Conservation scientists are increasingly focusing on the drivers of human behavior and on the implications of various sources of uncertainty for management decision making. Trophy hunting has been suggested as a conservation tool because it gives economic value to wildlife, but recent examples show that overharvesting is a substantial problem and that data limitations are rife. We use a case study of trophy hunting of an endangered antelope, the mountain nyala (Tragelaphus buxtoni), to explore how uncertainties generated by population monitoring and poaching interact with decision making by 2 key stakeholders: the safari companies and the government. We built a management strategy evaluation model that encompasses the population dynamics of mountain nyala, a monitoring model, and a company decision making model. We investigated scenarios of investment into antipoaching and monitoring by governments and safari companies. Harvest strategy was robust to the uncertainty in the population estimates obtained from monitoring, but poaching had a much stronger effect on quota and sustainability. Hence, reducing poaching is in the interests of companies wishing to increase the profitability of their enterprises, for example by engaging community members as game scouts. There is a threshold level of uncertainty in the population estimates beyond which the year‐to‐year variation in the trophy quota prevented planning by the safari companies. This suggests a role for government in ensuring that a baseline level of population monitoring is carried out such that this level is not exceeded. Our results illustrate the importance of considering the incentives of multiple stakeholders when designing frameworks for resource use and when designing management frameworks to address the particular sources of uncertainty that affect system sustainability most heavily. Trophy hunting can provide economic incentives to conserve wild species, but it can also involve risk when rare species are hunted. The anthropogenic Allee effect (AAE) is a conceptual model that seeks to explain how rarity may spread the seeds of further endangerment. The AAE model has increasingly been invoked in the context of trophy hunting, increasing concerns that such hunting may undermine rather than enhance conservation efforts. We question the appropriateness of uncritically applying the AAE model to trophy hunting for 4 reasons. First, the AAE assumes an open‐access resource, which is a poor characterization of most trophy‐hunting programs and obscures the potential for state, communal, or private‐property use rights to generate positive incentives for conservation. Second, study results that show the price of hunting increases as the rarity of the animal increases are insufficient to indicate the presence of AAE. Third, AAE ignores the existence of biological and behavioral factors operating in most trophy‐hunting contexts that tend to regulate the effect of hunting. We argue that site‐specific data, rather than aggregated hunting statistics, are required to demonstrate that patterns of unsustainable exploitation can be well explained by an AAE model. Instead, we suggest that conservation managers seeking to investigate and identify constraints that limit the potential conservation role of trophy hunting, should focus on the critical governance characteristics that shape the potential conservation role of trophy hunting, such as corruption, insecure property rights, and inadequate sharing of benefits with local people. En Africa, el manejo de un área natural comoparque nacional implica, usualmente, lidiar con las presiones humanas existentes alrededor del área protegida. Ese es el tema de este documento, el cual vá más allá de la mera aplicación de las leyes, para considerar el ámbito del liderazgo tradicional en la aldea, la socioeconomía rural y, los servicios gubernamentales de manejo de fauna en areas querodean un parque nacional.
Este documento describe los resultados de un proyecto experimental realizado en Zambia, cuyo objetivo era detener la perdida drática de rinocerontes y elefantes causada por la cacería ilegal en áreas protegidas y en sus alrededores, especificamente, en el Valle Luangwa El diseño de este proy ecto consistió en involucrar a la población local, residente fuera del parque, en actividades de protección y manejo de fauna silvestre. Ademá se adoptó el uso sostenido de la fauna silvestre, como fuente de ingresos para coadyuvar en el desarrollo comunitario, convirtiéndolo, además, en un programa financieramente autosuficiente.
A fin de realizar las diuersas tareas de protección y desarrollo de los recursos de fauna silvestre se capacityó y empleó a residentes locales como personal encargado del manejo de la fauna silvestre. Los Concejos de Fauna Silvestre de la aldea proporcionaron asesoría y colaboración. Las concesiones para el desarrollo de safaris generaron suficientes fondos para cubrir los gastos recurrentes de munejo de fauna Silvestre y también generaron ganacias significatlvas en beneficio de la comuniciad. Como resultado de estas actividades, se redujo la cacercía illegal, majoró la economia local, y la actitud del pueblo hacia la conservación y el manejo de fauna se tornó más positive. 相似文献

Abstract: Tanzania holds most of the remaining large populations of African lions (Panthera leo) and has extensive areas of leopard habitat (Panthera pardus), and both species are subjected to sizable harvests by sport hunters. As a first step toward establishing sustainable management strategies, we analyzed harvest trends for lions and leopards across Tanzania's 300,000 km2 of hunting blocks. We summarize lion population trends in protected areas where lion abundance has been directly measured and data on the frequency of lion attacks on humans in high‐conflict agricultural areas. We place these findings in context of the rapidly growing human population in rural Tanzania and the concomitant effects of habitat loss, human‐wildlife conflict, and cultural practices. Lion harvests declined by 50% across Tanzania between 1996 and 2008, and hunting areas with the highest initial harvests suffered the steepest declines. Although each part of the country is subject to some form of anthropogenic impact from local people, the intensity of trophy hunting was the only significant factor in a statistical analysis of lion harvest trends. Although leopard harvests were more stable, regions outside the Selous Game Reserve with the highest initial leopard harvests again showed the steepest declines. Our quantitative analyses suggest that annual hunting quotas be limited to 0.5 lions and 1.0 leopard/1000 km2 of hunting area, except hunting blocks in the Selous Game Reserve, where harvests should be limited to 1.0 lion and 3.0 leopards/1000 km2. 相似文献

Abstract: The term community-based conservation (CBC) refers to wildlife conservation efforts that involve rural people as an integral part of a wildlife conservation policy. The key elements of such programs are that local communities participate in resource planning and management and that they gain economically from wildlife utilization. In part, CBC is seen as an alternative to the more exclusionary protectionist policies of the past, which often alienated rural people from conservation efforts. The new approach acts to make rural people a constituency for wildlife and therefore active backers of wildlife protection. Africans, however, are struggling with severe social and economic problems such as poverty, long-standing economic stagnation, rapid population growth, and environmental deterioration. Because of the pressures that Africans face in making a living, the application of CBC may not occur as readily or as successfully as its advocates would hope. It may also be that the approach is being oversold. I use brief case studies from Madagascar, Ethiopia, Zimbabwe, and Swaziland to highlight the possible conflicts between rural people's economic needs and the implementation of community conservation. In addition, the CBC literature treats the role of protection vaguely, as it does the question of what might happen if CBC fails to achieve wildlife conservation goals. Community-based conservation is an obvious advance over past practices because of its inclusive philosophy, but if rural people accept CBC because of its economic benefits, they may reject it at some point in the future if a better economic alternative is presented. Thus, CBC programs can work to produce a better relationship between wildlife and people, but only a vast improvement in the lives of rural Africans will ultimately produce a more secure future for the continent's wildlife. 相似文献

Abstract: The supply-side approach to conservation, as recommended by economists, prescribes the provision of cheap substitutes for wildlife commodities in an effort to lower the price of such commodities and reduce harvesting pressure. We developed a theoretical economic model to examine whether wildlife farming or ranching indeed contributes to conservation. We first present the naïve economic model that lends support to the supply-side approach. This model is incomplete because it fails to capture the fact that most wildlife markets are not perfectly competitive (instead, models are characterized by a small number of suppliers who have a certain degree of market power), which also implies that it fails to incorporate strategic interaction between suppliers. We then present an alternative model of the (illegal) wildlife trade that reflects imperfect competition and strategic interaction, and demonstrate that wildlife farming may stimulate harvesting (or poaching) rather than discourage it. By applying the model to the case of rhinoceros poaching and ranching, we demonstrate the potentially ambiguous outcomes of rhinoceros-ranching initiatives—wild rhinoceros stocks may recover or suffer from additional depletion, depending on key parameters and the type of competition on output markets. We also show that this type of ambiguity may be eliminated when policy makers restrict quantities of farmed output through a quota system; in that case, introducing wildlife farming will unambiguously promote conservation. In the absence of such accompanying regulation, however, policy makers should be careful when stimulating wildlife farming and be aware of potentially adverse consequences. 相似文献

Abstract: North American state wildlife agencies are increasingly faced with the challenge of effectively representing a diverse public. With increasing social conflict over wildlife issues, the future of wildlife conservation hinges on preparedness of the profession to respond to this challenge. In the interest of finding ways to improve response, 19 agencies in the western U.S. joined forces to initiate an investigation that would provide a better understanding of the diversity of wildlife-related interests in the region. Specific objectives, accomplished through use of a mail survey administered in 2004, were to categorize people on the basis of their value orientations toward wildlife and explore how different groups were distributed across states and to examine differences on sociodemographic characteristics and attitudes toward wildlife-related topics among groups. The focus was on two orientations: domination (view of wildlife that prioritizes human well-being over wildlife and treats wildlife in utilitarian terms); and mutualism (view of wildlife as capable of relationships of trust with humans and defined by a desire for companionship with wildlife). Four types of people were identified on the basis of these orientations. Types differed in their geographic distribution and wildlife-related attitudes and behaviors, revealing how value orientations can form the foundation for conflict on wildlife issues. Our characterizations of stakeholder groups offer a framework that can be applied over time and across geographic scales to improve conservation planning efforts and inform broader thinking about the social aspects of wildlife conservation . 相似文献

The consensus is that both ecological and social factors are essential dimensions of conservation research and practice. However, much of the literature on multiple disciplinary collaboration focuses on the difficulties of undertaking it. This review of the challenges of conducting multiple disciplinary collaboration offers a framework for thinking about the diversity and complexity of this endeavor. We focused on conceptual challenges, of which 5 main categories emerged: methodological challenges, value judgments, theories of knowledge, disciplinary prejudices, and interdisciplinary communication. The major problems identified in these areas have proved remarkably persistent in the literature surveyed (c.1960–2012). Reasons for these failures to learn from past experience include the pressure to produce positive outcomes and gloss over disagreements, the ephemeral nature of many such projects and resulting lack of institutional memory, and the apparent complexity and incoherence of the endeavor. We suggest that multiple disciplinary collaboration requires conceptual integration among carefully selected multiple disciplinary team members united in investigating a shared problem or question. We outline a 9‐point sequence of steps for setting up a successful multiple disciplinary project. This encompasses points on recruitment, involving stakeholders, developing research questions, negotiating power dynamics and hidden values and conceptual differences, explaining and choosing appropriate methods, developing a shared language, facilitating on‐going communications, and discussing data integration and project outcomes. Although numerous solutions to the challenges of multiple disciplinary research have been proposed, lessons learned are often lost when projects end or experienced individuals move on. We urge multiple disciplinary teams to capture the challenges recognized, and solutions proposed, by their researchers while projects are in process. A database of well‐documented case studies would showcase theories and methods from a variety of disciplines and their interactions, enable better comparative study and evaluation, and provide a useful resource for developing future projects and training multiple disciplinary researchers. Abstract: Habitat loss and subsistence hunting are two of the main activities that affect wildlife in frontier areas. We compared subsistence hunting patterns in four villages with different ethnic composition and degree of habitat disturbance in the vicinity of Calakmul Biosphere Reserve, Campeche, Mexico. We also compared differences between some of these villages in harvest composition and prey availability to determine hunting preferences. We used a Landsat TM satellite image to analyze the degree of disturbance around the villages. We conducted periodic surveys of subsistence hunting and prey availability. Wildlife availability was assessed monthly on nine transects (3000 m) established in the vicinity of three villages. The relative amount of disturbed habitat was smaller in an indigenous Maya village ( IV ) and larger in a mestizo village ( MV ). The two mixed-composition villages ( MCVs) had intermediate levels of disturbance. Ten species, four large and six small, of birds and mammals accounted for 97% of the hunting records. Hunting was more intense in IV and less intense in MCV1. The three village types had different hunting preferences. The habitat-mosaic composition in the vicinity of the villages influenced prey availability and subsistence-hunting preferences. Changes in the habitat mosaic were caused by the size of the holding and by ethnic composition. In spite of longer settlement time, the habitat mosaic in the vicinity of IV was less transformed than that of the other sites. Their larger holding size and greater diversity of economic activities may explain why the Mayas at IV have transformed the landscape less than the other groups and can hunt more and larger prey. 相似文献

Market‐based, supply‐side interventions such as domestication, cultivation, and wildlife farming have been proposed as legal substitutes for wild‐collected plants and animals in the marketplace. Based on the literature, we devised a list of the conditions under which supply‐side interventions may yield positive conservation outcomes. We applied it to the trade of the orchid Rhynchostylis gigantea, a protected ornamental plant. We conducted a survey of R. gigantea at Jatujak Market in Bangkok, Thailand. Farmed (legal) and wild (illegal, protected) specimens of R. gigantea were sold side‐by‐side at market. These results suggest farmed specimens are not being substituted for wild plants in the marketplace. For any given set of physical plant characteristics (size, condition, flowers), the origin of the plants (wild vs. farmed) did not affect price. For all price classes, farmed plants were of superior quality to wild‐collected plants on the basis of most physical variables. These results suggest wild and farmed specimens represent parallel markets and may not be substitutable goods. Our results with R. gigantea highlight a range of explanations for why supply‐side interventions may lack effectiveness, for example, consumer preferences for wild‐collected products and low financial incentives for farming. Our results suggest that market‐based conservation strategies may not be effective by themselves and may be best utilized as supplements to regulation and education. This approach represents a broad, multidisciplinary evaluation of supply‐side interventions that can be applied to other plant and animal species.
