Habitat Conservation Plans (HCPs) under the Endangered Species Act (ESA) are an important mechanism for the acquisition of land and the management of terrestrial and aquatic ecosystems. HCPs have become a vital means of protecting endangered and threatened species and their habitats throughout the United States, particularly on private land. The scientific consensus that climate is changing and that these changes will impact the viability of species has not been incorporated into the conservation strategies of recent HCPs, rendering plans vulnerable biologically. In this paper we review the regulatory context for incorporating climate change into HCPs and analyze the extent to which climate change is linked to management actions in a subset of large HCPs. We conclude that most current plans do not incorporate climate change into conservation actions, and so we provide recommendations for integrating climate change into the process of HCP development and implementation. These recommendations are distilled from the published literature as well as the practice of conservation planning and are structured to the specific needs of HCP development and implementation. We offer nine recommendations for integrating climate change into the HCP process: (1) identify species at-risk from climate change, (2) explore new strategies for reserve design, (3) increase emphasis on corridors, linkages, and connectivity, (4) develop anticipatory adaptation measures, (5) manage for diversity, (6) consider assisted migration, (7) include climate change in scenarios of water management, (8) develop future-oriented management actions, and (9) increase linkages between the conservation strategy and adaptive management/monitoring programs.  相似文献

Recently Prévot-Julliard and colleagues presented a concept paper on biological conservation strategies using exotic species as a case study. They emphasized the difficulty of integrating conservation into a broad picture that accounts for public perception as well as scientific knowledge. We support this general call for better integration of society in conservation research, but we believe that the original framework might misguide conservation practices if wrongly interpreted. Our objective is to complement their paper and correct a few misleading points, by showing that (1) for regions of high endemicity “reservation” may be the best conservation practice, and does not prevent public participation, (2) aiming for broad societal agreement is valuable, but in some cases risky, and always complex, and (3) calling a harmful invasive species harmful shouldn’t be an issue. The Australian context provides us with many cases of the labeling of exotic species as harmful or not, using inputs from scientists, industry, and the public. Integration of social and scientific points of view can only improve conservation on the ground if it allows managers to use the ecological, economic and social impacts of exotic species to prioritize conservation actions in an operative way.  相似文献

In the United States, environmental regulatory agencies are required to use “best available” scientific information when making decisions on a variety of issues. However, agencies are often hindered by coarse or incomplete data, particularly as it pertains to threatened and endangered species protection. Stakeholders often agree that more resolute and integrated processes for decision-making are desirable. We demonstrate a process that uses species occurrence data for a federally endangered insect (Karner blue butterfly), a readily available habitat modeling tool, and spatially explicit information about an important Michigan commodity (tart cherries). This case study has characteristics of many protected species regulatory decisions in that species occurrence data were sparse and unequally distributed; regulatory decisions (on pesticide use) were required with potentially significant impacts on a viable agricultural industry; and stakeholder relations were diverse, misinformed, and, in some situations, unjustly contentious. Results from our process include a large-scale, empirically derived habitat suitability map for the focal species and a risk ranking of tart cherry orchards with risk based on the likelihood that pesticide applications will influence the focal protected species. Although the majority (77%) of pesticide-influence zones overlapped Karner blue butterfly habitat, risk scores associated with each orchard were low. Through our process we demonstrated that spatially explicit models can help stakeholders visualize and quantify potential protected species effects. In addition, model outputs can serve to guide field activities (e.g., species surveys and implementation of pesticide buffer zones) that help minimize future effects.  相似文献

Drawing from experiences gained from the development and implementation of four approved habitat conservation plans (HCPs), I describe the goals and strategies used by the nine local government members of the Riverside County Habitat Conservation Agency (RCHCA) to reconcile conflicts among a rapidly growing population and the need to conserve the habitat of a number of declining wildlife species in western Riverside County, California. Several important goals have been pursued by RCHCA member governments in their sponsorship of multiple-species habitat conservation plans (MSHCPs), including (1) establishing certainty and control over future uses of land; (2) eliminating project-by-project negotiations with federal and state wildlife agencies; (3) coordinating mitigation obligations under the Endangered Species Act, Clean Water Act, California Environmental Quality Act, and other federal and state laws; (4) reducing conflict and litigation resulting from land development activities; and (5) ensuring that wildlife conservation activities are conducted in a manner that permits local governments to perform those functions necessary to maintain public health, safety, and welfare. I also describe the emergence of strategies by local governments to achieve MSHCP goals, including (1) use of an inclusive planning process that seeks to build consensus among affected interests; (2) extensive involvement of federal and state wildlife agencies in the preparation of MSHCP documents; (3) management of public lands to support MSHCP conservation objectives; (4) encouragement of voluntary conservation by private property owners through incentive programs; and (5) active solicitation of federal and state funding for MSHCP implementation activities.  相似文献

Conservation planning aims to protect biodiversity by sustainng the natural physical, chemical, and biological processes within representative ecosystems. Often data to measure these components are inadequate or unavailable. The impact of human activities on ecosystem processes complicates integrity assessments and might alter ecosystem organization at multiple spatial scales. Freshwater conservation targets, such as populations and communities, are influenced by both intrinsic aquatic properties and the surrounding landscape, and locally collected data might not accurately reflect potential impacts. We suggest that changes in five major biotic drivers—energy sources, physical habitat, flow regime, water quality, and biotic interactions—might be used as surrogates to inform conservation planners of the ecological integrity of freshwater ecosystems. Threats to freshwater systems might be evaluated based on their impact to these drivers to provide an overview of potential risk to conservation targets. We developed a risk-based protocol, the Ecological Risk Index (ERI), to identify watersheds with least/most risk to conservation targets. Our protocol combines risk-based components, specifically the frequency and severity of human-induced stressors, with biotic drivers and mappable land- and water-use data to provide a summary of relative risk to watersheds. We illustrate application of our protocol with a case study of the upper Tennessee River basin, USA. Differences in risk patterns among the major drainages in the basin reflect dominant land uses, such as mining and agriculture. A principal components analysis showed that localized, moderately severe threats accounted for most of the threat composition differences among our watersheds. We also found that the relative importance of threats is sensitive to the spatial grain of the analysis. Our case study demonstrates that the ERI is useful for evaluating the frequency and severity of ecosystemwide risk, which can inform local and regional conservation planning.  相似文献

The need for cross-disciplinary scientific inquiries that facilitate improved natural resource management outcomes through increased understanding of both the biophysical and human dimensions of management issues has been widely recognized. Despite this broad recognition, a number of obstacles and barriers still sometimes challenge the successful implementation of cross-disciplinary approaches. Improving understanding of these challenges and barriers will help address them and thereby foster appropriate and effective utilization of cross-disciplinary approaches to solve natural resource management challenges. This research uses a case study analysis of the United States National Estuarine Research Reserve System to improve understanding of the critical factors that influence practitioners’ decisions related to incorporating social science into their natural resource management work. The case study research is analyzed and evaluated within a Theory of Planned Behavior framework to (1) determine and describe the factors that predict practitioners’ intent to incorporate social science into their natural resource related activities and (2) recommend potential strategies for encouraging and enabling cross-disciplinary approaches to natural resource management. The results indicate that National Estuarine Research Reserve practitioners’ decisions related to incorporating social science are primarily influenced by (1) confidence in their own capability to incorporate social science into their work and (2) beliefs about whether the outcomes of incorporating social science into their work would be valuable or beneficial.  相似文献

This article describes the history of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP), in the Riverside County region of Southern California. When this collaborative biodiversity conservation planning process began, in 1994, local participants and supporters had numerous factors working in their favor. Yet, as of April 2007, nearly 13 years had passed without an approved plan. This is a common problem. Many multiple species habitat conservation plans now take more than a decade to complete, and the long duration of these processes often results in negative consequences. The CVMSHCP process became bogged down—despite strong scientific input and many political advantages—due to problematic relationships between the Plan’s local supporters, its municipal signatory parties, and officials from the state and federal wildlife agencies, particularly the regional office of the US Fish and Wildlife Service. This case study demonstrates the crucial importance of institutional structures and relationships, process management, and timeliness in habitat conservation planning. We conclude by offering several related recommendations for future HCP processes.  相似文献

In contrast to spatial inequality, there are currently no methods for leveraging information on temporal inequality to improve conservation efficacy. The objective of this study was to use Lorenz curves to quantify temporal inequality in surface runoff and tile drainage, identify controls on nutrient loading in these flowpaths, and develop design flows for structural conservation practices. Surface runoff (n = 94 site‐years) and tile drainage (n = 90 site‐years) were monitored on 40 fields in Ohio. Results showed, on average, 80% of nitrate‐nitrogen, soluble reactive phosphorus (P), and total P loads occurred between 7 and 12 days per year in surface runoff and between 32 and 58 days per year in tile drainage. Similar temporal inequality between discharge and load provided evidence that loading was transport‐limited and highlighted the critical role hydrologic connectivity plays in nutrient delivery from tile‐drained fields. Design flow criterion for sizing structural practices based on load reduction goals was developed by combining Lorenz curves and flow duration curves. Comparing temporal inequality between fields and the Maumee River, the largest tributary to the western Lake Erie Basin, revealed challenges associated with achieving watershed load reduction goals with field‐scale conservation. In‐field (i.e., improved nutrient and water management), edge‐of‐field (i.e., structural practices), and instream practices will all be required to meet nutrient reduction goals from tile‐drained watersheds.  相似文献

Large wood (LW) jams are key riverine habitat features that affect hydraulic processes and aquatic habitat. The hydraulic influence of LW jams is poorly understood due to the complexity of fluid dynamics around irregular, porous structures. Here we validated a method for two‐dimensional hydraulic modeling of porous LW jams using the open‐source modeling software Delft3D‐FLOW. We sampled 19 LW jams at three reaches across the Columbia River Basin in the United States. We used computer‐generated porous plates to represent LW jams in the modeling software and calibrated our modeling method by comparing model outputs to measured depths and velocities at validation points. We found that modeling outputs are error‐prone when LW jams are not represented. By representing LW jams as porous plates we reduced average velocity root mean square error (RMSE) values (i.e., improved model accuracy) by 42.8% and reduced average depth RMSE values by 5.2%. These differences impacted habitat suitability index modeling. We found a 15.1% increase in weighted useable area for juvenile steelhead at one test site when LW jams were simulated vs. when they were ignored. We investigated patterns in average RMSE improvements with varying jam size, bankfull obstruction, porosity, and structure type, and river complexity. We also identified research gaps related to field estimation of LW jam porosity and porous structure modeling methods.  相似文献

Industrialized agriculture currently substitutes many of the ecological functions of soil micro-organisms, macroinvertebrates, wild plants, and vertebrate animals with high cost inputs of pesticides and fertilizers. Enhanced biological diversity potentially offers agricultural producers a means of reducing the cost of their production. Conservation of biodiversity in agricultural landscapes may be greatly enhanced by the adoption of certain crop management practices, such as reduced pesticide usage or measures to prevent soil erosion. Still, the vast monocultures comprising the crop area in many Canadian agricultural landscapes are often of limited conservation value, thus the inclusion of appropriate wildlife habitat in and around arable lands is a fundamental prerequisite for the integration of wild species within agricultural landscapes. This review of current literature considers the potential for non-crop areas within agricultural landscapes to be reservoirs of agronomically beneficial organisms including plants, invertebrates, and vertebrate species. Non-crop habitats adjacent to crop land have been identified as significant for the maintenance of plant species diversity, for the conservation of beneficial pollinating and predatory insects, and as essential habitat for birds. A key component for enhancement of biodiversity is the reintroduction of landscape heterogeneity by (1) protection and enhancement of key non-crop areas, (2) smaller fields and farms, and (3) a greater mixture of crops, through rotation, intercropping and regional diversification. The benefits of increased biodiversity within arable lands are reviewed for various species groups. In the Canadian context, any serious attempt to derive significant agronomic benefit from increased biodiversity will require considerable changes in the agricultural programs and policies which shape mainstream industrialized agriculture. The problems of crop depredation by vertebrate species, weed and insect competition, which still represent significant impediments to the creation and proper management of wildlife habitat, are also discussed.  相似文献

We examine five forested landscapes in Africa (Cameroon, Madagascar, and Tanzania) and Asia (Indonesia and Laos) at different stages of landscape change. In all five areas, forest cover (outside of protected areas) continues to decrease despite local people's recognition of the importance of forest products and services. After forest conversion, agroforestry systems and fallows provide multiple functions and valued products, and retain significant biodiversity. But there are indications that such land use is transitory, with gradual simplification and loss of complex agroforests and fallows as land use becomes increasingly individualistic and profit driven. In Indonesia and Tanzania, farmers favor monocultures (rubber and oil palm, and sugarcane, respectively) for their high financial returns, with these systems replacing existing complex agroforests. In the study sites in Madagascar and Laos, investments in agroforests and new crops remain rare, despite government attempts to eradicate swidden systems and their multifunctional fallows. We discuss approaches to assessing local values related to landscape cover and associated goods and services. We highlight discrepancies between individual and collective responses in characterizing land use tendencies, and discuss the effects of accessibility on land management. We conclude that a combination of social, economic, and spatially explicit assessment methods is necessary to inform land use planning. Furthermore, any efforts to modify current trends will require clear incentives, such as through carbon finance. We speculate on the nature of such incentive schemes and the possibility of rewarding the provision of ecosystem services at a landscape scale and in a socially equitable manner.  相似文献

Effective management of large protected conservation areas is challenged by political, institutional and environmental complexity and inconsistency. Knowledge generation and its uptake into management are crucial to address these challenges. We reflect on practice at the interface between science and management of the Greater Blue Mountains World Heritage Area (GBMWHA), which covers approximately 1 million hectares west of Sydney, Australia. Multiple government agencies and other stakeholders are involved in its management, and decision-making is confounded by numerous plans of management and competing values and goals, reflecting the different objectives and responsibilities of stakeholders. To highlight the complexities of the decision-making process for this large area, we draw on the outcomes of a recent collaborative research project and focus on fire regimes and wild-dog control as examples of how existing knowledge is integrated into management. The collaborative research project achieved the objectives of collating and synthesizing biological data for the region; however, transfer of the project’s outcomes to management has proved problematic. Reasons attributed to this include lack of clearly defined management objectives to guide research directions and uptake, and scientific information not being made more understandable and accessible. A key role of a local bridging organisation (e.g., the Blue Mountains World Heritage Institute) in linking science and management is ensuring that research results with management significance can be effectively transmitted to agencies and that outcomes are explained for nonspecialists as well as more widely distributed. We conclude that improved links between science, policy, and management within an adaptive learning-by-doing framework for the GBMWHA would assist the usefulness and uptake of future research.  相似文献

Abstract: Determining watershed response to vegetation treatment has been the subject of numerous hydrologic studies over the years. However, generalizing the information obtained from traditional paired‐watershed studies to other watersheds in a region is problematic because of the empirical nature of such studies and the context dependence of hydrologic responses. This paper addresses the issue of generalizing hydrologic information through integration of process‐based modeling and field observations from small‐scale watershed experiments. To this end, the results from application of a process‐based model were compared with the results from small‐scale watershed experiments in ponderosa pine forests of Arizona. The model simulated treatment impacts reasonably well when compared to the traditional paired‐watershed approach. However, the model tended to overestimate water yields during periods of low flow, and there was a significant difference between the two approaches in the estimation of treatment impacts during the first four years following treatment. The results indicate that the lumped‐parameter modeling approach used here may be limited in its ability to detect small changes, and tends to overestimate changes that occur immediately following treatment. It is concluded that watershed experiments can be highly informative due to their direct examination of cause‐effect relationships, while process‐based models are useful for their processing power and focus on functional relationships. The integrated use of both watershed experiments and process‐based models provides a way to generalize hydrologic information, illuminate the processes behind landscape treatment effects, and to generate and test hypotheses.  相似文献

Arc StormSurge is a data model that integrates geographic information systems and the hurricane wave and surge model SWAN+ADCIRC, which is the coupling of the Simulating WAves Nearshore (SWAN) wave model and the Advanced Circulation (ADCIRC) hydrodynamic model. The Arc StormSurge data model is a geodatabase, which is a relational database that can contain georeferenced information. It includes feature classes in feature datasets and tables, all related among them through relationship classes, and raster catalogs and grids. In addition to the data model schema, Arc StormSurge includes a number of pre‐ and post‐processing tools that help integrate spatial data and numerical modeling. As an illustration, Arc StormSurge was used to support the modeling of Hurricane Bret, which made landfall in the Corpus Christi area in Texas in 1999. By using Arc StormSurge, it was possible to take advantage of already available geo‐referenced information (e.g., base maps, land cover datasets, and monitoring station locations) for the model setup, and for identifying spatial patterns in the model results by presenting them in map format.  相似文献

We developed logistic regression models from data on biotic and abiotic variables for 172 sites on Banks Peninsula, New Zealand, to predict the probability of occurrence of two diadromous fish, banded kokopu (Galaxias fasciatus) and koaro (G. brevipinnis). Banded kokopu occurrence was positively associated with small streams and low-intensity land uses (e.g., sheep grazing or forested), whereas intensive land uses (e.g., mixed sheep and cattle farming) and lack of riparian forest cover impacted negatively on occurrence at sampled sites. Also, if forests were positioned predominantly in lowland areas, banded kokopu occurrence declined with increasing distance to stream mouth. Koaro occurrence was positively influenced by catchment forest cover, high stream altitudes, and areas of no farming activity or mixed land uses. Intensive land uses, distance to stream mouth, and presence of banded kokopu negatively influenced koaro occupancy of stream reaches. Banded kokopu and koaro presence was predicted in 86.0% and 83.7% agreement, respectively, with field observations. We used the models to quantify the amount of stream reaches that would be of good, moderate, and poor quality, based on the probability of occurrences of the fish being greater than 0.75, between 0.75 and 0.5, or less than 0.5, respectively. Hindcasting using historical data on vegetation cover undertaken for one catchment, Pigeon Bay, showed they would have occupied most of the waterway before anthropogenic modification. We also modeled potential future scenarios to project potential fish distribution.  相似文献

The integration of TQM into plant operations can be accomplished through a four-step circular process: (1) analysis and identification, (2) design, (3) implementation, and (4) evaluation and adjustment. This paper employs a contingent valuation (CV) study to estimate the value of the economic benefits generated by the Akrotiri wetland in Cyprus. It aims to show how CV estimation results can inform efficient, effective and sustainable wetland conservation policies, as required by the European Union's Water Framework Directive, and to suggest economic instruments that can facilitate the implementation of such policies. The results indicate that the design of these instruments require the capturing of both the use and non-use values generated by wetland services and functions.  相似文献
