Adaptation to climate change is a major challenge facing the viticulture sector. Temporally, adaptation strategies and policies have to address potential impacts in both the short- and long term, whereas spatially, place-based and context-specific adaptations are essential. To help inform decision-making on climate change adaptation, this study adopted a bottom-up approach to assess local climate vulnerability and winegrowers’ adaptive processes in two regulated wine-producing areas in the Anjou-Saumur wine growing sub-region, France. The data used for this study were collected through individual semi-structured interviews with 30 winegrowers. With a focus on wine quality, climate-related exposure, and sensitivity were dependent on many contextual factors (e.g., northern geographical position, wine regulatory frameworks, local environmental features) interacting with the regional oceanic climate. Climate and other non-climate-related variables brought about important changes in winegrowers’ management practices, varying in time and space. This ongoing process in decision-making enhanced winegrowers’ adaptive responses, which were primarily reactive (e.g., harvesting, winemaking) or anticipatory (e.g., canopy and soil management) to short-term climate conditions. Winegrowers described changing trends in climate- and grapevine (Vitis) -related variables, with the latter attributed to regional climate changes and evolving management practices. Regarding future climate trends, winegrowers’ displayed great uncertainty, placing the most urgent adaptation priority on short-term strategies, while changing grapevine varieties and using irrigation were identified as last resort strategies. The study concluded by discussing the implications of these findings in the context of climate change adaptation in viticulture.  相似文献

A proactive strategy to respond effectively to health impacts related to climate variability, particularly within vulnerable populations, is of vital importance. Such a strategy can be attained if health officials have a deep understanding of how climate variability affects human health and if the resources available for the health care sector are sufficient. This study assessed the perceptions and preparedness of health officials toward climate variability and health impacts in the Somali region of Ethiopia. The resources available for the health care sector were also assessed. The results show that approximately 80% of health officials were aware of the relationship between climate variability and human health impacts, but the majority of them were unable to project the future trend of related health problems in the region. The results also show an inadequate availability of health care resources, particularly in regards to infrastructure, numbers of health professionals, and training on climate variability and health. The results further revealed problems with poor living conditions, such as access to sanitation and safe water, for the majority of people in the study area. Climate variability is thus one of the many factors exacerbating the increasing trend of human health problems in the Somali region. Besides improving training to increase health officials’ knowledge of climate variability and human health impacts, the government should also address other factors that currently hinder a successful response to increasing disease prevalence.  相似文献

The Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) to the Convention on Biological Diversity (CBD) has become the centre of heated debates concerning its function as the science–policy interface of the Convention. Based on explorations of the role, nature, and organisation of scientific advice mechanisms for multilateral environmental agreements in general, we give reasons for SBSTTA's inherently political role in the current governance process of the CBD, and then explore ways to enhance SBSTTA's effectiveness as a science–policy interface, going beyond the usual view that it should merely be “more scientific”. As the quality of SBSTTA's work depends primarily on the processes that guide the discussions during its meetings and on the material on which these discussions are based, we suggest that SBSTTA (a) improves its scientific foundation by systematically strengthening its relations to more scientific institutions outside the formal CBD regime, and (b) focuses on providing for a more substantive political debate to resolve alternative policy choices during its meetings. For this approach to succeed there is a need for a mechanism that provides SBSTTA with timely, salient, legitimate, and credible advice—a role that an International Mechanism of Scientific Expertise on Biodiversity (IMoSEB) could well provide.  相似文献

Based on the environmental and crop data at Zhenjiang City, in Jiangsu Province, middle east of China, the growing process of winter wheat was simulated by CERES-Wheat model assuming the daily average temperature is 1℃ to 2℃ higher than at the present, which are mostly possible for the change of climate because of enrichment of greenhouse gases in the atmosphere. The simulation results show that warming climate can promote development rate and shorten phenological stages of wheat, and the grain yield will be higher than present. Its impact on the kernel weight and grains per square meter were different for the plantings of various sowing dates. The results of this study suggest that substantial changes in agricultural production and management practices are needed to respond to the climatic changes expected to take place in China.  相似文献

In this paper, impacts of climate change on wheat development rate and production in the northern China are discussed. The results show that the temperature is a controlling factor of development rate but the precipitation is not. The higher the temperature is. the faster the development and the shorter development period will be. Without consideration to varieties and cropping system, meteorological yield of winter wheat would decrease 170.40, 134.25, 98.70 and 97.20 kg/hm2 in the north China and 13.97, 7.95, 39.60 and 19.80 kg/hm2 in the northwest China compared with that in 1950s, 1960s, 1970s and 1980s, respectively, when the CO2 concentration in the atmosphere is doubled. In drought and semi-drought regions, the spring wheat yield would drop with the temperature rise in and raise with the precipitation increase. The influence of temperature on weight of leaf and stalk is also remarkable.  相似文献

In this paper, the impacts of climate change on development rate and production of corn in the northeastern China are discussed. The results show that the higher the temperature is, the faster the development rate will be. And the more the precipitation is, the slower the development rate will be. Of which, air temperature is the controlling factor of corn development rate. The influences of development rate on corn yield are remarkable. The impacts of development rate on production in first and last periods are great, and small in the middle two periods. The development rate is positive by relate with corn production from sowing to emergence stage and negative during other periods. So, it is very important to arrange a suitable sowing time for com cultivating in the northeastern China.  相似文献

This study is about 16 policy-induced innovation networks on climate change adaptation, i.e., subsidised multi-actor networks that are initiated by research institutes and formed around a particular real-life problem aiming at joint development, test, and implement adaptation measures. The political-administrative context is Germany, and the institutional context is a joint research framework in which each network works independently on a particular topic, but remains bound to the principle of practical and solution-oriented research carried out in close partnership between scientific and extra-scientific actors. Our objective is to provide empirical insights into the processes and outcomes of such networks and to systematically analyse the networks’ collaboration success and its influencing factors. To this end, collaboration success is operationalised as a three-dimensional metric including (1) the practitioners’ satisfaction with the cooperation, (2) their perceived learning effects, and (3) their perceived implementation capacity. Results show a decreasing level of success throughout the three dimensions and particularly a gap between knowledge acquisition and learning on the one hand and implementation, i.e., transforming the knowledge into action, on the other. While the positive relationship between these dimensions is confirmed, results of correlation analysis highlight the importance of repeated participation, appropriate information management, and inclusive as well as responsive network practices. We discuss the results against our existing knowledge on multi-actor collaborative research and deduce (methodological) lessons learnt as well as future research needs.  相似文献

The objective of this paper is to examine the mitigation of climate change using the Clean Development Mechanism (CDM) from the perspective of developing countries. The effects of the CDM on developing countries’ efforts to reduce greenhouse gases (GHGs) pledged under the Paris Agreement (United Nations Framework Convention on Climate Change [UNFCCC], 21st Conference of the Parties, Paris, France) are investigated. Data analysis reveals that the intensive hosting of CDM projects and the resultant higher marginal abatement costs led to fewer efforts by developing countries to mitigate climate change. A theoretical model from the literature of “low-hanging fruits” is applied to determine if rising prices of the CDM can be expected in the future. The results indicate that the benefits for developing countries must increase so as to keep the CDM attractive for them in an environment where they also have reduction commitments. To further ensure the effectiveness of the CDM under the Paris Agreement, policy should ensure that developing countries actually charge higher prices and, at the same time, contribute adequately to the global goal of GHG reductions. To this end, developing countries should be permitted to demand benefits that lie outside the current scope of the CDM, and non-compliance with their climate targets should also be sanctioned. In addition, fostering sustainable development should become more attractive for developed countries without the CDM, e.g., through sustainability labels, so as to reduce the trade-off for developing countries between the benefits of the CDM and compliance with their commitments to mitigate climate change.

This paper provides a culturally-informed understanding of the impacts of climate change on a highly important subsistence activity that has been practiced by First Nations of central British Columbia for thousands of years. The paper begins with a review of the science regarding sockeye salmon and climate change. It discusses harvest patterns, and how the timing of runs has changed. A survey was conducted by the first author regarding St’át’imc traditional fishing at a historic site on the Fraser River, in 2005. The results show that the impacts of climate change are apparent to those conducting traditional fishing practices, in terms of changed timing and abundance of salmon runs. These perceptions fit closely with the information available from scientists and management agencies. These changes are highly problematic for the St’át’imc, in that the preservation method (drying) is tied to seasonal weather patterns. The whole cultural setting, and the relevance of salmon for subsistence would be highly altered by climate change that leads to changes in the timing and abundance of sockeye salmon. The paper discusses mitigation and adaptation alternatives, but also indicates the scope of these seem limited, given the resource systems and the context of these activities.  相似文献

According to Food and Agriculture Organization and Intergovernmental Panel on Climate Change reports, climate change will lead to a severe food-supply problem. In the future, food production will continually decrease because of aggravated effects of climate change, causing food production to continually decrease. Food production will be unable to satisfy the demand of the global population, leading to a food-security crisis. As the world population continues to increase, the shortage of food will become increasingly severe, particularly for those located in “climate impact hotspots” of tropical, subtropical, small-island countries, and countries that are dependent on imports to meet domestic demand such as Taiwan. Numerous Taiwanese studies have suggested that agricultural and fishery productivity has declined because of climate variation, which may cause changes and instability in food quantity and quality, and increase deficiency and uncertainty in the food supply. Therefore, to discuss the risks posed by climate change to the stability of food supply and demand, this paper, taking Taiwan as a case, explored the impact of climate variation on food security and future adaptation strategies. TaiCCAT’s supportive system for decision-making (TSSDA) was adopted here to assess and analyze the current situations of agricultural and fisheries production and supply, as well as future food supply risks, in addition to evaluating the deficiencies in the existing climate adaptation strategies in order to plan and revise feasible future adaptation alternatives. Based on the rule of risk management, the adaptation strategies recommended in this study were differentiated into two categories: proactive adaptation and planned adaptation. Proactive adaptation is emphasized to counter the uncertainty of food production, which increases the difficulty of production and necessity to import food. Conversely, planned adaptation can be used to manage the uncertainty of food supply to implement adjustments in production and marketing, as well as to mitigate the impact of climate variation.  相似文献

Climate change poses a serious threat to sea turtles (Cheloniidae) as their terrestrial reproductive phase is only successful within a limited range of environmental and physical conditions. These conditions are likely to become less optimal as climate change progresses. To date, management and conservation of sea turtles has focused almost entirely on non-climatic stressors, due at least in part to practitioners not knowing what strategies to take and the feasibility and risks of potential strategies. To aid the management of sea turtles in a changing environment, we identified management strategies via a focus workshop and surveys to mitigate the impacts of climate change to the terrestrial reproductive phase of sea turtles. The effectiveness, ecological risks and potential social and logistical constraints associated with implementing each of the identified management strategies is discussed. Twenty management strategies were identified; strategies varied from habitat protection to more active and direct manipulation of nests and the nesting environment. Based on our results, we suggest a three-pronged approach to sea turtle conservation in light of climate change, where managers and researchers should: 1) enhance sea turtle resilience to climate change by mitigating other threats; 2) prioritise implementing the ‘no regret’ and ‘reversible’ management strategies identified here; and 3) fill the knowledge gaps identified to aid the trial and implementation of the potential strategies identified here. By combining these three approaches our collective toolkit of sea turtle management strategies will expand, giving us an array of viable approaches to implement as climate change impacts become more extreme.  相似文献

Small farmers who supply the city of Bogotá with food are facing many challenges that are jeopardizing their livelihoods and by extension, the food security of Colombia’s capital. We expect future changes in climatic conditions to exacerbate the plight of the small farmers and this is expected to compromise Bogota’s food security even further. This paper specifically seeks to assess the impact of climate change (CC) on the livelihoods of smallholders who supply Bogota with most of its food. In our multidisciplinary methodology, we translated the exposure to CC into direct impact on crops and assessed sensitivity and adaptive capacity using the sustainable rural livelihoods framework. The results show that rainfall (by average of 100 mm) and temperature (by average of 2.1 °C) will increase over the study area, while the future climate suitability of the most important crops such as mango (Mangifera indica), papaya (Carica papaya), corn (Zea mays) and plantain (Musa balbisiana) shows a decrease of 19 % to 47 % climate suitability by the year 2050. The assessment of sensitivity and adaptive capacity demonstrates that farmers participating in a farmers’ market, initiated by several local and international non-governmental organizations (NGOs), are less vulnerable to CC than farmers who sell through intermediaries. Those farmers selling directly to consumers in the farmers’ market have a higher adaptive capacity (3 on a scale of 3) in social and financial capital than those selling to intermediaries with less adaptive capacity (1 on a scale of 3). In light of the reduction in overall climatic suitability of some of the major crops and the change of geographic location of suitability for others, there are likely to be serious threats for Bogotá’s food security, the ecological landscape around the city, and farmers’ livelihoods. We further conclude that unless proper adaptation measures are implemented, the geographical shift in climate suitability may also force farmers to shift their crops to higher elevations including remaining forests and páramos (the Colombian alpine tundra ecosystems), which may be threatened in the near future.  相似文献

Collective actions of stakeholders are required for fulfilling the climate commitments of the Kyoto protocol. The insurance sector's global influence and societal impact is fairly well documented. The sector influences societies based on its interaction with stakeholders, on its products, business and political stance. As such, it is a critical actor in facilitating key climate change actions of mitigation and adaptation, and has already been recognized as a leading sector in terms of climate adaptation. The aim of this paper is to explore the role of non-life insurers in fulfilling the climate commitments of the Kyoto Protocol. This paper is based on a case study on Nordic non-life insurance companies. The study documents that Nordic insurers are responding to climate-related threats and opportunities in a strategic manner by reducing their own impacts, through their core activities, and by influencing others to act. Although Nordic insurers do not classify their actions into mitigation and adaptation, but classify them according to their core activities, they demonstrate through actions their role as potential allies for nations in fulfilling the Kyoto protocol climate commitments. The study also reveals that the commercial reality of the industry is not the same as the expected contribution to climate commitments, for instance as specified in international conventions and treaties and in the Intergovernmental Panel on Climate Change (IPCC) and industry reports.  相似文献

Nicaragua is one of the four countries most affected by climate change, and coffee production is expected to vastly shrink in some critical areas. This can have considerable effects on social structure since nearly a third of its working population depend on coffee for a living. Social perceptions of climate change and water pressures are a key issue in the public's acceptance of adaptation measures. Furthermore, the existing risk for crop production is not necessarily correlated with the farmers’ awareness of that threat. This paper focuses on coffee producers’ perception of risk and adaptive capacity for coffee crops in Nicaragua in response to climate change and water availability. We aim to analyze how dependent the producers are on water resources, and if this reliance affects their perception of risk and their expectations with regard to public and private support for dealing with adaptation. A survey of 212 representative farmers of the national population of farms in the country's two most important production areas was conducted for this purpose. We consider socio-economic and biophysical variables to explain the farmers’ perceptions. Our findings show that experience and technical capacity are relevant to the adaptive capacity although smallholders do not always show high concern and their expectations with regard to external support are very low. The paper can be useful to prioritize the measures necessary for a greater level of involvement from stakeholders.  相似文献

Beam house processes1 in leather processing are known for their uncleanness. More than 60% of the total pollution is emerging from the liming–reliming processes. The use of lime and sodium sulphide is purely empirical without quantification. Lime has a potential to drive swelling in a gradual manner due to its low solubility; however, the use of lime is currently creating a lot of environmental concern. Huge amounts of lime sludge and total solids formation are the main drawbacks of lime. Sulphide plays a detrimental role in effluent treatment plants. This is mainly due to the application of lime, sulphide, water and other chemicals without any rationalization. An approach has been made to apply the beam-house chemicals with optimal requirement. This is based on the fact that swelling requires only 20 to 40% water (based on raw skin weight before soaking) for conventional opening up. This would, in principle, make possible the use of only one tenth of the chemicals conventionally used in liming–reliming processes maintaining the same concentration gradient. The process employs 40% water, 0.35% sodium sulphide and 1% lime for liming and 40% water and 1% lime for reliming, with conventional process time in a drum. Commercial post-reliming processes and operations were adopted. A control experiment was run parallel using conventional liming–reliming processes. It has been found that the dehairing is complete and the extent of opening up of fibre bundles is comparable to that of the control. This has been substantiated through scanning electron microscopic, stratigraphic chrome distribution analysis and softness measurements. Performance of the leathers is shown to be on par with conventionally opened up leathers through physical and hand evaluation. Especially, softness of the leathers is numerically proven to be comparable with that of control. The process also enjoys reduction in chemical oxygen demand and total solids load on environment by 85 and 12%, respectively compared to the conventional process. The total dry sludge from the liming–reliming processes is brought down from 152 to 6 kg for processing 1 ton of raw skins, which has been demonstrated for the first time.  相似文献

As highlighted in the outcome of the Paris Agreement at the 21st Conference of Parties of the United Nations Framework Convention on Climate Change there has been a recent push for the stronger mitigation actions of cities, regions, and local governments. Energy efficiency is a tool that can be leveraged by not only industry or national governments but also cities, regions, and local governments for mitigation purposes. However, studies on energy efficiency as a mitigation tool thus far have focused on the national or transnational scale, and on certain sectors of industry. The purpose of this paper is to find the most cost-efficient energy efficiency measures (EEMs) at the city, region, and local government level. To that end, this paper examines the yearly energy savings and greenhouse gas (GHG) reduction intensity, as well as energy savings and GHG reduction efficiency, in the case of EEMs conducted by South Korean local governments. Yearly energy savings intensity and GHG reduction intensity are estimated to be in the range of 0.094~0.375 tonne of oil equivalent (TOE)/M-KRW (million Korean won) and 0.287~1.180 tCO2e/M-KRW. Results show that inverter installation at water and sewage treatment plants and improvement of pump efficiency are the most cost-efficient EEMs. Moreover, energy savings efficiency and GHG reduction efficiency are within the range of 18.29~45.31 %, at an average of 30.5 % GHG reduction potential. If this reduction potential is applied to the buildings and facilities regulated and run by cities/local governments, there is a worldwide reduction potential of 1.023 billion tCO2 compared to 2020 business as usual levels.  相似文献

The use of science to inform and underpin decision-making on natural resources is not self-evident as stakeholders often use science in a selective and strategic way. Scientific analyses of science utilisation often focus on how the science–policy interface is organised and from this perspective provide recommendations to scientists about how they can increase their contribution to decision-making. Yet in this paper we argue that a wider perspective on the science–policy interface, in particular by analysing the roles and interactions of actors other than those directly involved, provides both additional explanations and new points of application for strategies aimed at enhancing science utilisation. We illustrate our claim by means of an analysis of decision-making on cockle fisheries and gas mining in the Dutch Wadden Sea between the 1990s and 2004. For many years, scientific studies addressing the ecological effects of these activities were not used to meaningfully contribute to decision-making. In 2004 this situation changed radically. Explanations include the role of intermediaries between scientists, stakeholders and decision-makers and new legislation. Scientists could enhance the chances of knowledge utilisation both by creating a more open science–policy interface and by reframing the policy problems at issue.  相似文献

This paper examines significant and unjustifiable differences arising under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA, Pub. L. No. 96-510, 94 Stat. at Large 2767, codified as amended at 42 USC §§ 9601-9675) in the way in which the Superfund may be used to remediate "orphaned" National Priorities List (NPL) sites and "orphaned" brownfield sites. Under both the existing law and numerous proposals for the reauthorization of CERCLA, while the Superfund may be used for the remediation of orphaned NPL sites, it may not be used for the remediation of orphaned brownfield sites. In each situation, however, an absent, insolvent, defunct, bankrupt or judgment-proof party has created a situation in which remediation costs must be borne by the public. The study concludes that there is no fundamental policy reason for treating these orphans differently and presents recommendations to facilitate the remediation and redevelopment of both NPL sites and brownfield sites.  相似文献
