The concepts of sustainable agriculture, organic agriculture, regenerative agriculture, and alternative agriculture are receiving increasing attention in the academic and popular literature on present trends and future directions of agriculture. Whatever the reasons for this interest, there nevertheless remain differences of opinion concerning what counts as a sustainable agriculture. One of the reasons for these differences is that the moral underpinnings of a policy of sustainability are not clear. By understanding the moral obligatoriness of sustainability, we can come to understand precisely what must be sustained, and by implication, how. This article discusses the arguments that can be advanced for sustaining anything and initially concludes that our obligations to future generations entail sustaining more than just sufficient food production or an adequate resource base. Indeed, a tradition of care and community must underlie whatever agricultural and resource strategies we are to develop under the rubric of sustainability. A consideration of the larger social and environmental system in which agriculture operates and the constraints this system places on agriculture forces us to recognize that sustainability has to do with larger institutional issues, including our ability to incorporate our common morality democratically into our institutions, practices, and technologies.  相似文献

Despite occupying a central place in the sustainable development paradigm, calls for individuals in high-income countries to adopt patterns of sustainable consumption have failed to gain ground in the past decade. The low uptake of public messages that emphasise links between the environment and the home are caused by a plethora of 'barriers to action', which range from individual circumstances to public norms and structures. This article argues that in addition to these barriers, consideration of how individuals read and react to sustainable consumption information is important. Based on interviews with participants of a sustainable behaviour change programme called Action at Home, this article considers both how, and in what form, knowledge is mobilised when individuals rethink their personal practices. Using Giddens' structuration theory, a framework is presented. This framework emphasises the importance of 'known' or 'local' information, as well as discursive processes, in addressing individual consumption practices and argues that a 'cultural politics' of sustainable consumption needs to be factored into on-going academic and policy debates.  相似文献

The environmental impacts of agriculture depend on both the longrun and shortrun production decisions of farmers. In the longrun, technologies and quasi-fixed factors are selected and put in place through investment. In the shortrun, production plans are made and implemented conditionally upon available technologies and quasi-fixed factors. An important implication is that the environmental effects of agricultural activities result from an integration of economic decisions, private good production practices and biophysical processes. Viewed from a system perspective, these processes transform a set of private and environmental inputs into a set of private good and environmental outputs. It follows from this logic that the environmental impacts or performance of agriculture result not only from the nature of available technologies, but also how those technical opportunities are exploited in response to market and public policy incentives and constraints. This paper presents results of an application of such an integrated model of biophysical and economic processes to evaluate the potential responsiveness of water quality impacts of agricultural field crop practices to changes in economic incentives.  相似文献

A large section of the population (70%) of Uttarakhand largely depends upon agricultural based activities for their livelihood. Rural community of the mountains has developed several indigenous and traditional methods of farming to conserve the crop diversity and rejoice agrodiversity with religious and cultural vehemence. Traditional food items are prepared during occasion, festivals, weddings, and other religious rituals from diversified agrodiversity are a mean to maintain agrodiversity in the agriculture system. Agrodiversity is an insurance against disease and extreme climatic fluctuations, as a coping mechanism in times of scarcity, as a means to enhance overall productivity of farms, as a source of critical nutrition and medicine in the Himalayan region. The different traditional system of agriculture and indigenous method of maintaining soil fertility, socio-cultural and religious rituals has saved many crops that are under threatened category. But all these system and practices are ignored nauseatingly in hill agriculture policy, where more emphasis was given for plain areas. Less emphasis is being put on local systems that rely on existing natural, human, and social assets such as biodiversity, traditional knowledge, and social capital underpinning collective action to ensure food security. Of late, development planners have realized the importance of appropriate technologies and therefore have stressed the need for on-site training, and capacity building of user groups in rural areas of the region. Rural technology demonstration and training center have been supposed as a means disseminating technologies enabling improvement in the yield potential of farms, income generation from off-farm activities, and conservation and efficient use of natural resources. There is a strong need to bring desirable changes in the agricultural policy, research, and development in reference to mountainous regions. The present paper describe present scenario of agriculture, traditional, and socio-cultural practices of retaining soil fertility and agrodiversity, policy dimensions, and strategies for management of the Himalayan agroecosystems.  相似文献

Tropical forest countries are struggling with the partially conflicting policy objectives of socioeconomic development, forest conservation, and safeguarding the livelihoods of local forest-dependent people. We worked with communities in the lower Tapajós region of the central Brazilian Amazon for over 10 years to understand their traditional and present land use practices, the constraints, and decision making processes imposed by their biophysical, socioeconomic, and political environment, and to facilitate development trajectories to improve the livelihoods of forest communities while conserving the forest on the farms and in the larger landscape. The work focused on riverine communities initially in the Tapajós National Forest and then in the Tapajós–Arapiuns Extractive Reserve. These communities have a century-old tradition of planting rubber agroforests which despite their abandonment during the 1990s still widely characterize the vegetation of the river banks, especially in the two protected areas where they are safe from the recent expansion of mechanized rice and soybean agriculture. The project evolved from the capacity-building of communities in techniques to increase the productivity of the rubber agroforests without breaking their low-input and low-risk logic, to the establishment of a community enterprise that allowed reserve inhabitants to reforest their own land with tree species of their choice and sell reforestation (not carbon) credits to local timber companies while retaining the ownership of the trees. By making land use practices economically more viable and ecologically more appropriate for protected areas, the project shows ways to strengthen the system of extractive and sustainable development reserves that protects millions of hectares of Amazon forest with the consent of the communities that inhabit them.  相似文献

The efforts in sustainable natural resource management have given rise to decentralization of forest governance in the developing world with hopes for better solutions and effective implementation. In this paper, we examine how spatially sensitive participation is realized from policy to practice in the process of establishing participatory forest management in Zanzibar, Tanzania. Our policy–practice analysis shows that the policies in Zanzibar strongly support decentralization and local level participation has in practice been realized. However, the policy does not emphasize participatory process design nor address the possibilities of using spatial information and technologies to ensure wider participation. Thus, the practices fall short in innovativeness of using site-sensitive information with available technologies. Reflecting the Zanzibari Community Forest Management Agreements (CoFMA) context with examples of participatory use of spatial information and technologies in other parts of the world, we discuss ways to improve the Zanzibari CoFMA process towards increased participation, communication, local sense of ownership and more sustainable land management decisions, and argue for the future implementation of CoFMA as a spatially sensitive participatory process.  相似文献

Agroforestry systems are fundamental features of the rural landscape of the Indian state of Kerala. Yet these mixed species systems are increasingly being replaced by monocultures. This paper explores how public policies on land tenure, agriculture, forestry and tree growing on private lands have interacted with farmer preferences in shaping land use dynamics and agroforestry practices. It argues that not only is there no specific policy for agroforestry in Kerala, but also that the existing sectoral policies of land tenure, agriculture, and forestry contributed to promoting plantation crops, even among marginal farmers. Forest policies, which impose restrictions on timber extraction from farmers’ fields under the garb of protecting natural forests, have often acted as a disincentive to maintaining tree-based mixed production systems on farmlands. The paper argues that public policies interact with farmers’ preferences in determining land use practices.  相似文献

Rangelands represent one of the most important natural resources in mountainous regions of northern Nepal. However, a poor understanding of the social dimensions of rangeland use has limited their proper management and sustainable development, which represent major challenges for Nepal's resource managers. Institutional development is thought to be a viable solution to this problem and may ultimately lead to improved rangeland management in Nepal. Based on this hypothesis, a study was conduced in the Rasuwa district of northern Nepal to examine the effectiveness of institutional development at the local and national levels in mitigating the problems facing sustainable rangeland management by using an institutional analysis and development (IAD) framework. The information and data were mainly collected from different stakeholders, farmers, professionals and practitioners using a toolkit of participatory rural appraisal (PRA), workshops and literature review. It can be concluded from this case study that a number of institutional development efforts are needed to promote sustainable rangeland management in this region. First, local herders represent a repository of rich indigenous knowledge essential to sustaining sound rangeland management practices; hence, indigenous practices need to be integrated into modern technologies. Second, public services and technical support are currently unavailable or inaccessible to local herders; hence, research, development and extension interventions need to be initiated for marginalized pastoral communities. Third, rangeland institutions are incomplete and ill-organized, so institutional development of various organizations is necessary for promoting sustainable rangeland management. Fourth, the policies and governance necessary for promoting rangeland management are not well-designed; hence, governance reform and policy development need to be formulated through internal and external agencies and organizations.  相似文献

Summary Sustainability as a goal is widely accepted and ranked high on the political agenda. Although the operationalization of this concept differs, the range of opinions shows a pseudo-consensus. Sustainable agriculture is defined in this paper as an agriculture that fulfils functions with regard to food production, nature and landscape, and the development of the rural areas now and in the future. This requires a set of ecological criteria for the agricultural sector. Besides the ecological aspects, sustainable agriculture has consequences for the economic, cultural and socio-political aspects of society. This paper concentrates on the socio-political conditions for sustainable agriculture. An important strategy for the realisation of sustainable agriculture is the stimulation of sustainable initiatives of (groups of) farmers, in particular on a regional level. The future perspectives of such a bottom-upwards approach are described by giving some examples of initiatives of Dutch farmers. It will be argued that the national governmental policy has to enlarge the scope for the development of farming practices.Dr Ing L.G. (Ina) Horlings studied land and water management at the Larenstein International Agricultural College in Velp before studying geography at the University of Nijmegen. She currently works at this university as a researcher and lecturer in the Department of Environmental Policy Sciences at the University. She is writing her thesis on agricultural policy. This article presents an assessment of the effectiveness of national and international energy policies directed toward the objectives of sustainable development contained in Agenda 21. Following a brief overview of energy and transport sector trends over the past ten years, the article discusses whether and to what extent energy policies for sustainable development have impacted on poverty reduction, energy security, equitable access to energy, and transition to a more efficient and environmentally sound energy system.
The impact of policies is assessed considering that such a transition involves appropriate combinations of energy efficient technologies and usage patterns, wider use of renewable energy, and gradual induction of advanced energy technologies. The article then examines the extent to which such policies have been based on integrated assessments of the needs and priorities in economic growth, social development and environmental protection and identifies some of the main constraints and barriers hampering the implementation of energy for sustainable development. The article also examines whether decision-making processes ensure multi-stakeholder participation in policy development and support a fair sharing of commitments, responsibilities and benefits among the participating stakeholders in policy implementation. Selected case studies of policies that have made a tangible difference in promoting energy for sustainable development are outlined.
Finally the article discusses the challenges facing energy for sustainable development and discusses various options to accelerate the implementation of its goals.  相似文献

Integrated coastal zone management (ICZM) has evolved as a key mechanism for the delivery of sustainable development objectives within coastal regions. Yet, despite significant advancements in ICZM application over recent years, one of the most noticeable weaknesses of ICZM performance has been a failure to adequately account for the existence of socio‐economic concerns. This information deficiency is particularly apparent in Scotland. Despite significant progress in the promotion of ICZM, Scottish experiences have been characterized by a focus upon sectoral policy co‐ordination and environmental dimensions of sustainability. This paper provides an evaluation of both socio‐economic conditions and processes which impact upon coastal communities in Scotland and considers how such issues can be accounted for within future coastal management debates.  相似文献

Community-based approaches to environmental management provide opportunities for public engagement in local decision-making processes. This qualitative case study examines learning as resulted from participation in CIDA's “Community-based pest management in Central American agriculture” project. Outcomes include learning about alternative farming practices, human and natural environments, and safer pesticide use. Many participants learnt how to work more effectively with rural communities. For some, this changed their perspective about life and their role in society. Activities that fostered learning outcomes, including sustainability-related outcomes, were: planning and implementing project activities, experimenting on farm demonstration plots, participating in outreach workshops, and students doing rural practica. The learning process, involving international university collaborators and rural participants, is analyzed particularly as it relates to cultural context, collective action, and sustainability. Findings affirm that how the public participates in environmental management decisions influences the breadth and depth of learning outcomes; practical and policy implications are discussed.  相似文献

In the final analysis, sustainable agriculture must derive from applied ecology, especially the principle of the regulation of the abundance and distribution of species (and, secondarily, their activities) in space and time. Interspecific competition in natural ecosystems has its counterparts in agriculture, designed to divert greater amounts of energy, nutrients, and water into crops. Whereas natural ecosystems select for a diversity of species in communities, recent agriculture has minimized diversity in favour of vulnerable monocultures. Such systems show intrinsically less stability and resilience to perturbations. Some kinds of crop rotation resemble ecological succession in that one crop prepares the land for successive crop production. Such rotations enhance soil organic processes such as decomposition and material cycling, build a nutrient capital to sustain later crop growth, and reduce the intensity of pest buildup. Species in natural communities occur at discrete points along the r-K continuum of reproductive maturity. Clearing forested land for agriculture, rotational burning practices, and replacing perennial grassland communities by cereal monocultures moves the agricultural community towards the r extreme. Plant breeders select for varieties which yield at an earlier age and lower plant biomass, effectively moving a variety towards the r type. Features of more natural landscapes, such as hedgerows, may act as physical and biological adjuncts to agricultural production. They should exist as networks in agricultural lands to be most effective. Soil is of major importance in agroecosystems, and maintaining, deliberately, its vitality and resilience to agricultural perturbations is the very basis of sustainable land use.  相似文献

The use of mercury in small-scale gold mining has been a growing concern in many parts of Africa. However, although the negative effects of mercury pollution are increasingly reported, little has been written about how labour relationships and gold production challenges in mining communities affect mercury management practices. This article provides an integrative analysis of small-scale gold extraction processes, labour challenges, and mercury use at gold mills in Zimbabwe, focusing on a gold rush area in Mashonaland West Province. It examines practices employed by miners who have limited economic capacities to upgrade technologies, and how the complex relationships between miners, mill owners and government regulators affect environmental performance. The study draws attention to how poor environmental management practices relate to labour inequities, low gold recovery as well as the informal gold trade dynamics amid the country's economic crisis. Results of a United Nations-supported stakeholder consultation process are discussed, with proposals for improving labour conditions and reducing environmental risk. The article highlights why the government should develop and support local programs to assist miners, as well as the decisive roles mill owners could take in ensuring improved standards on their sites.  相似文献

It has long been suggested that environmental assessment has the potential to contribute to sustainable development through mechanisms above and beyond informing design and consent decisions, and while theories have been proposed to explain how this might occur, few have been subjected to rigorous empirical validation. This research advances the theoretical debate by building a rich empirical understanding of environmental assessment’s practical outcomes, from which its potential to contribute to sustainable development can be gauged. Three case study environmental assessment processes in England were investigated using a combination of data generated from content analysis, in-depth interviews, and a questionnaire survey. Four categories of outcomes are delineated based on the research data: learning outcomes; governance outcomes; attitudinal and value changes; and developmental outcomes. The data provide a robust critique of mainstream theory, with its focus on design and consent decisions. The article concludes with an examination of the consequences of the context-specific nature of environmental assessment practices in terms of developing theory and focusing future research.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. Today's land application practices are designed to effectively treat wastes, and have evolved from earlier practices that centered on cheap disposal with less regard for environmental protection. The major objectives of this paper are to (i) review how current land application practices, and our understanding of them, have evolved over time and (ii) explore how science is used (and sometimes misused or ignored) in the development of design, regulation, and management of sustainable land application. Land treatment technologies have been used effectively for the treatment and recycling of many types of wastewaters and organic residuals for many years. Extensive research and demonstration efforts, as well as experience with pilot- and field-scale projects, have provided the information about soil reactions with contaminants in wastewater and organic residuals needed to design and operate sustainable land application projects. Still, systematic research programs are as important today as ever to support studies aimed at producing information on how soil-based treatment and recycling systems work, to address new areas of concerns as they arise, and continue to improve the overall design, performance, and reliability of land application systems as sustainable soil treatment and recycling systems.  相似文献

This article contributes to debates about climate change policy and technology transfer by analyzing the success factors underlying collaboration between private companies and communities in developing countries. To date, much attention to capacity building for enabling environments — including public–private collaboration — under the climate change convention has focused on state‐led initiatives and on the innovation and development of technologies. This article, instead, focuses on how private‐sector investors and host communities may collaborate in the diffusion of technologies, by reducing the costs of technology transfer, and making technology more appropriate to developing countries. The article describes cases of collaboration concerning waste management and waste‐to‐energy in Thailand and the Philippines. The article argues that successful public–private partnerships between investors and communities depends on minimizing transaction costs, strengthening collaborative (or assurance) mechanisms, and in maximizing public trust and accountability of partnerships. Lessons are then drawn for enhancing capacity building for technology transfer under the climate change convention and applications such as the Clean Development Mechanism.  相似文献
