ABSTRACT: Groundwater pumping constitutes approximately 100 percent of the water supply in the Tucson Active Management Area (AMA), Arizona. The current annual overdraft approaches 250,000 acre-feet, but the goal of the AMA is to eliminate the overdraft by the year 2025. Urban water reuse, if implemented by only 30 percent of the area's projected population, would reduce the annual ground-water overdraft by 25,000 acre-feet. 相似文献

ABSTRACT: Relevant literature was reviewed from which a model of residential water conservation was developed. Four residential conservation program interventions were posited: 1) public education, 2) pricing variables, 3) water use restrictions, and 4) building code requirements. Four exogenous variables affecting residential water use were also posited: 1) temperature, 2) rainfall, 3) household income, and 4) household size. The impacts of these eight variables on residential per capita daily use were assessed by cross sectional and time series analysis. Study results generally supported the porposed model, with less consistent support obtained for pricing variables and conservation beliefs. The paper concludes with the hypothesis that an inclining block rate structure coupled with an informational program designed to inform consumers of their consumption under each block will have a synergistic impact. 相似文献

ABSTRACT: An index of residential water efficiency - a “W-Index” - can serve as a measure of effectiveness of water conservation features in the home. The index provides a calculated numerical value for each dwelling unit, derived from the number and kind of water-saving features present, including indoor and outdoor water savers and water harvesting or recycling systems. A W-Index worksheet, devised for on-site evaluation of single-family residences in the Tucson, Arizona, region shows that a nonconserving residence with all the water-using features would use 151,000 gallons per year or 148 gallons per capita per day (gpcpd), while the fully conserving model would use 35,300 gallons per year or 35 gpcpd and with water harvesting and graywater recycling systems would have a maximum W-Index of W-160. A Tucson water conservation demonstration home, Casa del Agua, received a rating of W-139, and field tests of about 30 homes in new Tucson subdivisions show values ranging from W-75 to W-100, indicating the incorporation of some water conservation in current new models. By adjustment of some climatic or water-use parameters, the W-Index format can be applied to various types of dwelling units or to other urban areas. The W-Index can be used by individual homeowners or builders to evaluate water efficiency of residential units, or by water providers or water management agencies as a device for promoting and achieving water conservation goals. 相似文献

ABSTRACT: A single-family residence in Tucson, Arizona, was retrofitted with water-conserving fixtures, rainwater harvesting, and graywater reuse systems. During a four-year study, efficient use of water was shown to significantly decrease demand for domestic water at the house without reducing the residents' quality of life. The use of municipal water was reduced by 66 percent to 148 gallons per day (gpd) and total household use was reduced by 27 percent to 245 gpd. Graywater reuse averaged approximately 77 gpd or 32 percent of the total household water use. Evaporative cooling required about 15 gpd. Water use for toilet flushing was only 9 gallons per capita per day (gpcd) or 14 percent of interior water use. 相似文献

Rainfall and runoff in the Tucson, Arizona, urban area can be used to augment residential and municipal water supplies. Residential rainfall-harvesting systems include a catchment surface, collection and concentration components, separation and treatment units, storage capacity and distribution capability. A system to control runoff can divert water from urban washes for use in parks or other landscaped areas or can be used to enhance recharge to groundwater reservoirs. A reduction in flood hazards or peaks is a concurrent benefit of controlling and diverting runoff. 相似文献

ABSTRACT: A study of 222Rn concentrations in the water distribution system of Tucson, Arizona, revealed levels of 60 to 1260 pCi/L in domestic waters. These measurements are comparable to levels of between 80 and 1400 pCi/l for 222Rn found in ground water samples in the North-Central Tucson basin (Kahn et al., 1994). ABSTRACT: The water reductions resulting from Contra Costa Water District's 1989 residential audit program are measured using a multivariate regression model. The model explains metered residential water use as a function of both conservation and other household variables. The principle conclusions drawn are that (1) installation of low-flow showerheads reduced indoor water use by 9.7 percent or 7.8 gallons per capita day, (2) the outdoor segment of the audit reduced irrigation needs by 18.7 percent, and (3) irrigation timers are being used inefficiently. 相似文献

ABSTRACT: The ground water in the Tucson basin is being drawn faster than it is replenished by nature. The water table is falling, giving rise to several conflicts between water users in the basin. At present, several lawsuits are in progress, including an action by the Papago Tribe against some of the major water users in the basin. Largely because of these difficulties, the State Legislature has established a commission to make proposals for the reform of Arizona's ground water law. The pattern of water use in the basin will undoubtedly be changed by the outcome of the present litigation and the coming reform of Arizona's ground water law. This paper describes how water use in the basin might be affected by changes in the availability of water and gives an account of the effects that these changes in water use could have on the region's economy. The paper concludes that the water problems of the Tucson basin will have little effect on the region at large and that these problems are simply a matter for the Indians and the other water users in the basin to sort out amongst themselves. 相似文献

ABSTRACT: Growers in California used several energy and water conservation strategies in response to the drought conditions of 1976 and 1977. The strategies included an increased use of ground water, in creased irrigation efficiencies, and shifts in cropping patterns. Drought-related losses to irrigated agriculture were minimized as a result of these modifications. Some future problems may have been created, however, by obtaining the needed water supplies for 1976–77. These problems include the effects of extensive water pumping on ground water reservoirs and ground subsidence. In addition, reduced water application by less frequent irrigation and changes in irrigation methods may affect the total salt balance for future years. Several conservation strategies that have some potential application in California were identified as: maintaining and augmenting surface water supply, increasing power use efficiencies, and improving irrigation efficiencies. Electricity savings associated with water conservation have been estimated as high as 25 percent. Specific near term actions suggested for facilitating conservation included: an expanded irrigation management system, efficient water deliveries, and a continued effort on the part of the individual growers to use resources during periods of normal rainfall as they were used under drought conditions. 相似文献

States have the potential to play a major role in moving water conservation from conferences and reports that identify its advantages to actual practice. The research identifies four generic “strategies” that categorize the states' approaches toward conservation and reports on the states' current conservation activities. The four strategies are: reliance on agricultural advisors, leverage incentives, performance standards, and mandatory actions. Four levels of state conservation activity exist. California and Florida maintain the most extensive programs; Arizona, Massachusetts, New Jersey, North Carolina, and Oklahoma also have numerous programs but significantly lower staff commitments; eight additional states maintain more modest conservation effotts. Elsewhere, state directed conservation actions remain minimal and limited to those provided as agricultural advice. ABSTRACT: In May 1993, a single-family home and adjoining information center opened to the public at the Desert Botanical Garden in Phoenix, Arizona. Desert House is designed as an example of what can be achieved today using available technology to improve residential water and energy efficiency. The home is expected to reduce water and energy use by 40 percent compared with that for the typical three-bedroom, single-family residence in the Phoenix area. Water-conserving features include: landscape design employing low-water use plants, minimum turf area, mulch around plants to reduce evaporation, and drip irrigation system; spa cover for evaporation reduction; rainwater harvesting; low-flow shower heads, faucets, and toilets; and graywater reuse system. The home will be occupied by a family and monitored for water and energy use by computer. Visitors are able to access real time water and energy use data about the home, as well as tour the information center, technical exhibits, surrounding landscape, and the home when it is open (one afternoon a week). 相似文献

ABSTRACT: An econometric demand function is estimated for residential water use in Metropolitan Manila. Regression results using annual time series data from 1970 to 1981 show that residential water consumption responds to changes in economic variables. ABSTRACT: The effect on water usage of installing water conservation kits in the city of Oxnard, California, is statistically evaluated. Using binary multiple regression analysis on a large sample of residential units, water consumption was compared before and after receipt of the kit. For this sample, installers reduced water consumption by 4.2 percent each billing period. ABSTRACT .Many growing municipalities near irrigated agriculture are advocating a transfer of water now utilized for irrigation to municipal use. Alternatives are presented whereby this water can be transferred to municipal use in exchange for treated sewage effluent. The irrigation water would in effect be cycled through the municipal system prior to use on the farms. A case study of the Tucson region illustrates the relevant legal, economic and technical aspects. Effluent could be delivered to irrigators in Avra Valley at a cost less than that now paid for water pumped from declining water tables. In return the City of Tucson could import ground water now being used for irrigation through an existing pipeline which presently cannot be used because of a court injunction obtained by the irrigators. It appears that such an exchange agreement could be made without modification of existing statutory law. Similar exchange arrangements may prove to be feasible in other regions containing irrigated agriculture. Increased efficiency of water use can be achieved avoiding external effects which commonly arise in a direct transfer and are difficult to evaluate. High quality water is allocated to municipal use whereas nutrient-rich sewage effluent is transferred to irrigation. 相似文献

ABSTRACT: The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the Nation for waste water reuse. Overriding all of these conditions is the long-term inadequacy of the existing water supplies. The Salt River Valley has a ground water overdraft of about 700,000 acre feet per year. To help alleviate this situation, the Corps of Engineers in conjunction with the MAG 208 is looking at ways to reuse a projected 2020 waste water flow of 340,000 acre feet per year. Reuse options identified include ground water recharge, agricultural irrigation, turf irrigation, recreational lakes, fish and wildlife habitats, and industrial cooling. These look nice on paper but before they can be implemented, some hard questions have to be answered, such as: How acceptable are local treatment plants when 15 years ago there was a major push to eliminate local plants; is the Phoenix area ready for reuse in urban areas; what are people willing to pay for water; who benefits if a city goes to ground water recharge; how much agriculture will be left in the area by 2020? These and other questions must be resolved if reuse is to become a viable option in water resource planning in the Phoenix area. Summary. Large scale reuse of waste water conforms with the national goal of better resource management through recycling. The Phoenix metropolitan area has a unique combination of circumstances which makes it one of the prime areas in the nation for waste water reuse. Some of the most notable conditions are: the existence of a large and rapidly growing urban area which is in the process of planning for future waste water management systems; the existence of agricultural areas which are projected to be farmed well into the future, and the existence of constructed and planned major recreational systems such as Indian Bend Wash which can use recycled waste water; the existence of extensive depleted ground water aquifers; the need for a dependable source for the cooling of the Palo Verde Nuclear reactors; and finally, overriding all of this, the long-term inadequacy of the existing water supplies. Given this, one would expect to find total reuse within the Phoenix metropolitan area. Reuse is taking place with irrigation and nuclear power cooling to the west but there is no long term plan which looks at the Valley as a whole and considers waste water as part of the Valley's water resources. The Corps 208 plan is looking at waste water in this manner but initial analysis shows that although reuse is technically feasible there are many financial, social, institutional, and political questions still to be answered. These include: determining the value of existing diminishing water sources and what people are willing to pay for the next source of water; are people willing to identify priority uses of water for the area so that water of varying quality is put to its highest and best use; will the present institutional boundaries remain to create water-rich and water-poor areas; and will legislation be forthcoming to simplify the complex surface and ground water laws that presently exist? The Corps 208 study will not be able to answer these questions, but the goal at the moment is to identify feasible reuse systems along with decisions the public, owners, agencies, and politicians must make to select and implement them. If some sort of logical process is not developed and public awareness not increased, the chance for a long-term plan to utilize waste water as a major element in the Phoenix area water resource picture, may be missed. 相似文献

ABSTRACT: This paper defines types of water losses in irrigated agriculture and outlines potentials for water conservation. Recoverable water “losses” (seepage, leakage, and spillage during storage and conveyance, and surface runoff and deep percolation during irrigation) and irrecoverable losses (evaporation from water and soil surfaces and transpiration from plants) are described and illustrated. Some conservation terms are defined, particularly the distinction between on-farm irrigation efficiency and areawide efficiency. Briefly reviewed are agricultural water conservation technologies and their applicability. The biggest untapped potential for water conservation may be a reduction in irrecoverable losses, especially evapotranspiration. The advantages and disadvantages of reducing recoverable and irrecoverable water losses are described, including possible effects on ground water, energy, salinity, crops, wildlife, and in-stream uses. Such information may be useful in several policy and management issues, e.g., ground water overdraft and possible constraints on crops and sites to be irrigated. 相似文献

ABSTRACT: The elimination of groundwater overdraft was a key feature of the 1980 Arizona Groundwater Management Act. To achieve this goal, the Arizona Department of Water Resources identified several Active Management Areas and developed urban, industrial, and agricultural water conservation plans. This study examines the reductions in groundwater use through agricultural water conservation in the Phoenix Active Management Area (AMA). Linear programming models are developed to analyze changes in groundwater use and net returns to agriculture over a 38-year period, 1990 to 2025, for farming areas in the Phoenix AMA. Results indicate that the agricultural conservation program provides only modest groundwater savings under a wide range of scenarios. The low level of savings is partly due to the current economically efficient use of water. Other policy measures such as retiring agricultural land may be necessary if the Phoenix AMA is to meet its overdraft reduction goals; even if urban water conservation goals are met. 相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. ABSTRACT: In the past, development of Federal water resource projects depended heavily or exclusively on Federal financing of construction costs. However, pressures on the Federal budget, environmental issues, and the notion that there are economic efficiency gains when beneficiaries of Federal water resource projects increase their cost share are causing changes. The case of the Central Arizona Project Plan 6 is a noteworthy example of the transition to more non-Federal participation in water resource development. This is because the non-Federal financing is to be provided for a project already under construction. The negotiation and terms of the Plan 6 financing agreement between the Department of the Interior and multiple interests in Arizona are used as an example of how Federal water project cost sharing is in a state of transition. The negotiation process is described, a financial analysis is provided, and the terms of the agreement and policy issues that were deliberated in the Executive Branch of the Federal Government are discussed. 相似文献
