Climate change is projected to impact forest ecosystems, including biodiversity and Net Primary Productivity (NPP). National level carbon forest sector mitigation potential estimates are available for India; however impacts of projected climate change are not included in the mitigation potential estimates. Change in NPP (in gC/m2/yr) is taken to represent the impacts of climate change. Long term impacts of climate change (2085) on the NPP of Indian forests are available; however no such regional estimates are available for short and medium terms. The present study based on GCM climatology scenarios projects the short, medium and long term impacts of climate change on forest ecosystems especially on NPP using BIOME4 vegetation model. We estimate that under A2 scenario by the year 2030 the NPP changes by (−5) to 40% across different agro-ecological zones (AEZ). By 2050 it increases by 15% to 59% and by 2070 it increases by 34 to 84%. However, under B2 scenario it increases only by 3 to 25%, 3.5 to 34% and (−2.5) to 38% respectively, in the same time periods. The cumulative mitigation potential is estimated to increase by up to 21% (by nearly 1 GtC) under A2 scenario between the years 2008 and 2108, whereas, under B2 the mitigation potential increases only by 14% (646 MtC). However, cumulative mitigation potential estimates obtained from IBIS—a dynamic global vegetation model suggest much smaller gains, where mitigation potential increases by only 6% and 5% during the period 2008 to 2108.  相似文献

Mitigation of climate change requires action at all the different levels, from the international to the national and the local levels. This contribution presents a case study of the city of Helsinki in Finland. An ex-post approach is used to follow the implementation of the EU directives to the national and further to the city level and to identify the relevant voluntary action taken in the city. We find that the coherence of national and city level policies is the highest in regulated areas, such as waste management and building regulation. Voluntary action is easily taken at local level in areas where co-benefits can be expected: e.g. energy conservation and biofuels for transportation. These voluntary actions can show the feasibility of certain measures which can later on be implemented at national or supranational level. We observe a clear contradiction between the EU and national renewable electricity targets and the nonaction at the city level: local conditions and private interests pose barriers to the implementation of a climate policy. We conclude that the coherence between policies at different levels develops over time and international requirements as well as local conditions can be drivers for it. Cities in particular play a role in mitigating climate change through removing barriers for the implementation of national and EU policies, and through moving forward with and promoting innovative voluntary measures, e.g. through international city networks.  相似文献

With concerns regarding global climate change increasing, recent studies on adapting to nonstationary climate change recommended a different planning strategy that could spread risks. Uncertainty in global climate change should be considered in any decision-making processes for flood mitigation strategies, especially in areas within a monsoon climate regime. This study applied a novel planning method called real option analysis (ROA) to an important water resources planning practice in Korea. The proposed method can easily be applied to other watersheds that are threatened by flood risk under climate change. ROA offers flexibility for decision-makers to reflect uncertainty at every stage during the project planning period. We successfully implemented ROA using a binomial tree model, including two real options—delay and abandon—to evaluate flood mitigation alternatives for the Yeongsan River Basin in Korea. The priority ranking of the four alternatives between the traditional discount cash flow (DCF) and ROA remained the same; however, two alternatives that were assessed as economically infeasible using DCF, were economically feasible using ROA. The binomial decision trees generated in this study are expected to be informative for decision-makers to conceptualize their adaptive planning procedure.  相似文献

Forests are one of the most cost-effective ways to sequester carbon today. Here, I estimate the world’s land share under forests required to prevent dangerous climate change. For this, I combine newest longitudinal data of FLUXNET on forests’ net ecosystem exchange of carbon (NEE) from 78 forest sites (N?=?607) with countries’ mean temperature and forest area. This straightforward approach indicates that the world’s forests sequester 8.3 GtCO2year?1. For the 2 °C climate target, the current forest land share has to be doubled to 60.0% to sequester an additional 7.8 GtCO2year?1, which demands less red meat consumption. This afforestation/reforestation (AR) challenge is achievable, as the estimated global biophysical potential of AR is 8.0 GtCO2year?1 safeguarding food supply for 10 billion people. Climate-responsible countries have the highest AR potential. For effective climate policies, knowledge on the major drivers of forest area is crucial. Enhancing information here, I analyze forest land share data of 98 countries from 1990 to 2015 applying causal inference (N?=?2494). The results highlight that population growth, industrialization, and increasing temperature reduce forest land share, while more protected forest and economic growth generally increase it. In all, this study confirms the potential of AR for climate change mitigation with a straightforward approach based on the direct measurement of NEE. This might provide a more valid picture given the shortcomings of indirect carbon stock-based inventories. The analysis identifies future regional hotspots for the AR potential and informs the need for fast and forceful action to prevent dangerous climate change.

Tropical forests in countries like thePhilippines are important sources and sinks of carbon(C). The paper analyzes the contribution of Philippineforests in climate change mitigation. Since the 1500s,deforestation of 20.9 M ha (106 ha) of Philippineforests contributed 3.7 Pg (1015 g) of C to theatmosphere of which 2.6 Pg were released this century. At present, forest land uses store 1091 Tg(1012 g) of C and sequester 30.5 Tg C/yr whilereleasing 11.4 Tg C/yr through deforestation andharvesting. In the year 2015, it is expected that thetotal C storage will decline by 8% (1005 Tg) andtotal rate of C sequestration will increase by 17%(35.5 Tg/yr). This trend is due to the decline innatural forest area accompanied by an increase intree plantation area. We have shown that uncertaintyin national C estimates still exists because they arereadily affected by the source of biomass and Cdensity data. Philippine forests can act as C sink by:conserving existing C sinks, expanding C stocks, andsubstituting wood products for fossil fuels. Here weanalyze the possible implications of the provisions ofthe Kyoto Protocol to Philippine forests. Finally, wepresent current research and development efforts ontropical forests and climate change in the Philippinesto improve assessments of their role in the nations Cbudgets.  相似文献

This paper examines Sweden’s role as a pioneer in mitigating climate change. Critical discourse analysis of climate and energy policy unveils Sweden’s ambition to ‘lead-by-example’, by virtue of a win–win combination of economy and environment via stringent regulations and an early-mover strategy on eco-innovations. The extent of the unilateral approach is constrained by concerns for the competitiveness of energy-intensive industries and a persistent debate on the fate of Swedish nuclear power. Whilst Sweden has made significant demonstrative progress in reducing emissions and introducing renewable energy sources, these issues may limit her role as a pioneer in years to come.  相似文献

Although international negotiation on the mitigation of climate change is a process of determining burden-sharing rules between countries, there has been no clear agreement on equity principles for burden sharing. During the negotiating process up to the Kyoto Protocol, various proposals were made on such burden-sharing rules, but an agreement on emission targets for Annex I countries was achieved without explicitly agreeing to any rules. In the next phase of the negotiation, debates on emission targets are likely to shift from those between developed countries to those between all parties to the convention. In such a phase, debates on burden-sharing rules will be revisited. The purpose of this paper is: (1) to determine implicitly a formula for the rule for burden sharing between Annex I countries that was considered to be underlying the emission targets of the Kyoto Protocol, and (2) to examine plausible emission targets and timing of commitments for non-Annex I countries in the future by using the result of the analysis on the Kyoto Protocol. A multi-regression method is used for this purpose. It was concluded that the burden sharing between Annex I countries in the Kyoto Protocol can mostly be explained by three variables: the increase in the rate of CO2 emission during the years 1990 to 2010, the increase in the rate of afforestation between 1990 and 1995, and the GDP per capita at the time of negotiation. The timing of future commitments of developing countries and the levels of targets differ widely, depending on which index or formula is agreed as "equitable". Some of the developing countries would have to start limiting their emissions within several years if GDP per capita or CO2 per capita were chosen as the burden-sharing indicator. Developing countries would not have to make commitments until the mid-late 21st century if population growth rate were chosen. If the inferred formula of the Kyoto Protocol were applied to developing countries, they would have had to start mild limitation from 1990.  相似文献

As the world’s largest industry, the insurance sector is both an aggregator of the impacts of climate change and a market actor able to play a material role in decreasing the vulnerability of human and natural systems. This article reviews the implications of climate change for insurers and provides specific examples of insurance-relevant synergisms between adaptation and mitigation in the buildings and energy sectors, agriculture, forestry, and land use. Although insurance is far from a “silver bullet” in addressing climate change, it offers significant capacity and ability to understand, manage, and spread risks associated with weather-related events, more so today in industrialized countries but increasingly so in developing countries and economies in transition. Certain measures that integrate climate change mitigation and adaptation also bolster insurers’ solvency and profitability, thereby increasing their appeal. Promising strategies involve innovative products and systems for delivering insurance and the use of new technologies and practices that both reduce vulnerability to disaster-related losses and support sustainable development. However, climate change promises to erode the insurability of many risks, and insurance responses can be more reactive than proactive, resulting in compromised insurance affordability and/or availability. Public–private partnerships involving insurers and entities such as the international relief community offer considerable potential, but have not been adequately explored.

In this study, we model the long-term effect of climate change on commercially important teak (Tectona grandis) and its productivity in India. This modelling assessment is based on climate projections of the regional climate model of the Hadley Center (HadRM3) and the dynamic vegetation model, IBIS. According to the model projections, 30% of teak grids in India are vulnerable to climate change under both A2 and B2 SRES scenarios because the future climate may not be optimal for teak at these grids. However, the net primary productivity and biomass are expected to increase because of elevated levels of CO2. Given these directions of likely impacts, it is crucial to further investigate the climate change impacts on teak and incorporate such findings into long-term teak plantation programs. This study also demonstrates the feasibility and limitations of assessing the impact of projected climate change at the species level in the tropics.  相似文献

Poor knowledge of links between desertification and globalclimate change is limiting funding from the Global Environment Facility foranti-desertification projects and realization of synergies between theConvention to Combat Desertification (CCD) and the FrameworkConvention on Climate Change (FCCC). Greater convergence betweenresearch in the two fields could overcome these limitations, improve ourknowledge of desertification, and benefit four areas of global climate changestudies: mitigation assessment; accounting for land cover change in thecarbon budget; land surface-atmosphere interactions; and climate changeimpact forecasting. Convergence would be assisted if desertification weretreated more as a special case in dry areas of the global process of landdegradation, and stimulated by: (a) closer cooperation between the FCCCand CCD; (b) better informal networking between desertification and globalclimate change scientists, e.g. within the framework of theIntergovernmental Panel on Climate Change (IPCC). Both strategies wouldbe facilitated if the FCCC and CCD requested the IPCC to provide ascientific framework for realizing the synergies between them.  相似文献

This paper presents ideas pertaining to transitions that are envisaged in the steel industry from Cleaner Production (CP) to Systems Innovation. Limits of the socio-technical system and the climate change challenge will induce changes in the production, distribution and consumption patterns of steel and other materials. Insights from industrial economics and evolutionary theory on innovation for sustainable development are needed to assess the rationale behind the adoption and diffusion of new breakthrough technologies named Ultra Low CO2 Steel making (ULCOS). Evolution in material consumption patterns deserves a special research agenda which focuses upon the long term evolution of the consuming sectors as major changes in the infrastructure and products that support our many energy dependent services (mobility, shelter, heat, light, etc.) are expected. Over the past decade, the relationship between agricultural and energy markets has strengthened. Traditional energy sources have been increasingly replaced by energy from biomass, and this trend is expected to continue into the future. Consequently, an assessment of the efficiency of bioenergy policies requires a comprehensive analysis of both agricultural and energy markets. The objective of this paper is to analyze the impacts of two detailed European Union (EU) greenhouse gas (GHG) emission mitigation policies on the utilization of biomass for energy production and the implications for agricultural prices and trade. The consequences of a policy-induced shift from consumption of fossil to renewable energy are assessed under full consideration of interrelations between the energy and agricultural sectors. To this end, we combine an energy system model and an agricultural sector model by establishing a consistent interface between them. Depending on the ambition of the GHG emission reduction scenarios, the results indicate significant price increases. Furthermore, the increase in European demand for energy crops is to a substantial degree covered by additional imports. These results highlight that GHG emission mitigation policies enacted in a large economy like the EU cannot be considered without accounting for indirect effects in the rest of the world. They put the efficiency and also the effectiveness of such policies in general into question.  相似文献
