Soil plays a central role in food safety as it determines the possible composition of food and feed at the root of the food chain. However, the quality of soil resources as defined by their potential impact on human health by propagation of harmful elements through the food chain has been poorly studied in Europe due to the lack of data of adequate detail and reliability. The European Union's first harmonized topsoil sampling and coherent analytical procedure produced trace element measurements from approximately 22,000 locations. This unique collection of information enables a reliable overview of the concentration of heavy metals, also referred to as metal(loid)s including As, Cd, Cr, Cu, Hg, Pb, Zn, Sb. Co, and Ni. In this article we propose that in some cases (e.g. Hg and Cd) the high concentrations of soil heavy metal attributed to human activity can be detected at a regional level. While the immense majority of European agricultural land can be considered adequately safe for food production, an estimated 6.24% or 137,000 km2 needs local assessment and eventual remediation action.  相似文献

A huge tension exists between recognizing sustainable development (SD) as a meta-discourse and accepting a limitless interpretational width. We analyse the impacts of diversity of worldviews on the interpretation of SD—as a knowledge-based concept—through a critical literature review, resulting in recommendations on the topic. We apply a social-constructionist approach, appreciating the complex socio-ecological interactions at the heart of SD. Only recently worldviews are recognized as constitutive elements of SD. Little attention has been given to the impacts on generated knowledge for SD. Variety of worldviews induces a variety of knowledge claims and needs. To retain SD’s ‘universal’ appeal as practical decision-guiding strategy for policy and action, we propose an integrative approach towards knowledge for SD—entailing an explicit pluralization of knowledge. SD should be re-interpreted as a joint worldviews construct, embracing a diversity of views in collaborative research and co-production of knowledge. Interpreting SD as a joint endeavour is necessary to overcome historical obstacles like cultural hegemony and a hierarchy of knowledge systems. We identified the following requirements for an inclusive knowledge for SD paradigm: re-interpretation of SD as a worldview constructs in progress; interpretative flexibility; co-production of knowledge; subjectivity awareness and self-reflexivity; respect for a diversity of worldviews/knowledges; identifying shared goals; collaborative research; a systems approach; transdisciplinarity; and recognition of contextuality. Further research—concerning potential methodologies and typologies—to reconcile variety of worldviews and knowledge systems in a joint SD worldviews construct is urgently needed.  相似文献

Quality of life concerns in rural development planning and management processes at the local level need to be identified and evaluated through participatory bottom–up approaches. This paper provides an overview of the main issues related to the quality of life concept in the context of rural sustainable development and discusses the need for operational governance models in order to identify, evaluate, and incorporate in action planning quality of life concerns at the local level. As the societal benefits associated with transitioning to more sustainable, less fossil fuel-reliant energy systems are increasingly recognized by communities throughout the world, the potential of creating ‘green jobs’ within a ‘green economy’ is attracting much attention. Green energy clusters are increasingly promoted throughout the world as a strategy to simultaneously promote economic vitality and stimulate a sustainable energy transition. In spite of their emerging role in regional-scale sustainability planning efforts, such initiatives have not been considered within the sustainability transitions literature. This paper explores the development of one such regional sustainable energy cluster initiative in Central Massachusetts in Northeastern USA to consider the potential for such cluster initiatives to contribute to socio-technical transition in the energy system. Since 2008, a diverse set of stakeholders in Central Massachusetts, including politicians, universities, businesses, local citizens, and activists, have been working toward facilitating the emergence of an integrated cluster of activity focused on sustainable energy. Through interviews with key actors, participant observation, and document review, this research assesses the potential of this cluster initiative to contribute to a regional socio-technical transition. The empirical details of this case demonstrate that sustainable energy cluster initiatives can potentially accelerate change in entrenched energy regimes by promoting institutional thickness, generating regional ‘buzz’ around sustainable energy activities, and building trust between multiple and diverse stakeholders in the region. This research also contributes to emerging efforts to better ground socio-technical transitions in geographic space.  相似文献

A combined approach utilizing GIS, Participatory Rural Appraisal (PRA) and Focus Group Discussion (FGD) has been developed for resource mapping in a rural poverty-prone area of Bangladesh. This model integrated GIS and participatory tools to include the voices of the stakeholders in assessing available resources and needs. The resource mapping framework, developed using PRA with local community people and community gatekeepers, was aimed at sustainable resource management, and ArcView GIS was used to digitize the resource maps as a Decision Support System (DSS). A detailed assessment and analysis of the quality, quantity and physical status of resources was first mapped in the field and then digitized using GIS. FGD-based interaction with community people at each union in a subdistrict of Bangladesh revealed stakeholders’ opinions on land and water body management. The present paper demonstrates the power of this model as a policy-making tool for sustainable development and poverty eradication. It also recognized the need for collaboration between interdisciplinary policy planners and researchers to develop and implement a policy on agricultural resource management for poverty-prone areas.  相似文献

In this work, design for environment (DfE) methodologies have been used as a tool for the development of a more sustainable supply chain. In particular by combining life‐cycle assessment (LCA) techniques and by using the quality function deployment (QFD) multi‐criteria matrices, an ‘environmental compromise’ can be reached. In this work, the QFD matrices have been developed in a new way using an iterative process that involves the whole supply chain starting from the product life‐cycle, taking into consideration the machines that make the product and their components. This methodology is compatible with the requirements of the various stakeholders, suppliers, manufacturers and clients, involved in the supply chain. To assess the validity of the proposed approach a specific supply chain was studied concerning packaging systems for liquid food substances (beverage cartons). Firstly all the stages which are most critical from the environmental point of view in the supply chain of packaging systems were identified and assessed. The starting point for the analysis of environmental aspects and impacts which characterise the supply chain was LCA, which proved to be useful for the identification and the environmental assessment of the various stages in a packaging system. Through the use of ‘iterative QFD’ it is possible to arrive at a definition of the engineering characteristics of all the machinery which is involved in the supply chain. In particular in this work the authors have tried to identify the critical points in the design of those machines which either make the beverage cartons or are involved in the filling process.  相似文献

Research aiming at generating effective contributions to sustainable development faces particular complexity related challenges. This article proposes an analytical framework disentangling and structuring complexity issues with which research for sustainable development is confronted. Based on theoretical conceptions from fields like policy sciences and transdisciplinary research as well as on an in-depth analysis of the concept of sustainable development, three meta-perspectives on research for sustainable development are introduced and elaborated. The first perspective focuses on notions of sustainable development, sorting out the problem of unclear or ambiguous interpretations of the general sustainability objectives in specific contexts. The second perspective introduces a broad conception of the policy process representing the way societal change towards sustainable development is brought about. It supports identifying those academic and non-academic actors and stakeholders that are relevant for coming up with effective knowledge contributions. The third perspective identifies different forms of knowledge that are needed to tackle sustainability problems as well as the significance of their mutual interrelations. How the framework perspectives support reflecting on the fundamental complexity issues research for sustainable development is confronted with is illustrated using a case example from natural scientific research in the field of land use. We argue that meeting the complexity inherent in the concept of sustainable development requires joint learning in policy processes, working out shared visions being in line with the core objectives of sustainable development and generating knowledge about empirical, normative and pragmatic aspects.  相似文献

In Bolivia, recent decentralisation policies have broadened the participation of local actors in development processes. However, development is far from sustainable, and poverty and natural resources degradation still increase. The challenge is to develop strategies that achieve the genuine participation of poor farmers in natural resources management and sustainable development. The logical strategy, which was developed and validated in five Bolivian mountain villages, is an example. In this strategy, first a solid foundation for sustainable development is laid, with activities focussing on five basic conditions for sustainable development in rural villages: leadership and organisation, responsible participation, effective collaboration, mutual trust and environmental awareness. The results show that the existence of a solid foundation is crucial for the success of other development activities, such as soil and water conservation activities. However, given that 2 years after the project’s withdrawal the firmness of the foundation had slightly weakened, it was concluded that a better integration of these villages in local development processes is essential to profit from the new dynamics. This is especially true for soil and water conservation. To achieve this integration, municipalities—with the support of international development agencies—must be encouraged to invest in laying this solid foundation in rural villages and in facilitating follow-up activities to keep the dynamic process going. This study shows that such investments result in better organised villages, more equality, and the genuine participation of more people in sustainable village development. Effective collaboration and accountability at institutional level are, however, required.  相似文献

This paper discusses the misuses of estuaries in Northeast of Brazil and the social contrasts there found. The several kinds of impacts promoted by capitalist enterprises in one side and by traditional population, who uses estuary areas at another side, are in complete disagreement with the ethic of sustainable development. Our intention is to demonstrate how these aspects occur in the River Paraíba do Norte estuary, in the State of Paraíba. Observing the conditions of infrastructure besides the multiple ways to handle along with the extension of the estuary, we could recognize 59 focus of conflict between the incorrect use and sustainable mode. Most of the uses concern to traditional artisan fishing, slums and recreational marinas, reflecting the great social contrast between rich and poor people settled in area studied. Ecological and social implications of these conflicting uses are discussed and measures to improve the situation are suggested.  相似文献

This study develops the understanding of the adoption of sustainable agricultural practices (SAPs) by investigating the relative importance of a set of multidimensional factors in the Malaysian vegetable production sector. A factor approach is deployed to identify explanatory indicators within an integrative framework that is synthesized from the theory of interpersonal behavior and the theory of diffusion of innovation. We achieved this by analyzing a logistic regression model for the adoption of six individual SAPs (conservation tillage, intercropping, cover crops/mulches, crop rotation, organic fertilizers/composts, and integrated pest management). The findings indicate that adoption depends on a range of socio-economic, agro-ecological, institutional, informational, and psychological factors, as well as the perceived attributes of SAPs. Fundamental policy understanding of the issue should, therefore, be multidisciplinary. In addition, standardized coefficients reveal that the impact of statistically significant factors on adoption is unequal. In general, the most influential factor is the asymmetric distribution of resources across geographical locations. This is followed by financial capital and a number of factors, including the workforce size, the usefulness of information, Chinese ethnicity, and the perceived relative advantage of SAPs. Guided by this prioritization understanding, future SAPs promotion now has a better opportunity to target the more important areas. Similar research effort should be made to steer sustainable agriculture internationally.  相似文献

Developing a curriculum for sustainable development for engineers, even on a small scale, is a complex task. The University of Manchester has been undertaking a pilot project for an experiential, student-centred approach across engineering and science disciplines, described elsewhere. But that pilot also provided a springboard for the study described in this article. Group techniques for resolving complex issues have been around for half a century but mostly applied to questions of forecasting. Of these, the Delphi technique seemed to best fit the curriculum issues that we wished to explore. This article sets out some of the background to the choice of the Delphi approach, the questions that we sought to answer, the responses that we obtained and some discussion of the appropriateness of the approach to other issues of sustainable development and curriculum design.  相似文献

Mainstreaming represents an integrated, cross government agency approach to incorporating an issue into programmes and policies. Mainstreaming of resource efficiency and sustainable consumption and production (SCP and RE) has been identified to be essential to ensuring the development of policies, programmes, actions and initiatives with a wider reaching set of outcomes than if these were to be undertaken on their own. This paper outlines a guidance framework which was developed to support practitioners, champions and UN support teams on mainstreaming of SCP and RE. The framework is based on the programmatic approach to environmental mainstreaming which has been developed through wide-ranging experience on other environment and poverty-environment related topics. The approach presented here is not linear, and each of the elements requires ongoing evaluation and updating. In addition, it is identified that mainstreaming of SCP and RE should form part of overall environmental mainstreaming efforts. Furthermore, unless a country has already developed a national SCP programme, the development of such a programme and the mainstreaming process discussed in this current document should be done in parallel, not as separate processes.  相似文献

This study aims to estimate the intensification of rice farming in Myanmar particularly due to chemical fertilizer application, using farm-level data obtained from field surveys conducted in the 2000s. Relatively high-input rice farming was found in dry season crop in the delta zone and the double crop in well-irrigated lowlands of the central dry zone. The chemical fertilizer used there was about 88–159 kg NPK (nitrogen, N; phosphate, P2O5; and potash, K2O) ha−1 (76–110 kg nitrogen (N) ha−1), and the average paddy yield ranged from 2.8 to 3.5 ton ha−1. On the other hand, nutrient input in survey sites of rain-fed lowland was between 11 and 53 kg NPK ha−1 (5 and 36 kg N ha−1), and the yield ranged from 1.1 to 2.3 ton ha−1. The national average of paddy yield and nutrient input of fertilizer was roughly estimated to be around 2.4 ton ha−1 and 60 kg NPK ha−1, respectively. A gap was observed between these calculated values and the official statistics. A comparison of fertilizer use efficiency for rice production in Myanmar with that in China and Vietnam has shown that the efficiency in Myanmar has not declined to an inappropriate level even in its intensive ones. Rice production in Myanmar has room for increasing the yield by capital intensification. Nevertheless, considering its sustainability as well as productivity, further intensification in rice farming technology in irrigated lowlands of Myanmar may neither be the best nor the only way.  相似文献

The main purpose of this paper is to discuss whether it is possible to achieve human development without or with less economic growth. For this to happen, it is important that developed countries can maintain high levels of human development while reducing the scale of production and consumption so that developing countries can achieve greater economic growth. Using panel data from 118 countries aggregated in ten blocks of countries, we assess the influence of “growth” on “development”, as proxied by a transformed variable “Social Human Development Index” (SHDI), controlling for the influence of geo-economic factors. In particular, we analyse whether developed countries present a weaker statistical relation between GDP and the social dimension of HDI than their less developed counterparts. Results reveal that the GDP elasticity of SHDI is higher in blocks of countries where the concentration of developing countries occurs than in blocks dominated by the presence of developed countries. Thus, it is possible to envisage that a slowdown in economic activity in developed countries may occur without great sacrifice of human development, at least when it is measured by health and education components. We interpret the findings as meaning that at an aggregate level there are conditions for development to occur without or with less growth.  相似文献
