This study presents an integrated analysis of the evolution of the marine environment and the human uses in Cape Creus, a Mediterranean coastal area where intense commercial fisheries and recreational uses have coexisted over the last fifty years. The investigation synthesizes the documented impacts of human activities on the marine environment of Cap de Creus and integrates them with new data. In particular, the evolution of vulnerable, exploited species is used to evaluate the fishing impacts. The effects of area protection through the establishment of a marine reserve in the late 1990s and the potential climate change impacts are also considered. The evolution of the human uses is marked by the increasing socioeconomic importance of recreational activities (which affect species and habitats) in detriment to artisanal and red coral fisheries (which principally affect at a species level). Overall, populations of sedentary, vulnerable exploited species, hard sessile benthic invertebrates, and ecologically fragile habitats, such as seagrass meadows, the coralligenous and infralittoral algal assemblages have been the most negatively impacted by anthropogenic activities. Albeit human uses currently constitute the largest negative impact on the marine environment of Cap de Creus, climate change is emerging as a key factor that could have considerable implications for the marine environment and tourism activities. The establishment of the marine reserve appears to have had little socioeconomic impact, but there is some evidence that it had some positive biological effects on sedentary, littoral fishes. Results demonstrate that the declaration of a marine reserve alone does not guarantee the sustainability of marine resources and habitats but should be accompanied with an integrated coastal management plan.  相似文献

Available information on the socioeconomic implications of marine protected areas (MPAs) for the socioculturally diverse Mediterranean region is scant. The National Marine Park of Alonissos, Northern Sporades (NMPANS), Greece was established in 1992 as a foundation for the conservation of the endangered Mediterranean monk seal Monachus monachus. The evolution of the degree of acceptance of and satisfaction from the NMPANS by involved stakeholder groups (fishermen, tourism operators, hoteliers and owners of rooms to let, governmental bodies, nongovernmental bodies, students, domestic and foreign tourists) were investigated 13 years after its establishment using written questionnaires delivered during personal interviews. The initial positive attitude of local professionals for the NMPANS has eroded due to the unsatisfactory fulfillment of expectations for socioeconomic development. Fishermen expressed dissatisfaction with, mistrust toward, and a reluctancy to communicate with the NMPANS’s management body. They believe that the fishery areas have decreased in actual geographic area because of the prohibitive measures; fish stocks are declining; compensation for damage to fishery equipment by the Mediterranean monk seal and for the prohibitive measures should be provided; and stricter enforcement of regulations should take place. On the other hand, tourism operators, who organize trips for tourists to the NMPANS, unanimously reported direct economic benefits. Furthermore, there was a disparity in the perception of socioeconomic benefits derived from the NMPANS between governmental bodies and local stakeholders. The governmental bodies and the nongovernmental organization MOm-Hellenic Society for the Study and Protection of the Monk Seal postulated that there had been considerable socioeconomic benefits for the local community of Alonissos due to the establishment of the NMPANS, whereas the local nongovernmental organization Ecological and Cultural Movement of Alonissos claimed benefits were scant. Tourists (domestic and foreign) believe that the NMPANS is not the main attraction to Alonissos Island but is part of a composite, including serenity, aesthetic beauty, and small-scale tourism development, which can turn Alonissos Island into an ideal eco-tourism destination; a common aspiration for both the tourists and the local community by general consensus. The aim of the NMPANS to integrate conservation and development lies in (1) the effectiveness of the NMPANS management body in formulating a strategic management plan that would accommodate stakeholders’ interests and aspirations and (2) a national policy of conservation and enhancement of natural resources with consistency and continuity. Quantitative assessment of the socioeconomic effectiveness of the Mediterranean MPAs using a common methodology would facilitate the identification of intraregional variation and better planning for the network of MPAs in the Mediterranean.  相似文献

Community-based coastal resource management has been widely applied within the Philippines. However, small-scale community-based reserves are often inefficient owing to management inadequacies arising because of a lack of local support or enforcement or poor design. Because there are many potential pitfalls during the establishment of even small community-based reserves, it is important for coastal managers, communities, and facilitating institutions to have access to a summary of the key factors for success. Reviewing relevant literature, we present a framework of lessons learned during the establishment of protected areas, mainly in the Philippines. The framework contains summary guidance on the importance of (1) an island location, (2) small community population size, (3) minimal effect of land-based development, (4) application of a bottom-up approach, (5) an external facilitating institution, (6) acquisition of title, (7) use of a scientific information database, (8) stakeholder involvement, (9) the establishment of legislation, (10) community empowerment, (11) alternative livelihood schemes, (12) surveillance, (13) tangible management results, (14) continued involvement of external groups after reserve establishment, and (15) small-scale project expansion.These framework components guided the establishment of a community-based protected area at Danjugan Island, Negros Occidental, Philippines. This case study showed that the framework was a useful guide that led to establishing and implementing a community-based marine reserve. Evaluation of the reserve using standard criteria developed for the Philippines shows that the Danjugan Island protected area can be considered successful and sustainable. At Danjugan Island, all of the lessons synthesized in the framework were important and should be considered elsewhere, even for relatively small projects. As shown in previous projects in the Philippines, local involvement and stewardship of the protected area appeared particularly important for its successful implementation. The involvement of external organizations also seemed to have a key role in the success of the Danjugan Island project by guiding local decision-makers in the sociobiological principles of establishing protected areas. Twenty-three king penguins (Aptenodytes patagonicus) from Macquarie Island were tracked by satellite during the late incubation period in 1998–1999 to determine the overlap of the foraging zone of king penguins with an area to be declared a marine protected area (MPA) near the island. While all penguins left the colony in an easterly direction and traveled clockwise back to the island, three penguins foraged in the northern parts of the general foraging area and stayed north of 56°S. The remaining 20 penguins ventured south and most crossed 59°S before returning to the island. The total foraging area was estimated to be 156,000 km2 with 36,500 km2 being most important (where penguins spent >150 hr in total). North-foraging penguins reached on average 331 ± 24 km from the colony compared to 530 ± 76 km for the south-foraging penguins. The latter traveled an average total distance of 1313 ± 176 km, while the northern foragers averaged 963 ± 166 km. Not only did the penguins spend the majority of their foraging time within the boundaries of the proposed MPA, they also foraged chiefly within the boundaries of a highly protected zone. Thus, the MPA is likely to encompass the foraging zone of king penguins, at least during incubation.  相似文献

In 2006, we used the U.S. Coast Guard’s Automatic Identification System (AIS) to describe patterns of large commercial ship traffic within a U.S. National Marine Sanctuary located off the coast of Massachusetts. We found that 541 large commercial vessels transited the greater sanctuary 3413 times during the year. Cargo ships, tankers, and tug/tows constituted 78% of the vessels and 82% of the total transits. Cargo ships, tankers, and cruise ships predominantly used the designated Boston Traffic Separation Scheme, while tug/tow traffic was concentrated in the western and northern portions of the sanctuary. We combined AIS data with low-frequency acoustic data from an array of nine autonomous recording units analyzed for 2 months in 2006. Analysis of received sound levels (10–1000 Hz, root-mean-square pressure re 1 μPa ± SE) averaged 119.5 ± 0.3 dB at high-traffic locations. High-traffic locations experienced double the acoustic power of less trafficked locations for the majority of the time period analyzed. Average source level estimates (71–141 Hz, root-mean-square pressure re 1 μPa ± SE) for individual vessels ranged from 158 ± 2 dB (research vessel) to 186 ± 2 dB (oil tanker). Tankers were estimated to contribute 2 times more acoustic power to the region than cargo ships, and more than 100 times more than research vessels. Our results indicate that noise produced by large commercial vessels was at levels and within frequencies that warrant concern among managers regarding the ability of endangered whales to maintain acoustic contact within greater sanctuary waters. A comprehensive list of planning criteria for optimizing compliance in Marine Protected Areas (MPAs) was compiled and used to compare the views of recreational fishers and compliance officers for facilitating voluntary compliance in the Port Stephens - Great Lakes Marine Park (PSGLMP). Expert working groups were tasked separately with: 1) criteria identification and weighting; 2) scoring of no-take zones; 3) prioritizing and determining uncertainty; and 4) analysis of results and sensitivity testing. Multi-Criteria Analysis (MCA) revealed that both groups had similar perspectives and recommendations, despite weighting the individual planning criteria differently. Significantly, "manageability" scores for no-take zones from MCA appeared to correlate well with past numbers of enforcement actions recorded for each zone. This provides empirical evidence that adopting manageability criteria during the planning of MPAs could lead to a marked increase in voluntary compliance. As a result, greater consideration to compliance planning during MPA design and zoning is recommended in order to optimize voluntary compliance. Whilst the majority of no-take zones in the PSGLMP case study were evaluated as being relatively effective in terms of optimizing voluntary compliance, there remains considerable potential to improve design, management and use of the poorer performing zones. Finally, the study highlighted the value of recreational fisher engagement in MPA planning processes to maximize voluntary compliance and manageability.  相似文献

Hemlock Woolly Adelgid (Adelges tsugae) is spreading across forests in eastern North America, causing mortality of eastern hemlock (Tsuga canadensis [L.] Carr.) and Carolina hemlock (Tsuga caroliniana Engelm.). The loss of hemlock from riparian forests in Great Smoky Mountains National Park (GSMNP) may result in significant physical, chemical, and biological alterations to stream environments. To assess the influence of riparian hemlock stands on stream conditions and estimate possible impacts from hemlock loss in GSMNP, we paired hardwood- and hemlock-dominated streams to examine differences in water temperature, nitrate concentrations, pH, discharge, and available photosynthetic light. We used a Geographic Information System (GIS) to identify stream pairs that were similar in topography, geology, land use, and disturbance history in order to isolate forest type as a variable. Differences between hemlock- and hardwood-dominated streams could not be explained by dominant forest type alone as forest type yields no consistent signal on measured conditions of headwater streams in GSMNP. The variability in the results indicate that other landscape variables, such as the influence of understory Rhododendron species, may exert more control on stream conditions than canopy composition. The results of this study suggest that the replacement of hemlock overstory with hardwood species will have minimal impact on long-term stream conditions, however disturbance during the transition is likely to have significant impacts. Management of riparian forests undergoing hemlock decline should, therefore, focus on facilitating a faster transition to hardwood-dominated stands to minimize long-term effects on water quality.  相似文献

The dugong is classified as vulnerable to extinction by the World Conservation Union on the basis of declines in area or extent of occupancy, habitat quality, and actual or potential levels of exploitation. In Thailand, the largest groups of dugongs are found near islands off the Andaman coast. The authors conducted a 2-year project that included dugong population and habitat assessment as well as interviews with local fishers. The results indicate declining populations of dugongs. The largest threat to dugongs is incidental catch in fishing nets. The numbers of deaths reported place the dugong population along the Andaman Sea in danger of extirpation. Other threats include seagrass destruction both from fishing and coastal development and the use of dugong parts for medicinal purposes. Villagers still show strong ties with dugongs, and the majority favor establishing more large protected areas for the species. These should arise from an integrated national dugong and seagrass conservation strategy formulated by concerned stakeholders from government, nongovernmental organizations, scientists, and local communities. The strategy needs to be both top down and bottom up in its formation to balance existing and potential uses as well as conflicts between artisanal and commercial fishers. The strategy should include the development of educational materials and enforceable regulations, as well as the designation of community-protected seagrass beds and a system of dugong sanctuaries along the Andaman coast. An integrated management plan is needed urgently, with the continued input of concerned scientists, to monitor and increase knowledge of dugong behavior and distribution.  相似文献

In Rocky Mountain National Park (RMNP), aspen (Populus tremuloides Michx.) has been observed to be declining on elk (Cervus elaphus nelsoni) winter range for many decades. To support elk management decisions, the SAVANNA ecosystem model was adapted to explore interactions between elk herbivory and aspen dynamics. The simulated probability of successful vegetative regeneration for senescent aspen stands declines sharply when elk densities reach levels of 3–5 elk/km2, depending on model assumptions for the seasonal duration of elk foraging activities. For aspen stands with a substantial component of younger trees, the simulated regeneration probability declines more continuously with increasing elk density, dropping below 50% from densities at 8–14 elk/km2.At the landscape scale, simulated aspen regeneration probability under a scenario of extensive seasonal use was little affected by elk population level, when this level was above 300–600 elk (25%–50% current population) over the ca. 107 km2 winter range. This was because elk distribution was highly aggregated, so that a high density of elk occupied certain areas, even at low population levels overall. At approximately current elk population levels (1000–1200 elk), only 35%–45% of senescent aspen stands are simulated as having at least a 90% probability of regeneration, nearly all of them located on the periphery of the winter range. Successful management for aspen persistence on core winter range will likely require some combination of elk population reduction, management of elk distribution, and fencing to protect aspen suckers from elk browsing.  相似文献

Summary The biomass and productivity of a montane grassland of Garhwal Himalaya were estimated with the objectives to compare these values of the dominant exotic species, Eupatorium glandulosum HBK. (Asteraceae) with other species, and to compare the sites more dominated by this species with other study sites. The effect of dominance of this species on other species was undertaken because of its continuous spread in the grasslands of the Garhwal Himalaya causing replacement of some native grasses and economically important herbaceous plants. Out of six study sites, SW1, SW2, and NE1 were more dominated by Eupatorium glandulosum. Total net primary productivity (TNP) ranged from 1528.5 to 2163.4 g m−2 yr−1. Eupatorium glandulosum showed individual highest biomass on all the study sites, and the sites more dominated by this species showed higher values of primary productivity, thereby reducing the biomass and production of other species on these sites.  相似文献

The biosorption of the heavy metals Cu2+ and Zn2+ by dried marine green macroalga (Chaetomorpha linum) was investigated. The biosorption capacities of the dried alga for copper and zinc were studied at different solution pH values (2–6), different algal particle sizes (100–800 μm) and different initial metal solution concentrations (0.5–10 mM). An optimum pH value of 5 was found suitable for both metal ions biosorption for both metal ions. At the optimum particle size (100–315 μm), biosorbent dosage (20 g/l) and initial solution pH (pH 5), the dried alga produced maximum copper and zinc uptakes values (qmax) of 1.46 and 1.97 mmol/g respectively (according to the Langmuir model). The kinetic data obtained at different initial metal concentrations indicated that the biosorption rate was fast and most of the process was completed within 120 min. This study illustrated an alternative technique for the management of unwanted biological materials using processed algal material. C. linum is one of the fast-growing marine algae in the lake of Tunis and could be utilized as a biosorbent for the treatment of Cu2+ and Zn2+ contaminated wastewater streams.  相似文献

In 1968, Redwood National Park was created in an atmosphere of controversy and compromise to preserve remnants of the coastal redwood (Sequoia sempervirens) ecosystems and the streams and seashores with which they are associated. The 1968 boundary included the lower portions of several watersheds in the park, which meant that potential impacts from upstream, privately owned lands might occur. Between 1968 and 1978, controversy continued between preservation and forest industry interests over the impacts of harvesting old growth timber upslope and upstream from the park. In 1978, the southern portion of the park around Redwood Creek was expanded by 48,000 acres, moving the boundary from a narrow, one-half mile riparian corridor to ridgelines, but still leaving two-thirds of the total watershed outside of the park. The park expansion has generated biological and social impacts and opportunities. Meeting the objectives of the 1978 legislation will require close coordination between federal and state government and local communities.  相似文献

The present study tested the separate and the interactive pollution effects of cadmium and mercury on the electrophoretically detected allelic isozyme frequencies of the enzyme phosphoglucose isomerase for two species of littoral marine gastropods —Littorina punctata andL. neritoides — and the enzyme amino peptidase forL. neritoides. Our results indicate differential survivorship of allelic isozyme genotypes specific for each type of pollutant and for their interaction, as well as trends common to all pollutants. Theoretically the results reflect the adaptive nature of at least some allozymic genotypes in these marine gastropods and seem inconsistent with the neutral theory of allozyme polymorphisms. Practically, the results reinforce earlier conclusions that changes in the frequency of allelic isozymes may be used as a genetic monitor of pollution.  相似文献

To better understand the role of herbivory and fire as potential disturbance processes in sagebrush communities, we examined responses of a grazing ungulate, elk (Cervus elaphus), following prescribed burning of sagebrush (Artemisia tridentata ssp. vaseyana) in south-central Montana (USA.) with concurrent monitoring of changes in plant production, nutritional quality, and community diversity from 1989–1999. Burning transformed low-diversity, sagebrush-dominated communities into high-diversity, graminoid-forb communities that persisted for 10 years without significant reestablishment of sagebrush. Elk increased use of burned sites one year after burning, but elk use returned to pre-burn levels over the next two to nine years. Forage biomass and nutritional quality declined after initial increases that coincided with increased elk use. Increases in elk use appeared to be influenced by increases in combined graminoid and forb production and changes in structural vegetation characteristics that permitted greater foraging efficiency. Declines in use were associated with loss of nutritional enhancement and declines in combined graminoid and forb production. Managers may observe only short-term responses from grazing ungulates to prescribed fire in sagebrush communities, but can expect longer-term increases in plant diversity and establishment of graminoid-forb communities.  相似文献

Even after 30 years of strict de jure protection, today's de facto extraction of products from Nepal's Royal Chitwan National Park (RCNP) and their great economic importance to local households suggests that this reality should be explicitly internalised in managing this world heritage park. Several studies have quantified local people's use of protected areas and estimated the value of such areas to them. However, few studies incorporate economic analyses to investigate the effect of management interventions on local communities' resource use and collection behaviour. In Nepal, buffer zones and especially buffer zone community forestry are seen as means to define and demarcate places, where local people may legally extract goods that are either identical to or relevant substitutes for products that are collected in protected areas. The intention is to resolve park-people conflicts over resource use. This article presents the findings of an in-depth study of the importance of natural resources to the livelihoods of 18 households. One village was located inside RCNP with no realistic alternatives to Park resources, while the other is located in the buffer zone with equal distance to the Park, a national forest and their community forest. For each household, the collection of products, allocation of time, and purchase and sale of goods were recorded daily through 12 consecutive months and economic values were calculated on the basis of local market prices and recorded quantities. The study shows that products from RCNP are of great importance to the livelihoods of local people. Furthermore, we find that products collected in the national forest substitute products from the Park, while the substitution effect of the community forest is small. Accordingly, the study illustrates that, irrespective of buffer zone community forestry, there is still a gap between local people's need for supplementing natural resources and their rights to satisfy them on a legal basis, which is likely to be unsustainable in the longer term. This calls for a thorough evaluation of actual park-people relations and how these may be improved through local participation that goes beyond the current form of buffer zone community forestry and the admitted 7-14 annual days of open access grass cutting within the park.  相似文献

Roots of salt marsh plant speciesSpartina alterniflora, S. patens, Distichlis spicata, and others were examined for the presence of vesicular-arbuscular mycorrhizal (VAM) fungi. Samples were taken from introduced planted material in a salt marsh restoration project and from native material in adjacent marsh areas along the Indian River, Clinton, Connecticut, USA. After ten years the replanted area still has sites devoid of vegetation. The salt marsh plants introduced there were devoid of VAM fungi, while high marsh species from the adjacent undisturbed region showed consistent infection, leading the authors to suggest that VAM fungal infection of planting stocks may be a factor in the success of marsh restoration.  相似文献

Human-induced global climate change presents a unique and difficult challenge to the conservation of biodiversity. Despite increasing attention on global climate change, few studies have assessed the projected impacts of sea-level rise to threatened and endangered species. Therefore, we estimated the impacts of rising sea levels on the endangered Lower Keys marsh rabbit (Sylvilagus palustris hefneri) across its geographic distribution under scenarios of current conditions, low (0.3-m), medium (0.6-m), and high (0.9-m) sea-level rise. We also investigated the impacts of allowing vegetation to migrate upslope and not allowing migration and of two land-use planning decisions (protection and abandonment of human-dominated areas). Not surprisingly, under all simulations we found a general trend of decreasing total potential LKMR habitat with increasing sea-level rise. Not allowing migration and protecting human-dominated areas both tended to decrease potential LKMR habitat compared with allowing migration and abandoning human-dominated areas. In conclusion, conservation strategies at multiple scales need to be implemented in order to reduce the impact of global climate change on biodiversity and endangered species. At the regional level, managers must consider land-use planning needs that take into account the needs of both humans and biodiversity. Finally, at the local scale those agencies that are in charge of endangered species conservation and ecosystem management need to rethink static approaches to conservation or else stand by and watch ecosystems degrade and species go extinct. This can be accomplished by bioclimatic reserve systems where climatically underrepresented areas are included in conservation planning along with the standard concerns of threat, opportunity, connectivity, and viability.  相似文献

Salt marshes dominated by Spartina alterniflora and the associated networks of tidal creeks that drain them are characteristic geographical features of southeastern estuaries, important nursery habitat areas, and preferred sites for residential development. As the size of the coastal population increases, so has the number of requests for dock permits. With each new request for a dock permit, public concerns about the cumulative environmental impacts of dock proliferation on the coastal environment have increased. The objective of this particular study was to evaluate the impacts of shading by dock structures on stem densities of S. alterniflora in South Carolina coastal marshes. Shading impacts under individual docks were extrapolated to the tidal creek (local), county, and statewide scales. Dock structures were sampled both under and next to the walkway in the Charleston Harbor area of South Carolina. The density of S. alterniflora under docks was significantly lower than that which occurred next to the docks (i.e., 5 m away) for the short-form, tall-form, and both forms combined. We estimated that shading effects from dock structures in South Carolina decreased the stem density of S. alterniflora by 71%. Dock shading effects were small when evaluated from the perspective of the amount of marsh that occurs within specific tidal creeks (0.03–0.72%), in coastal counties at a maximum dock length (0.01–0.98%), or statewide (0.01–0.13%) at a maximum dock length. The Carolinian Life Zone in southwestern Ontario, Canada is valued because it represents an almost disjunct ecosystem (i.e., one that is typical of the mid-Atlantic United States, rather than the rest of Canada or the nearby states in the United States). The landscape of the Carolinian Life Zone has undergone dramatic transformation, especially in recent decades as agriculture, urbanization, and recreation have intensified. One of the most apparent changes is the invasion of exotic plant species that exacerbates the need for mass restoration efforts. Within the Carolinian Life Zone, Rondeau Provincial Park has experienced an influx of nonindigenous, invasive species in recent years. Tree-of-heaven (Ailanthus altissima) is one example. The infestation is still relatively localized to (mainly) the park, slowly spreading, and manageable as long as something is done immediately. We examined the effects of hand-pulling and mulching, cut stump and glyphosate application, cut stump alone, and the EZJect Capsule Injection System (using glyphosate) on the management of A. altissima within the park. Cut stump and glyphosate treatment was most effective and efficient in its control of young A. altissima shoots because it limits disturbance and has acceptable capital and operating costs. Hand-pulling and mulching was the second choice, mainly because of the risk of additional disturbance that increased shoot densities 1 year after treatment. Cut stump alone was not effective, worsened the infestation, and is not recommended for this species. The EZJect system was effective at managing mature, seed-producing shoots, although the somewhat higher capital costs mean that the system probably should be purchased for management of several invasive tree species to make it more cost-effective.  相似文献
