This study explores the linkages between trade policy, corruption, and environmental policy. We begin by presenting a theoretical model that produces several testable predictions, including: (i) the effect of trade liberalization on the stringency of environmental policy depends on the level of corruption; and (ii) corruption reduces environmental policy stringency. Using panel data from a mix of developed and developing countries from 1982 to 1992, we find evidence that supports these conjectures. We view these results as representing an attempt at understanding the myriad of complex relationships that exist in an open economy.  相似文献

Summary In many bees and wasps, solitary females produce offspring without help from other females. The transition from lone mothers producing offspring to situations in which females often help to rear siblings is an important step in the origins of complex sociality and nonreproductive castes. Recent work on Hymenoptera has stressed the role of sex ratio variation in this transition; when a mother's brood is more female biased than average, older daughters are favored to help rear their younger siblings because they are more closely related to sisters than to their own offspring. Here the direction of causality is from biased sex ratios, which arise by some extrinsic mechanism, to the origins of sib-rearing (eusociality). We present a model in which there is a synergism between sib-rearing and female-biased sex ratios, which may either complement the sex ratio variation idea by increasing the rate at which helping spreads or be an alternative hypothesis about the origins of eusociality. The synergism in our model depends on three conditions. 1) Daughters that help cause more food to be provisioned per offspring, which in turn causes larger offspring. 2) Females gain more than males by being large, which favors mothers with helpers to produce a higher proportion of daughters. 3) A helper's inclusive fitness rises as her mother's brood becomes increasingly female biased because a female helper is more closely related to her sisters than to her brothers. A female helper may also be more closely related to her sisters than to her own offspring, but this particular sibling-offspring relatedness asymmetry is not required by the synergism model. These three conditions create a synergism which favors a rapid transition from solitary (subsocial) to eusocial. Demographic and ecological factors that facilitate the evolution of eusociality reduce the stringency of the relatedness asymmetry condition (3) required by our idea. The synergism model therefore complements factors other than relatedness that may have been important during the evolution of eusociality.  相似文献

In a model of overlapping generations and majority voting, we analyze an ecotax reform consisting of the tax rate and the budgetary rule. Revenue can be recycled through a lump-sum transfer or a reduction in pension contributions. Our theoretical results as well as the calibration of our model to the German economy show that the median voter's preferred tax rate may exceed the efficient rate. This holds whenever income of the decisive voter is sufficiently high compared to the average income, as rich individuals benefit more from a reduction in pension contributions than they are harmed by an increase in ecotaxes. The calibration confirms that the median voter prefers the earmarking of tax revenue for reductions in pension contributions to the alternative lump-sum transfer. This is quite an accurate prediction of the situation in Germany. Aging of society as expected for Germany lowers the ecotax in the political equilibrium below its optimal level.  相似文献

Small-scale gold mining is important to rural livelihoods in the developing world but also a source of environmental externalities. Incentives for individual producers are the classic policy response for a socially efficient balance between livelihoods and the environment. Yet monitoring individual miners is ineffective, or it is very costly, especially on frontiers with scattered small-scale miners. We ask whether monitoring at a group level effectively incentivizes cleaner artisanal mining by combining lower-cost external monitoring with local collective action. We employ a mining-framed, threshold-public-goods experiment in Colombia's Pacific region, with 640 participants from frontier mining communities. To study compliance with collective environmental targets, we vary the target stringency, including to compare increases over time in the stringency versus decreases. We find that collective incentives can induce efficient equilibria, with group compliance – and even inefficient overcompliance – despite the existence of equilibria with zero contributions. Yet, for demanding targets in which the reward for compliance barely outweighs the cost, compliance can collapse. Those outcomes improve with past successes for easier targets, however, so our results suggest gain from building coordination via graduated stringency.  相似文献

Abstract: General consensus among scientists, commercial interests, and the public regarding the status of shark populations is leading to an increasing need for the scientific community to provide information to help guide effective management and conservation actions. Experience from other marine vertebrate taxa suggests that public, political, and media pressures will play an increasingly important part in setting research, management, and conservation priorities. We examined the potential implications of nonscientific influences on shark research. In particular, we considered whether lethal research sampling of sharks is justified. Although lethal sampling comes at a cost to a population, especially for threatened species, the conservation benefits from well‐designed studies provide essential data that cannot be collected currently in any other way. Methods that enable nonlethal collection of life‐history data on sharks are being developed (e.g., use of blood samples to detect maturity), but in the near future they will not provide widespread or significant benefits. Development of these techniques needs to continue, as does the way in which scientists coordinate their use of material collected during lethal sampling. For almost half of the known shark species there are insufficient data to determine their population status; thus, there is an ongoing need for further collection of scientific data to ensure all shark populations have a future. Shark populations will benefit most when decisions about the use of lethal sampling are made on the basis of scientific evidence that is free from individual, political, public, and media pressures.  相似文献

Female preference for dominant males is widespread and it is generally assumed that success in male-male competition reflects high quality. However, male dominance is not always attractive to females. Alternatively, relatively symmetric individuals may experience fitness advantages, but it remains to be determined whether males with more symmetrical secondary sexual traits experience advantages in both intra- and intersexual selection. We analysed the factors that determine dominance status in males of the lizard Lacerta monticola, and their relationship to female mate preference, estimated by the attractiveness of males' scents to females. Sexually dimorphic traits of this lizard (head size and femoral pores) appear to be advanced by different selection pressures. Males with relatively higher heads, which give them advantage in intrasexual contests, were more dominant. However, head size was unimportant to females, which preferred to be in areas marked by relatively heavier males, but also by males more symmetric in their counts of left and right femoral pores. Chemicals arising from the femoral pores and other glands might honestly indicate quality (i.e. related to the symmetry levels) of a male to females and may result from intersexual selection. Females may use this information because the only benefit of mate choice to female lizards may be genetic quality. Chemical signals may be more reliable and have a greater importance in sexual selection processes of lizards than has previously been considered.  相似文献

This paper reviews literature on the sources of lead-zinc mining pollution, and specifically deals with the water and air pollution aspects of these operations. Problems associated with mining and the environment are also discussed. The problems are geochemical in nature but also economic, social, political and legal. Individuals doing research in these boundary conditions are poorly publicised and rarely recognised outside of their own narrow industry.The paper notes that it is possible to have both an economical mining operation and a clean environment. The New Lead Belt region of Southern Missouri, the world's largest lead-mining region lies underneath a national forest with a pure, pristine, undisturbed ecosystem having high recreational value to the nearby cities. By early cooperation between governmental scientists, mining industry, environmental scientists and engineers of the University of Missouri and other universities it was possible to develop this deposit and at the same time keep the pristine nature of the surrounding forest without spending a single day in court or litigation. Problems did arise, but problem-solving sessions dealt with them, not lawyers.  相似文献

This article describes a biomonitoring using mosses in order to determine the amount and distribution of the atmospheric deposition of 37 elements in the European region of the Neisse river following the political and economic changes. These results are compared with the findings in other regions. Additionally, the accumulation characteristics ofPleurozium schreberi andPolytrichum formosum, the two moss species used in the study, were compared with one another. Until the beginning of the 1990s, this region was part of the socalled “black triangle”, an area characterised by extremely high atmospheric dust pollution. Through the closing of numerous factories, the equipment of power plants with filters, and the decreasing importance of brown coal as a source of household heating, the situation has changed considerably. Today, the pollution levels in the European region of the Neisse river are comparable with those in the western part of Germany. Higher levels were only determined for Fe and Ti, which can be attributed to the broader usage of brown coal as a source of energy. In the area around Katowice, Poland, the levels of certain elements were found to be more than ten times higher than in the European region of the Neisse. These highly elevated levels of atmospheric contamination in the industrial district of Upper Silesia indicate that action is urgently needed.  相似文献

The relative abundance of chaetodontid and pomacentrid fishes in 8 habitats, ranging in depth from 0.5 to 17 m, was determined by visual counting of free-swimming fish in the field. Habitat widths and overlaps were determined using weighting factors, developed by Colwell and Futuyma (1971), which account for the different degree of uniqueness of each habitat. The average habitat widths and the average habitat overlaps were greater for the chaetodontids than the pomacentrids. This was due, in part, to the greater use of habitat structure by the pomacentrids, and it is hypothesized that this is because they are the more vulnerable to predation. The juveniles and adults reached peak abundance in different habitats for at least some of the species, and this may further reduce the habitat-overlap values for adults of some pairs of species. It is clear, however, that the ability of the species in these families to coexist is largely due to factors operating within habitats rather than to a large degree of habitat specialization.  相似文献

Abstract: Frustration with the lack of action on conservation issues by governments has sparked debate around the policy role of conservation biologists. We analyzed the political economy of conservation biology, that is, of the dynamics of the political and economic structures within which conservation biology operates, and we suggest more productive means for conservation biologists to achieve conservation goals. Within the modern state, conservation goals are marginalized because the growth needs of industrial capital have the highest priority. Environmental advocacy within this system largely addresses only proximate concerns and has limited success. Science is a product of modern society, but scientists now need to foster novel institutional arrangements in which humans can function within the limits of natural systems. This entails a larger recognition of the inherent contradictions residing within current institutions that themselves depend on unsustainably high resource flows. As one critical counterbalance to these institutions, we discuss community-based management and research as primary institutions through which sustainable use of natural resources might be achieved.  相似文献

Natural scientists are being encouraged by environmental and developmental agencies to define and operationalize the concept of sustainability in a "scientific" manner. Such an approach is fraught with dangers because values, opinions, and social influences are an inextricable part of science, especially applied science. Natural scientists' attempts to define sustainability, particularly to decide what should be sustained, cannot therefore be value-neutral. They simply end up shifting value judgments to different levels by choosing either a single obvious objective, an arbitrary range of objectives, or an arbitrary method of aggregating different preferences. This lack of self-reflectiveness on the part of scientists has important consequences for the direction of research and its political implications. Natural scientists should heed lessons from earlier cases of scientists' involvement in policy and redefine the terms of reference before shouldering their social burden. The dilemma of pursuing objective science in a value-loaded and socially charged discourse can be resolved by properly understanding the role of analysis and by pursuing a socially grounded pluralistic approach to problem definition and research methodology.  相似文献

Thailand underwent a major shift in forest policy in the second half of the 1980s to promote sustainable management and control of deforestation. This paper puts this in the context of earlier changes in forest policy and analyses the underlying causes of the shift by analysing changes in the relative strength of different interest groups within the framework of a policy pressures model. Internal pressures had a stronger impact on Thai forest policy than external pressures. Protectionist groups became more numerous and more powerful in Thailand in the 1980s in relation to exploitative groups, and their rise in influence was facilitated by continuing progress in democratization and pluralization, linked to the consequences of economic development. Such political change could help to explain the apparent link between better environmental management and economic development shown in the Environmental Kuznets Curve.  相似文献

At least 19 hypotheses have been proposed to explain the evolutionary significance of avian hatching asynchrony, and hatching patterns have been suggested to be the result of several simultaneous selective pressures. Hatching asynchrony was experimentally modified in the black kite Milvus migrans by manipulating the onset of incubation during the laying period. Delayed onset of incubation reduced egg viability of first-laid eggs, especially when ambient temperature during the laying period was high. Brood reduction (nestling mortality by starvation or siblicide) was more commonly observed in asynchronous nests. The growth rate was slower in synchronous broods, probably due to stronger sibling rivalry in broods with high size symmetry. Last-hatched chicks in synchronous broods fledged at a small size/mass, while in control broods, hatching order affected growth rates, but not final size. Brood reduction, variable growth rates, and the ability to face long periods of food scarcity are probably mechanisms to adjust productivity to stochastic food availability in a highly opportunistic predator. The natural pattern of hatching asynchrony may be the consequence of opposing selective forces. Extreme hatching synchrony is associated with slow growth rates, small final size of last-hatched chicks, and low viability of first-laid eggs, while extreme hatching asynchrony is associated with high mortality rates. Females seem to facultatively manipulate the degree of hatching asynchrony according to those pressures, because hatching asynchrony of control clutches was positively correlated with temperature during laying, and negatively correlated with the rate of rabbit consumption. We compare existing nontimber forest product extraction systems in Petén, Guatemala, and West Kalimantan, Indonesia, to identify key ecological, socioeconomic, and political factors in the design and implementation of extractive reserves. Ecological parameters include the spatial and temporal availability of harvested products and the sustainability of harvesting practices from both a population and an ecosystem perspective. Socioeconomic and political factors include the presence or absence of well-defined resource tenure rights, physical and social infrastructure, markets, and alternative land uses. We conclude that although extractive reserves can play a significant role in preserving tropical forests as a part of a broader land-use spectrum, their effectiveness is highly dependent on prevailing local ecological, socioeconomic, and political conditions. Ultimately, extractive reserves should be regarded as one component of an overall approach to the problem of tropical deforestation.  相似文献

We examined the links between the science and policy of habitat corridors to better understand how corridors can be implemented effectively. As a case study, we focused on a suite of landscape‐scale connectivity plans in tropical and subtropical Asia (Malaysia, Singapore, and Bhutan). The process of corridor designation may be more efficient if the scientific determination of optimal corridor locations and arrangement is synchronized in time with political buy‐in and establishment of policies to create corridors. Land tenure and the intactness of existing habitat in the region are also important to consider because optimal connectivity strategies may be very different if there are few, versus many, political jurisdictions (including commercial and traditional land tenures) and intact versus degraded habitat between patches. Novel financing mechanisms for corridors include bed taxes, payments for ecosystem services, and strategic forest certifications. Gaps in knowledge of effective corridor design include an understanding of how corridors, particularly those managed by local communities, can be protected from degradation and unsustainable hunting. There is a critical need for quantitative, data‐driven models that can be used to prioritize potential corridors or multicorridor networks based on their relative contributions to long‐term metacommunity persistence.  相似文献

Marine protected areas (MPAs) are the preferred tool for preventing marine biodiversity loss, as reflected in international protected area targets. Although the area covered by MPAs is expanding, there is a concern that opposition from resource users is driving them into already low-use locations, whereas high-pressure areas remain unprotected, which has serious implications for biodiversity conservation. We tested the spatial relationships between different human-induced pressures on marine biodiversity and global MPAs. We used global, modeled pressure data and the World Database on Protected Areas to calculate the levels of 15 different human-induced pressures inside and outside the world's MPAs. We fitted binomial generalized linear models to the data to determine whether each pressure had a positive or negative effect on the likelihood of an area being protected and whether this effect changed with different categories of protection. Pelagic and artisanal fishing, shipping, and introductions of invasive species by ships had a negative relationship with protection, and this relationship persisted under even the least restrictive categories of protection (e.g., protected areas classified as category VI under the International Union for Conservation of Nature, a category that permits sustainable use). In contrast, pressures from dispersed, diffusive sources (e.g., pollution and ocean acidification) had positive relationships with protection. Our results showed that MPAs are systematically established in areas where there is low political opposition, limiting the capacity of existing MPAs to manage key drivers of biodiversity loss. We suggest that conservation efforts focus on biodiversity outcomes and effective reduction of pressures rather than prescribing area-based targets, and that alternative approaches to conservation are needed in areas where protection is not feasible.  相似文献

This paper investigates the impact of changes in environmental policy stringency on industry- and firm-level productivity growth in a panel of OECD countries. To test the strong version of the Porter Hypothesis (PH), we extend a neo-Schumpeterian productivity model to allow for effects of environmental policies. We use a new environmental policy stringency (EPS) index and let the effect of countries׳ environmental policies vary with the pollution intensity of the industry and with the countries’ and firms’ technological advancement. A tightening of environmental policy is associated with a short-term increase in industry-level productivity growth in the most technologically-advanced countries. This effect diminishes with the distance to the global productivity frontier, eventually becoming insignificant. For the average firm, no evidence of PH is found. However, the most productive firms see a temporary boost in productivity growth, while the less productive ones experience a productivity slowdown.  相似文献

The consequences of declining biodiversity remain controversial, in part because many studies focus on a single metric of ecosystem functioning and fail to consider diversity's integrated effects on multiple ecosystem functions. We used tide pool microcosms as a model system to show that different conclusions about the potential effects of producer diversity on ecosystem functioning may result when ecosystem functions are measured separately vs. together. Specifically, we found that in diverse seaweed assemblages, uptake of either nitrate or ammonium alone was equal to the average of the component monocultures. However, when nitrate and ammonium were available simultaneously, uptake by diverse assemblages was 22% greater than the monoculture average because different species were complementary in their use of different nitrogen forms. Our results suggest that when individual species have dominant effects on particular ecosystem processes (i.e., the sampling effect), multivariate complementarity can arise if different species dominate different processes. Further, these results suggest that similar mechanisms (complementary nutrient uptake) may underlie diversity-functioning relationships in both algal and vascular-plant-based systems.  相似文献

Environmental regulations that grandfather existing plants, by not holding them to the same strict standards as new plants, may have the unintended consequence of retarding new investment. If new plants are cleaner, then this effect may increase pollution in the short run. I develop a dynamic model of a facility’s decisions over scrapping and abatement, which depend on capital depreciation, profitability shocks, and environmental policy. Using data from fossil fuel fired boilers at electric power plants, I estimate the structural parameters of the model and assess the impact of grandfathering in the Clean Air Act on sulfur dioxide emissions. Counterfactual policy simulations show that an increase in the stringency of performance standards would have led to a decrease in investment in new boilers. However, this does not lead to increased emissions, since there is less investment in dirtier coal boilers as compared to relatively cleaner oil or natural gas boilers.  相似文献

Summary The study investigates whether worker policing via the selective removal of worker-laid male eggs occurs in normal honey bee colonies with a queen. Queenright honey bee colonies were set up with the queen below a queen excluder. Frames of worker brood and drone comb were placed above the queen excluder. Daily inspections of the drone frames revealed the presence of a few eggs, presumably laid by workers, at a rate of 1 egg per 16000 drone cells. 85% of these eggs were removed within 1 day and only 2% hatched. Dissections of workers revealed that about 1 worker in 10000 had a fully developed egg in her body. These data show that worker egg-laying and worker policing are both normal, though rare, in queenright honey bee colonies, and provide further confirmation of the worker policing hypothesis.  相似文献
