A recent assessment of agricultural greenhouse gas (GHG) emissions has demonstrated significant potential for mitigation, but suggests that the full mitigation will not be realized due to significant barriers to implementation. In this paper, we explore the constraints and barriers to implementation important for GHG mitigation in agriculture. We also examine how climate and non-climate policy in different regions of the world has affected agricultural GHG emissions in the recent past, and how it may affect emissions and mitigation implementation in the future. We examine the links between mitigation and adaptation and drives for sustainable development and the potential for agricultural GHG mitigation in the future. We describe how some countries have initiated climate and non-climate policies believed to have direct effects or synergistic effects on mitigating GHG emissions from agriculture. Global sharing of innovative technologies for efficient use of land resources and agricultural chemicals, to eliminate poverty and malnutrition, will significantly mitigate GHG emissions from agriculture.Previous studies have shown that as less than 30% of the total biophysical potential for agricultural GHG mitigation might be achieved by 2030, due to price- and non-price-related barriers to implementation. The challenge for successful agricultural GHG mitigation will be to remove these barriers by implementing creative policies. Identifying policies that provide benefits for climate, as well as for aspects of economic, social and environmental sustainability, will be critical for ensuring that effective GHG mitigation options are widely implemented in the future.

Public policies are promoting biofuels as an alternative to fossil fuel consumption in order to mitigate greenhouse gas (GHG) emissions. However, the mitigation benefit can be at least partially compromised by emissions occurring during feedstock production. One of the key sources of GHG emissions from biofuel feedstock production, as well as conventional crops, is soil nitrous oxide (N2O), which is largely driven by nitrogen (N) management. Our objective was to determine how much GHG emissions could be reduced by encouraging alternative N management practices through application of nitrification inhibitors and a cap on N fertilization. We used the US Renewable Fuel Standards (RFS2) as the basis for a case study to evaluate technical and economic drivers influencing the N management mitigation strategies. We estimated soil N2O emissions using the DayCent ecosystem model and applied the US Forest and Agricultural Sector Optimization Model with Greenhouse Gases (FASOMGHG) to project GHG emissions for the agricultural sector, as influenced by biofuel scenarios and N management options. Relative to the current RSF2 policy with no N management interventions, results show decreases in N2O emissions ranging from 3 to 4 % for the agricultural sector (5.5–6.5 million metric tonnes CO2?eq.?year?1; 1 million metric tonnes is equivalent to a Teragram) in response to a cap that reduces N fertilizer application and even larger reductions with application of nitrification inhibitors, ranging from 9 to 10 % (15.5–16.6 million tonnes CO2?eq.?year?1). The results demonstrate that climate and energy policies promoting biofuel production could consider options to manage the N cycle with alternative fertilization practices for the agricultural sector and likely enhance the mitigation of GHG emissions associated with biofuels.

Agriculture is one of the major sources of greenhouse gas (GHG) emission. It accounts for approximately 15% of the total global anthropogenic emissions of GHGs. Emissions could be twice as much if indirect emissions are also taken into the consideration. However, unlike other high emitting sectors such as transport or energy, agriculture is potentially a significant carbon “sink”. It has high technical potential as a carbon sink and if tapped, can substantially enhance global sequestration efforts. The technical potential, however, may not translate into actual GHG reduction because of the capital assets and institutional constraints faced by the smallholder farmers in the developing countries. In this paper we develop a capital assets based framework of physical, financial, social, human and natural barriers to agricultural carbon mitigation initiatives and through analysis of current initiatives, we set out policy based options to reduce each of these barriers. Fundamentally, barrier removal will entail designing agricultural carbon mitigation initiatives in collaboration with farmer communities, through strengthening local institutions, understanding land tenure and natural resource cultures, ensuring legitimacy and equity in payments and fast tracking training and information. We provide a framework that simultaneously aids the dual objectives of alleviating poverty in the poor farming communities of developing countries and lowering global greenhouse gas emissions.

Over the past decade, the relationship between agricultural and energy markets has strengthened. Traditional energy sources have been increasingly replaced by energy from biomass, and this trend is expected to continue into the future. Consequently, an assessment of the efficiency of bioenergy policies requires a comprehensive analysis of both agricultural and energy markets. The objective of this paper is to analyze the impacts of two detailed European Union (EU) greenhouse gas (GHG) emission mitigation policies on the utilization of biomass for energy production and the implications for agricultural prices and trade. The consequences of a policy-induced shift from consumption of fossil to renewable energy are assessed under full consideration of interrelations between the energy and agricultural sectors. To this end, we combine an energy system model and an agricultural sector model by establishing a consistent interface between them. Depending on the ambition of the GHG emission reduction scenarios, the results indicate significant price increases. Furthermore, the increase in European demand for energy crops is to a substantial degree covered by additional imports. These results highlight that GHG emission mitigation policies enacted in a large economy like the EU cannot be considered without accounting for indirect effects in the rest of the world. They put the efficiency and also the effectiveness of such policies in general into question.

Dairy farming is the largest agricultural source of the greenhouse gases methane (CH4) and nitrous oxide (N2O) in Europe. A whole-farm modeling approach was used to investigate promising mitigation measures. The effects of potential mitigation measures were modeled to obtain estimates of net greenhouse gas (GHG) emissions from representative dairy model farms in five European regions. The potential to reduce farm GHG emissions was calculated per kg milk to compare organic and conventional production systems and to investigate region and system specific differences. An optimized lifetime efficiency of dairy cows reduced GHG emissions by up to 13% compared to baseline model farms. The evaluation of frequent removal of manure from animal housing into outside covered storage reduced farm GHG emissions by up to 7.1%. Scraping of fouled surfaces per se was not an effective option since the reduction in GHG emissions from animal housing was more than out-weighed by increased emissions from the storage and after field application. Manure application by trail hose and injection, respectively, was found to reduce farm GHG emissions on average by 0.7 and 3.2% compared to broadcasting. The calculated model scenarios for anaerobic digestion demonstrated that biogas production could be a very efficient and cost-effective option to reduce GHG emissions. The efficiency of this mitigation measure depends on the amount and quality of organic matter used for co-digestion, and how much of the thermal energy produced is exploited. A reduction of GHG emissions by up to 96% was observed when all thermal energy produced was used to substitute fossil fuels. Potential measures and strategies were scaled up to the level of European regions to estimate their overall mitigation potential. The mitigation potential of different strategies based on a combination of measures ranged from −25 up to −105% compared to baseline model farms. A full implementation of the most effective strategy could result in a total GHG emission reduction of about 50 Mt of carbon dioxide (CO2) equivalents per year for conventional dairy farms of EU(15) comparable to the defined model farms.

In this paper we examine the trends of nitrous oxide (N2O) emissions of the Spanish agricultural sector related to national production and consumption in the 1961–2009 period. The comparison between production- and consumption-based emissions at the national level provides a complete overview of the actual impact resulting from the dietary choices of a given country and allows the evaluation of potential emission leakages. On average, 1.5 % of the new reactive nitrogen that enters Spain every year is emitted as N2O. Production- and consumption-based emissions have both significantly increased in the period studied and nowadays consumption-based emissions are 45 % higher than production-based emissions. A large proportion of the net N2O emissions associated with imported agricultural goods comes from countries that are not committers for the United Nations Framework Convention on Climate Change Kyoto Protocol Annex I. An increase in feed consumption is the main driver of the changes observed, leading to a remarkable emission leakage in the Spanish agricultural sector. The complementary approach used here is essential to achieve an effective mitigation of Spanish greenhouse gas emissions.

The global waste sector produces, on average, 2–5 % of global anthropogenic greenhouse gas (GHG) emissions. The amount of GHG emissions has grown steadily and is predicted to increase considerable in the forthcoming decades because of the increases in population and gross domestic product (GDP). However, the GHG mitigation opportunities for the sector are still fully not exploited, in particularly in developing countries. A series of initiatives were highly successful and showed that large reductions in emissions are possible. This study aims to propose a holistic quantification model, which can be used for estimation of waste generation and evaluation of the potential reduction of GHG emissions in waste sector for developing countries with a particular application to Vietnam. The two scenarios set for the study were business as usual (BaU) which waste management is assumed to follow past and current trends and CounterMeasure (CM) which alternative waste treatment and management are assessed. Total emissions in the BaU scenario are projected to increase from 29.47 MtCO2eq in 2010 to 85.60 MtCO2eq by 2030 and 176.32 MtCO2eq by 2050. The highest emissions are due to methane (CH4) released by disposal sites, accounting for about 60 % of the GHG emissions from waste in Vietnam in 2030. This emission is projected to increase significantly (67 % in 2050), unless more of the methane is captured and used for energy generation. The CM scenario gives emission reductions from 25.7 % (2020), 40.5 % (2030) to 56.6 % (2050) compared to the BaU scenario. The highest GHG reduction is achieved through recycling, followed by methane recovery to optimize the co-benefit for climate change mitigation.

This paper develops multiple-pollutant marginal abatement cost curve analysis to identify an optimal set of greenhouse gas (GHG) mitigation measures considering the trade-offs and synergies with other environmental pollutants. The analysis is applied to UK agriculture, a sector expected to make a contribution to the national GHG mitigation effort. Previous analyses using marginal abatement cost curves (MACCs) have determined the sector's GHG abatement potential based on the cost-effectiveness of a variety of technically feasible mitigation measures. Most of these measures have external effects on other pollution loads arising from agricultural activities. Here the monetary values of four of the most important impacts to water and air (specifically ammonia, nitrate, phosphorous and sediment) are included in the cost-effectiveness analysis. The resulting multiple-pollutant marginal abatement cost curve (MP MACC) informs the design of sustainable climate change policies by showing how the MP MACC for the UK agriculture can differ from the GHG MACC. The analysis also highlights research gaps, and suggests a need to understand the wider environmental effects of GHG mitigation options and to reduce the uncertainty in pollutant damage cost estimates.

Research shows that livestock account for a significant proportion of greenhouse gas (GHG) emissions and global consumption of livestock products is growing rapidly. This paper reviews the life cycle analysis (LCA) approach to quantifying these emissions and argues that, given the dynamic complexity of our food system, it offers a limited understanding of livestock's GHG impacts. It is argued that LCA's conclusions need rather to be considered within a broader conceptual framework that incorporates three key additional perspectives. The first is an understanding of the indirect second order effects of livestock production on land use change and associated CO2 emissions. The second compares the opportunity cost of using land and resources to rear animals with their use for other food or non-food purposes. The third perspective is need—the paper considers how far people need livestock products at all. These perspectives are used as lenses through which to explore both the impacts of livestock production and the mitigation approaches that are being proposed. The discussion is then broadened to consider whether it is possible to substantially reduce livestock emissions through technological measures alone, or whether reductions in livestock consumption will additionally be required. The paper argues for policy strategies that explicitly combine GHG mitigation with measures to improve food security and concludes with suggestions for further research.

Energy efficiency in the Japanese industry is one of the highest in the world. As a consequence, reduction of CO2 emissions is considered to be difficult and costly. However little attention has been paid as of yet to changes related to so-called non-energy use of fossil fuels. The analysis in this paper suggests that a large number of options exist for emission reduction in the Japanese petrochemical industry. This includes the introduction of biomass feedstocks, the introduction of new catalytic production processes, and changes in waste handling. The use of bioplastics and the use of CO2 feedstocks seem costly options for GHG emission reduction that should not be applied on the short term. Japanese GHG emissions can be reduced by 7.7% if the optimal set of emission mitigation options is applied. About 60 Mt emission reduction (4.9%) can be achieved by changes on the supply side, another 35 Mt emission reduction (2.8%) can be achieved by changes in waste management. While changes in waste management can be implemented before 2010, biomass introduction on the supply side will probably require a longer lead-time. About half of the emission reduction is cost–effective, but will require further technology development. The other half can be achieved at a cost level of 10,000 yen/t CO2 (80 US$/t CO2). The latter part is based on proven technology that is currently not cost–effective.

Greenhouse gas emissions from nitrogen fertilizer use in China
The use of synthetic nitrogen (N) fertilizers is an important driver of energy use and greenhouse gas (GHG) emissions in China. This paper develops a GHG emission factor for synthetic N fertilizer application in China. Using this emission factor, we estimate the scale of GHG emissions from synthetic nitrogen fertilizer use in Chinese agriculture and explore the potential for GHG emission reductions from efficiency improvements in N fertilizer production and use. The paper concludes with a discussion on costs and financing for a large-scale fertilizer efficiency improvement program in China, and how a GHG mitigation framework might contribute to program design.

Nitrous oxide (N2O) is a major greenhouse gas (GHG) product of intensive agriculture. Fertilizer nitrogen (N) rate is the best single predictor of N2O emissions in row-crop agriculture in the US Midwest. We use this relationship to propose a transparent, scientifically robust protocol that can be utilized by developers of agricultural offset projects for generating fungible GHG emission reduction credits for the emerging US carbon cap and trade market. By coupling predicted N2O flux with the recently developed maximum return to N (MRTN) approach for determining economically profitable N input rates for optimized crop yield, we provide the basis for incentivizing N2O reductions without affecting yields. The protocol, if widely adopted, could reduce N2O from fertilized row-crop agriculture by more than 50%. Although other management and environmental factors can influence N2O emissions, fertilizer N rate can be viewed as a single unambiguous proxy—a transparent, tangible, and readily manageable commodity. Our protocol addresses baseline establishment, additionality, permanence, variability, and leakage, and provides for producers and other stakeholders the economic and environmental incentives necessary for adoption of agricultural N2O reduction offset projects.

Carbon dioxide capture and permanent storage (CCS) is one of the most frequently discussed technologies with the potential to mitigate climate change. The natural target for CCS has been the carbon dioxide (CO2) emissions from fossil energy sources. However, CCS has also been suggested in combination with biomass during recent years. Given that the impact on the earth's radiative balance is the same whether CO2 emissions of a fossil or a biomass origin are captured and stored away from the atmosphere, we argue that an equal reward should be given for the CCS, independent of the origin of the CO2. The guidelines that provide assistance for the national greenhouse gas (GHG) accounting under the Kyoto Protocol have not considered CCS from biomass (biotic CCS) and it appears that it is not possible to receive emission credits for biotic CCS under the first commitment period of the Kyoto Protocol, i.e., 2008–2012. We argue that it would be unwise to exclude this GHG mitigation alternative from the competition with other GHG mitigation options. We also propose a feasible approach as to how emission credits for biotic CCS could be included within a future accounting framework.

We assessed the economic suitability of 4 greenhouse gas (GHG) mitigation options and one GHG offset option for an improvement of the GHG balance of a representative Swiss suckler cow farm housing 35 Livestock units and cultivating 25 ha grassland. GHG emissions per kilogram meat in the economic optimum differ between the production systems and range from 18 to 21.9 kg CO2-eq./kg meat. Only GHG offset by agroforestry systems showed the potential to significantly reduce these emissions. Depending on the production system agroforestry systems could reduce net GHG emissions by 66% to 7.3 kg CO2-eq./kg meat in the most intensive system and by 100% in the most extensive system. In this calculation a carbon sequestration rate of 8 t CO2/ha/year was assumed. The potential of a combination of the addition of lipids to the diet, a cover of the slurry tank and the application of nitrification inhibitors only had the potential to reduce GHG emissions by 12% thereby marginal abatement costs are increasing much faster than for agroforestry systems. A reduction of the GHG emissions to 7.5 kg CO2-eq./kg meat—possible with agroforestry only—raised costs between 0.03 CHF/kg meat and 0.38 CHF/kg meat depending on the production system and the state of the system before the reduction. If GHG emissions were reduced maximally average costs ranged between 0.37 CHF/kg meat, if agroforestry had the potential to reduce net GHG emissions to 0 kg CO2-eq., to 1.17 CHF/kg meat if also other options had to be applied.

A Life Cycle Assessment (LCA) was performed to analyze environmental consequences of different pear production chains in terms of fossil energy use and greenhouse gas (GHG) emission in China. The assessment identified hotspots that contributed significantly to the environmental impacts of pear production from the cradle to the point of sale. The results showed that GHG emissions and fossil energy use varied in the different production chains because the environmental performance does not associate with the farming systems (i.e. organic vs. conventional), but is co-determined by farm topography and thus machinery use, by market demands to seasonality of products and thus the need for storage, and by local farming practices including manure management. The LCA could be used as a tool to guide selections of agricultural inputs with the aim of reducing environmental impacts. The results of the LCA analysis indicate that a list of choices are available to reduce energy use and GHG emission in the pear production chain, namely substitution of the traditional storage systems by an efficiently controlled atmosphere storage system, using manure for biogas production, conversion from the conventional farming to organic farming, and reduction of mechanical cultivation.

Emission inventories (EIs) are the fundamental tool to monitor compliance with greenhouse gas (GHG) emissions and emission reduction commitments. Inventory accounting guidelines provide the best practices to help EI compilers across different countries and regions make comparable, national emission estimates regardless of differences in data availability. However, there are a variety of sources of error and uncertainty that originate beyond what the inventory guidelines can define. Spatially explicit EIs, which are a key product for atmospheric modeling applications, are often developed for research purposes and there are no specific guidelines to achieve spatial emission estimates. The errors and uncertainties associated with the spatial estimates are unique to the approaches employed and are often difficult to assess. This study compares the global, high-resolution (1 km), fossil fuel, carbon dioxide (CO2), gridded EI Open-source Data Inventory for Anthropogenic CO2 (ODIAC) with the multi-resolution, spatially explicit bottom-up EI geoinformation technologies, spatio-temporal approaches, and full carbon account for improving the accuracy of GHG inventories (GESAPU) over the domain of Poland. By taking full advantage of the data granularity that bottom-up EI offers, this study characterized the potential biases in spatial disaggregation by emission sector (point and non-point emissions) across different scales (national, subnational/regional, and urban policy-relevant scales) and identified the root causes. While two EIs are in agreement in total and sectoral emissions (2.2% for the total emissions), the emission spatial patterns showed large differences (10~100% relative differences at 1 km) especially at the urban-rural transitioning areas (90–100%). We however found that the agreement of emissions over urban areas is surprisingly good compared with the estimates previously reported for US cities. This paper also discusses the use of spatially explicit EIs for climate mitigation applications beyond the common use in atmospheric modeling. We conclude with a discussion of current and future challenges of EIs in support of successful implementation of GHG emission monitoring and mitigation activity under the Paris Climate Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) 21st Conference of the Parties (COP21). We highlight the importance of capacity building for EI development and coordinated research efforts of EI, atmospheric observations, and modeling to overcome the challenges.

The European Union (EU) has set a target to reduce its greenhouse gas (GHG) emissions at least 10 % below the 2005 levels by 2020 in the non-Emission Trading Sector (non-ETS). As part of this, each Member State has a binding national emission limitation target for the non-ETS sector. Finland’s target, examined as a case study in this paper, is to reduce emissions at least 16 % below 2005 levels by 2020. The objective of this study is to find cost optimal mitigation portfolios that meet Finland’s reduction target and to analyze the risks of not attaining the emission target or exceeding the assumed costs. The question was addressed with a stochastic optimization model, Stochastic Optimization of non-ETS Emissions (SONETS) selecting separate mitigation measures that meet the target on expectation. The results show that optimal portfolios include relatively high uncertainty both in costs and achieved reductions. The prices of crude oil and diesel, and the abatement cost of reducing hydrofluorocarbon (HFC) emissions seem to account for the majority of uncertainty regarding total costs. The baseline predictions for various non-ETS subsectors (such as transport and agriculture) were found to have the greatest contribution to the uncertainty of attaining emission target. The results also show that some abatement actions are chosen in nearly all efficient portfolios, while other actions are seldom chosen. For example replacing oil burners in the end of technical life time or recovery of methane (CH4) from waste are often chosen whereas ban of landfilling of organic waste is chosen extremely seldom. It also seems that the results are somewhat sensitive to the inclusion or exclusion of the interdependencies of mitigation measures.
