Devolution of responsibilities is transforming how flood risk is managed in many countries. Research assessing the emergence and role of a new element in the governance of flood risk management in England explored the numerous ‘flood action groups’ that have developed over the last decade. We identified two broad categories of relationship between the public and authorities. The first displays ‘contractual’ characteristics: a level of protection provided by the authority in exchange for taxes or similar support. The second embodies a ‘collaborative’ relationship: public knowledge, social and financial resources are equal and complementary to those of authority, and seeking ‘collective security’. In general, the former were more successful than the latter, but common lessons were that success in FRM should not be defined purely as the ability to prevent flooding, but as the ability to access a variety of resources across different levels of society at different stages of flood risk management. 相似文献

BACKGROUND, AIMS AND SCOPE: According to the German Federal Soil Protection Act, the natural function of soil as a habitat for human beings, animals, plants and soil organisms is, among other things, to be protected by deriving soil values for important chemicals regarding their amounts in the environment, their persistence and/or their toxicity. This contribution presents the results of the mathematical derivation of such values for nine metals and ten organic substances from soil ecotoxicological effect values available in the literature for microbial processes, plants and soil invertebrates. MATERIAL AND METHODS: Ecotoxicological data were mostly extracted from published papers and reports and had to originate from valid studies that were performed according to internationally standardised guidelines (e.g. ISO) or were otherwise well documented, plausible and performed according to accepted laboratory practice. As test results, both structural (i.e., effects on mortality, growth or reproduction) and functional (i.e., effects on microbial activity or organic matter breakdown) parameters were included. The derivation of soil values was performed using the distribution based extrapolation model (DIBAEX) and EC(50)s (Effective Concentration) as input data. RESULTS: For 19 compounds, soil values could be calculated. In 18 of these 19 cases clear laboratory ecotoxicological effects (i.e., EC50 values) below the calculated soil value have been found in the literature. DISCUSSION: In those few cases where a comparison with field studies is possible, effects have been observed in the same order of magnitude as the calculated soil values. A comparison with other similar approaches confirmed the plausibility of the calculated values. CONCLUSIONS: The DIBAEX-method is a feasible and widely accepted method for deriving soil values from ecotoxicological input data. Data availability was already satisfactory for some substances, but other substances, especially organics, were only poorly covered. The soil values presented here were based on EC50 input data. However, depending on the protection level aimed at by using soil values in legislation, it might be appropriate to use other input data such as NOECs in the derivation process. RECOMMENDATIONS AND PERSPECTIVES: It is recommended to generate an appropriate number of data for further relevant substances by means of a test battery or multi-species approaches such as terrestrial model ecosystems. These tests should also consider the influence of the bioavailability of substances. A final recommendation for legally binding soil values demands a plausibility check of the mathematically derived values. This should include a comparison with natural background concentrations, soil values for other pathways and soil values used in legislation of other countries. BACKGROUND: Preparation of the new European REACH (Registration, Evaluation and Authorisation of CHemicals) regulation on chemicals has reached a critical stage. Depending on how key elements of the legislative proposal are finalised, especially that on authorisation of uses of 'substances of very high concern', REACH could either provide an effective measure to drive innovation towards cleaner and safer alternatives, or instead lead to further avoidable chemical exposures on the basis of demonstrated 'adequate control' of risks. Given that some key indicators of human and wildlife reproductive health continue to decline in parts of Europe, while evidence for chemical exposure as a contributory factor grows, it will clearly be vital to get the legislation right. GOAL AND SCOPE: Whereas there is now a consensus between the European Parliament and Council of the European Union that uses of persistent, bioaccumulative and toxic (PBT) and very persistent and very bioaccumulative (vPvB) substances should only be permitted when no safer alternatives are available, major differences remain regarding the manner in which other 'substances of very high concern' (including substances which are carcinogenic, mutagenic or toxic to reproduction (CMRs) and endocrine disruptors) are addressed. This paper examines those differences in more detail and proposes some ways forward. METHODS: Using case studies of specific chemicals as examples, the paper critically evaluates the concepts of 'effect thresholds' and 'adequate control' of risks, which underpin the Council's proposal for many CMRs and endocrine disruptors. RESULTS: The subjectivity and uncertainties inherent in the threshold approach proposed by the Council, as illustrated by these case examples, bring its ability to ensure a high level of protection for the environment and human health into question: i. the nature and extent of toxic effects recorded depend on many different factors, including the type of test and conditions selected, the organisms exposed, the timing of exposure and precisely which effects are measured and over what timeframe. ii. doses considerably below 'no effect levels' for survival could nevertheless be causing significant impairment to health and/or reproductive success. iii. chemicals present in mixtures at levels below established thresholds for effects may, in combination, induce significant toxicological responses. DISCUSSION: Under the Council's current proposal, companies will be granted authorisations for some uses of CMRs and endocrine disruptors, even if safer alternatives without these properties are already on the market. The high level of evidence required for identification of substances as being of equivalent concern represents an additional weakness in the Council approach. CONCLUSIONS: Instead, a requirement (along the lines of the Parliament's proposals) to address the availability of alternatives in all cases, to use them when available and to initiate their development when not, represents a more robust, defensible and protective approach to the management of 'substances of very high concern'. The possibility for authorisation of essential uses would remain, while all avoidable uses and exposures would progressively be prevented and sustainable innovation supported. PERSPECTIVES: In the long run, this can only lead to a more sustainable future for the chemical industry in Europe, as well as delivering benefits of increased protection for our environment and health for generations to come. 相似文献

The air pollution potential of any area is directly related to its population and economic development. In New York State, this pollution potential ranges from that existing in the sparsely inhabited recreational zones to that prevailing in the densely populated and/or heavily industrialized areas. No one set of air quality standards or objectives can be developed which can reasonably be applied on a statewide basis. A classifications-air quality objectives system has been adopted by the State Air Pollution Control Board for application in New York State. In accordance with this system, specific areas can be classified in one of 16 categories. Air quality objectives, in keeping with each classification, are designed to protect health and to promote the maximum comfort and enjoyment and use of property consistent with the needs of the area concerned. The system was developed by the staff with the assistance of a council of technical advisors. Units of measurement related to the most important effect of specific contaminants are utilized. Methods of sampling and analysis are specified. The details of the classifications-objectives system, the place of the system in the state’s air resource management plan, the manner in which each segment of the state after study will be classified, and how attainment will be evaluated are described. 相似文献

Particulate matter is an important air pollutant, especially in closed environments like underground subway stations. In this study, a total of 13 elements were determined from PM10 and PM2.5 samples collected at two subway stations (Imam Khomeini and Sadeghiye) in Tehran’s subway system. Sampling was conducted in April to August 2011 to measure PM concentrations in platform and adjacent outdoor air of the stations. In the Imam Khomeini station, the average concentrations of PM10 and PM2.5 were 94.4?±?26.3 and 52.3?±?16.5 μg m?3 in the platform and 81.8?±?22.2 and 35?±?17.6 μg m?3 in the outdoor air, respectively. In the Sadeghiye station, mean concentrations of PM10 and PM2.5 were 87.6?±?23 and 41.3?±?20.4 μg m?3 in the platform and 73.9?±?17.3 and 30?±?15 μg m?3, in the outdoor air, respectively. The relative contribution of elemental components in each particle fraction were accounted for 43 % (PM10) and 47.7 % (PM2.5) in platform of Imam Khomeini station and 15.9 % (PM10) and 18.5 % (PM2.5) in the outdoor air of this station. Also, at the Sadeghiye station, each fraction accounted for 31.6 % (PM10) and 39.8 % (PM2.5) in platform and was 11.7 % (PM10) and 14.3 % (PM2.5) in the outdoor. At the Imam Khomeini station, Fe was the predominant element to represent 32.4 and 36 % of the total mass of PM10 and PM2.5 in the platform and 11.5 and 13.3 % in the outdoor, respectively. At the Sadeghiye station, this element represented 22.7 and 29.8 % of total mass of PM10 and PM2.5 in the platform and 8.7 and 10.5 % in the outdoor air, respectively. Other major crustal elements were 5.8 % (PM10) and 5.3 % (PM2.5) in the Imam Khomeini station platform and 2.3 and 2.4 % in the outdoor air, respectively. The proportion of other minor elements was significantly lower, actually less than 7 % in total samples, and V was the minor concentration in total mass of PM10 and PM2.5 in both platform stations. 相似文献

Besides well-known episodic Kosa during spring, high concentrations of Ca2+ in aerosols were observed early in summer as well as in the semi-continuous data of the aerosols at the summit of Mt. Fuji. We further analysed the data to study the chemical characteristics of the high calcium event during early summer. The back trajectory analyses of the event indicated that Ca was transported from arid and semi-arid regions (e.g. the Taklamakan desert) through the westerly-dominated troposphere higher than the height of the summit of Fuji. The amount of SO42? was always equivalent to that of NH4+ unlike the case of the normal Kosa period where SO42? is in excess with respect to NH4+. This shows the ‘after’ mixing of unreacted CaCO3 of Kosa origin with (NH4)2SO4, which was only realized by the downward injection of Kosa particles from higher altitudes to the air masses of different origin. In the case of normal Kosa, the air bearing Kosa particles passed through the polluted area to absorb unneutralized acids (‘on-the-way’ mixing), whereas in the case of the Kosa-like phenomena in summer, the acids from the polluted area have been neutralized by NH4+ and become inactive before mixing with CaCO3 (“after” mixing). We have simplified the chemistry of aerosols using their three major components, Ca2+, SO42? and NH4+, and introduced a new triangle diagram with the three assumed end-members of CaCO3, CaSO4 and (NH4)2SO4 to quantify the contribution of the ‘after’ mixing to the aerosols (AMI; ‘after’ mixing index). Based on the back trajectories of some high AMI cases, CaCO3 in Kosa particles was transported through the middle troposphere (5000–7000 m) and descended to meet another air mass where SO42? had been already neutralized by NH3. 相似文献

Mountaintop removal mining (MTR) is a major industry in southern West Virginia with many detrimental effects for small to mid-sized streams, and interest in alternative, sustainable industries is on the rise. As a first step in a larger effort to assess the value of sport fisheries in southern West Virginia, we estimate the potential abundances of two popular sport fishes—smallmouth bass (Micropterus dolomieu) and brook trout (Salvelinus fontinalis)—in the Coal River Basin (CRB). A self-thinning model that incorporates net primary production and terrestrial insect subsidies is first used to predict potential densities of adult (age 1+) smallmouth bass and brook trout. Predicted densities (fish ha?1) are then multiplied by the surface area of the CRB stream network (ha) to estimate regional abundance. Median predicted abundances of bass and trout are 38 806 and 118 094 fish (total abundances with the CRB), respectively. However, when streams that intersect permitted MTR areas in the CRB are removed from the dataset, predicted abundances of bass and trout decrease by ~12–14 %. We conclude that significant potential exists in the CRB to capitalize on sport fisheries, but MTR may be undermining this potential. 相似文献

Ozone measurements made using Schönbein’s method during the late nineteenth and early twentieth centuries have been examined and converted to modern units using a method originally developed by Linvill et al. (1980). Monthly Weather Review 108, 1880–1891 and Anfossi et al. (1991). Journal of Geophysics Research 96, 17,349–17,352. New data are presented here from sites in Europe, Asia, Africa, Australia, and South America. The values obtained lie in the range 5–15 ppb for all sites. A negative correlation between ozone and humidity is observed, which may be consistent with photochemical loss of ozone in the presence of water vapour. Carl Linnaeus’ work on the ‘economy of nature’ was a major early development in what became the modern field of ecology. This analysis suggests that a key subject of this work that has been ignored or misunderstood for 250 years is the rural livelihoods, especially swidden (or slash-and-burn) agriculture, which Linnaeus studied during his expeditions through rural Sweden. Rereading his reports in the light of modern work on swiddens, political ecology, and the history of science affords a new appreciation of Linnaeus’ insights into traditional systems of resource exploitation. The logic of nutrient cycling in swidden agriculture and its utilization of natural dynamics to serve human ends exemplify the principles of the ‘economy of nature’, and gave Linnaeus a philosophical basis for understanding and defending this system of agriculture as well as other rural resource use systems in Sweden. This analysis sheds new light on Linnaeus’ ethnographic work, his view of folk environmental knowledge, and his often derided identification with Sweden’s ethnic peoples. 相似文献
