ABSTRACT: Strategies for controlling nonpoint sources of water pollution are discussed in terms of three representative states and eighteen regional agencies. The programs in Virginia, New York, and Wisconsin are seen to exhibit control options which range from voluntary action to strict regulation. Four conclusions are drawn from the analysis. First, nonpoint sources of pollution are a major component of the overall water pollution problem in the three states. Second, technical controls are generally available to solve the problems. Third, existing controls programs are not necessarily technologically sound or cost effective. Finally, existing control programs are capable of instituting solutions to the problems if and only if specified actions take place within the respective states and regions in the future. Critical research needs are identified which will assist states and regions in developing cost effective programs to control nonpoint source pollution.  相似文献

This paper reports the findings of a case study of the relative costs of a uniform standards system and an effluent fee system of water quality control. A 30-mile stretch of the Black Warrior River in Alabama is considered. The analysis demonstrates that the dischargers could reduce total pollution abatement costs by 33 percent under the suggested effluent fee system.  相似文献

ABSTRACT: Research suggests that conflict over public participation in water resource planning is due, in part, to confusion over the nature of the policies involved. This article examines the roadblocks to citizen involvement in water resource planning in terms of two policy models: (1) the Social Feasibility Model and (2) the Political Feasibility Model. Each model posits a different role for public participation. Although the Political Feasibility Model has been widely accepted in water resource planning, changes in the nature of the policies involved in water resource management have weakened its appropriateness. Currently, social and redistributive policies involving value conflicts often dominate water planning and these policies are best chosen through the Social Feasibility Model. The article discusses the nature of the social feasibility model, the new types of policy decisions facing water resource managers, and how the social feasibility model can help overcome the roadblocks to increased public participation in water resource policy making.  相似文献

ABSTRACT: While most inquiries into improving the efficiency of ground water allocation have focused upon various schemes involving centralized management, recently the focus has shifted towards exploring private property solutions to these problems. However, most of these studies, when modeling ground water use, have equated behavior under private property to that under common property conditions. This leads to the possibly mistaken conclusion that private property rights do not promote more efficient ground water use, because these models assume that producers ignore the future effects of current pumping. This paper attempts to correct this deficiency by formally modeling ground water use under common property, central management, and private property scenarios. Moreover, there are many ways that property rights can be defined over ground water, some establishing more exclusivity over the resource than others. Four specifications of property rights are analyzed for their likely effects on allocative efficiency: full stock-flow, partial stock-flow, limited stock-flow, and pure flow rights.  相似文献

ABSTRACT: Non-point source pollution cuntinues to be an important environmental and water quality management problem. For the moat part, analysis of non-point source pollution in watersheds has depended on the use of distributed models to identify potential problem areas and to assess the effectiveness of alternative management practices. To effectively use these models for watershed water quality management, users depend on integrated geographic information systems (GIS)-based interfaces for input/output data management. However, existing interfaces are ad-hoc and the utility of GIS is limited to organization of input data and display of output data. A highly interactive water quality modeling interface that utilizes the functional components and analytical capability of GIS is highly desirable. This paper describes the tight coupling of the Agricultural Non-point Source (AGNPS) water quality model and ARC/INFO GIS software to provide an interactive hybrid modeling environment for evaluation of non-point source pollution in a watershed. The modeling environment is designed to generate AGNPS input parameters from user-specified GIS coverages, create AGNPS input data files, control AGNPS model simulations, and extract and organize AGNPS model output data for display. An example application involving the estimation of pesticide loading in a southern Iowa agricultural watershed demonstrates the capability of the modeling environment. Compared with traditional methods of watershed water quality modeling using the AGNPS model or other ad-hoc interfaces between a distributed model and GIS, the interactive modeling environment system is efficient and significantly reduces the task of watershed analysis using tightly coupled GIS databases and distributed models.  相似文献

ABSTRACT: Nonstorm water discharges to municipal separate storm sewer systems (MS4s) are notable for spatial and temporal variability in volume, pollutant type, pollutant concentration, and activity of origin. The objective of this paper was to determine whether current technical knowledge and existing U.S. policy support an improved regulatory approach. The proposed policy would use type of discharge as a regulatory basis, merging the concepts of allowability of de minimis discharges and type-based statewide consistent rules. Specific research objectives were to comprehensively identify discharge types, characterize their prevalence in California, analyze relevant local and regional regulatory guidelines, and systematically evaluate opinions of experts about potential water quality impacts. Results demonstrate nonstorm water discharges were widespread in at least one sector, industrial facilities subject to a state permit; one discharge for every four facilities was reported in 1995, even though the permit explicitly prohibits such discharges. Clear consensus exists for minimal water quality concern for some discharge types when considering both municipal guidelines and experts’ opinions. In particular, condensate from a wide range of equipment and discharges from fire fighting equipment testing were found to be of low concern. Discharge types with consensus high concern were largely limited to discharges prohibited under other regulations, such as wastewater and hazardous waste management controls. Some discharge types where no consensus was identified, such as landscape irrigation, nevertheless generated concern for water quality impacts and appear to be relatively widespread. Available information supports technical feasibility of the proposed policy because at least some discharge types show strong consensus for de minimis impacts among regulatory guidelines and opinions of technical experts.  相似文献

ABSTRACT: The South Fork of Long Island, New York is an area which relies entirely on ground water for water supply. Most of the water which is pumped is artifically recharged, without treatment, via cesspools. The natural quality of the ground water is very high. Some areas show increasing nitrate in the ground water. This comes from both cesspools and agricultural fertilizer. Saline water intrusion is a potential problem in coastal areas. ABSTRACT: Determination of an optimal nonpoint pollution control strategy demands information relating to (1) costs of pollutant reduction, (2) transport of pollutants, (3) water quality impact of pollutants, and (4) the economic impact of water quality changes. ABSTRACT: The problem of allocating scarce water resources among competing uses and users over time in Hawaii is addressed within the context of analytical institutional economics. The nature of this problem has been, in recent years, highly complicated by important institutional changes that control operating decisions for water supply and water pollution. Whereas the imbalance in governmental initiatives regarding changes in the system of water rights (predominantly state) and environmental laws (predominantly federal) are based on U.S. constitutional provisions, the more fundamental roots of the crucial legal doctrines involved have been traced back to the common property concept. This suggests that the more promising opportunities for meeting the water policy challenges of the state are to be found in the historical common property system (ahupua'a) of Hawaii.  相似文献

The Sierra Club, which has long fought selected water resource projects that it believes would be environmentally damaging, has come to the conclusion in recent years that much more basic reforms are required in water resources development activities if the demands for environmental quality now evidenced by the American people are to be satisfied. These reforms should not be limited to those that would have a direct effect on the environmental aspects of proposed projects, but also many others long advocated by the economics profession that would have favorable indirect effects. Among the urgent reforms with indirect effects are those involving revision of the procedures used in evaluating proposed projects. These procedures should be revised so that future evaluations will much more accurately reflect the economic and environmental merits of proposed projects. Basic reforms of tax policies are also needed that will eliminate most of the private profit available to those who can persuade the government to increase the value of their land through the construction of water projects. Finally, some additional actions can be taken that will have a direct impact on lessening the adverse environmental impact of water projects beyond the provisions of the National Environmental Policy Act of 1969.  相似文献

ABSTRACT: The objective of water quality/watershed management is attainment of water quality goals specified by the Clean Water Act. The Total Maximal Daily Load (TMDL) planning process is a tool to set up watershed management. However, TMDL methodologies and concepts have several problems, including determination of Loading Capacity for only low flow critical periods that preclude consideration of wet weather sources in water quality management. Research is needed to develop watershed pollutant loading and receiving waters Loading Capacity models that will link wet and dry weather pollution loads to the probability of the exceedence of water quality standards. The long term impact of traditional Best Management Practices as well as ponds and wetlands, must be reassessed to consider long term accumulation of conservative toxic compounds. Socioeconomic research should focus on providing information on economic and social feasibility of implementation of additional controls in water quality limited watersheds.  相似文献

ABSTRACT: The increased agricultural efficiency of the American farmer has been a substantial impetus to this nation's rapid urbanization. In many western regions where total water supplies are limited, urbanization has required the transfer of heretofore agricultural water rights to the urban use. A major problem in such transfers has been the value or price of the water. A management level model of a typical urban water system was developed to optimize water supply, distribution, and wastewater treatment alternatives. The values of agricultural transfers were determined as the cost advantages of increasing allowable reuse levels of urban effluents which imply the use of a downstream right. This procedure is justified by the economic theory of alternative cost. Results for a test application to the Denver, Colorado area indicate values on the order of $1,000 per acre-foot of transferable water depending on effluent water quality restrictions and operational policies.  相似文献

An economic analysis of nonpoint source pollution management was conducted for the Nansemond River and Chuckatuck Creek watersheds in Southeast Virginia. The potential effects of alternative public policies on farm income, land use, and pollution loadings were investigated. Regulatory programs could have quite different impacts depending on which pollutant is targeted. Cost-share rates greater than 50 percent would have little additional effect on pollution from crop enterprises, but would reduce pollution from livestock  相似文献

ABSTRACT: Urbanizing river basins in the west are encountering serious water quality degradation resulting from the expanded water utilization. In order to avoid aggravating such conditions, water quality controls need to be implemented. The important questions are, therefore, where and how to impose such constraints on the urban and agricultural sectors to achieve the desired level of pollution control. An application of the model developed to address such questions is made in the Utah Lake drainage area of Central Utah as a test of the model's utility. The region is subdivided into five major sub-basins containing both municipal and agricultural water demands. A submodel of each sub-basin is developed which optimizes the water quality control strategies by linking the urban to the agricultural uses and then evaluating the levels of control for each sector. From these results, a cost-effectiveness function for each sub-basin is generated. By jointly considering the cost-effectiveness relationship for each sub-basin, an optimum policy for the entire basin is determined.  相似文献

ABSTRACT: Older inland lake communities in Wisconsin are more likely than many areas to have degraded water supplies. Many home sites are on sandy soils with high water tables and have shallow wells close to their own or a neighbor's septic system. Yet unless major rehabilitation is undertaken, these homes are relatively exempt from local codes and regulations. They also are beyond the application of the federal Clean Drinking Water Act. An Extension education program was created in response to the problem. At a community's request, home drinking water “screening tests” are conducted for at least coliform bacteria, chlorides, and nitrate/nitrite-N. Test results, together with explanations and recommendations are reported at a local meeting. Public response has been positive, and a surprising number of wells appear to be contaminated to some degree.  相似文献

ABSTRACT: The Rural Clean Water Program has provided a unique opportunity to study the economics of agricultural nonpoint source pollution control. Several implications for improving the economic efficiency of future agricultural nonpoint source pollution control programs can be drawn from the results. First, individual projects should be targeted towards water bodies that have water quality problems causing economic damages. Considerable variation can exist among areas in the magnitude of economic damages, which may not be proportional to physical impacts. Second, the relative costs and effectiveness of the practices selected to reduce the delivery of pollutants can vary dramatically from one location to another. Early identification and emphasis on cost-effective BMPs can substantially reduce project costs and may make a project economically justifiable that would not otherwise be so. Finally, some projects that do not hive potential economic benefits from water quality improvements exceeding government cost may have on-farm benefits from reduced costs and increased long-term yields that are sufficient to make total benefits (water quality and on-farm) exceed costs.  相似文献

ABSTRACT: Inherent site factors can generate substantial variation in the ground water nitrate removal capacity of riparian zones. This paper examines research in the glaciated Northeast to relate variability in ground water nitrate removal to site attributes depicted in readily available spatial databases, such as SSUIRGO. Linking site‐specific studies of riparian ground water nitrate removal to spatial data can help target high‐value riparian locations for restoration or protection and improve the modeling of watershed nitrogen flux. Site attributes, such as hydric soil status (soil wetness) and geomorphology, affect the interaction of nitrate‐enriched ground water with portions of the soil ecosystem possessing elevated biogeochemical transformation rates (i.e., biologically active zones). At our riparian sites, high ground water nitrate‐N removal rates were restricted to hydric soils. Geomorphology provided insights into ground water flowpaths. Riparian sites located on outwash and organic/alluvial deposits have high potential for nitrate‐enriched ground water to interact with biologically active zones. In till deposits, ground water nitrate removal capacity may be limited by the high occurrence of surface seeps that markedly reduce the time available for biological transformations to occur within the riparian zone. To fully realize the value of riparian zones for nitrate retention, landscape controls of riparian nitrate removal in different climatic and physiographic regions must be determined and translated into available spatial databases.  相似文献

ABSTRACT: This paper summarizes key provisions of the Clinton Administration's proposals for change in the Clean Water Act. Two of the important themes for change are tougher controls for non-point source pollution and the use of market-based instruments. A detailed analysis of market-based abatement suggests limited potential for reducing costs. The keys to nonpoint source pollution control are clearer definition of property rights combined with changes in government programs that encourage polluting activities.  相似文献
