Problem: Vulnerable road users comprise over half of all road accident victims in the EU and their safety situation is not improving as fast as for motorists. The paper examines factors affecting fatality risk of pedestrians, cyclists, motorcyclists, and moped riders in seven EU countries using data from CARE database. Method: Comparing accident severity indicators between countries is problematic because of data quality issues, different degree of underreporting, and different exposure levels. To avoid bias arising from these issues, fatality risk is modeled with binary logistic regression. Risk factors considered include accident location by area type, junction type, and traffic control, as well as lighting condition. Results are presented as odds ratios of fatal accident outcome in different countries under specific circumstances compared to reference conditions. It is shown that the error in OR values due to underreporting is small. Results and discussion: Wide confidence intervals of the odds ratios in some countries confirm problems with accident data quality. Fatality risk is always higher for non-urban versus urban area and for darkness versus daylight conditions, but the odds ratios are different for different countries. Inconsistent results are obtained for accident location with respect to junction and its control type. Possible reasons for these differences are suggested and discussed. Practical applications: The proposed method avoids the data quality bias of accident severity indicators, thus, it can be used in international comparisons of vulnerable road user accidents. The article findings also support the concept of changes in legislation, such as reducing the speed limit in urban areas in Poland at night. Generally, the experience of countries with low VRU fatality risk identified in the article can be transferred to those with a higher risk.  相似文献

Introduction: The European Union (EU) has developed different strategies to internalize the costs of excessive motor traffic in the road freight transport sector. One of these is a relaxation of restrictions on the size and load capacity of trucks that circulate between member States and a proposal has been made for Longer and Heavier Vehicles (LHVs) to be allowed to circulate across borders. LHVs are the so-called “megatrucks” (i.e., trucks with a length of 25 meters and a weight of 60 tonnes). Megatrucks have allowed to circulate for decades in some European countries such as Norway, Finland, and Sweden, world leaders in traffic accident prevention, although the impact that cross-border traffic would have on road safety is still unknown. Methods: This article provides an econometric analysis of the potential impact on road safety of allowing the circulation of “megatrucks” throughout the EU. Results: The findings show that countries that currently allow megatrucks to circulate present lower traffic accident and fatality levels, on average. Conclusions: The circulation of this type of vehicle is only advisable in countries where there is a certain degree of maturity and demonstrated achievements in the field of road safety. Practical applications: European countries that have allowed megatruck circulation obtaining better road safety outcomes in terms of accidents, although the accident lethality rate seems to be higher. Consequently, introducing megatruck circulation requires a prior proper preparation and examination.  相似文献

The traffic accident rate on descending roads on mountainous highways is quite high. To study the effects of vertical gradient and length of road on traffic accidents on continuous descending roads, data from 1413 traffic accidents over an 85.43 km section of road were collected. By taking parameters such as the gradients in accident sites, and taking the average gradient in N km (N = 1, 2, 3, 4, 5) just prior to the accident sites as the profile parameter, scatter diagrams were drawn to explore the effects of the profile parameters on the distribution of traffic accidents. Analysis of the exponential regression and correlation analysis between accident rates and profile parameters was carried out as well. The research results show that the accident rate increases with average vertical gradient exponentially; the differences between accident rate and different profile parameters are significant; the accident rate has a good exponential relationship with average gradients when a section has a 2 km or 3 km slope just prior to the accident sites i.e. the accident rate at a specific section on a continuous descending road is related to the average gradient in 2–3 km descending sections just prior to the accident site. The findings indicate that a steep gradient alone is not the reason for an accident, but we also have to take into consideration the presence of a “continuous long” descent prior to it.  相似文献

IntroductionThe effective treatment of road accidents and thus the enhancement of road safety is a major concern to societies due to the losses in human lives and the economic and social costs. The investigation of road accident likelihood and severity by utilizing real-time traffic and weather data has recently received significant attention by researchers. However, collected data mainly stem from freeways and expressways. Consequently, the aim of the present paper is to add to the current knowledge by investigating accident likelihood and severity by exploiting real-time traffic and weather data collected from urban arterials in Athens, Greece.MethodRandom Forests (RF) are firstly applied for preliminary analysis purposes. More specifically, it is aimed to rank candidate variables according to their relevant importance and provide a first insight on the potential significant variables. Then, Bayesian logistic regression as well finite mixture and mixed effects logit models are applied to further explore factors associated with accident likelihood and severity respectively.ResultsRegarding accident likelihood, the Bayesian logistic regression showed that variations in traffic significantly influence accident occurrence. On the other hand, accident severity analysis revealed a generally mixed influence of traffic variations on accident severity, although international literature states that traffic variations increase severity. Lastly, weather parameters did not find to have a direct influence on accident likelihood or severity.ConclusionsThe study added to the current knowledge by incorporating real-time traffic and weather data from urban arterials to investigate accident occurrence and accident severity mechanisms.Practical applicationThe identification of risk factors can lead to the development of effective traffic management strategies to reduce accident occurrence and severity of injuries in urban arterials.  相似文献

Increasing amount of road traffic in 1990s has drawn much attention in Korea due to its influence on safety problems. Various types of data analyses are done in order to analyze the relationship between the severity of road traffic accident and driving environmental factors based on traffic accident records. Accurate results of such accident data analysis can provide crucial information for road accident prevention policy. In this paper, we use various algorithms to improve the accuracy of individual classifiers for two categories of severity of road traffic accident. Individual classifiers used are neural network and decision tree. Mainly three different approaches are applied: classifier fusion based on the Dempster–Shafer algorithm, the Bayesian procedure and logistic model; data ensemble fusion based on arcing and bagging; and clustering based on the k-means algorithm. Our empirical study results indicate that a clustering based classification algorithm works best for road traffic accident classification in Korea.  相似文献

Introduction: Research on construction worker safety associated with construction equipment has mostly focused on accident type rather than injury severity and the embedded factor relationships. Significant variables and their effects on the degree of injury are examined for earthmoving equipment using data from OSHA. Four types of equipment, backhoe, bulldozer, excavator, and scraper are included in the study. Accidents involving on-foot workers and equipment operators are investigated collectively, as well as separately. Methods: Cross tabulation analysis was conducted to establish the associations between selected categorical variables, using degree of injury as a dichotomous dependent variable (fatal vs. nonfatal) and a number of independent variables having different values. Odds ratios were calculated to determine how much a certain variable/factor increases the odds of fatality in an accident, and the odds ratios were ranked to determine the relative impact of a given factor. Results: It was found that twelve variables were significantly associated with injury severity. Rankings based on odds ratios showed that inadequate safety training (2.54), missing equipment protective system (2.38), being a non-union worker (2.26), being an equipment operator (1.93), and being on or around inadequately maintained equipment (1.58) produced higher odds for fatality. Conclusion: A majority of the earthmoving equipment accidents resulted in fatality. Backhoes were the most common equipment involved in accidents and fatalities. Struck-by accidents were the most prevalent and most fatal. Non-OSHA compliant safety training, missing seatbelt, operator not using seatbelt, malfunctioning back-up alarms, and poorly maintained equipment were factors contributing to accidents and fatalities. On-foot workers experienced a higher number of accidents than operators, while fatality odds were higher for the operators. Practical applications: Safety professionals should benefit from our findings in planning and delivering training and providing oversight to workers in earthmoving equipment operations.  相似文献

速度对交通事故的发生以及严重程度有着直接影响,是道路交通事故的重要诱因之一。为了准确地反映速度与事故之间的关系,减轻由于速度因素所造成的交通事故的损失,笔者对国内外速度与交通安全的情况进行分析;研究了平均速度与事故危险性、速度离散度与事故率以及速度与事故严重性的关系;提出了加强速度管理,控制交通流平均速度和减小相邻路段的速度差值的对策。基于速度的交通事故分析,建议采用85%位车速作为控制速度的上限值;提出限速措施,以达到减少交通事故及其损失的目的。  相似文献

OBJECTIVE: The present study was performed to clarify the relation between alcohol use and traffic fatalities in accidents involving motor vehicles in Japan. METHODS: Data on traffic accidents were collected from Fukuoka Prefectural Police records of traffic accidents which occurred in that prefecture between 1987 and 1996. Multiple logistic regression models were used to assess the effect of alcohol use on the risk of traffic-accident death. RESULTS: The data showed that 58,421 male drivers were involved in traffic accidents during the 10-year study period, and that 271 of these were killed as a result of the accident. Alcohol use was significantly associated with speed, seat belt use, time, and road form. Among male motorcar drivers, the odds ratio of alcohol use before driving, after adjusting for age, calendar year, time, and road form, was 4.08 (95% confidence interval, 3.08-5.40), which means that about 75% of fatalities (attributable risk percent among exposed) might have been prevented if drivers had not drunk before driving. CONCLUSIONS: Alcohol use before driving resulted in a 4.08-fold increase in the risk of death in a traffic accident. It is suggested that alcohol use is considered an important risk factor for fatality in traffic accidents.  相似文献

为研究夜间交通事故严重程度致因,基于深圳市3年3 244起交通事故数据,获取昼夜交通事故分布的时空特征;进一步选取交通事故集聚的南山区、福田区、罗湖区的1 798起交通事故,以交通事故严重程度为因变量,以事故原因、日期、事故形态等10个因素为候选自变量,构建广义有序Logit回归模型,对比分析昼夜不同严重程度交通事故的影响因素。结果表明:路口路段类型、疲劳驾驶、事故日期在夜间模型参数估计值分别为0.493,-0.363,-0.309,而在日间模型表现为不显著,道路路面材料在日间模型参数估计值为-0.232,而在夜间表现为不显著;事故原因、道路横断面渠化方式等因素在日间和夜间所引起交通事故的严重等级均存在较大差异。  相似文献

IntroductionFreeway accidents are a leading cause of death in China, which also triggers substantial economic loss and an emotional burden to society. However, the internal mechanism of how microscopic kinetic parameters of vehicles influenced by road characteristics determine the occurrence of different types of accidents has not been explicitly studied. This research aimed to explore the “link role” of tire microscopic kinetic parameters in road characteristic variables and traffic accidents to aid in facilitating the traffic design and management, and thus to prevent traffic accident. Method: A mountain freeway in Zhejiang Province, China was used as the research object and the data used in this paper were obtained through a real-time vehicle experiment. Multiple estimation models, including the standard ordered logit (SOL) model, fixed parameters logit (FPL) model, and random parameters logit (RPL) model were established. Results: The findings show that road characteristics will affect the longitudinal kinetic characteristics of the vehicle and, consequently, map the level of risk of rear-end accidents. Driving compensation effects were also identified in this paper (i.e., the drivers tend to be more cautious in complicated driving circumstances). Another finding relating to the mountain freeway is that different tunnel characteristics (e.g., tunnel entrance and tunnel exit) have different effects on different types of traffic accidents. Practical Applications: The framework proposed in this article can provide new insight for researchers to enlarge the research subjects of both explanatory and outcome variables in accident analysis. Future research could be implemented to consider more driving conditions.  相似文献

Background: The objective of this study is to provide an up-to-date overview of the patterns of injuries, especially traumatic brain injury (TBI) caused by RTAs and to discuss some of the public health consequences. Methods: A scientific team was established to collect road traffic accidents occurring between 2013 and 2018 in Chongqing, Southwest China. For each accident, the environment-, vehicle-, and person- variables were analyzed and determined. The overall injury distribution and TBI patterns of four types of road users (driver, passenger, motorcyclist and pedestrian) were compared. The environmental and time distribution of accidents with TBI were shown by bar and pie chart. The risks of severe brain injury whether motorcyclist wearing helmets or not were compared and the risk factors of severe TBI in pedestrian were determined by odds ratio analysis. Results: This study enrolled 2131 accidents with 2741 persons of all kind of traffic participants, 1149 of them suffered AIS1+ head injury and 1598(58%) died in 7 days. The most common cause of deaths is due to head injury with 714(85%) and 1266(79%) persons died within 2 hours. Among 423 persons suffered both skull fracture and intracranial injury, 102 (24.1%) have an intracranial injury but no skull fractures, while none of the skull fractures without intracranial injury was found. Besides, motorcyclists without a helmet were at higher risks for all the brain injury categories. The risk of pedestrian suffering severe TBI at an impact speed of more than 70 km/h is 100 times higher than that with an impact speed of less than 40 km/h. Conclusion: It is urgently needed to develop a more reliable brain injury evaluation criterion for better protection of the road users. We believe that strengthening the emergency care to head injury at the scene is the most effective way to reduce traffic fatality.  相似文献

Introduction: Speed limit enforcement cameras provide an effective approach to reduce vehicle speeds and the number of road accidents. However, it is still unclear whether the safety effects of speed cameras show durability over long periods of time. This paper analyses how the effects of speed cameras on road accidents change over time. A total number of 771 camera sites and 4787 potential control sites are observed for a period of 18 years (1999–2016) across England. Method: Covariates such as road class, crash history, speed limit, and annual average daily traffic (AADT) are included in the data set. A difference in difference (DID) based propensity score matching (PSM) method is employed to select proper control sites and estimate the treatment effects. The safety effects of speed cameras are then evaluated from a long-term perspective. The post-treatment period is divided into four equal-length periods: early, medium 1 and 2, and late. Results and Conclusions: The results show that speed cameras have significantly reduced the number of road accidents near the camera sites. However, the effects vary across different time periods. The safety effects of speed cameras experienced a sharp decrease during the medium periods after an initial period of highly reduced accidents (medium 1: −53.1%, medium 2: −40.7%) and recovered slightly during the late period. In addition, to evaluate the criteria for selecting camera sites in the UK, we further investigated whether speed cameras at high risk sites have better safety performance. The results show that while safety effects at high risk camera sites also decreased during the medium periods, the reduction was smaller (medium 1: −20.8%, medium 2: −2.1%). Practical Applications: Appropriate road traffic regulations and management, as well as proper camera sites selection criterion, are important to maintain the effectiveness of speed cameras.  相似文献

Introduction: In Taiwan, segregated traffic flow countermeasures have long been in place. Although these facilities have decreased the numbers of motorcycle left-turn collisions, right-angle collisions, and sideswipe collisions, they have also induced serious right-turn accidents. The purpose of this research was to evaluate an intervention intended to decrease conflicts and motorcycle-involved crashes. In this study, the reasons why the motorcycle accident rate is higher at intersections with slow lanes than at those without slow lanes are presented, and the theory of the self-explaining road was applied to create divergence markings for a mixed traffic flow environment. An intervention that guides motorcycles and cars into appropriate locations at intersections was applied to three intersection approaches. Method: The intervention effectiveness was evaluated by comparing the number of accidents at the intersections before and after the implementation of improvement measures. Moreover, video recordings were used to analyze the traffic distributions at the cross-sections of intersections. T-test was adopted to examine whether the traffic flows at the cross-sections of the intersections before and after the intervention were statistically different. In addition, this research applied the post-encroachment time (PET), the time between the first road user leaving the encroachment zone and the second road user arriving in it, to evaluate traffic conflicts. Finally, the PET and severity index between a straight-through motorcycle and a right-turn vehicle were analyzed. Results: PET increased by 3.2%–20.4%, and the rates of right-turn collisions, sideswipe collisions, and rear-end collisions decreased by 64.3%, 77.3%, and 61.5% respectively. Conclusions: Eliminating the slow traffic lane and setting divergence markings may not effectively cause vehicles in different driving directions to drive in the proper locations in the lanes. However, divergence markings both reduce the rate of right-turn collisions and decrease the incidence of sideswipe and rear-end collisions. Practical applications: The proposed design method may be a good design reference for countries having a high motorcycle density.  相似文献

交通事故的发生具有随机性和偶然性,为尽可能地降低交通事故的伤害程度,根据某高速公路典型事故多发段的交通事故统计资料,以交通事故严重程度为因变量,从时间、道路空间结构和交通运行环境等因素中初步选择12个候选自变量,采用混合逐步选择法分析候选自变量与因变量是否显著相关。采用累积Logistic模型建立交通事故严重程度时空分析模型,并从成比例检验、拟合优度检验和预测准确度检验3个方面对模型进行检验。研究结果表明:事故发生时段、季节因素、发生地点、道路线形、坡度、事故涉及车辆数和日标准交通量与年平均日交通量之比与交通事故严重程度显著相关。  相似文献

Introduction: The number of road fatalities have been falling throughout the European Union (EU) over the past 20 years and most Member States have achieved an overall reduction. Research has mainly focused on protecting car occupants, with car occupant fatalities reducing significantly. However, recently there has been a plateauing in fatalities amongst ‘Vulnerable Road Users’ (VRUs), and in 2016 accidents involving VRUs accounted for nearly half of all EU road deaths. Method: The SaferWheels study collected in-depth data on 500 accidents involving Powered Two-Wheelers (PTWs) and bicycles across six European countries. A standard in-depth accident investigation methodology was used by each team. The Driver Reliability and Error Analysis Method (DREAM) was used to systematically classify accident causation factors. Results: The most common causal factors related to errors in observation by the PTW/bicycle rider or the driver of the other vehicle, typically called ‘looked but failed to see’ accidents. Common scenarios involved the other vehicle turning or crossing in front of the PTW/bicycle. A quarter of serious or fatal injuries to PTW riders occurred in accidents where the rider lost control with no other vehicle involvement. Conclusions: Highly detailed data have been collected for 500 accidents involving PTWs or bicycles in the EU. These data can be further analyzed by researchers on a case-study basis to gain detailed insights on such accidents. Preliminary analysis suggests that ‘looked but failed to see’ remains a common cause, and in many cases the actions of the other vehicle were the critical factor, though PTW rider speed or inexperience played a role in some cases. Practical Applications: The collected data can be analyzed to better understand the characteristics and causes of accidents involving PTWs and bicycles in the EU. The results can be used to develop policies aimed at reducing road deaths and injuries to VRUs.  相似文献

Introduction: The high traffic accident risk among young drivers is a well-known and well-documented fact in most countries. Lifestyle has proven to affect driving behavior as well as accident risk. This study covers the lifestyle component of the problems related to young male Kuwaiti drivers’ accident risk. Methods: The purpose of the study is to measure the relationship between lifestyle and accident risk. Lifestyle is measured through a questionnaire, where 302 male Kuwaiti drivers (mean age = 28 years; range 25-35 years) answer 39 questions related to behavioral and social factors, road conditions, police enforcement, and life satisfaction. They also report their involvement in accidents and traffic violations. Results: The questionnaire's validity and reliability (Cronbach's alpha = 0.7) were achieved. Principal component analysis reduced the 39 items on the questionnaire to 5 factors. Inadequate police enforcement is strongly correlated (r = 0.862) to accident risk and traffic violations and is thus considered the best predictor of traffic accidents in Kuwait. Impact on Industry: As driving-related incidents (on-the-job and off-the-job) are a significant source of fatalities and lost-work-days, the study points to the importance of considering cultural factors in the design of comprehensive safety programs for industry.  相似文献

Objective: Powered mobility devices (PMDs) are commonly used as aids for older people and people with disabilities, subgroups of vulnarable road users (VRUs) who are rarely noted in traffic safety contexts. However, the problem of accidents involving PMD drivers has been reported in many countries where these vehicles have become increasingly popular.

The aim of this study is to extract and analyze national PMD-related accident and injury data reported to the Swedish Traffic Accident Data Acquisition (STRADA) database. The results will provide valuable insight into the risks and obstacles that PMD drivers are exposed to in the traffic environment and may contribute to improving the mobility of this group in the long term.

Methods: The current study is based on data from 743 accidents and 998 persons. An analysis was performed on a subset of data (N?=?301) in order to investigate the development of accidents over a period of 10 years. Thereafter, each accident in the whole data set was registered as either single (N?=?427) or collision (N?=?315).

Results: The results show that there was a 3-fold increase in the number of PMD-related accidents reported to STRADA during the period 2007–2016.

With regard to single accidents, collisions, as well as fatalities, the injury statistics were dominated by males. Single accidents were more common than collisions (N?=?427 and N?=?316, respectively) and the level of injury sustained in each type of accident is on par.

The vast majority of single accidents resulted in the PMD driver impacting the ground (87%), due to either PMD turnover (71%) or the driver falling out of the PMD (16%). The reason for many of the single accidents was a difference in ground level (34%, typically a curb).

Cars, trucks, or buses were involved in 67% of collision events; these occured predominantly at junctions or intersections (70%).

Abbreviated Injury Scale (AIS) 3+ injuries were dominated by hip and head injuries in both single accidents and collision events.

Conclusions: The present study shows that further research on PMD accidents is required, with regard to both single accidents and collision events. To ensure that appropriate decisions are made, future work should follow up on injury trends and further improve the quality of PDM-related accident data. Improved vehicle stability and design, increased usage of safety equipment, proper training programs, effective maintenance services, and development of a supporting infrastructure would contribute to increased safety for PMD drivers.  相似文献
