the environmental manager be able to provide both short- and longrange perspectives. By using these perspectives, the environmental manager will be able to mold environmental factors into operational policies and objectives.In conclusion, the systems analysis approach presented is the set of tools that can be used by the environmental manager to aid in bringing the two points of view closer together. The technologist, as well as the ecologist, will be required to work within a management system to more effectively and accurately define states of nature and assess alternatives in terms of primary, secondary, and higher-order consequences over both the short and long term.  相似文献

ABSTRACT: The major objectives are (1) to identify the problems involved in measuring the environmental impacts of public projects from selected perspectives, and (2) to elaborate a sociological approach used in an empirical investigation in that respect. The construct of environmental impact of a planned action is generally operationalized from different perspectives and with different methodological emphases in the various disciplines. Even the term environment does not elicit agreement among users as to its exact meaning. Although there has been a steady increase in the number of studies from a sociological perspective concerning environmental problems, there is lack of sociological counsel in writing environmental impact statements. Overall, we lack sociological methodology and operational procedures for that purpose. In an attempt to bring some empirical focus to this field, attitudinal measures employed to discover how residents of a river basin perceived negative and positive environmental impacts of a proposed watershed development project are reviewed. These come from a study of creation of the Cooper Reservoir and Dam in Texas. Data on 343 heads of households m the selected areas were collected through structured questionnaires with items on personal information, a vested interest scale, a knowledge of the project scale, and an environmental impact scale. Data show that perception of impacts by residents is influenced significantly by degree of their vested interests involved. Variables for inclusion in a sociological model of environmental impact are suggested.  相似文献

For the last three and half decades, Botswana has been widely acclaimed to be one of sub-Saharan Africa's longest and most stable liberal democracies, coupled with and sustained by a growing economy. One of the major contradictions, however, within this development scenario, has been the neglect of environmental problems in the country in general, and urban environmental issues in particular. Part of the problem fueling the misconception of environmental issues in Botswana is the state's domination of the country's environmental agenda. This is linked to the power disjunction in decision-making and policy processes between state and nonstate actors over the most appropriate course of action to tackle the problems. Without adopting appropriate analytical frameworks, it is possible that the problem of urban environmental mismanagement in Botswana will persist. This article examines some of the major urban environmental issues in Botswana from neighborhood, citywide, and urban–rural interface perspectives. Further, the elite theory of public policy is used to explain constraints on policy change in the urban environmental management arena in Botswana.  相似文献

Since environmental impact assessment (EIA) is concerned primarily withsignificant environmental impacts, the concept of impact significance deserves to be defined and applied rigorously. In this article use of the term over the past 15 years in EIA documentation is reviewed. Some recent attempts at elucidating the concept are summarized. Four perspectives on impact significance that emerged from a series of workshops on the ecological basis for EIA are presented. These perspectives include (a) statistical (related to problems of isolating project-induced changes from natural variation), (b) ecological (related to the importance of project-induced changes from a purely ecological perspective), (c) social (related to the acceptability of project-induced changes in important environmental attributes), and (d) project (related to whether project-induced changes will indeed influence project decision making). The following synthesis is proposed: Any exercise in judging the significance of an environmental impact should thoroughly consider (a) the importance of the environmental attribute in question to project decision makers, (2) the distribution of change in time and space, (c) the magnitude of change, and (d) the reliability with which change has been predicted or measured. The implications of considering these factors are discussed.  相似文献

The field of environmental risk management is relatively new and has developed rapidly over the past several years. There has been, however, a significant lack of integration of seemingly dissimilar disciplines into a meaningful context for top management risk decisions—until now. A new holistic approach, centered on the ISO 14001 standard for environmental management systems, addresses many of the issues that have kept environmental risk management focused on technical rather than strategic issues. This article describes the risk management process, illustrates how the ISO 14001 standard can be used by organizations to integrate and assess technical environmental information, and shows how to place this information in a strategic risk management context. It also explains how key ISO 14001 concepts such as policy implementation, operational control, and continuous improvement form the basis of a systems approach, and why the systems approach is the preferred, cost-effective structure for controlling environmental risk.  相似文献
