The designation and management of federal wilderness areas has generated much controversy in the United States. The decade
of the 1980s has been a difficult one for public land managers as there has been growing opposition to their traditional “conserve
but use philosophy.” Public lands are to be managed for the public benefit. Unfortunately there has been little survey research
to find out what the attitudes of the public are towards the management of federally designated wilderness. We report the
results of a national survey of 2670 residents of wilderness counties. We found that the presence of wilderness is an important
reason why 53% of the people moved to or live in the area; 81% felt that wilderness areas are important to their counties;
and 65% were against mineral or energy development in wilderness areas. On some issues there was less agreement as 43% of
the respondents wanted more access to wilderness, and 39% were in favor of additional wilderness with 26% undecided. There
were no large differences between counties and regions despite the differences in economic and social characteristics and
the historical contexts within which they evolved. 相似文献

/ The underlying premise of this study is that wilderness areas attract visitors desiring or expecting different wilderness experiences. In this study, wilderness areas were dichotomized according to distance from a large urban center (urban-proximate vs urban-distant). Four wilderness areas in southern California were used as the study sites. Comparisons were made on selected attributes commonly associated with the wilderness experience. Differences were observed on a number of variables such as acceptable number and type of encounters with other visitors, management preferences, and preferred group sizes. The newly instituted management plan for the Pemigewasset Wilderness area of New Hampshire, USA, which relies principally
on providing information to visitors, represents a departure from traditional plans. Logit analysis of survey data indicates
limited evidence of the plan having much direct impact on visitor behavior. There is evidence of success in information dissemination
to area users; however, the type of information that is being relayed to backcountry users does not appear to be that which

/ Surveys focusing on solid-waste-related issues, conducted over a period of several years, provided data from independent samples of residents of a Midwestern, USA, community. The collection of these data yielded useful information about the relationship between residents' recycling motives and their attitudes toward solid waste management in light of several changes in the solid waste infrastructure of the community over that time. The initial survey assessed baseline beliefs and attitudes, while later surveys were conducted after the implementation of a community educational program and a curbside recycling program. The findings indicated that for recyclers and nonrecyclers, different motives predicted endorsement of solid waste programs and policies. Although a similar percentage of recyclers and nonrecyclers were in support of various proposed programs and policies, concern for the environment was found to be positively related to nonrecyclers' support of proposed programs, particularly before these programs were implemented. Prior to program implementation, motives other than environmental altruism were found to be related to recyclers' support of the programs. Additional findings support the idea that educational programs and increased accessibility to recycling opportunities affect the relationship between people's attitudes toward solid waste management and their recycling motives. 相似文献

Concerns over the increasing popularity of wilderness recreation have resulted in attempts to determine the amount of use that different areas can tolerate without adverse affects to the resource. Early attempts to establish recreational carrying capacities focused on managers' assessments of biophysical impacts. The perceptions of wilderness visitors, however, are now considered integral to capacity decisions. This study used a stress appraisal framework to understand wilderness visitors' perceptions of on-site conditions. It was based on the premise that negative appraisals of wilderness conditions produce stress and that individual perceptions vary based on personal and situational characteristics. The purpose of the study was to assess the validity of a wilderness-hassles appraisal scale by testing hypothesized relationships between experience-use history (EUH), place attachment, and stress appraisal. Data collection occurred through a postal survey of hikers (n = 385) contacted in the High Peaks and Pemigewasset Wilderness Areas during the summer of 2004. An exploratory factor analysis indicated that stress appraisal is a multi-dimensional construct. Validity testing procedures were restricted to those dimensions that were consistent between study areas and provided partial support for the hassles scale. As hypothesized, EUH did not influence perceptions of wilderness conditions. Place attachment, on the other hand, was positively correlated with stressful appraisals of social and managerial conditions. Although Kruskall Wallis tests revealed significant differences in visitors' perceptions of managerial conditions between study sites, perceptions of social conditions did not vary significantly. The attitudes and behaviours of private landholders toward the conservation of a highly transformed and critically endangered
habitat, Overberg Coastal Renosterveld (OCR) (a grassy shrubland of the Cape Floral Region, South Africa) are described. Personal,
semistructured interviews were conducted with landholders, representing 40 properties in the Overberg region, on topics such
as management and utilisation of OCR, the depth of their knowledge of its conservation importance, what they perceive its
value to be, and the extent of their willingness to conserve it. General attitudes toward conservation incentives and provincial
conservation authorities were also investigated. Farmers more willing to conserve were younger, did not necessarily have a
better education, and owned larger farms (>500 ha) with a greater amount of remnant renosterveld (>300 ha) than those less
willing to conserve. Attitudes toward the OCR were largely negative, related to associated problem plants and animals and
the fact that it is believed not to be economically advantageous to retain it. However, farmers are of the opinion that provision
of incentives and increased extension support will provide practical positive inducements for conservation. Landholder education
is paramount to prevent further transformation of critically endangered habitats. The success of private-conservation programs
depends on the attitudes of landowners toward (1) the particular habitat or species to be conserved (which can vary depending
on the type of land use practised and the associated benefits and disadvantages of that habitat type); (2) the conservation
agency or extension officers responsible for that area; and (3) willingness of landowners to participate in a conservation
program, which is influenced by landowner age, farm size, and the amount of natural habitat left to conserve. 相似文献

Understanding how setting attributes influence the nature of the visitor experience is crucial to effective recreation management.
Highly influential attributes are useful indicators to monitor within a planning framework, such as Limits of Acceptable Change.
This study sought to identify the setting attributes perceived to have the most profound effect on the ability to have “a
real wilderness experience” and to assess the degree to which attribute importance varied with situational context and visitor
characteristics. To this end, exiting hikers were surveyed at moderate and very high use trailheads in Alpine Lakes Wilderness,
WA (USA), and Three Sisters Wilderness, OR (USA). They were asked about the degree to which encountering varying levels of
different setting attributes would add to or detract from their experience. Attributes with the largest range of effect on
experience, based on evaluations of different levels, were considered most important. The most influential attributes were
litter and several types of campsite interaction—people walking through camp and number of other groups camping close by.
The perceived importance of setting attributes did not vary much between wilderness locations with substantially different
use levels, suggesting that conclusions are robust and generalizable across wilderness areas. There also was little difference
in the perceptions of day and overnight visitors. In contrast, we found substantial variation in the perceived importance
of setting attributes with variation in wilderness experience, knowledge, attachment, and motivation. Our results validate
the emphasis of many wilderness management plans on indicators of social interaction, such as number of encounters. 相似文献

This article analyzes and carries out an econometric test of the explanatory power of economic and attitude variables for
occurrences of the nonnative signal crayfish in Swedish waters. Signal crayfish are a carrier of plague which threatens the
native noble crayfish with extinction. Crayfish are associated with recreational and cultural traditions in Sweden, which
may run against environmental preferences for preserving native species. Econometric analysis is carried out using panel data
at the municipality level with economic factors and attitudes as explanatory variables, which are derived from a simple dynamic
harvesting model. A log-normal model is used for the regression analysis, and the results indicate significant impacts on
occurrences of waters with signal crayfish of changes in both economic and attitude variables. Variables reflecting environmental
and recreational preferences have unexpected signs, where the former variable has a positive and the latter a negative impact
on occurrences of waters with signal crayfish. These effects are, however, counteracted by their respective interaction effect

The lack of scientific baseline information hinders appropriate design and management of protected areas. To illustrate the value of science to management, we consider five scenarios for the 202.0 km² Puerto Princesa Subterranean River National Park, Philippines: (1) closure to human activities, (2) and (3) two levels of increase in unplanned human activities, (4) creation of a forest corridor and (5) additional allocation of land for permanent or shifting agriculture. We then use habitat-specific bird density estimates to simulate the net effect of each scenario on 18 focal bird populations. Closure has significant benefits—populations of five species are predicted to increase by >50 % and nine by >25 %, but two secondary forest flycatchers, including the endemic and ‘Vulnerable’ Palawan flycatcher, decline dramatically, while the creation of a 4.0 km² forest corridor yields average increases across species of 2 ± 4 % (SD). In contrast, heavier unplanned park usage produces declines in all but a few species, while the negative effects of an extra 2.0 km² of shifting cultivation are 3–5 times higher than for a similar area of permanent agriculture and affect species whose densities are highest in primary habitats. Relatively small changes within the park, especially those associated with agricultural expansion, has serious predicted implications for local bird populations. Our models do not take into account the full complexities of bird ecology at a site, but they do provide park managers with an evidence base from which to make better decisions relating to biodiversity conservation obligations which their parks are intended to meet. 相似文献

Local scale has an important role in environmental management. In Spain, rapid industrialization has occurred in the last
three decades, leading to substantial changes in socioeconomic relations and resulting in significant environmental degradation.
This paper describes the environmental status of the township of Sax (Alicante, in southeast Spain), which has passed from
agriculture to industrial manufacturing in 50 years. The human population has grown exponentially during the second half of
the 20th century, with a 91% increase from 1955 to 1995, coinciding with strong growth in manufacturing (factories increased
fivefold in the period 1955–1976) and important changes in the working population and land use. Illegal rubbish dumps, water
pollution, forest fires, erosion, and degradation of wildlife habitats are the main outcomes of these dramatic socioeconomic
and demographic changes. The administration has focused on the control of water pollution and waste management, while nongovernmental
organizations have concentrated on the prevention of forest fires and the development of environmental education programs.
These measures are insufficient to manage current environmental degradation, and an environmental management plan for the
study area is discussed. Increasing effort in waste management and industrial wastewater control, changes in land-use policy,
and the creation of an advisory committee to increase public participation in decision-making have been identified as environmental

It is difficult to make general recommendations that apply to all ecosystems. There is still a relative dearth of studies
that allow the manager or visitor to come up with specific practices that are the best for their area. The preferred method
of disposal remains to dig a small hole (cat hole) and bury the waste. Other site specific methods are also discussed.
Treatment of drinking water has become standard practice for most backcountry travel. With such treatment, there is little
evidence currently to suggest that the health hazard to humans is great enough to impose further regulation in areas currently

/ Heavy visitor use in many areas of the world have necessitated development of ways to assess visitation impacts. Arches National Park recently completed a Visitor Experience and Resource Protection (VERP) plan. Integral to this plan was developing a method to identify biological indicators that would both measure visitor impacts and response to management actions. The process used in Arches for indicator selection is outlined here as a model applicableto many areas facing similar challenges. The steps were: (1) Vegetation types most used by visitors were identified. Impacted and unimpacted areas in these types were sampled, comparing vegetation and soil factors. (2) Variables found to differ significantly between compared sites were used as potential indicators. (3) Site-specific criteria for indicators were developed, and potential indicators evaluated using these criteria. (4) Chosen indicators were further researched for ecological relevancy. (5) Final indicators were chosen, field tested, and monitoring sites designated. / Bangladesh has recently tested a program called the Flood Action Plan (FAP) to solve its chronic flood problem. The FAP envisages that all the major rivers of Bangladesh will eventually be embanked on both sides in order to prevent flooding. This paper reports on the responses of rural women to the possible impacts of the proposed embankment projects as outlined in the FAP. A further attempt is also made to compare their responses with the results of an earlier survey conducted among male respondents. Data for this study were collected from two rural areas of Bangladesh. It shows that almost all respondents had heard about the proposed construction and that they overwhelmingly support the embankment project of the FAP. Respondents are also aware of both positive and negative impacts of embankment construction. This paper discusses the zoonosis Lyme disease in the context of reduction and control options for the human disease, tick vectors, tick hosts and tick habitats. A questionnaire survey on three moorland recreational areas in the UK (Dartmoor, the Quantock Hills and the North York Moors) was carried out to investigate awareness of the problem of Lyme disease by people using these upland areas. A total of 567 questionnaires analysed showed extremely low levels of knowledge of the disease, symptoms, mode of infection and measures which might reduce the risk of tick bites. The results of this study extend knowledge of a countryside management/human health issue which is of increasing concern across the whole of Europe and North America. 相似文献

The Kabartal wetland situated in the upper Indo-Gangetic flood plains in northern India is significant because of its hydrological
and ecological services, and the socio-economic and cultural values that it represents. Despite being designated as a wildlife
sanctuary, this wetland is under threat from anthropogenic pressures. As in the case of most wetlands, the reason is incomplete
information on its ecological services and functions, breakdown of traditional management structures and the lack of appropriate
and recognized property rights. Our study assesses the economic linkages between the Kabartal wetland and the local people
living around it, through socio-economic surveys and Contingent Valuation Method (CVM). The major objective of the study was
to determine the importance of this wetland to the local people and to give an indication of the distribution of the benefits
among various stakeholders. The people in the region are poor, have low literacy levels and high dependence on Kabartal and
more than 50% want that the wetland should be drained and the land used for agriculture. However, they are willing to participate
in collaborative management initiatives with the state. The willingness of people to accept compensation, as an alternative
to access to Kabartal wetland, regressed on various socio-economic and attitudinal parameters, gave an estimated mean value
of US $27,500 per household over a period of 60 years. This value is a pointer of the total value of access to Kabartal wetland
to the surrounding villagers and would be useful when decisions to compensate people for lost access to Kabartal are made. 相似文献

Multi-angle Indicators System of Non-point Pollution Source Assessment in Rural Areas: A Case Study Near Taihu Lake 总被引:1,自引:0,他引:1
This study aims to identify key environmental risk sources contributing to water eutrophication and to suggest certain risk management strategies for rural areas. The multi-angle indicators included in the risk source assessment system were non-point source pollution, deficient waste treatment, and public awareness of environmental risk, which combined psychometric paradigm methods, the contingent valuation method, and personal interviews to describe the environmental sensitivity of local residents. Total risk values of different villages near Taihu Lake were calculated in the case study, which resulted in a geographic risk map showing which village was the critical risk source of Taihu eutrophication. The increased application of phosphorus (P) and nitrogen (N), loss vulnerability of pollutant, and a lack of environmental risk awareness led to more serious non-point pollution, especially in rural China. Interesting results revealed by the quotient between the scores of objective risk sources and subjective risk sources showed what should be improved for each study village. More environmental investments, control of agricultural activities, and promotion of environmental education are critical considerations for rural environmental management. These findings are helpful for developing targeted and effective risk management strategies in rural areas. 相似文献

We develop indicators showing the relative environmental burdens that human activities place on locales for a given level of economic benefits. The main purpose is to develop tools that allow us to examine the potential vulnerabilities within economies to changes in resource conditions. The indicators of pollution emission or resource consumption per job can be used to identify potential challenges to resource and industry managers and to compare areas in terms of their ability to adapt to change. For example, if a large number of area jobs are dependent on abundant water, this indicates a vulnerability to a reduction in water availability for industrial use. We develop a case study for 23 counties and 1 city in Maryland to examine the usefulness and limitations of the indicators. Our case study demonstrates that the indicators provide an informative view into patterns of local economic activity and use of an area’s environmental goods and services. In contrast to patterns for total environmental burdens (e.g., total SO2 emissions) that are typically reported, the rates of environmental burden per job are not simply correlated with high or low economic output. Thus, the indicators represent distinct patterns of environmental burdens per job that reflect reliance on environmental services. The indicators have some limitations when used at this fine scale because they can misrepresent conditions in counties in which economic sectors are dominated by one or a few businesses.
