If residents’ perceptions, concerns and attitudes towards waste management facilities are either not well understood or underestimated, people can produce strong opposition that may include protest demonstrations and violent conflicts such as those experienced in the Campania Region of Italy. The aim of this study was to verify the effects of the closure of solid waste treatment and disposal facilities (two landfills and one RDF production plant) on public perception of odour and environmental pollution. The study took place in four villages in Southern Italy. Identical questionnaires were administered to residents during 2003 and after the closure of the facilities occurred in 2008. The residents’ perception of odour nuisance considerably diminished between 2003 and 2009 for the nearest villages, with odour perception showing an association with distance from the facilities. Post closure, residents had difficulty in identifying the type of smell due to the decrease in odour level. During both surveys, older residents reported most concern about the potentially adverse health impacts of long-term exposure to odours from MSW facilities. However, although awareness of MSW facilities and concern about potentially adverse health impacts varied according to the characteristics of residents in 2003, substantial media coverage produced an equalisation effect and increased knowledge about the type of facilities and how they operated. It is possible that residents of the village nearest to the facilities reported lower awareness of and concern about odour and environmental pollution because the municipality received economic compensation for their presence.  相似文献

In Japan, conflicts regarding the siting of waste disposal facilities occur frequently. In particular, siting of incinerators and landfills has become increasingly difficult because the public is highly concerned about the dioxin issues. Inefficient siting of waste disposal facilities causes several social problems, such as the shortage of waste treatment and disposal facilities, the rising of waste management costs and an increase in the consumption of resources. While dealing with a similar situation, the Chemical Society of Japan adopted a risk communication technique successfully. Hence, the pragmatic use of a risk communication technique is proposed to avoid conflicts and for a smooth information exchange to seek cooperation in waste management. In order to achieve this, a study was conducted to resolve conflicts between residents and the municipality for the selection of site for a solid waste treatment and disposal facility. This study aims to discuss the subject of risk communication for the waste disposal system in Japan. This study is performed through personal interviews and a questionnaire covering opposing parties in the town. As a result of the survey, a risk communication approach for a waste treatment and disposal system is presented in the paper addressing issues such as building of social trust, pragmatic use of the communication process, installation of credible information sources, and environmental education and awareness.  相似文献

This paper presents an overview of current solid waste management (SWM) practices in Kolkata, India and suggests solutions to some of the major problems. More than 2920ton/d of solid waste are generated in the Kolkata Municipal Corporation (KMC) area and the budget allocation for 2007-2008 was Rs. 1590 million (US$40 million), which amounts to Rs. 265/cap-y (US$6.7/cap-d) on SWM. This expenditure is insufficient to provide adequate SWM services. Major deficiencies were found in all elements of SWM. Despite 70% of the SWM budget being allocated for collection, collection efficiency is around 60-70% for the registered residents and less than 20% for unregistered residents (slum dwellers). The collection process is deficient in terms of manpower and vehicle availability. Bin capacity provided is adequate but locations were found to be inappropriate, thus contributing to the inefficiency of the system. At this time, no treatment is provided to the waste and waste is dumped on open land at Dhapa after collection. Lack of suitable facilities (equipment and infrastructure) and underestimates of waste generation rates, inadequate management and technical skills, improper bin collection, and route planning are responsible for poor collection and transportation of municipal solid wastes.  相似文献

Litter is recognized as a form of street pollution and a key issue for solid waste managers. Nablus district (West Bank, Palestinian Territory), which has an established network of urban and rural roads, suffers from a wide-spread litter problem that is associated with these roads and is growing steadily with a well-felt negative impact on public health and the environment. The purpose of this research was to study the effects of four socio-economic characteristics (gender, income, marital status, and religious convictions) of district residents on their attitudes, practices, and behavior regarding street litter generation and to suggest possible remedial actions. All four characteristics were found to have strong correlations, not only with littering behavior and practices, but also with potential litter prevention strategies. In particular, the impact of religious convictions of the respondents on their littering habits and attitudes was very clear and interesting to observe.  相似文献

Effective waste management is dependent upon achieving informed consensus amongst interested parties. Public concerns and opposition present a challenge to this consensus which must be tackled. This paper reviews our understanding of the basis of public concerns about waste management activities and suggests some means for dealing with these. The paper identifies a need for better understanding of the complexity of concerns, which are based not only upon risk perceptions but also a lack of trust and credibility in waste managers, decision-makers, and the decision processes and control mechanisms for waste facility siting and operation. Suggestions for dealing with these concerns are discussed relating to risk communication, improving decision processes, the control and management of waste activities, and improvement in "expert" understanding of the risks.  相似文献

The Campania Region in Southern Italy has suffered many problems with municipal solid waste management since the mid-1990s, leading to significant public disturbances and subsequent media coverage. This paper reports on the current views and knowledge of young people (university students) in this region about waste management operations and facilities, specifically the siting of landfills and incinerators. By means of a structured questionnaire, opinion and knowledge were systematically examined by degree type and course year. The study took place in 2011 at the University of Salerno campus. A sample of 900 students, comprising 100 students for each of the nine considered faculties, and 20 students for every academic course year, was randomly selected. Only about a quarter of respondents were not opposed to the siting of a landfill or an incinerator in their city. This clearly highlights that historic opposition to the construction of waste facilities is difficult to overcome and that distrust for previous poor management or indiscretions is long-lived and transcends generations. Students from technical faculties expressed the most reasonable opinion; opinion and knowledge were statistically related (Chi-square test, p < 0.05) to the attended faculty, and the knowledge grew linearly with progression through the university. This suggests that awareness of waste management practices develops with experience and understanding of environmental issues. There is general acceptance that many stakeholders – technicians, politicians and citizens – all have to be part of the decision process when siting a new waste management facility. The opinions of the young respondents were significantly influenced by their level of environmental knowledge.  相似文献

The available expertise on managing and operating solid waste management (SWM) facilities varies among countries and among types of facilities. Few experts are willing to record their experience, while few researchers systematically investigate the chains of events that could trigger operational failures in a facility; expertise acquisition and dissemination, in SWM, is neither popular nor easy, despite the great need for it. This paper presents a knowledge acquisition process aimed at capturing, codifying and expanding reliable expertise and propagating it to non-experts. The knowledge engineer (KE), the person performing the acquisition, must identify the events (or causes) that could trigger a failure, determine whether a specific event could trigger more than one failure, and establish how various events are related among themselves and how they are linked to specific operational problems. The proposed process, which utilizes logic diagrams (fault trees) widely used in system safety and reliability analyses, was used for the analysis of 24 common landfill operational problems. The acquired knowledge led to the development of a web-based expert system (Landfill Operation Management Advisor, http://loma.civil.duth.gr), which estimates the occurrence possibility of operational problems, provides advice and suggests solutions.  相似文献

Applications of risk assessment techniques to hazardous waste management are briefly discussed in terms of selecting appropriate waste management technologies, assessing operating sites, setting priorities for clean up of problem sites, determining the appropriate level of clean up and planning new facilities. A specific case history involving risk assessment for the siting of a waste management facility in the Province of Ontario, Canada is described in more detail. Risk estimates are provided for exposure via inhalation and ingestion of potentially contaminated local water, crops, meat and milk. The predicted risk are compared to risks of death from selected voluntary and involuntary exposures.  相似文献

The main aim of this study was to develop a procedure that minimizes the wasting of space for the siting of hazardous waste landfills as part of a solid waste management system. We wanted to tackle the shortage of land for waste disposal that is a serious and growing problem in most large urban regions. The procedure combines a multi-criteria decision analysis (MCDA) approach with a geographical information system (GIS). The GIS was utilised to obtain an initial screening in order to eliminate unsuitable areas, whereas the MCDA was developed to select the most suitable sites. The novelty of the proposed siting procedure is the introduction of a new screening phase before the macro-siting step aimed at producing a “land use map of potentially suitable areas” for the siting of solid waste facilities which simultaneously takes into consideration all plant types. The issue of obtaining sites evaluations of a specific facility was coupled with the issue of not wasting land appropriate to facilitate other types of waste management options. In the developed case study, the use of an innovative criteria weighting tool (the “Priority Scale”) in combination with the Analytic Hierarchy Process was useful to easier define the priorities of the evaluation criteria in comparison with other classic methods such as the Paired Comparison Technique in combination with the Simple Additive Weighting method.  相似文献

Solid waste management (SWM) facilities are crucial for environmental management and public health in urban regions. Due to the waste management hierarchy, one of the greatest challenges that organizations face today is to figure out how to diversify the treatment options, increase the reliability of infrastructure systems, and leverage the redistribution of waste streams among incineration, compost, recycling, and other facilities to their competitive advantage region wide. Systems analysis plays an important role for regionalization assessment of integrated SWM systems, leading to provide decision makers with break-through insights and risk-informed strategies. This paper aims to apply a minimax regret optimization analysis for improving SWM strategies in the Lower Rio Grande Valley (LRGV), an economically fast growing region in the US. Based on different environmental, economic, legal, and social conditions, event-based simulation in the first stage links estimated waste streams in major cities in LRGV with possible solid waste management alternatives. The optimization analysis in the second stage emphasizes the trade-offs and associated regret evaluation with respect to predetermined scenarios. Such optimization analyses with multiple criteria have featured notable successes, either by public or private efforts, in diverting recyclables, green waste, yard waste, and biosolids from the municipal solid waste streams to upcoming waste-to-energy, composting, and recycling facilities. Model outputs may link prescribed regret scenarios in decision making with various scales of regionalization policies. The insights drawn from the system-oriented, forward-looking, and preventative study can eventually help decision-makers and stakeholders gain a scientific understanding of the consequences of short-term and long-term decisions relating to sustainable SWM in the fast-growing US-Mexico borderland.  相似文献

This paper examines public preferences on siting landfills using a choice experiment. A choice experiment is a method that elicits public preferences directly through questionnaires. This paper focuses on possible negative effects of a hypothetical landfill siting on residents who are assumed to live around the landfill. The results of this analysis clearly show that the residents evaluate accepting waste originating from outside their community quite negatively, especially industrial waste originating from the Tokyo Metropolitan Area. Large external costs also are seen for siting landfills near areas that are sources of drinking water. In addition, the results show that the NIMBY syndrome of the residents weakens as the hypothetical landfill site is farther away. Considering three hypothetical siting plans, external costs based on public preferences are estimated. The social costs, which are the sum of the private costs and external costs, are then calculated. The results of the case study indicate that the option with the lowest private cost it is not always the option with the lowest social cost.  相似文献

The exponential rise in the urban population of the developing countries in the past few decades and the resulting accelerated urbanization phenomenon has brought to the fore the necessity to develop environmentally sustainable and efficient waste management systems. Sanitary landfill constitutes one of the primary methods of municipal solid waste disposal. Optimized siting decisions have gained considerable importance in order to ensure minimum damage to the various environmental sub-components as well as reduce the stigma associated with the residents living in its vicinity, thereby enhancing the overall sustainability associated with the life cycle of a landfill. This paper addresses the siting of a new landfill using a multi-criteria decision analysis (MCDA) and overlay analysis using a geographic information system (GIS). The proposed system can accommodate new information on the landfill site selection by updating its knowledge base. Several factors are considered in the siting process including geology, water supply resources, land use, sensitive sites, air quality and groundwater quality. Weightings were assigned to each criterion depending upon their relative importance and ratings in accordance with the relative magnitude of impact. The results from testing the system using different sites show the effectiveness of the system in the selection process.  相似文献

Siting decisions for hazardous waste incineration continue to be delayed and impeded by adverse public reaction. Improved public relations and education of the public about risks are the favoured approaches amongst many experts and the industry for allaying public concerns. This paper identifies the limited potential for such strategies and advocates instead attention to the whole risk management system for hazardous waste siting decisions. The paper's conclusions and recommendations arise from an examination of the nature, sources and impact of public concerns about incineration in the U.K.  相似文献

Using conjoint analysis, we estimated the willingness to pay (WTP) of households for source separation of plastic waste and the improvement of related environmental impacts, the residents' loss of life expectancy (LLE), the landfill capacity, and the CO(2) emissions. Unreliable respondents were identified and removed from the sample based on their answers to follow-up questions. It was found that the utility associated with reducing LLE and with the landfill capacity were both well expressed by logarithmic functions, but that residents were indifferent to the level of CO(2) emissions even though they approved of CO(2) reduction. In addition, residents derived utility from the act of separating plastic waste, irrespective of its environmental impacts; that is, they were willing to practice the separation of plastic waste at home in anticipation of its "invisible effects", such as the improvement of citizens' attitudes toward solid waste issues.  相似文献

Considering the trade-offs among the multiple objectives of economic efficiency, environmental risk, equity and administrative ease, the siting of a central treatment facility is attempted—a difficult but essential task in the regional hazardous waste management. For the quantification of each objective, the mathematical equations are formulated. Furthermore, the framework of the multi-objective planning technique in which the WRAP (Waste Resources Allocation Program) and Fuzzy Set theory are utilized is developed, to determine the appropriate alternative for the siting of long life public sector facility. As a case study, the developed technique is applied to the selection of the best site in the southwestern part of Korea, where the third new regional hazardous waste treatment center will be located. The effectiveness of multi-objective planning has been demonstrated, and the social and political factors affecting the siting are successfully quantified in a monetary value.  相似文献

Construction and demolition (C&D) debris recycling facilities often produce a screened material intended for use as alternative daily cover (ADC) at active landfills or for shaping and grading at closed landfills. This product contains soil and small pieces of wood, concrete, gypsum drywall, shingles and other components of C&D debris. Concerns have been raised over the contribution of gypsum drywall in C&D debris fines to odor problems at landfills where the product is used. To address such concerns, limitations may be placed on the percentage of gypsum (or sulfate) that can occur, and standardized testing procedures are required to permit valid compliance testing. A test procedure was developed for measuring the gypsum content in C&D debris fines. The concentration of sulfate leached in an aqueous solution was used to estimate the initial gypsum content of the sample. The impact of sample size and leaching time were evaluated. Precision and accuracy increased with increasing gypsum content. Results from replicate samples had an average relative standard deviation of 9%. The gypsum content of fines obtained from different facilities in the US varied widely from 1% to over 25%. These variations not only occurred between differing facilities, but within batches produced within a single facility.  相似文献

Integrated solid waste management (ISWM) based on the 3R approach (reduce, reuse, and recycle) is aimed at optimizing the management of solid waste from all the waste-generating sectors (municipal, construction and demolition, industrial, urban agriculture, and healthcare facilities) and involving all the stakeholders (waste generators, service providers, regulators, government, and community/neighborhoods). This article discusses the concept of solid waste management (SWM). Initially, SWM was aimed at reducing the risks to public health, and later the environmental aspect also became an important focus of SWM. Recently, another dimension is becoming a critical factor for SWM, i.e., resource conservation and resource recovery. Hence, the 3R approach is becoming a guiding factor for SWM. On the one hand, 3R helps to minimize the amount of waste from generation to disposal, thus managing the waste more effectively and minimizing the public health and environmental risks associated with it. On the other hand, resource recovery is maximized at all stages of SWM. Lately, the new concept of ISWM has been introduced to streamline all the stages of waste management, i.e., source separation, collection and transportation, transfer stations and material recovery, treatment and resource recovery, and final disposal. It was originally targeted at municipal solid waste management (MSWM), but now the United Nations Environment Programme (UNEP) is promoting this concept to cover all waste generating sectors to optimize the level of material and resource recovery for recycling as well as to improve the efficiency of waste management services. The ISWM concept is being transformed into ISWM systems to replace conventional SWM systems. This article further discusses the implementation process for ISWM. The process includes a baseline study on the characterization and quantification of waste for all waste generating sectors within a city, assessment of current waste management systems and practices, target setting for ISWM, identification of issues of concern and suggestions from stakeholders, development of a draft ISWM plan, preparation of an implementation strategy, and establishment of a monitoring and feedback system. UNEP is assisting member countries and their cities to develop an ISWM plan covering all the waste generating sectors within a specific geographical or administrative area such as a city or municipality. This umbrella approach is useful to generate sufficient volumes of recycling materials required to make recycling industries feasible. This is also helpful for efficient reallocation of resources for SWM such as collection vehicles, transfer stations, treatment plants, and disposal sites. UNEP is assisting cities to develop and implement ISWM based on the 3R approach. These experiences could be useful for other countries to develop and implement ISWM to achieve improved public health, better environmental protection, and resource conservation and resource recovery.  相似文献

Industrial activities that are sources of pollutants in storm water runoff at typical facilities of the transportation industry are identified by site investigations at five facilities. This research then evaluates pollution prevention measures implemented to reduce those pollutants, as required by storm water regulations under the U.S. Clean Water Act. Activities that potentially generate storm water pollutants, particular to facilities of this industry, include: vehicle maintenance; vehicle fueling; vehicle washing; and activities on paved access roads and vehicle storage areas. Activities common to this industry, but also found in other industries, include: storage and handling of process materials and wastes; operation of industrial equipment located outdoors or exposed to storm water; and design and operation of site drainage facilities. Most control measures cited in the compliance documents of the facilities in the case studies were not developed specifically for storm water pollution prevention, but serve to reduce storm water pollutants as part of compliance with regulations for hazardous waste, wastewater, worker safety, or other purposes. Most identified control measures were operational practices or employee procedures, rather than structural facility modifications or devices to remove pollutants. Implementation of such measures is difficult to enforce or verify by regulatory agencies, and evidence at the case study facilities suggests that measures described similarly at different facilities are unevenly implemented and unequally effective at controlling storm water pollutants.  相似文献

In this study, metal behavior in ash-melting and municipal solid waste (MSW) gasification-melting facilities were investigated. Eight ash-melting and three MSW gasification-melting facilities with a variety of melting processes and feedstocks were selected. From each facility, melting furnace fly ash (MFA) and molten slag were sampled, and feedstock of the ash-melting processes was also taken. For the ash melting process, the generation rate of MFA was well correlated with the ratio of incineration fly ash (IFA) in feedstock, and this was because MFA was formed mostly by mass transfer from IFA and a limited amount from bottom ash (BA). Distribution ratios of metal elements to MFA were generally determined by volatility of the metal element, but chlorine content in feedstock had a significant effect on Cu and a marginal effect on Pb. Distribution ratio of Zn to MFA was influenced by the oxidizing atmosphere in the furnace. High MFA generation and distribution ratio of non-volatile metals to MFA in gasification-melting facilities was probably caused by carry-over of fine particles to the air pollution control system due to large gas volume. Finally, dilution effect was shown to have a significant effect on metal concentration in MFA.  相似文献
