Landscape is equated with the term scenery and is considered as an environmental resource. The need for an evaluation of scenery in environmental assessment statements is outlined. Three established methods of landscape evaluation are tested in a section of the Niagara Peninsula of southern Ontario. The methods are compared in terms of the nature of results produced and the time/manpower requirements for field data collection. The amenability of the methods to analysis from a cartographic data base is also considered. The simpler Newkirk and Linton methods produce readily useable data quickly, whereas the Leopold method not only yields data on scenic resources but can also be used to relate such results to other environmental attributes and processes.  相似文献

ABSTRACT

A growing number of cities are incorporating resilience into their plans and policies to respond to shocks, stresses, and uncertainties. While some scholars advocate for the potential of resilience research and practice, others argue that it promotes an inherently conservative and neoliberal agenda, prevents systemic transformations, and pays insufficient attention to power, politics, and justice. Notably, critics of the urban resilience agenda argue that policies fail to adequately address social equity issues. This study seeks to inform these debates by providing a cross-sectional analysis of how issues of equity are incorporated into urban resilience planning. We develop a tripartite framework of equity that includes distributional, recognitional, and procedural dimensions and use it to analyse the goals, priorities, and strategies of formal resilience plans created by member cities of the Rockefeller Foundation’s 100 Resilient Cities programme. Our analysis reveals considerable variation in the extent to which cities focus on equity, implying that resilience may be more nuanced than some critics suggest. There are, however, clear areas for improvement. Dominant conceptions of equity are generally tied to a distributional orientation, with less focus on the recognitional and procedural dimensions. We hope our conceptual framework and lessons learned from this study can inform more just resilience planning and provide a foundation for future research on the equity implications of resilience.  相似文献

This paper analyzes the Massachusetts Toxics Use Reduction Act (TURA), evaluating what TURA has achieved, how it has been implemented, how it motivates firms to change and how its underlying principles might be strengthened to better support innovation for toxics use reduction. Through this analysis recent debates are engaged about the potentials and limitations of using regulation to promote innovation for the environment. The analysis here shows that TURA is distinct from existing regulatory programmes in how it requires firms to self‐evaluate and plan for process improvements, supports implementation through technical assistance and focuses on pollution prevention rather than control. Mandatory planning, new mechanisms of accountability and improved processes of learning have all been critical to TURA's success in motivating firms to innovate for the environment. Taken together, these factors have supported incremental innovations in industry that may point the way toward policies to support even greater environmental improvements.  相似文献

Developing a collaborative model for environmental planning and management   总被引:9,自引:0,他引:9  
Methods for involving the public in natural resource management are changing as agencies adjust to an increasingly turbulent social and political environment. There is growing interest among managers and scholars in collaborative approaches to public involvement. Collaboration is conceptually defined and elaborated using examples from the natural resource management field. This paper then examines how collaboration theory from the organizational behavior field can help environmental managers to better understand those factors that facilitate and inhibit collaborative solutions to resource problems. A process-oriented model is presented that proposes that collaboration emerges out of an environmental context and then proceeds sequentially through a problem-setting, direction-setting, and structuring phase. Factors constraining collaboration are also specified, including organizational culture and power differentials. Designs for managing collaboration are identified, which include appreciative planning, joint agreements, dialogues, and negotiated settlements. Environmental managers need new skills to manage collaboration within a dynamic social and political environment. Further research is needed to test the propositions outlined here.  相似文献

In the Netherlands various fields of policy planning and decision making are related to the environment, of which physical land use planning and environmental planning are the most important. In the last 20 years the environmental effects of production, mobility and consumption in this densely populated country have increased. The location and land use of economic activities have therefore become a main concern for environmental policy which has as its aim the improvement and conservation of the quality of the natural and human environment. The prospects for a better co‐ordination and integration of the two policy ‘tracks’ have become a matter of political, scientific and public concern. In some regions the government has started experiments with more integrated environmental policy and management. This paper discusses some of the possibilities and limitations of this regionally oriented policy against the background of a more effective environmental policy, especially in two cases—a rural area in the province of Gelderland and the region of Schiphol Airport.  相似文献

Summary The grave shortage of land suitable for development has always been a major constraint on urbanisation in Hong Kong. Rather lax or inappropriate planning controls in the past have resulted in haphazard city growth, leaving extensive areas of densely-packed tenement slums. Recent sluggish attempts at urban renewal have brought little relief. The objectives of environmental planning to rejuvenate the old districts are assessed in relation to their limitations and potential. The problems and opportunities of employing comprehensive redevelopment to upgrade environmental quality with reference to building stocks in the pre-war and post-war private residential, public housing and obsolete industrial sectors are evaluated. The prospects of environmental improvement through new institutional framework and legislative measures are discussed.  相似文献

The Environmental Council of the European Communities is giving consideration to a procedure to provide a common basis for the assessment and control of potentially polluting development. This discusses the rationale and theory underlying the use of land use planning procedures to control potentially polluting development, and the need for harmonisation of procedures within the European Communities in order to avoid the emergence of pollution havens. It goes on to discuss the proposed Directive on environmental assessment, and the implications of its adoption and incorporation into the planning procedures of the U.K. and other member states.  相似文献

Sustainable environmental planning and management require effective integration of ecological, socioeconomic, and institutional elements. This paper presents an integrative methodological framework for sustainable environmental planning and management. The development of this integrative framework is accomplished by combining two complementary analytical approaches—Hufschmidt's conceptual framework for watershed planning and management and the ABC resource survey method. The combined methodological framework seeks to delineate and synthesize essential ecological information utilizing an integrative resource survey method. This method generates classifications of environmental significance and constraint. Areas of environmental significance and constraint are then linked to appropriate and acceptable resource management actions, implementation tools (e.g., education, technical assistance), and institutional and organizational arrangements. The integrative methodological framework was developed for application in the Rio Fortuna watershed in Costa Rica's Arenal Conservation Area. The watershed is characterized by a variety of land and resource uses, including biologically diverse and ecologically fragile protected areas, small-parcel agriculture, cattle ranching, and tourism.  相似文献

Since the 1970s, there has been a global proliferation of environmental courses. The types of courses are described, as are the structures, philosophies and objectives of courses which have stood the test of time. Employment of environmental graduates is discussed. The degree in Australian Environmental Studies (AES) from Griffith University is described and discussed with reference to pitfalls described in the literature. In Australia, there has been an increased demand for graduates in the environmental area. The trend in employers has been widening the field of potential recruits by keeping the degree specification broad and using the duty statements in the advertisements to specify the environmental skills and knowledge required. The number of graduates from AES has increased steadily since the course was established, and despite global and national trends of proliferation of environmental courses and graduates, survey results indicated that graduates from AES are professionally employed in a wide range of employment sectors, with female and male graduates being equally successful in obtaining employment.  相似文献

This paper aims to establish a framework in which potential methods for evaluating environmental impacts can be considered, with particular reference to the UK planning system. To do this a number of complementary ways of conceptualising sustainable development and making it more practical are outlined. Some basic arguments about the meaning of sustainability are reviewed; and some common misconceptions about the concept exposed. The concept of sustainability constraints is outlined and a functional distinction between quantitative and qualitative constraints is proposed. The adoption of sustainability constraints based on measures of environmental capacity is proposed. These suggest significant reductions in consumption of most environmental resources. The efficiency and sufficiency strategies that would be needed to meet the proposed quantified constraints are outlined. In conclusion, evaluation processes and indicators of sustainability, including environmental foot-printing and environmental impact assessment, are discussed, offering some pointers towards the type of measures that will be needed to help implement sustainability strategies.  相似文献

Human-caused wildfire risk rating for prevention planning in Spain   总被引:6,自引:0,他引:6  
This paper identifies human factors associated with high forest fire risk in Spain and analyses the spatial distribution of fire occurrence in the country. The spatial units were 6,066 municipalities of the Spanish peninsular territory and Balearic Islands. The study covered a 13-year series of fire occurrence data. One hundred and eight variables were generated and input to a dedicated Geographic Information System (GIS) to model different factors related to fire ignition. After exploratory analysis, 29 were selected to build a predictive model of human fire ignition using logistic regression analysis. The binary model estimated the probability of high or low occurrence of forest fires, as defined by an ignition danger index that is currently used by the Spanish forest service (number of fires divided by forest area in each municipality). Thirteen explanatory variables were identified by the model. They were related to agricultural landscape fragmentation, agricultural abandonment and development processes. The prediction agreement found between the model binary outputs and the historical fire data was 85.3% for the model building dataset (60% of municipalities). A slightly lower predictive power (76.2%) was found for the validation data (the remaining 40%). The probabilistic output of the logistic was significantly related to the raw ignition index (Spearman correlation of 0.710) used by the Spanish Forest Service. Therefore, the model can be considered a good predictor of human-caused fire risk, aiding spatial decisions related to prevention planning in Spanish municipalities.  相似文献

Land-use planning has been promoted as an important tool for adaptation to climate change. However, its success depends on effective communication between researchers and decision-makers. A “risk and vulnerability assessment” (RVA) is one method to facilitate the interaction between the groups. RVAs have been performed in Norwegian land-use planning for about 20 years, and been mandatory for new development the last few years. The first part of the article reviews the history and current legal regulation of RVAs in Norway. Continuing, the main part discusses the distribution of authority and responsibility for different parts of the process and result. The key finding is that significant decisions are deferred to municipal discretion, for example, the necessity (if doubtful) and scope of the assessments. Other topics (such as the burden of costs and eligible performers) are largely unregulated, prompting some arguments about the need for further legislative effort.  相似文献

Summary Although risk management is interdisciplinary in nature, in practice it is excessively compartmentalized. For instance, two quite different orientations to risk management are commonly seen, the relationship between them being one of suspicious rivalry rather than cooperation. Thus, anyone interested in developing a more integrated form of risk management is faced with the problem of trying to understand why these opposed factions have developed and what sustains their mutual antagonism. Hopefully, this paper makes a contribution in this regard by discussing the psychological and socio-political roots of environmental ideology.Dr Alan Miller is currently Professor of Psychology at the University of New Brunswick. He received his early training in biology (in England) and ecology (in Canada). He subsequently spent several years pursuing research at the Northwest Institute for Medical Research in Chicago, USA. A growing interest in the human aspects of environmental and medical problems led to a further graduate study in psychology, followed by teaching positions in Ireland and Canada. If the search for values lies at the kernel of the philosophical ethical inquiry, then Lynch's monumental work, A Theory of Good City Form must be regarded as shaping the contours of an environmental design and planning ethic. The explicit connection between human values and settlement form in Lynch's theory reaches far in the realm of environmental design and planning, with ethical, legal, and procedural implications. Furthermore, the universal (performance) dimensions of the theory offer an accountability of the contingency of the particular (historical) conditions specific to place and society. A close scrutiny of the key theoretical dimensions suggests the possibility of bridging the procedure vs. substance, object vs. subject and means vs. ends chasms. Thus, certain ethical, legal, and procedural dilemmas encountered in competing theoretical perspectives are reconciled.  相似文献

This article presents a research project on mobility management in Danish municipalities aimed at creating more sustainable mobilities. The project, called Formula M (2011–2014), worked within sciences, public and private sectors, and civil society. Often contemporary projects in both planning and designing sustainable mobilities fall short when it comes to changing praxis to limit CO2 emissions, where they just concentrate on technocratic elements. They often neglect the ‘why’ and ‘for what’ which is needed in order to drive such change. In the Formula M project, focus has been on supporting the planners involved in the project on their ‘why’ and ‘for what’. Based on a theoretical understanding of relational and collaborative planning the article contributes to an understanding of which approaches and methods can be used to facilitate the relationships and dialogues between many actors. Methodologically, this has been sought through a specific focus on the role of utopias as a tool for storytelling.  相似文献
