作为“城市矿产”的典型代表,废弃手机因其废弃数量大、稀贵金属品位高等特性而备受关注,但在推进废弃手机回收过程中存在诸多问题。本文以推动产业发展为立足点,梳理了影响废弃手机回收的两级制衡要素,通过构建GREY-DEMATEL模型,定量评估各要素对废弃手机回收的影响程度并确定优先等级。其中,完善废弃手机回收的管理制度及相应的经济扶持政策成为短期内应着力解决的核心问题,从长期发展来看,废弃手机的前端收集应成为产业关注的重点。基于此,本文立足于废弃手机回收的短期目标及长远发展,分别提出相应的管理策略,为再生资源产业的良性发展提供对策建议。  相似文献

ABSTRACT: Improving water management to meet future global needs will certainly require technical advances, but the main challenge is to integrate the viewpoints of diverse societal interests into decisions about allocation of water resources. The integration cannot be done solely by the market because it requires a balancing among interests which do not respond well to market forces, nor by the state alone because of institutional problems. The concept of “integrated water resources management” has been developed to provide the framework for the required balancing of interests, and, like similar concepts in industries other than water, it has a dual purpose - to link stakeholders and apply best practices to management actions. To clarify the process of integrated water management, the paper focuses on two questions: who should lead integrated water resources management and who should pay for it? Several examples are given to illustrate a range of situations. The paper concludes with a call to improve paradigms of integrated water management, a proposition that water organizations should accept and budget for their external responsibilities as well as their direct missions, affirmation of the need for state and federal agencies to be involved with local interests, a call for better scientific and public information, and identification of the need for continued work to improve the process of integrated water management.  相似文献

China has been facing increasingly severe water scarcity, especially in the northern part of the country. China's water scarcity is characterized by insufficient local water resources as well as reduced water quality due to increasing pollution, both of which have caused serious impacts on society and the environment. Three factors contribute to China's water scarcity: uneven spatial distribution of water resources; rapid economic development and urbanization with a large and growing population; and poor water resource management. While it is nearly impossible to adjust the first two factors, improving water resource management represents a cost-effective option that can alleviate China's vulnerability to the issue. Improving water resource management is a long-term task requiring a holistic approach with constant effort. Water right institutions, market-based approaches, and capacity building should be the government's top priority to address the water scarcity issue.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献

The role of monitoring is changing due to the increasing awareness of complexity and uncertainty in environmental resources management. Monitoring systems are required to support critical reflection about the effectiveness of actions toward the achievement of management objectives. To this aim, monitoring should be based on a strong integrated and multi-scale approach. Monitoring costs could be prohibitive if the monitoring is only based on traditional scientific methods of measurements. To deal with these issues, the design of an innovative monitoring system should be based on the integration between different sources of knowledge and information. In this work the usability of local knowledge to support environmental monitoring is investigated. A multi-step participatory monitoring design process has been implemented aiming to design a program for soil salinity monitoring in the lower Amudarya river basin in Uzbekistan. Although there is an increasing awareness of the importance of stakeholders being involved in decision processes, the current socio-cultural and institutional context is not favourable to the participatory approach. The choice of method to be implemented in this work was influenced by such conditions. The analysis of the lessons learned from the experiences gained in this project revealed some important clues concerning the development of a locally-based monitoring program. These lessons can be subdivided according to three fundamental issues: the long term involvement of local community members in monitoring activities, the acceptance of locally-based monitoring systems by decision makers, and the reliability of monitoring information.  相似文献

In 1991, New Zealand implemented new legislation to govern the management of natural resources and the environment. The Resource Management Act establishes sustainable management as the guiding principle for decisions in respect of the allocation and use of natural resources. The reform has also brought about the devolution of decision-making authority from central government to the local level. Underlying this shift to a 'bottom up' decision-making framework is the belief that it is communities of interest that should have the most direct voice in the allocation and use of natural resources. Regional policy statements will be amongst the most important mechanisms through which the principle of sustainable management will be implemented at the local scale. A sample of these policy documents is reviewed, with the aim to identify what specific regional interpretations are given to the principle of sustainable management, what particular resource management issues are considered to underpin the achievement of the principle and to identify what visions have been crafted for the future. An underlying objective was to identify whether characteristics of locality have influenced the interpretations of sustainable management.  相似文献

The perceptions and attitudes of local people in heritage sites strongly influence their behaviour related to protecting heritage resources and improving management. In this study, we collected pertinent data through a questionnaire and group discussions to examine local people's attitudes and perceptions toward participation in heritage protection in Wuyishan Scenery District (WSD). Logistic regression was used to identify the factors that influence local people's perceptions of heritage protection behaviours. The results indicate that education level is the most critical factor in local people's initiatives to protect heritage resources. Local people with higher education levels pay more attention to the status of WSD and behave more positively with regard to conservation. Gender and income are relatively important factors in perceptions of heritage. Males have better knowledge of heritage resources than females do, and inhabitants with higher income levels are more likely to participate in protection, especially after WSD was listed as a World Heritage Site. Education level was always a key demographic factor before and after WSD's listing on the Heritage List. Household size was a significant factor before WSD was listed on the Heritage List, but it was not significant after, when household income became a significant factor.  相似文献

The fast-degrading land resources of Swaziland requires a multi-faceted approach to their management. One resource of utmost importance to all Swazis is grass. Grass research over the years had focused on pasture grass, while other uses have been neglected. The omission is a serious one and could be attributed to the neglect of indigenous grass knowledge and people's socio-economic values of grasses. Grass as a major resource is used for cattle feed, ecological control measures, medicinal plants and crafts. Within the study area, 46 grass species were identified and described by the local people. The neglect of the people's knowledge and utilitarian values of grass is a waste of resources. Thus, for grass research to be relevant to the people and national development objectives, research scientists should rethink their approach; they need to recognize and incorporate the indigenous knowledge about other uses of grasses.  相似文献

Protected Area (PA) management is a complex issue that requires the consideration of many factors and relationships. A conceptual framework for the analysis of biodiversity change, local human communities, and PA management was put forward, accordingly. Under the framework, we investigated the economic status, livelihood activities, biodiversity use and perceptions of local communities, and the land use history in Wolong Biosphere Reserve, southwestern China through household survey and document review in order to gain a better understanding of the complexity of PA management. According to the land use history, the preservation of agro-biodiversity, and the raising of productivity, ecological rehabilitation and the regulation of the human pressures are indispensable in the management of the reserve. Livelihood activities and the perceptions of local communities were largely determined by the socioeconomic background, which has important implications in solving the conflicts or incompatibilities in the reserve. In Wolong Biosphere Reserve, it is beneficial to support local farmers in solving their socioeconomic problems such as the overabundance of labor force and the lack of livelihood alternatives. Without this, there will be scarcely any effective biodiversity conservation and successful reserve management in the long term.  相似文献

The success of river and lake basin development and management is rooted in the knowledge of its resources, both physical and human. Within the framework of an integrated basin plan, each economic sector depends on the adequacy of such data for its individual development. The management and conservation of the basin itself in turn depends on knowing the requirements of those sectors and their probable impact on each other and on the status of the basin's resources, its ecology and environment. The development of African river basin resources is subject to various constraints, some for physical and climatic reasons, others tied to socio-cultural characteristics and the priorities of national economies. These are reflected in financial, manpower and institutional limitations, problems of finding technologies suited to specific local conditions and concern for human health. The scale and complexity of river basin development make it difficult to predict precise outcomes of planned proposals, but a progressive approach which links long-term activities with achievable, shorter term production projects offers prospects for ultimate success.  相似文献

While park-people conflicts have received worldwide attention, the extent of illegal resource extraction and the relationship with communities’ livelihoods has gained little attention in the literature. Thus this paper investigates the impact of socio-economic factors involved in illegal fuel wood and fodder extraction at Bardia National Park in Nepal. Household questionnaires, key-informant interviews and focus groups were conducted to identify different plant species used by households and explore the causes and mode of resource extraction in three buffer zone villages in the park. Altogether 50 different plants were identified by villagers that were used regularly for different livelihood purposes. Almost half of the respondents met their needs by illegally and regularly extracting resources from the park. Incentive schemes in the form of development projects were important but not sufficient in meeting the basic needs of households’ especially for such daily items such as fuel wood and fodder. The results described in this paper showed that proximity and access to resources either in the national park, the buffer zone community forest or the government forest, and impact on the livelihoods significantly influenced the likelihood of illegal resource extraction activities. Villages that differed in terms of their location to the resource base, the provision of alternative resources and influence of these on their livelihoods showed significant differences in terms of their patterns of resource extraction and use of these resources. As resource use options, resource interest, and resource extraction patterns were different between villages and dependent on circumstances specific to villages, site-specific management strategies were necessary and more influential than the enforcement of ‘one-size fits all’ policies. It is suggested that park management plans should be flexible and adaptive enough to meet site-specific contexts and to endear wider support from local communities.  相似文献

In this paper, it is proposed that water resources should be managed as an integral part of a nation's social and economic development. Water resources managers should broaden their scope of work to include an integrated management approach. Instead of the traditional 'supply oriented approach' in which they act in response to ever-increasing demands for water from different sectors of the economy, water resources management agencies should play a more active role in guiding and stimulating socioeconomic development through more efficient water use. Demand management should be an important tool which should go beyond the improvement of technical efficiencies. Most important is to develop economic and institutional approaches that accept charging for the full costs of the utilization and management of water resources. Implementation of such an approach will require more sectoral integration than is currently the case and will have considerable implications for organizations, staffing, institutional arrangements and corresponding capacity building.  相似文献

Wetlands are critical natural resources in developing countries where they perform a range of environmental functions and provide numerous socio-economic benefits to local communities and a wider population. In recent years, however, many wetlands throughout eastern Africa have come under extreme pressure as government policies, socio-economic change and population pressure have stimulated a need for more agriculturally productive land. Although wetland drainage and cultivation can make a key contribution to food and livelihood security in the short term, in the long term there are concerns over the sustainability of this utilization and the maintenance of wetland benefits. This article draws upon recent research carried out in western Ethiopia, which addressed the sustainability of wetland agriculture in an area of increasing food insecurity and population pressure. It discusses the impacts of drainage and cultivation on wetland hydrology and draws attention to local wetland management strategies, particularly those characterized by multiple use of wetlands, where agriculture exists alongside other wetland uses. The article suggests that where multiple wetland uses exist, a range of benefits can be sustained with little evidence of environmental degradation. Ways of promoting and empowering such sustainable wetland management systems are discussed in the context of the wider need for water security throughout the region.  相似文献

This paper examines variation in local perceptions of risk in semi-arid Tanzania, identifying factors that influence local perceptions of problems and testing the feasibility of risk mapping as a technique. Twelve villages in six districts were visited between February and April 2001. Villagers were asked about their worries and concerns in providing for themselves and their families using a risk questionnaire. The responses were grouped into 21 categories of problem and incidence and severity indices were calculated for each category. Most problems were associated with the availability of natural resources on which livelihoods depend but others related to human and social capital assets. In addition to environmental factors, livelihood strategy and gender both influenced people's perceptions of risk. Problems of irrigation and weather, for example, were important for agricultural communities while problems relating to livestock diseases, access to land and hunger were more important in pastoral communities. The risks cited by men and women generally reflected their traditional roles in society. Very broadly, the risks associated with natural capital tended to be seen as higher by men while women mentioned more problems relating to human and social capital. However, this was not always the case. Problems linked to finance, traditionally the concern of men, were ranked similarly by men and women. In projects designed to facilitate community management and control over common pool resources, the identification of common interests is particularly important. Risk mapping can provide a cost-effective way of gaining insights to help improve research design and to inform policy development.  相似文献

The driving forces behind natural resource management (NRM) vary among countries. Most NRM programmes focus on biophysical drivers such as soil, water and vegetation, with little attention directed towards the nuanced sociocultural and religious drivers of sustainable natural resource management (SNRM) practices. This paper explores those understudied drivers that influence local people’s participation (LPP) in SNRM in Isfahan, Iran. Using a multi-stage stratified sampling method, we selected 200 natural resource experts and natural resource users to complete a questionnaire about their perceptions of SNRM. Results reveal that sociocultural and religious beliefs are the major drivers of SNRM. The results also indicate that subsidiary drivers include: a sense of responsibility towards SNRM; the conviction that natural resources belong to God and should therefore be preserved; participation to preserve natural resources because of training courses and media influence; a long-established custom of preserving natural resources; and the specific impact of environmental television programmes. Demographic analysis finds a significant relationship between educational level and LPP in SNRM. This study’s results therefore suggest that natural resource managers would benefit from a deeper understanding of the local sociocultural and religious contexts that motivate people to participate in SNRM.  相似文献

Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park.  相似文献

After an initial burst of enthusiasm in the 1990s, community-based forest management (CBFM) is increasingly being viewed with a critical eye. Evidence suggests that many programs have failed to promote their stated objectives of sustainability, efficiency, equity, democratic participation and poverty reduction. A large volume of academic literature now exists on CBFM, examining both the success and failure of such initiatives in a wide variety of countries. Through analysis of key themes, concepts and issues in CBFM, this article provides a review of CBFM initiatives in tropical developing countries for policymakers, practitioners and planners wishing to gain an understanding of this wide-ranging, interdisciplinary academic literature. The article identifies key institutions and incentives that appear to significantly affect the success or failure of CBFM initiatives. In particular, it reports that consideration of institutional and socioeconomic factors along with personal characteristics of key stakeholders such as beliefs, attitudes, financial resources and skills are important determinants of CBFM outcomes. However, local incentive structures also appear to be important. There is increasing recognition in the literature of the need to consider the conditions under which local politicians entrusted with carrying out CBFM initiatives will deem it worthwhile to invest their scarce time and resources on environmental governance.  相似文献

This paper assesses local biodiversity monitoring methods practiced in the Tonle Sap Lake of Cambodia. For the assessment we used the following criteria: methodological rigor, perceived cost, ease of use (user friendliness), compatibility with existing activities, and effectiveness of intervention. Constraints and opportunities for execution of the methods were also considered. Information was collected by use of: (1) key informant interview, (2) focus group discussion, and (3) researcher's observation. The monitoring methods for fish, birds, reptiles, mammals and vegetation practiced in the research area have their unique characteristics of generating data on biodiversity and biological resources. Most of the methods, however, serve the purpose of monitoring biological resources rather than biodiversity. There is potential that the information gained through local monitoring methods can provide input for long-term management and strategic planning. In order to realize this potential, the local monitoring methods should be better integrated with each other, adjusted to existing norms and regulations, and institutionalized within community-based organization structures.  相似文献

ABSTRACT: Forces driving the initiation of watershed management activities in Alabama have ranged from top-down, agency-led initiatives to bottom-up, citizen-led initiatives. A number of watershed projects in Alabama were examined including three NPS projects funded by U.S. EPA grants and a more comprehensive locally-initiated watershed management authority. Watershed projects were categorized into four different models. Factors which produced significant differences in the development and utilization of social capital and local capacities for watershed management were investigated. The success of watershed management initiatives was examined qualitatively and appears to correlate with a number of social factors. These factors include the extent of stakeholder involvement, the availability of social capital in the watershed, and the presence of a real or perceived water resource concern or problem. Both short term project success and the longer term prognosis for continued watershed management activities seems to depend most upon the amount of social capital in the watershed. Two major changes in resource management programs and organizations could lead to increased focus on and support for local watershed management initiatives. These are reorganization of resource management agencies around watershed units, and assignment of at least one staff person in each watershed unit to watershed management.  相似文献
