Much work has been done to prepare schools and institutions for the immediate effects of earthquakes and other disasters. This paper looks at the preparation needed for medium to long term recovery from the physical and psychological effects of earthquakes. Colegio Madrid, a school of 3,000 students that suffered major damage in the September 1985 Mexico City earthquake serves as the focus of this study. The experiences and actions of faculty, staff, students and parents at this school provide lessons for not only schools, but all institutions and communities which may face the prospect of reconstructing themselves following a disaster.  相似文献

This paper reviews the role of news with respect to the mental health of a population exposed to a disaster. It is based on the five essential elements of psychosocial care presented by Stevan E. Hobfoll et al. (2007) that can be introduced after a potentially traumatic event: promoting a sense of safety, calming, self and collective efficacy, connectedness, and hope. This study developed a method to relate these elements to television coverage and applied it to the stories (n=1,169) aired by the main networks in Chile in the 72 hours after an 8.8 magnitude earthquake struck on 27 February 2010. Of the five elements, promoting a sense of safety occurred most often (82.72 per cent), whereas the others were barely present (less than 10 per cent). The study argues that these elements can increase the possibility of framing the news, given that the audience watching can also be affected by a disaster.  相似文献

This paper reports on what has happened to earthen structures in 26 Guatemalan communities studied over a 4-year period since the 1976 earthquake. The data were obtained from three waves of personal interviews with 1472 randomly sampled household heads. The results show that adobe, which was the primary housing material before the earthquake was heavily damaged in that event. As a consequence the number of adobe structures and of other earthen structures has been drastically reduced. The people of Guatemala individually and because of agency housing programs have abandoned adobe as a building material and turned to concrete block and wood. Surviving earthen structures have not been improved substantially and remain with largely the same structural features as before the earthquake. The greatest improvement is in the use of comer posts or columns in the walls but most of these are made of untreated crude logs or lumber, subject to rot and termite damage. Little information on aseismic housing seems to have spread either within the earthquake area or in the unaffected areas surrounding it. A program to spread information on how to use adobe in aseismic designs needs to be conducted along with one to assist citizens to aquire the resources necessary to improve the earthquake vulnerability of houses.  相似文献

An earthquake registering 6.9 on the Richter scale hit the northern part of the Armenian Republic of the Soviet Union on 7 December 1988, resulting in thousands of deaths and injuries. The majority of these resulted from the collapse of inadequately designed and constructed buildings. Analysis of the effects of the Armenian earthquake on the population, as well as of the rescue and medical response, has strong implications for earthquake preparedness and response in other seismically vulnerable parts of the world. Specifically, this paper will recommend a number of important endeavours deemed necessary to improve medical planning, preparedness and response to earthquakes. Strengthening the self-reliance of the community in disaster preparedness is suggested as the best way to improve the effectiveness of relief operations. In earthquake-prone areas, training and education in basic first aid and methods of rescue should be an integral part of any community preparedness programme.  相似文献

One essential response to disasters is to bring relief aid for the immediate survival of the victims. Another response is often of great importance, although it receives less publicity: that of helping the victims to re-establish themselves economically. The extension of agricultural credit is one means of achieving this where people have lost crops and/or productive assets. In Orissa, East India, from the mid-1970's, OXFAM channelled funds through local development organizations for this purpose. In this report, Lincoln Young presents a retrospective review of some of the results of two such projects; the Winter Wheat Project following a drought and the Dalua Project following floods. The emergency nature of such schemes poses considerable problems, placing unusual stress on local administrators in making rapid day-to-day decisions and diminishing the possibilities of monitoring which exist in more normal circumstances. The projects described here failed to achieve their original objectives, but lessons may be learned with perhaps greater clarity than from other, somewhat more successful, disaster relief programmes.  相似文献

Governments often provide grants or low-interest loans to disaster victims. Yet these programmes have proven to be quite costly. In addition, questions have been raised about associated behavioural incentives. Conceptually, government disaster insurance programmes should be more efficient, consistent and equitable than ex post facto disaster relief in the form of grants and loans. Yet the performance of government disaster insurance programmes has been mixed, at best. This article reviews the history of US federal natural disaster assistance to individuals and concludes with a recommendation for a new government role in the provision of disaster insurance.  相似文献

Two three-dimensional conceptual models are presented that should help those concerned with disasters and disaster victims to integrate the numerous studies on the topic. The first, concerning disasters, involves matters ecological, technological and social scientific. It covers the elements earth, air, fire, water/liquid, and people. It includes the time dimensions of preparedness, response, recovery and mitigation. The second introduces a six-fold classification of victims, together with dimensions to cover the methods and kinds of delivery of different interventions that might be made available to help them. The suggestion is that, were the appropriately noted victim model placed within the larger disaster model according to the types of disaster study being examined, there might be useful academic, political, and professional implications.  相似文献

Military forces of the United States and other countries possess training, equipment and capabilities that are suited for work in disaster preparedness and assistance. Information on the use of military units in domestic and foreign disaster-related efforts, particularly by United States forces in the medical area, was obtained by review of the literature and unpublished military reports, and from interviews with people who have been involved with disaster-related activities. The historical reasons for viewing United States forces as resources in disaster situations are identified. Additionally, issues and problems related to disaster preparedness and assistance in general, and more specifically, to the past and future use of military personnel for this mission are examined. The need for a defined military mission for emergency humanitarian assistance and the need for a military organizational structure to support this mission are identified. Once these two critical issues have been properly addressed, the United States military should participate in the establishment of a disaster institute for joint civilian-military disaster planning and training, in both domestic and foreign areas.  相似文献

Immediate provision of information to the public is vital during mass casualty incidents (MCIs). Failure to implement rapidly a communication response system may result in the public overwhelming hospitals. This paper shares Israel's experience in developing and maintaining a national system for supplying information on the location and identification of casualties. ADAM interfaces online with hospitals' patient registration systems, and allows for immediate electronic transfer of designated data. The system permits information centres to access information on which hospital has admitted identified and unidentified casualties. The latter are photographed at the entrance to the hospital and the picture is stored in ADAM. The system enables hospitals and municipalities to ensure immediate availability and accessibility of information and thus (in our belief) mitigate the concerns of family and friends. Use of such an interface system is recommended as an integral element of emergency preparedness.  相似文献

This paper examines the co-ordination strategies developed to respond to the Great Lakes crisis following the events of April 1994. It analyses the different functions and mechanisms which sought to achieve a co-ordinated response – ranging from facilitation at one extreme to management and direction at the other. The different regimes developed to facilitate co-ordination within Rwanda and neighbouring countries, focusing on both inter-agency and inter-country co-ordination issues, are then analysed. Finally, the paper highlights the absence of mechanisms to achieve coherence between the humanitarian, political and security domains. It concludes that effective co-ordination is critical not only to achieve programme efficiency, but to ensure that the appropriate instruments and strategies to respond to complex political emergencies are in place. It proposes a radical re-shaping of international humanitarian, political and security institutions, particularly the United Nations, to improve the effectiveness of humanitarian and political responses to crises such as that in the Great Lakes.  相似文献
