This article describes the history of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP), in the Riverside County region of Southern California. When this collaborative biodiversity conservation planning process began, in 1994, local participants and supporters had numerous factors working in their favor. Yet, as of April 2007, nearly 13 years had passed without an approved plan. This is a common problem. Many multiple species habitat conservation plans now take more than a decade to complete, and the long duration of these processes often results in negative consequences. The CVMSHCP process became bogged down—despite strong scientific input and many political advantages—due to problematic relationships between the Plan’s local supporters, its municipal signatory parties, and officials from the state and federal wildlife agencies, particularly the regional office of the US Fish and Wildlife Service. This case study demonstrates the crucial importance of institutional structures and relationships, process management, and timeliness in habitat conservation planning. We conclude by offering several related recommendations for future HCP processes.  相似文献

Habitat re-creation is one of the multiple faces of biodiversity restoration and encompasses the attempts to reconstruct an ecosystem on severely disturbed sites with little left to restore. Afforestation of abandoned or marginal agricultural land is an important tool for the re-creation of forest ecosystems and re-establishment of functional habitat networks for the maintenance of biodiversity. This study was performed in the context of the Danish-Lithuanian project ‘Afforestation of abandoned agricultural land based on sustainable land use planning and environmentally sound forest management’. The study assessed how habitat re-creation as designed in alternative afforestation plans for two administrative regions in Lithuania will affect the functionality of the landscapes for bird species of conservation concern. Spatial analysis of the forest cover was performed under existing and proposed conditions using general landscape ecological principles concerning core and edge habitats as well as nearest-neighbour metrics. The results show that the use of general criteria may result in proportionally negative changes in the availability of some forest habitats relative to changes in total forest cover, thus leading to less significant improvements in the habitats of many naturally occurring (and even protected) species compared to what would be expected from changes in forest cover alone. To solve this dilemma it is suggested that the requirements of focal species and quantitative conservation objectives should be considered in a spatially explicit – each main forest type. It is concluded that to ensure functionality of habitat networks, knowledge and experience from the fields of landscape ecology and conservation biology should be more commonly incorporated into afforestation planning.  相似文献

Habitat Conservation Plans under the federal Endangered Species Act have become an increasingly popular tool for resolving conflicts between land development and species conservation. Their primary purpose, however, is legal and regulatory rather than biological. They are what landowners must prepare in order to obtain a permit to "take" animals listed by the U.S. Fish and Wildlife Service as threatened or endangered. Unfortunately, many professionals involved in the HCP process aren't sufficiently cognizant of the legal and regulatory functions and the purposes and limitations of HCPs. I provide an overview of the regulatory structure of the ESA, the role HCPs play in that structure, and the specific legal requirements associated with HCPs. I then discuss the practice of crafting an HCP and the most common issues that arise in the process. Finally, I assess several very fundamental current problems with the HCP program, problems that threaten to undermine the HCP program to such a degree as to end its utility to landowners and thereby end the tremendous conservation opportunities the HCP program represents.  相似文献

Multiple-species reserves aim at supporting viable populations of selected species. Population viability analysis (PVA) is a group of methods for predicting such measures as extinction risk based on species-specific data. These methods include models that simulate the dynamics of a population or a metapopulation. A PVA model for the California gnatcatcher in Orange County was developed with landscape (GIS) data on the habitat characteristics and requirements and demographic data on population dynamics of the species. The potential applications of this model include sensitivity analysis that provides guidance for planning fieldwork, designing reserves, evaluating management options, and assessing human impact. The method can be extended to multiple species by combining habitat suitability maps for selected species with weights based on the threat faced by each species, and the contribution of habitat patches to the persistence of each species. These applications and extensions, together with the ability of the model to combine habitat and demographic data, make PVA a powerful tool for the design, conservation, and management of multiple species reserves.  相似文献

Habitat conservation plans (HCPs) are enabled under section 10(a) of the Endangered Species Act. The substantial increase since 1994 in the number of HCPs has motivated numerous critiques of nearly every aspect of HCPs. These critiques have overlooked several paradoxes that expose fundamental shortcomings of section 10(a) or its implementation. I refer to them as: the Trainwreck Paradox, the Jeopardy Paradox, and the Maximum Mitigation Paradox. The Trainwreck Paradox states that HCPs are needed to avert the listing of species as threatened or endangered, but federal listings are needed to motivate landowners to develop HCPs. The Jeopardy Paradox stems from the vague language of section 10(a) which allows an HCP to reduce the likelihood of a species’ survival and recovery but establishes no objective limit on the magnitude of reduction. The Maximum Mitigation Paradox argues that if a landowner provides maximum mitigation at the onset of an HCP, then there will be no financial resources for adaptive management in the future, but if resources are reserved for adaptive management, then the landowner is not mitigating to the maximum extent practicable as required by section 10(a). The purpose of this article is to explain these paradoxes of HCPs and discuss potential remedies.  相似文献

Habitat Conservation Plans (HCPs) under the Endangered Species Act (ESA) are an important mechanism for the acquisition of land and the management of terrestrial and aquatic ecosystems. HCPs have become a vital means of protecting endangered and threatened species and their habitats throughout the United States, particularly on private land. The scientific consensus that climate is changing and that these changes will impact the viability of species has not been incorporated into the conservation strategies of recent HCPs, rendering plans vulnerable biologically. In this paper we review the regulatory context for incorporating climate change into HCPs and analyze the extent to which climate change is linked to management actions in a subset of large HCPs. We conclude that most current plans do not incorporate climate change into conservation actions, and so we provide recommendations for integrating climate change into the process of HCP development and implementation. These recommendations are distilled from the published literature as well as the practice of conservation planning and are structured to the specific needs of HCP development and implementation. We offer nine recommendations for integrating climate change into the HCP process: (1) identify species at-risk from climate change, (2) explore new strategies for reserve design, (3) increase emphasis on corridors, linkages, and connectivity, (4) develop anticipatory adaptation measures, (5) manage for diversity, (6) consider assisted migration, (7) include climate change in scenarios of water management, (8) develop future-oriented management actions, and (9) increase linkages between the conservation strategy and adaptive management/monitoring programs.  相似文献

This paper investigates the performance of district local authorities in their delivery of nature conservation in the 1990s, both through the land use planning system and in their wider operational functions. Studies conducted in the 1980s revealed a large gap in performance between the best and the worst performers.The last decade, however, has witnessed far reaching changes within local government as well as external influences which are likely to have affected the ability of local authorities to promote the conservation of nature. The research shows that performance has significantly improved in a number of the roles which local authorities exercise in relation to conservation. Conventional biodiversity surveys play an important role in ensuring good conservation friendly management in tropical forest regions but are demanding in terms of expertise, time, and budget. Can local people help? Here, we illustrate how local knowledge can support low cost conservation surveys. We worked in the Malinau watershed, East Kalimantan, Indonesia, an area currently at risk of extensive forest loss. We selected eight species of regional conservation interest: rafflesia (Rafflesia spp.), black orchid (Coelogyne pandurata), sun bear (Helarctos malayanus), tarsier (Tarsius bancanus), slow loris (Nycticebus coucang), proboscis monkey (Nasalis larvatus), clouded leopard (Neofelis diardi/N. nebulosa), and orang-utan (Pongo pygmaeus). We asked 52 informants in seven villages if, where and when they had observed these species. We used maps, based on both geo-referenced and sketched features, to record these observations. Verification concerns and related issues are discussed. Evaluations suggest our local information is reliable. Our study took 6 weeks and cost about USD 5000. Extensive expert based field surveys across the same region would cost one or two orders of magnitude more. The records extend the known distribution for sun bear, tarsier, slow loris, and clouded leopard. Reports of rafflesia, proboscis monkey, and orang-utan are of immediate conservation significance. While quality concerns should never be abandoned, we conclude that local people can help expand our knowledge of large areas in an effective, reliable, and low cost manner and thus contribute to improved management.  相似文献

Conservation planning is the process of locating and designing conservation areas to promote the persistence of biodiversity in situ. To do this, conservation areas must be able to mitigate at least some of the proximate threats to biodiversity. Information on threatening processes and the relative vulnerability of areas and natural features to these processes is therefore crucial for effective conservation planning. However, measuring and incorporating vulnerability into conservation planning have been problematic. We develop a conceptual framework of the role of vulnerability assessments in conservation planning and propose a definition of vulnerability that incorporates three dimensions: exposure, intensity, and impact. We review and categorize methods for assessing the vulnerability of areas and the features they contain and identify the relative strengths and weaknesses of each broad approach. Our review highlights the need for further development and evaluation of approaches to assess vulnerability and for comparisons of their relative effectiveness.  相似文献

Managed forests are a primary land use within the Coastal Plain of the southern United States. These forests are generally managed under standards, guidelines, or regulations to conserve ecosystem functions and services. Economic value of commercial forests provides incentives for landowners to maintain forests rather than convert them to other uses that have substantially reduced environmental benefits. In this review, we describe the historical context of commercial forest management in the southern United States Coastal Plain, describe how working forests are managed today, and examine relationships between commercial forest management and maintenance of functional aquatic and wetland systems and conservation of biological diversity. Significant challenges for the region include increasing human population and urbanization and concomitant changes in forest area and structure, invasive species, and increased interest in forest biomass as an energy feedstock. Research needs include better information about management of rare species and communities and quantification of relationships between ecosystem attributes and forest management, including biomass production and harvest. Incentives and better information may help commercial forest managers in the Coastal Plain more efficiently contribute to landscape-scale conservation goals.  相似文献

Alternative energy development is increasing, potentially leading to negative impacts on wildlife populations already stressed by other factors. Resource managers require a scientifically based methodology to balance energy development and species conservation, so we investigated modeling habitat suitability using Maximum Entropy to develop maps that could be used with other information to help site energy developments. We selected one species of concern, the Lesser Prairie-Chicken (LPCH; Tympanuchus pallidicinctus) found on the southern Great Plains of North America, as our case study. LPCH populations have been declining and are potentially further impacted by energy development. We used LPCH lek locations in the state of Kansas along with several environmental and anthropogenic parameters to develop models that predict the probability of lek occurrence across the landscape. The models all performed well as indicated by the high test area under the curve (AUC) scores (all >0.9). The inclusion of anthropogenic parameters in models resulted in slightly better performance based on AUC values, indicating that anthropogenic features may impact LPCH lek habitat suitability. Given the positive model results, this methodology may provide additional guidance in designing future survey protocols, as well as siting of energy development in areas of marginal or unsuitable habitat for species of concern. This technique could help to standardize and quantify the impacts various developments have upon at-risk species.  相似文献

Abstract: In this article, we describe a method for predicting floodplain locations and potential lateral channel migration across 82,900 km (491 km2 by bankfull area) of streams in the Columbia River basin. Predictions are based on channel confinement, channel slope, bankfull width, and bankfull depth derived from digital elevation and precipitation data. Half of the 367 km2 (47,900 km by length) of low‐gradient channels (≤ 4% channel slope) were classified as floodplain channels with a high likelihood of lateral channel migration (182 km2, 50%). Classification agreement between modeled and field‐measured floodplain confinement was 85% (κ = 0.46, p < 0.001) with the largest source of error being the misclassification of unconfined channels as confined (55% omission error). Classification agreement between predicted channel migration and lateral migration determined from aerial photographs was 76% (κ = 0.53, p < 0.001) with the largest source of error being the misclassification of laterally migrating channels as non‐migrating (35% omission error). On average, more salmon populations were associated with laterally migrating channels and floodplains than with confined or nonmigrating channels. These data are useful for many river basin planning applications, including identification of land use impacts to floodplain habitats and locations with restoration potential for listed salmonids or other species of concern.  相似文献
