The watershed of the Neuse River, a major tributary of the largest lagoonal estuary on the U.S. mainland, has sustained rapid growth of human and swine populations. This study integrated a decade of available land cover and water quality data to examine relationships between land use changes and surface water quality. Geographic Information Systems (GIS) analysis was used to characterize 26 subbasins throughout the watershed for changes in land use during 1992–2001, considering urban, agricultural (cropland, animal as pasture, and densities of confined animal feed operations [CAFOs]), forested, grassland, and wetland categories and numbers of wastewater treatment plants (WWTPs). GIS was also used together with longitudinal regression analysis to identify specific land use characteristics that influenced surface water quality. Total phosphorus concentrations were significantly higher during summer in subbasins with high densities of WWTPs and CAFOs. Nitrate was significantly higher during winter in subbasins with high numbers of WWTPs, and organic nitrogen was higher in subbasins with higher agricultural coverage, especially with high coverage of pastures fertilized with animal manure. Ammonium concentrations were elevated after high precipitation. Overall, wastewater discharges in the upper, increasingly urbanized Neuse basin and intensive swine agriculture in the lower basin have been the highest contributors of nitrogen and phosphorus to receiving surface waters. Although nonpoint sources have been emphasized in the eutrophication of rivers and estuaries such as the Neuse, point sources continue to be major nutrient contributors in watersheds sustaining increasing human population growth. The described correlation and regression analyses represent a rapid, reliable method to relate land use patterns to water quality, and they can be adapted to watersheds in any region.  相似文献

Abstract: Water resources are under increasing pressure to meet potable supply needs while sustaining aquatic ecosystems and fisheries. Growing populations and enforcement of the Total Maximum Daily Load provisions of the Clean Water Act present public water and wastewater utilities with costly options to meet potable water demands and reduce pollutant discharges into receiving waters. This paper documents that New York City’s comprehensive water conservation program – designed to extend the city’s safe yield of potable water—has also resulted in reduced nitrogen discharges from the city’s water pollution control plants during a period of population increases. This paper demonstrates and quantifies the effects that wastewater inflow volume reductions have on increased nitrogen removal, controlling for plant process changes. Conservation programs have saved the city billions of dollars in delayed or avoided capital improvements to both water and wastewater treatment plants, and have enabled the city to meet interim effluent discharge standards.  相似文献

ABSTRACT: Accurate data about nutrient concentrations in wastewater treatment plant effluents are needed for river basin water-quality studies. As part of the U.S. Geological Survey's National Water-Quality Assessment Program in the South Platte River Basin, nutrient data were requested from 31 wastewater-treatment plants located in the basin. This article describes the types of nutrient data available from the plants, examines the variability of effluent nutrient concentrations, and discusses methods for estimation of nutrient concentrations where data are lacking. Ammonia was monitored at 88 percent of the plants, nitrite plus nitrate was monitored at 40 percent of the plants, and organic nitrogen and phosphorus were monitored at less than 25 percent of the plants. Median total nitrogen concentrations and median total phosphorus concentrations were small compared to typical literature estimates for wastewater-treatment plants with secondary treatment. Nutrient concentrations in effluent from wastewater-treatment plants varied widely between and within plants. For example, ammonia concentrations varied as much as 5 mg/L during a day, as much as 10 mg/L from day to day, and as much as 30 mg/L from summer to winter within a plant. In the South Platte River Basin, estimates of median annual ammonia and nitrite plus nitrate concentrations can be improved based on plant processes; and nitrite plus nitrate and organic nitrogen concentrations can be estimated based on ammonia concentrations. However, to avoid large estimation errors, more complete nutrient data from wastewater-treatment plants are needed for integration into river basin water quality studies. The paucity of data hinders attempts to evaluate the relative importance of point source and nonpoint source nutrient loadings to rivers.  相似文献

Water quality trading (WQT) has the potential to be a low‐cost means for achieving water quality goals. WQT allows regulated wastewater treatment plants (WWTPs) facing discharge limits the flexibility to either reduce their own discharge or purchase pollution control from other WWTPs or nonpoint sources (NPSs) such as agricultural producers. Under this limited scope, programs with NPSs have been largely unsuccessful at meeting water quality goals. The decision to participate in trading depends on many factors including the pollution control costs, uncertainty in pollution control, and discharge limits. Current research that focuses on making WQT work tends to identify how to increase participation by traditional traders such as WWTPs and agricultural producers. As an alternative, but complementary approach, we consider whether augmenting WQT markets with nontraditional participants would help increase the number of trades. Determining the economic incentives for these potential participants requires the development of novel benefit functions requiring not only economic considerations but also accounting for ecological and engineering processes. Existing literature on nontraditional participants in environmental markets tends to center on air quality and only increasing citizen participation as buyers. Here, we consider the issues for broadening participation (both buyers and sellers) in WQT and outline a multidisciplinary approach to begin evaluating feasibility.  相似文献

ABSTRACT: Twenty‐three stream sites representing a range of forested, agricultural, and urban land uses were sampled in the South Platte River Basin of Colorado from July through September 2002 to characterize water quality during drought conditions. With a few exceptions, dissolved ammonia, Kjeldahl nitrogen, total phosphorus, and dissolved orthophosphate concentrations were similar to seasonal historical levels in all land use areas during the drought. At some agricultural sites, decreased dilution of irrigation return flow may have contributed to higher concentrations of some nutrient species, increased primary productivity, and higher dissolved oxygen concentrations. At some urban sites, decreased dilution of base flow and wastewater treatment plant effluent may have contributed to higher dissolved nitrite‐plus‐nitrate concentrations, increased primary productivity, and higher dissolved oxygen concentrations. Total pesticide concentrations in urban and agricultural areas were not consistently higher or lower during the drought. At most forested sites, decreased dilution of ground water‐derived calcium bicarbonate type base flow likely led to elevated pH and specific‐conductance values. Water temperatures at many of the forested sites also were higher, contributing to lower dissolved oxygen concentrations during the drought.  相似文献

There is a growing evidence that the ecological and biological integrity of the lagoon has declined during the last 50 years, probably due to the decline in water quality. Establishment of a watershed scale seagrass-based nutrient load assessment is the major aim of water quality management in the Indian River Lagoon (IRL). Best estimate loadings incorporate wet and dry deposition, surface water, groundwater, sediment nutrient flux, and point source effluent discharge data. On the average, the IRL is receiving annual external loadings of 832, 645 and 94,476kg of total nitrogen (TN) and total phosphorus (TP), respectively, from stormwater discharges and agricultural runoff. The average internal cycling of TN and TP from sediment deposits in the IRL was about 42,640kg TN and 1050kg TPyr(-1). Indirect evidence suggests that atmospheric deposition has played a role in the ongoing nutrient enrichment in the IRL. The estimated total atmospheric deposition of TN and TP was about 32,940 and 824kgyr(-1), while groundwater contribution was about 84,920 and 24,275kgyr(-1), respectively, to the surface waters of the IRL. The estimated annual contribution of point effluent discharge was about 60,408kg TN and 7248kg TP. In total, the IRL basin is receiving an annual loading of about 1,053,553kg TN and 127,873kg TP. With these results, it is clear that the current rate of nutrient loadings is causing a shift in the primary producers of the IRL from macrophyte to phytoplankton- or algal-based system. The goal is to reverse that shift, to attain and maintain a macrophyte-based estuarine system in the IRL.  相似文献

Water quality criteria were developed for delivery waters to Everglades National Park. The park receives a minimum of 12.34 m3/sec (315,000 acre-ft/yr) of water from controlled sources external to its boundary. These waters often originate from areas that are or potentially are impacted from urban and agricultural developments. When, in 1970, the U.S. Congress guaranteed minimum water deliveries to Everglades National Park, it also required that these waters be of good quality.The Everglades National Park water quality data base was analyzed from 1970 to 1978 at both in-park and water delivery sites to determine the current level of delivery water quality and to select representative delivery sites. It was found that current delivery water quality was sufficiently high to be adopted as criteria against which future water quality could be compared. From the delivery sites S-12C and L-67A all data were combined from 1970–1978 for 36 parameters including macronutrients, heavy metals, and field parameters such as DO, pH, and specific conductance. Mean concentrations and upper limits were computed and tabulated for comparison during future monitoring programs. These criteria were subsequently adopted through a joint memorandum of agreement between the U.S. Army Corps of Engineers, South Florida Water Management District and the U.S. National Park Service.  相似文献

ABSTRACT There are several possible ways in which wastewater from municipalities may be reclaimed and reused so as to minimize the need for imported water in North Central Texas. The rationale for reuse is enhanced by the fact that new water quality requirements in the Trinity River system will necessitate a very high degree of treatment at municipal sewage plants, just for discharge to surface streams. The largest potential market for municipal effluent is the steam-electric power industry. Within the next decade the generating capacity for electric power in North Central Texas will have to be more than doubled to meet increasing demand. Adequate supplies of condenser cooling water for such expansion will be difficult to obtain and assure. New large power stations might advantageously be located adjacent to municipal wastewater treatment plants, to utilize effluent as make-up water for cooling towers. Experience elsewhere has shown that well-treated wastewater can be used for cooling tower make-up with a minimum of trouble, with a considerable saving in overall cost, and with conservation of pristine water for other uses.  相似文献

The aim of present study was to investigate the quality of the produced effluent from different units of the Iran Central Iron Ore in Bafq city and comparison of effluent with the standards. This study presents the physicochemical and biological parameters data of effluent of three Sequencing batch reactors (SBR) with a capacity of 160 m3?d?1. Most common parameters include pH, total suspended solids (TSS), total nitrogen (TN), total phosphorus (TP), biochemical oxygen demand (BOD5), chemical oxygen demand (COD), heavy metals, and total coliforms and fecal coliforms as biological indicators. Then, for each SBR system, the average of each parameter was determined, and results were compared with the standard recommended by the Iranian Environmental Protection Agency. Based on the results, some of the parameters, including BOD5, COD, and TSS in the wastewater treatment plant (WWTP) effluent, are higher than the permitted amount for discharge to the surface water. Considering the BOD5, COD, and TSS concentration in WWTPs, the treated wastewater is only suitable for agricultural and irrigation use. Therefore, wastewater produced by Iran Central Iron Ore Co. will need additional treatment to achieve standard quality of water before discharge in surface water and adsorbent well.  相似文献

We tested the effect of nutrient inputs from wastewater treatment plants (WWTPs) on stream nutrient retention efficiency by examining the longitudinal patterns of ammonium, nitrate, and phosphate concentrations downstream of WWTP effluents in 15 streams throughout Catalonia (Spain). We hypothesized that large nutrient loadings would saturate stream communities, lowering nutrient retention efficiency (i.e., nutrient retention relative to nutrient flux) relative to less polluted streams. Longitudinal variation in ambient nutrient concentration reflected the net result of physical, chemical, or biological uptake and release processes. Therefore, gradual increases in nutrient concentration indicate that the stream acts as a net source of nutrients to downstream environments, whereas gradual declines indicate that the stream acts as a net sink. In those streams where gradual declines in nutrient concentration were observed, we calculated the nutrient uptake length as an indicator of the stream nutrient retention efficiency. No significant decline was found in dilution-corrected concentrations of dissolved inorganic nitrogen (DIN) and phosphate in 40 and 45% of streams, respectively. In the remaining streams, uptake length (estimated based on the decline of nutrient concentrations at ambient levels) ranged from 0.14 to 29 km (DIN), and from 0.14 to 14 km (phosphate). Overall, these values are longer (lower retention efficiency) than those from nonpolluted streams of similar size, supporting our hypothesis, and suggest that high nutrient loads affect fluvial ecosystem function. This study demonstrates that the efficiency of stream ecosystems to remove nutrients has limitations because it can be significantly altered by the quantity and quality of the receiving water.  相似文献

Abstract: Recent studies have detected estrogenic compounds in surface waters in North America and Europe. Furthermore, the presence of estrogenic compounds in surface waters has been attributed, in some cases, to the discharge of wastewater treatment plant (WWTP) effluent. The primary objective of the current study was to determine if WWTP effluent contributes estrogens to the surface waters of Nebraska. A second objective of this study was to determine if estrogens were found in concentrations sufficient enough to manifest feminizing effects on fish. These objectives were satisfied by deploying polar organic chemical integrative samplers (POCIS) and caged fathead minnows at eight field sites. Deployment sites included: three reference sites (Pawnee Creek, the Little Blue River, and the Middle Loup River), two sites upstream of the WWTPs at Grand Island and Columbus, and three sites downstream of the WWTPs at Grand Island, Columbus, and Hastings. Following the seven day deployments, POCIS extracts were analyzed for estrone, 17β‐estradiol, estriol and 17α‐ethinylestradiol using liquid chromatography tandem mass spectrometry (LC/MS/MS). 17β‐estradiol was detected in POCIS from six of the eight field sites with the greatest quantities recovered in POCIS deployed downstream from the Grand Island and Hastings WWTPs. Estrone was detected only in the POCIS deployed downstream from the Grand Island and Hastings WWTPs. Estrogenic effects were detected in caged minnows analyzed for the hepatic mRNA expression of two estrogen‐responsive genes, vitellogenin (vg1) and estrogen receptor α (ERα). Fish deployed at the site where the greatest quantities of estrogens were recovered (Hastings) had significantly higher expression of both vg1 and ERα than fish deployed at any of the other sites. These results confirm that WWTP effluent contributes biologically significant levels of estrogens to Nebraska surface waters.  相似文献

Numerous drivers are providing stimulus for increased water cycle localisation within urban neighbourhoods. This paper uses predominantly Australasian case studies to highlight trends, successes and challenges in the transition to neighbourhood centred water-based services using 'Low Impact' and 'Water Sensitive' design and development techniques. Major steps towards urban sustainability are demonstrated, for example, up to 70% reduction in the demand for potable water (Aurora, Melbourne), removal of contaminated stormwater and sewage effluent discharge to natural waterways vulnerable to nutrient or toxin accumulation, and up to 55% of the area of the greenfield site planted in indigenous species (Regis Park, New Zealand). Reduced demand for potable water would enable continued undiluted use of 'pure' water sources from limited bush catchments (Waitakere Ranges, New Zealand), and less dependence on rivers stressed by low flows. Reductions and dispersion of sewage effluent discharges protects receiving waters, such as Port Phillip Bay, Melbourne, from eutrophication. Reduced stormwater discharge favours retention of the natural hydrological regime of rivers and minimises bioaccumulation of toxins in aquatic ecosystems.  相似文献

National Pollution Discharge Elimination Permit (NPDES)-driven effluent toxicity tests using Ceriodaphnia dubia and fathead minnows were conducted for more than 20 years to assess and monitor the effects of wastewaters at the United States (U.S.) Department of Energy Y-12 National Security Complex (Y-12 Complex) in Oak Ridge, Tennessee. Toxicity testing was also conducted on water samples from East Fork Poplar Creek (EFPC), the wastewater receiving stream, as part of a comprehensive biological monitoring and assessment program. In this paper, we evaluate the roles of this long-term toxicity assessment and monitoring program in the management and ecological recovery of EFPC. Effluent toxicity testing, associated toxicant evaluation studies, and ambient toxicity monitoring were instrumental in identifying toxicant sources at the Y-12 Complex, guiding modifications to wastewater treatment procedures, and assessing the success of various pollution-abatement actions. The elimination of untreated wastewater discharges, the dechlorination of remaining wastewater streams, and the implementation of flow management at the stream headwaters were the primary actions associated with significant reductions in the toxicity of stream water in the upper reaches of EFPC from the late 1980s through mid 1990s. Through time, as regulatory requirements changed and water quality improved, emphasis shifted from comprehensive toxicity assessments to more focused toxicity monitoring efforts. Ambient toxicity testing with C. dubia and fathead minnows was supplemented with less-standardized but more sensitive alternative laboratory toxicity tests and in situ bioassays. The Y-12 Complex biological monitoring experience demonstrates the value of toxicity studies to the management of a wastewater receiving stream.  相似文献

The relationship between nutrient removal and loading rate was examined using data from five forested wetlands in Louisiana that have received secondarily treated effluent from 3 to 60 years. Loading rates ranged from 0.65 to 26.80 g/m2/yr for total nitrogen and 0.18 to 8.96 g/m2/yr for total phosphorus. At loading rates below 20 g/m2/yr, total nitrogen concentrations in surface waters of Louisiana forested wetlands were reduced to background concentrations (i.e., ≤3 mg/l). Similarly, at loading rates below 2 g/m2/yr, total phosphorus concentrations were also generally reduced to background concentrations (i.e., ≤1 mg/l). These data demonstrate that freshwater forested wetlands can reduce nutrient concentrations in treated effluent to background concentrations present in relatively undisturbed wetlands. An understanding of the relationship between loading rates and nutrient removal in natural wetlands is important, particularly in Louisiana where discharges of fresh water are being used in ecosystem restoration.  相似文献

ABSTRACT: Specific conductivity, pH, dissolved oxygen, carbon, phosphorous, and nitrogen species were measured at 36 stations in the Richibucto River drainage basin, including the estuary, in New Brunswick, Canada, over the six‐year period 1996 through 2001. Each station was sampled between 1 and 26 times (mean = 7.5, standard deviation = 6.0) during the ice free seasons without regard to tide. There was significant variance among stations in most parameters. Principal component analysis (PCA) was used to identify the processes explaining the observed variance in water quality. Because of the high variability in specific conductance, stations were first grouped in a freshwater subset and an estuarine (brackish water) subset. For freshwater stations, most of the variance in water quality was explained by pH and total organic carbon, as well as high nutrient concentrations. These high nutrient concentrations, along with water salinity, which varies with flow and tides, are also important in determining water quality variability in brackish water. It is recommended that water quality parameters that were found to explain most of the variance by PCA be monitored more closely, as they are key elements in understanding the variability in water quality in the Richibucto drainage basin. Cluster analyses showed that high phosphorous and nitrate concentrations were mostly found in areas of peat runoff, tributaries receiving treated municipal effluent, and lentic zones upstream of culverts. Peat runoff was also shown to be acidic, whether it is runoff from a harvested area or a natural bog.  相似文献

Scientists often use mathematical models to assess river water quality. However, the application of the models in environmental management and risk assessment is quite limited because of the difficulty of preparing input data and interpreting model output. This paper presents a study that links ArcIMS, a Web-based Geographic Information System (GIS) software to ROUT, a national and regional scale river model which evolved from the US Environmental Protection Agency's Water Use Improvement and Impairment Model, to create a WWW-GIS-based river simulation model called GIS-ROUT. GIS-ROUT is used to predict chemical concentrations in perennially flowing rivers throughout the continental United States that receive discharges from more than 10,000 publicly owned wastewater treatment plants (WWTPs). The WWTP chemical loadings are calculated from per capita per day disposal of product ingredients and the population served by each plant. Each WWTP, containing data on treatment type and influent and effluent flows, is spatially associated with a specific receiving river segment. Based on user defined treatment-type removal rates for a particular chemical, an effluent concentration for each WWTP is calculated and used as input to the river model. Over 360,000 km of rivers are modeled, incorporating dilution and first order loss of the chemical in each river segment. The integration of spatial data, GIS, the WWW, and modeling in GIS-ROUT makes it possible to organize and analyze data spatially, and view results on interactive maps as well as tables and distribution charts. The integration allows scientists and managers in different locations to coordinate and share their estimations for environmental exposure and risk assessments.  相似文献

As point sources of pollution in the United States, concentrated animal feeding operations (CAFOs) are subject to the National Pollution Discharge Elimination System permitting system requirements. Changes to federal regulations in 2003 and a 2005 court decision have increased the governmental oversight of CAFOs. Manure application to fields from “large CAFOs” that results in unpermitted discharges can be regulated under the Clean Water Act. The U.S. Environmental Protection Agency’s interpretation of agricultural stormwater discharges was approved so that unpermitted discharges may arise if an owner or operator of a CAFO fails to apply manure correctly. Owners and operators do not, however, have a duty to secure governmental permits in the absence of a discharge. Turning to the federal provisions regarding nutrient management plans, a court found that they were deficient. Moreover, the federal government needs to reconsider requirements that would reduce pathogens from entering surface waters. Although these developments should assist in reducing the impairment of U.S. waters, concern still exists. Greater oversight of nutrient management plans and enhanced enforcement efforts offer opportunities to provide greater assurance that CAFO owners and operators will not allow a discharge of pollutants to enter surface waters.  相似文献

ABSTRACT: On May 19, 1993, a jury in the U.S. District Court for the Western District of New York found Southview Farm and Richard H. Popp guilty of violating the Clean Water Act on five occasions. The violations were the result of storm water runoff from a site used for disposal of dairy cattle manure from an unpermitted concentrated animal feeding operation. The presiding District Court judge later dismissed the jury verdict, and subsequently a U.S. Court of Appeals for the Second Circuit reversed the dismissal. The Court of Appeals concluded that the discharges were not exempt as agricultural storm water discharges, and that the manure spreaders involved were point sources. Because the use of animal manures in crop production activities will result, unavoidably, in the discharge of some pollutants to adjacent surface waters, a rational and universally applicable basis is needed to determine when such discharges are point versus nonpoint source. Current statutes and regulations do not delineate clearly such a boundary. To address this lack of specificity, I propose that application rates be based on recommended crop nutrient needs.  相似文献

Governmental agencies, nongovernmental organizations, and agricultural organizations promote water quality trading programs as an innovative policy to engage agricultural producers in conservation activities. Cost analyses suggest regulated sources can reduce compliance costs by purchasing agricultural nonpoint source credits. Yet, such “point‐nonpoint” trades are rare. This article assesses the demand for agricultural nonpoint sources in well‐developed nutrient trading programs in Virginia for industrial and municipal wastewater treatment plants, municipal stormwater programs, and land developers. Evidence suggests nutrient trading programs in Virginia will not stimulate investments in pollutant reduction practices on working agricultural lands. The lack of demand for agricultural nonpoint source credits can be attributed to a substantial degree to the design features and incentives present in multiple overlapping regulatory programs. The legal setting that dampens regulated source demand for nonpoint source credits in Virginia is broadly representative of conditions found elsewhere in the United States.  相似文献

Estrogenic activity of regional water samples was evaluated. Samples obtained from wetlands and ponds involved in various agricultural land uses, from three river sites over four seasons, and from municipal wastewater effluent held in storage lagoons were evaluated. The estrogen-responsive cell line MCF-7 BOS was used in the E-screen assay to determine 17beta-estradiol equivalents (E2 Eq) of water samples extracted by solid-phase extraction. Estrogenic activity in surrounding wetlands and ponds from different land uses was not different, with 10(-12) M E2 Eq (0.3 ppt). Estrogenic activity of Red River samples was within the same range as wetland-pond samples. The highest activity was found downstream from municipal wastewater treatment effluent discharge sites, in winter when river flow was lowest (approximately 6 x 10(-13) M E2 Eq). Results showed that 7 of 20 wetland-pond samples and 5 of 12 river samples were below the limits of quantitation (approximately 3 x 10(-14) M E2 Eq). Toxicity was found in fall and summer river samples upstream from municipal wastewater release sites. The timing of toxicity did not coincide to the presence of elevated fecal coliforms. Estrogenic activity in wastewater effluent from lagoons decreased over time (approximately 25 to 5 x 10(-13) M E2 Eq) with an apparent half-life of 8 d for one lagoon. The median concentration of detectable estrogenic activity in regional water samples was approximately 50-fold less than the median 17beta-estradiol concentration of estradiol detected in some U.S. streams in previous studies.  相似文献
