将国内外已有的可持续发展指标(体系)按学科特征归纳,分为应用经济学、生态学和统计学等3大类,分别评述其特征和不足,提出中国可持续发展指标的构建的进一步研讨,应充分开展实质性的跨学科研究,将经济发展指标的设置和选择作为重点,建立能解析可持续发展本质特征的长期性或阶段性批示指标,如生物多样性、人均维持基本生活的收入水平。  相似文献

There are several different approaches to evaluate regional environmental and sustainability performance, where regional indicators are an emerging issue. Academia could play an important role in many sustainable initiatives, giving credibility, scientific and technical support and contribute to increasing public participation. This paper intends to trace the Portuguese profile on regional Sustainable Development Indicators (SDI) initiatives and contribute to an understanding of the key factors related to the role of academia in those processes. A national survey was conducted to obtain data on SDI initiatives on a regional scale and the Portuguese profile was defined. Overall results show that SDI implementations are concluded in one region and are being implemented in three of the total of seven regions, despite a significant lack of institutional guidelines and policy guidance from national authorities. The particular approach conducted in the Algarve, the most southerly region of Portugal, was analysed. The indicators developed for this region are a practical example of how academia and regional public authorities can cooperate efficiently, involving multi-stakeholders, to obtain the desired outcomes.  相似文献

Over the past decades, numerous science institutions have evolved around issues of global sustainability, aiming to inform and shape societal transformations towards sustainability. While these science-based initiatives seem to take on an ever growing active role in governance for sustainable development, the question arises how they can claim any political authority in the first place. We present here a structured comparison of six international science-based initiatives, all engaged in governance processes related to the recently established Sustainable Development Goals. We focus on the material and rhetorical strategies employed by these science institutions to acquire authority by fostering perceptions of salience, credibility and legitimacy among governance actors. We distinguish three modes of scientific authority: an assessment-oriented mode that combines a strategy of salience through integration, with credibility by formal mechanisms of review, and legitimacy through representation; an advice-oriented mode, which appeals to salience through the promise of independent and timely science advice, to credibility through the credentials of the scientists involved, and to legitimacy through formal recognition by governance actors; and a solution-oriented mode, with science institutions claiming relevance based on the promise to contribute to solutions for global sustainability, while credibility is sought by invoking support of the scientific community, and legitimacy through a strategy of participation. Based on this analysis, we provide a framework for reflection on the claims and strategies of science-based initiatives, and their role and responsibility in governance for sustainable development.This article is part of a special issue on solution-oriented GEAs.  相似文献

Sustainability initiatives at the regional level play an increasingly important role in the implementation of the principles of Sustainable Development (SD) around the world. These activities successfully combine a wider ‘systems’ perspective with the benefits of the more ‘humane approach of the sub-national scale.’ The potential for academic institutions to play an important role in the success of these initiatives is significant, yet institutions of higher education need encouragement. This article outlines the most important factors which determine the roles of academic institutions in RSIs based on both a review of the literature and research findings from two questionnaires directed to people active in RSIs and higher educational institutions (HEIs). Results confirm the existence of widespread faculty interest in engaging in work within RSIs and also highlight the most important barriers to engagement.  相似文献

随着资源和环境问题的日益凸现,经济和社会的发展必然要走可持续发展的道路。可持续发展是全面的、和谐的发展,其发展的能力和水平与经济、社会、资源、环境等多方面因素有关。本文采用灰色关联投影法,考虑人口、能源、资源、环境的压力程度、占全国GDP的份额、教育经费投入、高技术产业总产值、登记失业率等多方面因素,对华东地区的山东、河南、江苏、浙江、安徽、福建六个省份的可持续发展水平进行了综合评价,可为政府决策部门调整经济结构、缓解社会压力、改善环境质量提供一定的科学依据。  相似文献

Understanding the material purchase value of wastes and emissions and related processing costs is the essential contribution of an Environmental Management Accounting methodology proposed by a United Nations expert working group organised through the Division for Sustainable Development (UNDSD). Tracing costs and benefits according to this UNDSD methodology, considered as a “reflexive” modernization strategy in this article, sheds new light on cleaner production initiatives for corporate sustainability. Information on the first category of costs, waste and emission treatment, is generally the most accurate. Information on the second category, prevention and environmental management costs, is more difficult to determine because this category overlaps with, or is confused with, the first category of costs. Data for the two novel and innovative cost categories of the material purchase value of waste and emissions and related processing costs are even harder to obtain. Frequently, the costs are either hidden in overhead accounts or are not recorded because they are not required in conventional accounting systems. The outcome is that companies, even though they may profess otherwise, have very little knowledge about their full environmental costs, cost saving opportunities, or how best to achieve cleaner production initiatives to promote corporate sustainability. A more systematic application of the UNDSD EMA methodology would provide a better record of costs and act as a catalyst in promoting cleaner production processes. This application inevitably requires “reflexive institutions” including “reflexive corporations”, that is, corporations with the capacity to examine the side effects of their operations as modernization rebounds upon them.  相似文献

Sustainable development has been intensely debated for more than twenty years, but real progress of our societies to become more sustainable is very slow. Therefore this special issue provides a forum for critical perspectives of Sustainable Development Research and Practice. The papers are grouped into three clusters: a. Sustainability Science, b. Economic Problems and c. Corporate Contributions to Sustainable Development.Although a single special issue cannot address the entire array of issues pertaining to progress of sustainability related research, the selected papers highlight special aspects of sustainability research either due to their theoretical contributions or because they report on valuable empirical evidence. The main goal of sustainability research should be to contribute to our understanding of sustainability problems and to develop and help to implement solutions to solve them. This can be described as the relevance of sustainability research. A precondition to gain relevance is the rigor of sustainability science: it has to be based on solid scientific principles and methods. Additionally it has to be regarded that Sustainable Development is dynamic and that it has both normative and practical aspects. This paper discusses how the 630 million sub-Saharan Africa (SSA) people can be electrified with new government policy, new renewables, and innovative business models. These initiatives are translating the ambitious goals of Sustainable Development Goal 7 (SDG7) on energy and the United Nations Framework Convention on Climate Change Conference of the Parties 2015 Paris Agreement. The Paris Agreement’s central aim is to strengthen the global response to the threat of climate change by keeping a global temperature rise in this century well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase even further to 1.5 °C. The objective of this paper is to evaluate the feasibility and cost-effectiveness to electrify the 630 million people within the Paris Agreement. Economic status and willingness to pay for electricity services by the poor are briefly analyzed for four new business models. Cost-effectiveness analyses on technologies are undertaken. The results show that a private investment-based financial model is the most effective and environmentally friendly in rural electrification for the poorest households in SSA. The new policy, new renewable energy technologies, and financing models are shaping contemporary climate strategies that facilitate investment in clean energy, spur community economy, enhance national energy security, and improve global environment.  相似文献

中国生态农业的技术体系主要包括①农业环境综合整治技术;②农业资源的保护与增殖技术;③小流域综合利用技术;④立体种养技术;⑤庭院资源综合利用技术;⑥再生能源利用技术;⑦农业副产物再利用技术;⑧有害生物的综合防治技术。中国生态农业的技术体系继承了中国传统农业的精华,充分利用资源,合理保护资源,有效地连接农业的不同组分。文章介绍了中国近10多年来成功应用这些技术的典型例子,并且指出这将有利于中国实践"21世纪议程"和粮农组织的"持续农业和农村发展宣言"。  相似文献

The philosophy of Sustainable Development is intensively discussed in politics and industries but rarely transferred to the reality of business processes. Nevertheless, zero emission techniques and systems seem to be a possibility to realize the vision of sustainable companies and societies. As they are usually radical innovations of industrial processes, product-service solutions and technologies, organizational culture is an important and highly sensitive factor. During the implementation of Zero Emission techniques and systems (ZET), the role of organizational culture is evident in the support of the vision of sustainability, reduction of organizational complexity, enhancement of acceptance and further improvement. In the following article the three basic elements of ZET (improvement of total productivity, separation of output products and waste, creation of network systems to coordinate input and output) are discussed and assessed due to their cultural impact and contribution to Sustainable Development.  相似文献

Institutions of Higher Education have to cope with an array of challenges in the 21st century including globalization of teaching, research and outreach activities; additionally there are dramatic increases in competition for students, staff and funding sources. Meanwhile, local and regional involvement in regional sustainable development is increasing in importance as well. This latter process is driven by the mandates from many sources for academic involvement in working on the multi-faceted issues pertaining to Sustainable Development (SD). This requires concerted action not only at the global, but also at the local and regional levels. This article provides an overview of this special issue of the Journal of Cleaner Production on the Roles of Academia in Regional Sustainable Development Initiatives. The essence of the 11 articles contained in this special issue is summarized and contextualized within the rapidly evolving academic efforts on SD. Recommendations are made of ways for academia to help their regions to make more rapid progress toward SD via involvement of their faculty, students and staff in Regional SD programs and processes.  相似文献

Rooftop agriculture (RA) is an innovative form of urban agriculture that takes advantage of unused urban spaces while promoting local food production. However, the implementation of RA projects is limited due to stakeholders’ perceived risks. Such risks should be addressed and minimized in policymaking processes to ensure the sustainable deployment of RA initiatives. This paper evaluates the risks that stakeholders perceive in RA and compares these perceptions with the currently available knowledge, including scientific literature, practices and market trends. Qualitative interviews with 56 stakeholders from Berlin and Barcelona were analyzed for this purpose. The results show that perceived risks can be grouped into five main categories: i) risks associated with urban integration (e.g., conflicts with images of “agriculture”), ii) risks associated with the production system (e.g., gentrification potential), iii) risks associated with food products (e.g., soil-less growing techniques are “unnatural”), iv) environmental risks (e.g., limited organic certification) and v) economic risks (e.g., competition with other rooftop uses). These risks are primarily related to a lack of (scientific) knowledge, insufficient communication and non-integrative policymaking. We offer recommendations for efficient project design and policymaking processes. In particular, demonstration and dissemination activities as well as participatory policymaking can narrow the communication gap between RA developers and citizens.  相似文献

The Sustainable Consumption and Production policy is a key objective in the renewed European Union (EU) Sustainable Development Strategy (SDS). EU countries implement the targets of Sustainable Consumption and Production policy at different a level. Nevertheless, SDS targets are concerned more with production than consumption side. In addition, analysis of the carbon footprint data, which was supplied by the Global Footprint Network, showed that in all EU countries consumption-based carbon footprint caught-up and exceeded the level of production-based carbon (except Denmark and Estonia) during 1993–2010 period. The significant absolute decoupling in terms of carbon footprint from production-based perspective was observed in Belgium, Denmark, Sweden, Slovakia, Poland, United Kingdom and Germany, meanwhile from consumption-based perspective only in Denmark, Estonia and Germany. Moreover in Spain, Portugal, Italy and Croatia the consumption-based carbon footprint grew faster than economy in general. Results imply that EU should put more focus on consumption side in terms of Sustainable Consumption and Production policy and measures taken. A commitment to reduce the environmental impact from consumption-based perspective should be more addressed covering values and lifestyles.  相似文献

However, they often presume that differences between the bio-physical and social sciences are hurdles in the way of integration. We show that need not be the case. Meeting the manifold challenges connected to climate change makes high demands on individual competencies. To prepare actors for those challenges learning settings are needed in higher education that are suitable for that goal. A theoretical framework for relevant key competencies can be found in the discourse of Education for Sustainable Development (ESD). In this paper we introduce and discuss two learning settings that employ adapted sustainability science approaches: the syndrome approach and scenario analysis. Both approaches are discussed with reference to their didactic goals to foster the acquisition of the corresponding competencies. The usefulness of these two approaches in creating appropriate learning settings is demonstrated in empirical studies.  相似文献

Much debate has taken place within the mineral policy community about whether or not meaningful progress has been made towards more sustainable practices. This paper investigates the changing approaches towards sustainable development undertaken by the Mining Association of Canada (MAC) over a period of approximately 20 years. The analysis begins in the early 1990s when MAC initiated the Whitehorse Mining Initiative (WMI) and concludes in 2010 when the association was operating under a strategy entitled Towards Sustainable Mining (TSM). The goal is to consider the nature of the learning that has taken place towards sustainability within the mineral industry using the case of a leading national mining association. The investigation was undertaken through a literature review as well as key informant interviews with stakeholders affected by the Canadian Mining Industry. Findings suggest that MAC’s approach to sustainable development has shifted from an ambitious and holistic partnership involving a range of stakeholders to a focused, member-specific agenda that addresses a few performance issues. The transition to TSM was based on lessons learned through working with the WMI and subsequent efforts. It reflects broader corporate tendencies to address social and ecological issues through corporate social responsibility initiatives. The implications of these trends suggest that voluntary initiatives in and of themselves should not be expected to replace the comprehensive regulatory responsibilities historically provided by government.  相似文献

联合国可持续发展解决方案网络与贝塔斯曼基金会联合发布的《2019年实现可持续发展目标所需转变及其指数和指示板全球报告》评估了162个国家和地区17项可持续发展目标(SDGs)的实现情况,在全球具有影响力。本文分析了该报告的SDG指数和指示板构建的方法学变化及新增的SDG Trend评估情况,重点针对国别、区域层面的SDGs实施进展以及中国的进展状况进行深入分析,认为OECD、东亚、拉丁美洲、非洲等区域可持续发展目标实现进展各有特征,中国总排名上升但各项SDG子目标实施进展差异大,生态环境领域仍面临严峻挑战。提出中国要加快推进构建本土化的国家和地区可持续发展目标体系、对接"一带一路"倡议与联合国2030年议程等政策建议。  相似文献

The promotion of sustainable consumption and production patterns is enshrined as a key objective in the renewed European Union Sustainable Development Strategy (EU SDS). Sustainable consumption and production is arguably the most challenging aspect of the EU SDS. It requires changes to the way products and services are designed, produced, used and disposed of, taking into account producer and consumer behaviours. This paper reviews the European Commission's Communication on the sustainable consumption and production and sustainable industrial policy action plan, introduced on July 16, 2008. The paper examines the priority areas identified for action, the means adopted to improve energy and environmental performance of products as well as uptake by consumers. The paper concludes that the absence of mandatory quantifiable targets and deadlines and a reliance on both cross-sectoral and multi-level relationships are likely to weaken the ability of the action plan's fundamental objective of decoupling economic growth from resource use.  相似文献
