ABSTRACT: Artificial recharge as a means of augmenting water sup plies for irrigation is a management alternative which policy makers in ground water decline areas are beginning to consider seriously. A conceptual model is developed to evaluate the economic benefits from ground water recharge under conditions where the major water use is irrigation. The methodology presented separates recharge benefits into two components: pumping cost savings and aquifer extension benefits. This model is then applied to a Nebraska case to approximate the value of recharge benefits as a function of aquifer response. discount rate, and commodity prices. It was found that recharge benefits vary from less than $2 to over $6 an acre foot recharged.  相似文献

Out study deals with the demand for water and alternative agricultural production and land use patterns under varying prices for both surface and ground water. We derive irrigation water demands for both the United States and regions of it. Not only is a different amount of water used at each set of water prices but also a different mix of crops, livestock, and production technology develops among the different regions. Under the highest set of prices used, more than fourteen million acres are converted into dryland farming. Total irrigated water use decreases by more than 25 million acre-feet. Irrigated crop yields are reduced and cropping patterns shift away from irrigation. Commodity shadow prices increase as much as 15 percent under high prices for both surface and ground water. A redistribution of farm income occurs between irrigated and dryland regions.  相似文献

ABSTRACT: Water supplies in Arizona are becoming increasingly limited because municipal, industrial, and agricultural consumption depletes ground water reserves by three million acre-feet annually. Additional demands are being created by electric power generation, particularly in northeastern Arizona where ground water pumpage is expected to escalate by sixfold during the next 10 years. The results of a study to determine the ease and feasibility of using satellite imagery as a tool in exploring for new sources of ground water are reported. Lineaments detected on Landsat images of two sites were mapped and correlated with well data in the two study areas by means of well centered grid model. The correlations developed between lineament density and water well data in the two study sites support the hypothesis that a relationship exists between regional geologic structure and the presence of ground water.  相似文献

ABSTRACT: A partial production function for corn that considers the time and amount of water applications is determined. Examples are worked out by using data on site specific parameters for nine soil sites in the Great Plains Region repesenting various combinations of water holding capacity, pan evaporation, and average rainfall. It is found that soils with a low water holding capacity are more water and energy intensive in crop production and thus more vulnerable to fluctuations in net returns due to declining water tables or energy shortages. Despite this, farmers of low water holding capacity soils are likely to opt for irrigation. This points to the existence of a necessary, but sufficient, condition for socially inefficient use of ground water resources. This calls to question the property right concept in water created through the appropriation doctrine and the “law of capture.” This paper indicates the type of analysis that must be undertaken in order to make appropriate changes in laws governing water use.  相似文献

ABSTRACT: The ground water in the Tucson basin is being drawn faster than it is replenished by nature. The water table is falling, giving rise to several conflicts between water users in the basin. At present, several lawsuits are in progress, including an action by the Papago Tribe against some of the major water users in the basin. Largely because of these difficulties, the State Legislature has established a commission to make proposals for the reform of Arizona's ground water law. The pattern of water use in the basin will undoubtedly be changed by the outcome of the present litigation and the coming reform of Arizona's ground water law. This paper describes how water use in the basin might be affected by changes in the availability of water and gives an account of the effects that these changes in water use could have on the region's economy. The paper concludes that the water problems of the Tucson basin will have little effect on the region at large and that these problems are simply a matter for the Indians and the other water users in the basin to sort out amongst themselves.  相似文献

ABSTRACT: Genetic algorithms (GA) and simulated annealing (SA), two global search techniques, are coupled with MODFLOW, a commonly used groundwater flow simulation code, for optimal management of ground water resources under general conditions. The coupled simulation-optimization models allow for multiple management periods in which optimal pumping rates vary with time to reflect the changing flow conditions. The objective functions of the management models are of a very general nature, incorporating multiple cost terms such as the drilling cost, the installation cost, and the pumping cost. The models are first applied to two-dimensional maximum yield and minimum cost water supply problems with a single management period, and then to a multiple management period problem. The strengths and limitations of the GA and SA based models are evaluated by comparing the results with those obtained using linear programming, nonlinear programming, and differential dynamic programming. For the three example problems examined in this study, the GA and SA based models yield nearly identical or better solutions than the various programming methods. While SA tends to outperform GA in terms of the number of forward simulations needed, it uses more empirical control parameters which have significant impact on solution efficiency but are difficult to determine.  相似文献

ABSTRACT: The Floridan Aquifer is the primary source of water in the coastal area of Santa Rosa County, Florida. In order to optimize well field design and analyze aquifer stress problems, the USGS MODFLOW code (McDonald and Harbaugh, 1988) is applied to develop a numerical computer model of the aquifer. The Geographical Information System (GIS) is the primary tool used in the development of the model grid, performance of the modeling procedure, and model analysis. The GIS is used in generating multiple grids in which to simulate both regional scale and local scale flow. The grid topology is recorded in geographic coordinates which facilitates geo-referencing and orientation of the grid to base maps and data coyerages. The GIS allows data transfer from various coverages to the nodes of the block centered grid where hydrogeologic information is stored as attributes to the grid coverage. From this grid coverage, pertinent information is queried within the GIS environment and used to generate the input files for the MODFLOW simulation. After MODFLOW execution, simulated heads and drawdown are imported into the grid coverage where residual error and recharge rates can be calculated. Contoured surfaces are then created for selected data sets including simulated heads, drawdown, residual error, and recharge rates. Model calibration is conducted utilizing the GIS to generate and process data sets associated with model simulations.  相似文献

ABSTRACT: Ground water and surface water constitute a single dynamic system in most parts of the Suwannee River basin due to the presence of karst features that facilitate the interaction between the surface and subsurface. Low radon-222 concentrations (below background levels) and enriched amounts of oxygen-18 and deuterium in ground water indicate mixing with surface water in parts of the basin. Comparison of surface water and regional ground water flow patterns indicate that boundaries for ground water basins typically do not coincide with surface water drainage subbasins. There are several areas in the basin where ground water flow that originates outside of the Suwannee River basin crosses surface water basin boundaries during both low-flow and high-flow conditions. In a study area adjacent to the Suwannee River that consists predominantly of agricultural land use, 18 wells tapping the Upper Floridan aquifer and 7 springs were sampled three times during 1990 through 1994 for major dissolved inorganic constituents, trace elements, and nutrients. During a period of above normal rainfall that resulted in high river stage and high ground water levels in 1991, the combination of increased amounts of dissolved organic carbon and decreased levels of dissolved oxygen in ground water created conditions favorable for the natural reduction of nitrate by denitrification reactions in the aquifer. As a result, less nitrate was discharged by ground water to the Suwannee River.  相似文献

ABSTRACT: Several chlorinated solvent plumes threaten the sole‐source aquifer underlying the Massachusetts Military Reservation at the western end of Cape Cod. Sensitive surface water features including ponds, cranberry bogs, and coastal wetlands are hydraulically connected to the aquifer. For one of the plumes (CS‐10 the original remedy of 120 extraction and reinjection wells has the potential for significant disruption of surface water hydrology, through the localized drawdown and mounding of the water table. Recirculating wells with in‐well air stripping offer a cost‐effective alternative to conventional pump‐and‐treat technology that does not adversely affect the configuration of the water table. Pilot testing of a two well system, pumping 300 gpm, showed a capture radius of > 200 feet per well, in‐well trichloroethylene (TCE) removal efficiencies of 92 to 98 percent per recirculation cycle, an average of three recirculation cycles within the capture zone, and no measurable effect on water table elevations at any point within the recirculation/treatment zone. During 120 days of operation, the mean concentration of TCE in the treatment zone was reduced by 83 percent, from 1,111 μg/l to 184 μg/l. Full‐scale design projections indicate that 60 wells at an average spacing of 160 feet, having an aggregate recirculation 11 MGD, can contain the CS‐b plume without ground water extraction or adverse hydraulic effects on surface water resources. The estimated capital costs for such a system are about $7 million, and annual operations‐and‐maintenance costs should be about $1.4 million, 40 percent of those associated with a pump and treat system over a 20‐year period.  相似文献

ABSTRACT This study examined the feasibility of extending the Accelerated Salt Transport (ASTRAN) method of groud water quality control to a complex, closed basin which is experiencing ground water quality degradation from irrigated agriculture (e.g., the Tulare Lake Basin in the Southern portion of the California Central Valley). A linear programming model was constructed and parametric analysis conducted which produced results with a “general appraisal” (or “level B”) degree of accuracy. The study concluded that a drainage water export drain is required in order to implement a long-term solution but that ground water degradation can be mitigated by a combination of the ASTRAN method and other measures even with existing entitlements and legal constraints.  相似文献

ABSTRACT: A hypothetical, although realistic, water pollution problem was studied from a property rights viewpoint. Theoretical and economic justifications were developed. A fully-liable, private owner was found to be financially profitable while improving the water quality and providing recreational potential. The example confirmed that property rights provides an answer to stream pollution problems, but contradicted the view that water pollution control must be justified by recreational benefits.  相似文献

ABSTRACT: Ground water is intended to be administered in many western states as a flow or renewable resource. In Idaho, this administration is based on the appropriation doctrine of water rights. Two generalizations may be made concerning ground water. First, water artificially discharged from an aquifer system must deplete the total resource by that amount; water consumptively pumped from a well must be derived from either increased recharge, decreased discharge or a decrease of water in storage. Second, the annual rate of recharge to a ground-water system is often only a small percentage of the total resource in storage. Ground water may be divided into flow and stock portions. In those basins where the second generalization is true, most ground water may be classified as stock. However, only the flow portion of ground water may be developed if utilization of the resource is to be enjoyed over an infinite period. Data from the Raft River Basin in Idaho indicate that the flow and stock characteristics of ground water are time dependent. The resource exhibits the characteristics of both a renewable and nonrenewable resource. As a result, present administrative techniques do not provide for effective management of the resource.  相似文献

: This article examines the willingness and capacity of local districts to control ground water mining of the Ogallala Aquifer in the High Plains. The questions of willingness and capacity were approached through extensive field interviews and a survey of all district board members and managers. The analysis focuses on the policy alternatives board members and managers perceive and how they evaluate these alternatives. Methodologically, the study utilized factor analysis of responses rating the desirability of various policy alternatives to ascertain what alternatives were perceived by the sample. Then the sample's preferences for each of the identified factors were calculated. The results demonstrate that the sample of those who must regulate if ground water mining is to be controlled at the substate level are not oriented to regulatory policies and therefore lack the willingness to deal with ground water mining.  相似文献

ABSTRACT: Under Colorado's appropriative water right system, withdrawals by junior ground water rights must be curtailed to protect senior surface water appropriators sharing the same river system unless the ground water users replace the amount of their injury to the river under an approved plan for augmentation. Compensation of such injury with surface water may not only be expensive but unreliable in dry years. As an alternative, the curtailment of pumping may be obviated by recharging unused surface water into the aquifer when available and withdrawing it when needed. In order to manage such an operation, a practical tool is required to accurately determine that portion of the recharge water that does not return to the river before pumping for irrigation. A digital model was used for this purpose in a demonstration recharge project located in the South Platte River basin in northeastern Colorado. This paper summarizes the experiences gained from this project, the results of the digital model, the economic value of recharge, and the feasibility of the operation. It was determined through the use of the digital model that, with the given conditions in the area, 77 percent of the recharged water remained available for pumping. Economic analyses showed that water could be recharged inexpensively averaging about two dollars per acre foot.  相似文献

ABSTRACT: This study investigates the degree of economic inefficiency of the current institutional arrangements for surface and ground water management in meeting urban water demand in the Jakarta region. A numerical model of integrated surface and ground water management is developed using GAMS (General Algebraic Modelling System) software. The model maximizes the net present value of social benefits from piped water and ground water consumption across all users over time from 1999 to 2025. Four policy scenarios are examined: the status quo, the social planner's solution, and two ground water pumping quota scenarios: an aggregate ground water pumping quota and a partial quota applied to commercial and industrial users. Three variations in each policy scenario are considered: investment in water infrastructure of the Jakarta water enterprise (PAM Jaya), water demand growth, and discount rates. The status quo, depending on the investment option, the growth of water demand, and the discount rate, results in a 7.4 to 47.8 percent loss in economic efficiency relative to the social planner's solution. The partial quota is the most feasible, applicable, and manageable scenario. The optimal investment option could increase the volume of piped water supply and reduce the cost of water production. The volume of water delivery could increase by up to 156 percent, but it implies only a 35 percent increase in the surface raw water demands above the current level. However, it does not significantly reduce cumulative ground water extraction over the time period considered.  相似文献

ABSTRACT: Protection of ground water quality is of considerable importance to local, state, and federal governments. This study uses a 15-year mathematical programming model to evaluate the effectiveness of low-input agriculture, under alternative policy scenarios, as a strategy to protect ground water quality in Richmond County, Virginia. The analysis considers eight policy alternatives: cost-sharing for green manures, two restrictions on atrazine applications levels, chemical taxation, a restriction on potential chemical and nitrogen levels in ground water only and in surface and ground water, and two types of land retirement programs. The CREAMS and GLEAMS models were used to estimate nitrate and chemical leaching from the crop root zone. The economic model evaluates production practices, policy constraints, and water quality given a long-term profit maximizing objective. The results indicate that low-input agriculture alone may not be an effective ground water protection strategy. The policy impacts include partial adoption of low-input practices, land retirement, and the substitution of chemicals. Only mandatory land retirement policies reduced all chemical and nutrient loadings of ground water; however, they did not promote the use of low-input agricultural practices.  相似文献

round water drought events were derived by taking a truncation level through the time series of daily ground water depth that are recorded elevation differences between the water table and land surface at a well site. Droughts of various truncation levels at 70, 80, 90, and 95 percent, were obtained, where a 70 percent truncation level means that 70 percent of ground water depth data are less than or equal to the truncated value. The conditional probability that a drought occurring at a certain truncation level will prolong and advance to that of the next higher level was estimated. The regionalization analysis was conducted assuming that conditional probabilities estimated at selected wells are regionalized variables. Contour lines of conditional probabilities for each truncation level were constructed to express their spatial variability in the region. Estimation errors associated with the regionalization were reasonably small.  相似文献

ABSTRACT: A series of gravel terraces support a shallow aquifer that is the sole source of drinking water for three public water supplies and more than 400 private wells on the Greenfields Bench in west‐central Montana. Farming practices on the Greenfields Bench include irrigation of malting barley and the yearly application of herbicides for the control of weeds. The most commonly used herbicide (imazamethabenz‐methyl, U.S. trade name Assert®) has been found in the ground water on the Greenfields Bench. An experiment was conducted in 2000 and 2001 to characterize the transport of Assert and its acid metabolite to ground water under three irrigation methods: flood, wheel line sprinkler, and center pivot sprinkler. Results show that Assert concentrations in ground water are controlled by hydraulic loading rates of each irrigation method, Assert persistence in soil, hydraulic characteristics of the aquifer, and adsorption/desorption of Assert onto clay particles and organic matter.  相似文献
