There is inconsistency in many people's choice of electricity. When asked, they say they prefer a ‘green’ (i.e., environmentally friendly) source for this energy. Yet, although green electricity is available in many markets, people do not generally buy it. Why not? Motivated by behavioural decision research, we argue that the format of information presentation drastically affects the choice of electricity. Specifically, we hypothesise that people use the kind of electricity that is offered to them as the default. We present two natural studies and two experiments in the laboratory that support this hypothesis. In the two real-world situations, there was a green default, and most people used it. In the first laboratory experiment, more participants chose the green utility when it was the default than when ‘grey’ electricity was the default. In the second laboratory experiment, participants asked for more money to give up green electricity than they were willing to pay for it. We argue that changing defaults can be used to promote pro-environmental behaviour. Potential policy-making applications of this work are discussed. 相似文献

Environmental quality strongly depends on human behaviour patterns. We review the contribution and the potential of environmental psychology for understanding and promoting pro-environmental behaviour. A general framework is proposed, comprising: (1) identification of the behaviour to be changed, (2) examination of the main factors underlying this behaviour, (3) design and application of interventions to change behaviour to reduce environmental impact, and (4) evaluation of the effects of interventions. We discuss how environmental psychologists empirically studied these four topics, identify apparent shortcomings so far, and indicate major issues for future research. 相似文献

States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Changes in the trends in the material composition of domestic and imported automobiles and the increasing cost of landfilling the non-recyclable portion of automobiles (automobile shredder residue or ASR) pose questions about the future of automobile recycling in the United States. In response to these challenges, new and innovative approaches to automobile recycling are being developed. This paper presents the findings of a recent study to examine the impacts of these changes on the life cycle energy consumption of automobiles and on the quantity of waste that must be disposed of. Given the recycle status quo, trends in material composition and the viability of recycling the non-metallic components of the typical automobile are of secondary importance when compared to the energy consumed during the life of the automobile. The energy savings resulting from small changes in the fuel efficiency of a vehicle overshadow potential energy losses associated with the adoption of new and possibly non-recyclable materials. Under status quo conditions, the life cycle energy consumed by the typical automobile is projected to decrease from 599 million Btus in 1992 to 565 million Btus in 2000. Energy consumed during the manufacture of the typical car will increase from about 120 to 140 million Btus between 1992 and 2000, while energy used during vehicle operation will decrease from 520 to 480 million Btus. This study projects that energy saved at the recycle step will increase from 41 million Btus in 1992 to 55 million Btus in 2000. This study also investigated the energy impacts of several potential changes to the recycle status quo, including the adoption of technologies to retrieve the heat value of ASR by incineration and the recycle of some or all thermoplastics in the typical automobile. The study estimates that under optimistic conditions —i.e., the recycling of all thermoplastics and the incineration with heat recovery of all remaining ASR —about 8 million Btus could be saved per automobile —i.e., an increase from about 55 to 63 million Btus. In the more realistic scenario —i.e., the recycling of easy-to-remove thermoplastic components (bumper covers and dash-boards) —the potential energy savings are about 1 million Btus per vehicle. It is estimated that the annual quantity of ASR in the United States could be reduced from about 5 billion pounds to as little as 1 billion pounds of ash if all ASR is incinerated. Alternatively, ASR quantity could be reduced to about 4 billion pounds if all thermoplastics in automobiles are recycled. However, in the case of recycling only thermoplastic bumper covers and dashboards, the quantity of ASR would be reduced by only 0.2 billion pounds. A significant reduction or increase in the size of the ASR waste stream will not in itself have a large impact on the solid waste stream in the United States. 相似文献

It is a challenge to reduce the ever-increasing flow of waste. In Norway the systems for recycling of organic waste, paper, glass, metals, etc. differ between municipalities, both with regard to organizational and to technological structures. Our hypothesis is that people's attitudes and behaviour may differ with different systems of waste management. People's behaviour and attitudes regarding (organic) waste recycling were investigated in two municipalities with differing technical and organisational systems. Data came from interviews with municipal employees, questionnaires, focus groups and multi-criteria mapping. People seem to be better informed and more positive about organic waste recycling in one of the municipalities (MH, which has recycling of organic waste) than in the other (MS, which has no such recycling). The two municipalities had similar sets of important criteria for waste management (price, environmental friendliness, easy solutions, information). Many participants stated that they had learned from the group process, though only a few reported changed preferences. The institutional context seems to be important for people's behaviour and attitudes towards waste management. This implies that people's recycling behaviour does not only depend on technical and organisational aspects, but also on institutions. These are important messages for policy makers. On an individual basis, the different systems in the two municipalities seem to affect people's stated attitudes. These differences diminish when they are in a common setting where process and dialogue stimulate new thoughts and encourage people to act more altruistically. 相似文献

Identifying the key factors in increasing recycling and reducing residual household waste: a case study of the Flemish region of Belgium 总被引:1,自引:0,他引:1
The competent waste authority in the Flemish region of Belgium created the 'Implementation plan household waste 2003-2007' and the 'Implementation plan sustainable management 2010-2015' to comply with EU regulation. It incorporates European and regional requirements and describes strategies, goals, actions and instruments for the collection and treatment of household waste. The central mandatory goal is to reduce and maintain the amount of residual household waste to 150 kg per capita per year between 2010-2015. In literature, a reasonable body of information has been published on the effectiveness and efficiency of a variety of policy instruments, but the information is complex, often contradictory and difficult to interpret. The objective of this paper is to identify, through the development of a binary logistic regression model, those variables of the waste collection scheme that help municipalities to reach the mandatory 150 kg goal. The model covers a number of variables for household characteristics, provision of recycling services, frequency of waste collection and charging for waste services. This paper, however, is not about waste prevention and reuse. The dataset originates from 2003. Four out of 12 variables in the model contributed significantly: income per capita, cost of residual waste collection, collection frequency and separate curbside collection of organic waste. 相似文献

This paper discusses a significant illicit economy, including black and grey aspects, associated with medical waste scavenging and recycling in a megacity, considering hazards to the specific group involved in scavenging as well as hazards to the general population of city dwellers. Data were collected in Dhaka, Bangladesh, using a variety of techniques based on formal representative sampling for fixed populations (such as recycling operatives) and adaptive sampling for roaming populations (such as scavengers). Extremely hazardous items (including date expired medicines, used syringes, knives, blades and saline bags) were scavenged, repackaged and resold to the community. Some HCE employees were also observed to sell hazardous items directly to scavengers, and both employees and scavengers were observed to supply contaminated items to an informal plastics recycling industry. This trade was made possible by the absence of segregation, secure storage and proper disposal of medical waste. Corruption, a lack of accountability and individual responsibility were also found to be contributors. In most cases the individuals involved with these activities did not understand the risks. Although motivation was often for personal gain or in support of substance abuse, participants sometimes felt that they were providing a useful service to the community. 相似文献

This study incorporated identity constructs into the theory of planned behaviour (TPB) to investigate intentions to engage in environmental activism. First year students and participants of a students of sustainability conference (n=169) were administered a questionnaire survey that measured standard TPB constructs as well as environmental group membership and self-identity as an environmental activist. Consistent with predictions, environmental group membership and self-identity were positive predictors of intentions. Thus, greater involvement in environmental groups and a stronger sense of the self as an environmental activist were associated with stronger intentions to engage in environmental activism. There was also evidence that self-identity was a stronger predictor of intentions for participants with low rather than high environmental group membership. In accordance with the standard TPB model, participants with more positive attitudes toward and a greater sense of normative support for environmental activism also had greater intentions to engage in the behaviour. The implications for groups seeking to harness support for activities to protect the environment are discussed. 相似文献

The feasibility of recycling spent foundry sand in clay bricks was assessed in laboratory, pilot line and industrial trials, using naturally occurring sand as a reference. Raw materials were analyzed by X-ray fluorescence, X-ray diffraction, particle size distribution, and leaching and combined to produce bodies containing up to 35% wt. sand. The extrusion, drying and firing behaviour (plasticity, drying sensitivity, mechanical strength, bulk density, water absorption, and shrinkage) were determined. The microstructure, phase composition, durability and leaching (EN 12457, granular materials, end-life step, European Waste Landfill Directive; NEN 7345, monolithic materials, use-life step, Dutch Building Material Decree) were evaluated for bricks manufactured at optimal firing temperature. These results demonstrate that spent foundry sand can be recycled in clay bricks. There are no relevant technological drawbacks, but the feasibility strongly depends on the properties of the raw materials. Spent foundry sand may be introduced into bricks up to 30% wt. Most of the hazardous elements from the spent foundry sand are inertized during firing and the concentrations of hazardous components in the leachates are below the standard threshold for inert waste category landfill excepting for chromium and lead; however, their environmental risk during their use-life step can be considered negligible. 相似文献

The household-recycling rate in the Borough of Burnley, England in 2001/2002 was only half the national average of 12%. This research employed both quantitative and qualitative surveys in order to ascertain whether householders’ attitudes to recycling were contributory factors to the generally poor recycling performance and to investigate other social, cultural and structural influences. The Borough has a large Asian–British population concentrated in two deprived wards where recycling rates are particularly low, so special attention was given to ascertaining their attitudes towards recycling.The quantitative survey comprised a postal questionnaire sent to a random sample of 360 households drawn from the electoral register. The qualitative survey consisted of group interviews with the Asian–British population at local community centres and focus groups attended by volunteers from the quantitative study.The findings suggest that householders are very willing to participate in recycling, as shown by the almost 80% claiming to recycle paper, but that local recycling services are too unreliable and inconvenient to allow them to do so comprehensively. Asian–British attitudes to recycling were found to be no different to those of the wider population, with their low participation being linked to the higher priorities imposed upon them by economic deprivation. The findings are broadly in line with those of the literature in that recycling participation tends to be higher among more affluent and older people, but lower among less affluent and younger households, probably due in part to the availability of both storage space and time, with the implication that the Borough's preponderance of terraced housing militates against a high recycling rate. Policy recommendations to local authorities include the provision of bespoke recycling services to suit the variety of residential conditions across the UK, and the provision of regular feedback to householders regarding recycling services and performance.Further research is needed to identify non-recyclers and to explore how householders’ underlying psychological, cultural and social attitudes to recycling impinge upon recycling and participation rates. 相似文献

To be rightly implemented, an environmental policy ought to set an institutional framework (goals, rules and instruments) which incents decentralised actors to adopt the appropriate range of technologies. In the household waste management policy, the development of valorisation techniques (and particularly recycling) must be supported by convenient instruments and incentives. The paper analyses the problems encountered with the French household waste policy to ensure the takeoff of recycling techniques. At the moment, a rather under-proportioned institutional setting leads to favour the adoption of incineration with energy recovery at the expenses of recycling. The aim of this study is to analyze the antecedents of urban waste recycling behavior. To achieve this goal, a concrete urban
waste management program was chosen. The study focuses on the Selective Collection Program (SCP) in Zaragoza, a medium-sized
city in northeastern Spain. The research starts with a conceptual model in which the variables that potentially affect recycling
behavior can be classified into two groups: incentives and barriers. Moreover, the sociodemographic characteristics of the
individuals are included in our study. Given that the proposed model requires specification of latent variables or constructs,
the analysis is based on the Structural Equation Models (SEM) methodology. The results revealed that environmental awareness,
knowledge of the environmental impact of urban waste, and the positive perception of management by local government exercise
a positive effect on individual recycling behavior, while perceived personal difficulties (space and time availability) and
distance to and from the container have a negative effect. As regards sociodemographic variables, this study found that annual
family income sustains a negative relationship with recycling behavior, while age maintains a positive one. The results obtained
clearly show the important role that the public authorities play, especially municipal governments, in achieving the waste

Higher economic growth in developing countries has caused higher amounts of wastes. Local government authorities in these countries usually fail to provide adequate services to dispose the increasing amounts of waste, resulting in threats for both the population and environment health. There is therefore an urgent need for recycling as a form of waste management in order to stop the devastating effects of solid waste in developing countries. Using a qualitative method of analysis, this study presents a model to measure and rank the sustainability of recycling programs in India and Tanzania. The model consists of six main constructs including “production, economic, governmental, social, technological, and international factors”. The results showed that India outperforms Tanzania in sustainable recycling programs: per capita waste generated per day in Delhi is higher than in Dar es Salaam; the government of India focuses more on developing recycling plans and techniques as compared to the government of Tanzania where the country is not actively involved in the recycling process; and the solid waste management planning in India is being performed better than Tanzania. 相似文献

The useful life of consumer electronic devices is relatively short, and decreasing as a result of rapid changes in equipment features and capabilities. This creates a large waste stream of obsolete electronic equipment, electronic waste (e-waste).Even though there are conventional disposal methods for e-waste, these methods have disadvantages from both the economic and environmental viewpoints. As a result, new e-waste management options need to be considered, for example, recycling. But electronic recycling has a short history, so there is not yet a solid infrastructure in place.In this paper, the first half describes trends in the amount of e-waste, existing recycling programs, and collection methods. The second half describes various methods available to recover materials from e-waste. In particular, various recycling technologies for the glass, plastics, and metals found in e-waste are discussed. For glass, glass-to-glass recycling and glass-to-lead recycling technologies are presented. For plastics, chemical (feedstock) recycling, mechanical recycling, and thermal recycling methods are analyzed. Recovery processes for copper, lead, and precious metals such as silver, gold, platinum, and palladium are reviewed. Urban stormwater run-off is a threat to stream ecosystems. New approaches to stormwater management aim to protect urban streams from such impacts, by retaining, treating and using stormwater at its source. As up to ~50% of runoff from urban surfaces comes from private property, fostering stormwater retention requires effective householder engagement. We evaluated householder participation in the Little Stringybark Creek project, a stormwater retrofit programme aimed at waterway protection, using qualitative enquiry through formal and informal interviews to identify factors that influenced participation. Participation was governed by multiple factors, with financial incentives and personal co-benefits of tanks primary motivators, while process complexity and distrust were primary barriers. Results suggest an approach combining education to encourage review of subjective norms and attitudes, with incentives to mitigate behavioural controls can transform public behaviour towards sustainable stormwater management. 相似文献

Local authorities are generally in charge of household packaging waste management operations, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the packaging industry and the local authorities (regarding the costs involved in selective collection and sorting). In the present study, the costs and benefits of recycling, from the perspective of local authorities, are compared for Portugal, Belgium and Italy (in Lombardia region), adopting the same economic–financial methodology. The results show that the industry is not paying the net cost of packaging waste management. If the savings attained by diverting packaging waste from other treatment operations are not considered, it seems that the industry should increase the financial support to local authorities. However, if the avoided costs with other treatments are considered as a benefit for local authorities, the costs are generally outweighed by the benefits, and the financial support could, therefore, be reduced. 相似文献

Understanding the cost-effectiveness and the role of economic and policy instruments, such as the combined product tax-recycling subsidy scheme or a tradable permit, for scrap tire recycling has been of crucial importance in a market-oriented environmental management system. Promoting product (tire) stewardship on one hand and improving incentive-based recycling policy on the other hand requires a comprehensive analysis of the interfaces and interactions in the nexus of economic impacts, environmental management, environmental valuation, and cost-benefit analysis. This paper presents an assessment of the interfaces and interactions between the implementation of policy instruments and its associated economic evaluation for sustaining a scrap tire recycling program in Taiwan during the era of the strong economic growth of the late 1990s. It begins with an introduction of the management of the co-evolution between technology metrics of scrap tire recycling and organizational changes for meeting the managerial goals island-wide during the 1990s. The database collected and used for such analysis covers 17 major tire recycling firms and 10 major tire manufacturers at that time. With estimates of scrap tire generation and possible scale of subsidy with respect to differing tire recycling technologies applied, economic analysis eventually leads to identify the associated levels of product tax with respect to various sizes of new tires. It particularly demonstrates a broad perspective of how an integrated econometric and engineering economic analysis can be conducted to assist in implementing policy instruments for scrap tire management. Research findings indicate that different subsidy settings for collection, processing, and end use of scrap tires should be configured to ameliorate the overall managerial effectiveness. Removing the existing boundaries between designated service districts could strengthen the competitiveness of scrap tires recycling industry, helping to reduce the required levels of product tax and subsidy. With such initial breakthroughs at hand to handle the complexity of scrap tire recycling technologies, there remains unique management and policy avenues left to explore if a multi-dimensional solution is to be successful in the long run. 相似文献

The dismantling of printed circuit board assemblies (PCBAs) and the recovery of their useful materials can lead to serious environmental impacts mainly due to their complicated physical structure and the variety of toxic elements contained in their material composition. So far, less attention has been paid to their responsible recycling compared to that of bare printed circuit boards. Combined with other materials recovery process, proper dismantling of PCBAs is beneficial to conserve scarce resources, reuse the components, and eliminate or safely dispose of hazardous materials. In analyzing the generation, resources potential and hazardous risk of scrap PCBAs, technologies used for the dismantling of waste PCBAs have been widely investigated and reviewed from the aspects of both industrial application and laboratory-scale studies. In addition, the feasibility of PCBA dismantling has been discussed, the determinants of which, including the heating conditions and mechanical properties have been identified. Currently the construction and demolition (C&D) waste collection system in Spain is managed in a decentralized manner by each sub-contracted company. This lack of comprehensive strategy for C&D waste management causes a confusing and sometimes individual attitude regarding the different measures for C&D waste. Therefore effective waste management should be enforced. Construction stakeholders have wide range of best practices in C&D waste management that can be implemented, so they need to be assessed for their effectiveness.The aim of this research study is to assist construction stakeholders in making a decision on C&D waste management. This paper carries out a survey conducted among the construction agents in order to evaluate the effectiveness of 20 best practice measures regarding C&D waste management, identifying the most suitable types of building constructions to implement these practices and also the advantages and drawbacks of their performance in a building construction project.Results of this study show that among the highly effective best practices are: the use of industrialized systems and the contract of suppliers managing the waste. In addition, distributing small containers in the work areas is also another high valued practice, although only 36% of respondents usually implement this measure in their works. 相似文献

This paper presents a system dynamics computer model to evaluate alternative type of recycling center under different policy and economy environments through comparison on the economic feasibility of recycling centers and ratio of savings to costs in C&D waste management. A case study for the City of Chongqing, China is selected. Simulated results show three key factors can contribute to the economic feasibility of recycling and the ratio of savings to costs in C&D waste management: (a) profit; (b) unit recycling cost; (c) extra revenue from location advantage (It was assumed that the mobile centers can attain extra revenue from the location advantage compared with fixed recycling centers). The sensitive analysis and comparison on ratios between public and private sector indicate that to achieve the optimum ratio of savings to costs, design of recycling centers and selection of governmental instruments are determined by the priority list: (1) low extra revenue from location advantage; (2) low profit; (3) low unit recycling cost.
