Tehran, the capital city of Iran and a metropolis with a population of 8.2 million and containing 2.4 million households, generated 2,626,519 tons of solid waste in 2005. The present study is aimed at evaluating the generation, characteristics and management of solid waste in Tehran. Municipal solid waste comprises more than 97% of Tehran's solid waste, while three other types of solid waste comprise less than 3% of it, namely hospital waste (1.0%), industrial waste (0.6%) and construction and demolition waste (0.5%). The contribution of household solid waste to total municipal solid waste is about 62.5%. The municipality of Tehran is responsible for the solid waste management of the city; the waste is mainly landfilled in three centers in Tehran, with a small part of it usually recycled or processed as compost. However, an informal sector is also active in collecting recyclable materials from solid waste. The municipality has recently initiated some activities to mechanize solid waste management and reduce waste generation. There remain important challenges in solid waste management in Tehran which include: the proper collection and management of hospital waste; public education aimed at reducing and separating household waste and educating municipal workers in order to optimize the waste collection system; and the participation of other related organizations and the private sector in solid waste management.  相似文献

Over the past decades, uncontrolled population growth and rapid urbanization and industrialization have resulted in environmental problems in Corlu Town, Turkey. One of the most important problems is solid waste due to inadequate management practices. Nowadays, increasing public awareness of the environment compels local authorities to define and to adopt new solutions for waste management. This paper presents a general overview of current solid waste management practices in Corlu Town and principles of the recommended municipal solid waste (MSW) management system. In Corlu, 170 tonnes of municipal solid waste are generated each day, or 1.150 kg per capita per day. Approximately one-half of the municipal solid waste generated is organic material and 30% of the MSW consists of recyclable materials. The recommended system deals with maximizing recycling and minimizing landfilling of municipal solid waste, and consists of separation at source, collection, sorting, recycling, composting and sanitary landfilling. This study also analyzed the recommended system with respect to feasibility and economics. To evaluate whether the suggested system is cost effective or not, the operating cost of the recommended system and market prices of recyclable materials were compared, and the results show that the recommended system will reduce required landfill volume up to 27% of compared to the present situation. The profit of the recommended system is estimated to be about 80 million US dollars.  相似文献

In practice, it is difficult to implement Pay-As-You-Throw charge systems based on accurate estimates of waste generation. In many cities, this is made impossible, due to lack of technical and administrative infrastructure and cultural considerations, especially in developing countries. This paper presents an alternative two-component charge model that is the combination of cost-accounting technique of Waste Management Services (WMSs) and econometric functions of waste generation. Practical and computation steps considered by the model are presented as a proposal to reform the current system of waste charge in Tehran municipality. The presented model is simple to implement and resolves some of the disadvantages of the traditional methods of waste charge systems, including insufficient revenue to cover the cost of waste management and unfairness related to social inequality.  相似文献

The solid waste management industry in Haiti is comprised of a formal and an informal sector. Many basic activities in the solid waste management sector are being carried out within the context of profound poverty, which exposes the failure of the socioeconomic and political system to provide sufficient job opportunities for the urban population. This paper examines the involvement of workers in the solid waste management industry in Greater Port-au-Prince and the implications for livelihood strategies. The findings revealed that the Greater Port-au-Prince solid waste management system is very inclusive with respect to age, while highly segregated with regard to gender. In terms of earning capacity, the results showed that workers hired by the State agencies were the most economically vulnerable group as more than 50% of them fell below the official nominal minimum wage. This paper calls for better salary scales and work compensation for the solid waste workers.  相似文献

This paper describes the development of the Waste Analysis Software Tool for Environmental Decisions (WASTED) model. This model provides a comprehensive view of the environmental impacts of municipal solid waste management systems. The model consists of a number of separate submodels that describe a typical waste management process: waste collection, material recovery, composting, energy recovery from waste and landfilling. These submodels are combined to represent a complete waste management system. WASTED uses compensatory systems to account for the avoided environmental impacts derived from energy recovery and material recycling. The model is designed to provide solid waste decision-makers and environmental researchers with a tool to evaluate waste management plans and to improve the environmental performance of solid waste management strategies. The model is user-friendly and compares favourably with other earlier models.  相似文献

Pollution and health risks generated by improper solid waste management are important issues concerning environmental management in developing countries. In most cities, the use of open dumps is common for the disposal of wastes, resulting in soil and water resource contamination by leachate in addition to odors and fires. Solid waste management infrastructure and services in developing countries are far from achieving basic standards in terms of hygiene and efficient collection and disposal. This paper presents an overview of current municipal solid waste management in Rasht city, Gilan Province, Iran, and provides recommendations for system improvement. The collected data of different MSW functional elements were based on data from questionnaires, visual observations of the authors, available reports and several interviews and meetings with responsible persons. Due to an increase in population and changes in lifestyle, the quantity and quality of MSW in Rasht city has changed. Lack of resources, infrastructure, suitable planning, leadership, and public awareness are the main challenges of MSW management of Rasht city. However, the present situation of solid waste management in this city, which generates more than 400tons/d, has been improved since the establishment of an organization responsible only for solid waste management. Source separation of wastes and construction of a composting plant are the two main activities of the Rasht Municipality in recent years.  相似文献

Waste is an unavoidable by product of human activities. Economic development, urbanization and improving living standards in cities, have led to an increase in the quantity and complexity of generated waste. Rapid growth of population and industrialization degrades the urban environment and places serious stress on natural resources, which undermines equitable and sustainable development. Inefficient management and disposal of solid waste is an obvious cause of degradation of the environment in most cities of the developing world. Municipal corporations of the developing countries are not able to handle increasing quantities of waste, which results in uncollected waste on roads and in other public places. There is a need to work towards a sustainable waste management system, which requires environmental, institutional, financial, economic and social sustainability. This study explores alternative approaches to municipal solid waste (MSW) management and estimates the cost of waste management in Mumbai, India. Two alternatives considered in the paper are community participation and public private partnership in waste management. Data for the present study are from various non-governmental organizations (NGOs) and from the private sector involved in waste management in Mumbai. Mathematical models are used to estimate the cost per ton of waste management for both of the alternatives, which are compared with the cost of waste management by Municipal Corporation of Greater Mumbai (MCGM). It is found that the cost per ton of waste management is Rs. 1518 (35 US dollars) with community participation; Rs. 1797 (41 US dollars) with public private partnership (PPP); and Rs. 1908 (44 US dollars) when only MCGM handles the waste. Hence, community participation in waste management is the least cost option and there is a strong case for comprehensively involving community participation in waste management.  相似文献

Mismanagement of solid waste leads to public health risks, adverse environmental impacts and other socio-economic problems. This is obvious in many developing countries around the world. Currently, several countries have realized that the way they manage their solid wastes does not satisfy the objectives of sustainable development. Therefore, these countries, including Jordan, which forms the case study presented here, have decided to move away from traditional solid waste management (SWM) options to more integrated solid waste management approaches. Unfortunately, in many developing countries like Jordan, the lack of adequate resources to implement the necessary changes is posing a serious obstacle. The present paper discusses the various practices and challenges of solid waste management in Jordan from both a technical and economic perspective. An overview of the current practices and their environmental implications in three major cities of the country, which generate more than 70% of the country's solid waste, is presented. Recent literature on solid waste management in Jordan has been reviewed; and data on the total amount of municipal solid waste generated, compositional variations over the last two decades, and future projections are presented. The necessity, importance and needs of solid waste recovery and reuse are identified. The review of the legal frameworks indicated that there is a need for detailed and clear regulations dealing specifically with solid waste. The service cost analysis revealed that none of the municipalities in Jordan sufficiently recover the cost of the services, with more than 50% being subsidized from the municipalities' budgets. The allocation of the available resources was analyzed and service performance indicators assessed. Factors that should be taken into consideration when making the decision to move from a traditional SWM approach to a more integrated approach are highlighted and suggestions for a more smooth transition are recommended.  相似文献

This paper presents a system dynamics computer model to predict solid waste generation, collection capacity and electricity generation from solid waste and to assess the needs for waste management of the urban city of Dhaka, Bangladesh. Simulated results show that solid waste generation, collection capacity and electricity generation potential from solid waste increase with time. Population, uncleared waste, untreated waste, composite index and public concern are projected to increase with time for Dhaka city. Simulated results also show that increasing the budget for collection capacity alone does not improve environmental quality; rather an increased budget is required for both collection and treatment of solid wastes of Dhaka city. Finally, this model can be used as a computer laboratory for urban solid waste management (USWM) policy analysis.  相似文献

This paper examines the feasibility of introducing food waste disposers as a waste minimization option within urban waste management schemes, taking the Greater Beirut Area (GBA) as a case study. For this purpose, the operational and economic impacts of food disposers on the solid waste and wastewater streams are assessed. The integration of food waste disposers can reduce the total solid waste to be managed by 12 to 43% under market penetration ranging between 25 and 75%, respectively. While the increase in domestic water consumption (for food grinding) and corresponding increase in wastewater flow rates are relatively insignificant, wastewater loadings increased by 17 to 62% (BOD) and 1.9 to 7.1% (SS). The net economic benefit of introducing food disposers into the waste and wastewater management systems constitutes 7.2 to 44.0% of the existing solid waste management cost under the various scenarios examined. Concerns about increased sludge generation persist and its potential environmental and economic implications may differ with location and therefore area-specific characteristics must be taken into consideration when contemplating the adoption of a strategy to integrate food waste disposers in the waste-wastewater management system.  相似文献

Waste management is of the utmost importance for many countries and especially for highly developed ones due to its implications on society. In particular, proper treatment before disposal of the solid urban waste organic fraction is one of the main issues that is addressed in waste management. In fact, the organic fraction is particularly reactive and if disposed in sanitary landfills without previous adequate treatment, a large amount of dangerous and polluting gaseous, liquid and solid substances can be produced. Some waste treatment processes can also present an opportunity to produce other by-products like energy, recycled materials and other products with both economic and environmental benefits. In this paper, the aerobic treatment of the organic fraction of solid urban waste, performed in a biocell plant with the possibility of recovering heat for civil or industrial needs, was examined from the thermodynamic point of view. A theoretical model was proposed both for the biological process of the organic fraction, as well as for the heat recovery system. Municipal solid waste management (MSWM) is one of the major environmental problems of Indian cities. Improper management of municipal solid waste (MSW) causes hazards to inhabitants. Various studies reveal that about 90% of MSW is disposed of unscientifically in open dumps and landfills, creating problems to public health and the environment. In the present study, an attempt has been made to provide a comprehensive review of the characteristics, generation, collection and transportation, disposal and treatment technologies of MSW practiced in India. The study pertaining to MSWM for Indian cities has been carried out to evaluate the current status and identify the major problems. Various adopted treatment technologies for MSW are critically reviewed, along with their advantages and limitations. The study is concluded with a few fruitful suggestions, which may be beneficial to encourage the competent authorities/researchers to work towards further improvement of the present system.  相似文献

Transfer stations are an integral part of present-day municipal solid waste management systems. The main criteria used to decide on the location of a transfer station has traditionally been the minimization of transport costs, since it is cheaper to transport great amounts of waste over long distances in large loads than in small ones. In this study, we are going to consider the environmental factor in order to compare the feasibility of using a transfer station integrated within a waste management system. Applying the Life Cycle Assessment technique will enable us to obtain an objective parameter that quantifies the environmental impact of transportation and of operating a transfer station. Taking the current rates of solid wastes generation in the Plana region of Castellón (Spain) as our starting point, in this study we compare the environmental costs involved in the process of taking municipal wastes directly to the nearest waste treatment facility, with those involved in a waste management system integrating a transfer station. Comparing these two cases, an average reduction of 16.8% in the environmental impact can be obtained when a transfer station is incorporated in the waste management system.  相似文献

Industrial parks play a significant role in the production and use of goods and services. The proper management of solid waste is a major challenge for industrial parks due to the large quantity of wastes and the variability of waste characteristics from these types of developments. Therefore, integrated solid waste management has become very crucial to the industrial park managers. Such an approach requires industrial park managers to assess the overall use of resources, and to seek waste reduction, reuse and recycling opportunities both at the individual company level and among different tenant companies. The adoption of this method can bring both economic and environmental benefits. This paper introduces the planning efforts of a real case in China. It first presents the basic information on Tianjin Economic Development Area (TEDA), and then introduces its current practices on solid waste management. The main focus of this paper is to describe how to plan an integrated solid waste management system at TEDA. Benefits and challenges are all identified and analyzed. The experiences and methods from this case study should be applied in other industrial parks so as to improve the overall eco-efficiency of the whole industrial park.  相似文献

Municipal solid waste (MSW) is a major environmental problem in Turkey, as in many developing countries. Problems associated with municipal solid waste are difficult to address, but efforts towards more efficient collection and transportation and environmentally acceptable waste disposal continue in Turkey. Although strict regulations on the management of solid waste are in place, primitive disposal methods such as open dumping and discharge into surface water have been used in various parts of Turkey. This study presents a brief history of the legislative trends in Turkey for MSW management. The study also presents the MSW responsibility and management structure together with the present situation of generation, composition, recycling, and treatment. The results show that approximately 25 million ton of MSW are generated annually in Turkey. About 77% of the population receives MSW services. In spite of efforts to change open dumping areas into sanitary landfills and to build modern recycling and composting facilities, Turkey still has over 2000 open dumps.  相似文献

In the present paper, a new system of purpose built landfill (PBLF) has been proposed for the control of methane emissions from municipal solid waste (MSW), by considering all favourable conditions for improved methane generation in tropical climates. Based on certain theoretical considerations multivariate functional models (MFMs) are developed to estimate methane mitigation and energy generating potential of the proposed system. Comparison was made between the existing waste management system and proposed PBLF system. It has been found that the proposed methodology not only controlled methane emissions to the atmosphere but also could yield considerable energy in terms of landfill gas (LFG). Economic feasibility of the proposed system has been tested by comparing unit cost of waste disposal in conventional as well as PBLF systems. In a case study of MSW management in Mumbai (INDIA), it was found that the unit cost of waste disposal with PBLF system is seven times lesser than that of the conventional waste management system. The proposed system showed promising energy generation potential with production of methane worth of Rs. 244 millions/y ($5.2 million/y). Thus, the new waste management methodology could give an adaptable solution for the conflict between development, environmental degradation and natural resources depletion.  相似文献

With the development of science and technology, solid waste management has become a serious environmental problem for most communities all over the world. This paper presents a multi-objective optimization model for the management of municipal solid waste (MSW) via an uncertainty approach. In this model, the system cost of solid waste management and the environmental impact are considered as the main objectives, and some necessary constraints based on the characteristics of China are included; additionally, Pollution loss theory is applied to evaluate the environmental impact.This model is applied to the City of Fo Shan, China. Compared with the primary project of Fo Shan, which is provided by the government, the results of the optimization procedure show that the overall system cost could be reduced by $1–2.4/ton, i.e., $3.7 million/yr. The model presented in this paper was proven to be an effective response to the multi-objective solid waste management problem, and provides a new technique to optimize MSW management and operation. Why is the optimization result better? By analyzing the modelling with respect to function, constraints, and results, we conclude that the profit would be augmented due to the amount of the waste that would be treated by recycling technology, which would increase rapidly during the planning time; thus, the total system cost could be reduced accordingly.  相似文献
