The individual travel cost method is one of the most commonly applied approaches to estimating the recreational value (or `consumer surplus') of open-access sites where the visitor does not have to pay an entrance charge for using the area. This paper presents a simple application of the method conducted using geographical information system (GIS) software. This approach permits analysis of the impact of various, commonly used, assumptions concerning the definition of visitor outset origins and routing to recreation sites. Results suggest that varying these assumptions can lead to substantial impacts upon estimates of consumer surplus to the extent that previously published studies may be subject to substantial error. This study aims to assess the link between fluoride content in groundwater and its impact on dental health in rural communities of the Ethiopian Rift. A total of 148 water samples were collected from two drainage basins within the Main Ethiopian Rift (MER). In the Ziway–Shala basin in particular, wells had high fluoride levels (mean: 9.4 ± 10.5 mg/L; range: 1.1 to 68 mg/L), with 48 of 50 exceeding the WHO drinking water guideline limit of 1.5 mg/L. Total average daily intake of fluoride from drinking groundwater (calculated per weight unit) was also found to be six times higher than the No-Observed-Adverse-Effects-Level (NOAEL) value of 0.06 mg/kg/day. The highest fluoride levels were found in highly-alkaline (pH of 7 to 8.9) groundwater characterized by high salinity; high concentrations of sodium (Na+), bicarbonate (HCO3), and silica (SiO2); and low concentrations of calcium (Ca2 +). A progressive Ca2 + decrease along the groundwater flow path is associated with an increase of fluoride in the groundwater. The groundwater quality problem is also coupled with the presence of other toxic elements, such as arsenic (As) and uranium (U). The health impact of fluoride was evaluated based on clinical examination of dental fluorosis (DF) among local residents using the Thylstrup and Fejerskov index (TFI). In total, 200 rural inhabitants between the ages of 7 and 40 years old using water from 12 wells of fluoride range of 7.8–18 mg/L were examined. Signs of DF (TF score of ≥ 1) were observed in all individuals. Most of the teeth (52%) recorded TF scores of 5 and 6, followed by TF scores of 3 and 4 (30%), and 8.4% had TF scores of 7 or higher. Sixty percent of the teeth exhibited loss of the outermost enamel. Within the range of fluoride contents, we did not find any correlation between fluoride content and DF. Finally, preliminary data suggest that milk intake has contributed to reducing the severity of DF. The study highlights the apparent positive role of milk on DF, and emphasizes the importance of nutrition in management efforts to mitigate DF in the MER and other parts of the world.  相似文献

The freshwater resources of small islands are particularly vulnerable to the impacts of climate change and human stressors due to their limited extent and adaptive capacity. A water security approach is useful for effective management of the water resources; however, understanding risk to water security is critical in order to effectively plan and adapt to future changes. Currently available assessment tools generally do not incorporate risk and are not suitable for application on small islands, where the hydrogeological setting has unique vulnerabilities. The aim of this work is to provide a framework to characterize risk to water security for small islands. The risk assessment was developed using Andros Island, the Bahamas, as a case study area. Numerical modelling characterizes the response of the water system to potential future stressors related to climate change and human development, the results of which are integrated into the assessment framework. Based on risk assessment principles, indicators are determined for susceptibility, hazard threat, vulnerability and loss, in order to define the risk to water security. The resulting indicators are presented in geospatial maps that rank areas of risk to water security. These maps were provided to local water managers and policy-makers in the Bahamas as a tool to identify high-risk areas for near-term action and to inform long-term planning. The maps have also been used as a platform to engage local residents and raise awareness about the impact climate change and land-use activities may have on water security.  相似文献

ObjectiveEstimate the health risks and benefits of mode shifts from car to cycling and public transport in the metropolitan area of Barcelona, Spain.MethodsWe conducted a health impact assessment (HIA), creating 8 different scenarios on the replacement of short and long car trips, by public transport or/and bike. The primary outcome measure was all-cause mortality and change in life expectancy related to two different assessments: A) the exposure of travellers to physical activity, air pollution to particulate matter < 2.5 μm (PM2.5), and road traffic fatality; and B) the exposure of general population to PM2.5, modelling by Barcelona Air-Dispersion Model. The secondary outcome was a change in emissions of carbon dioxide.ResultsThe annual health impact of a shift of 40% of the car trips, starting and ending in Barcelona City, to cycling (n = 141,690) would be for the travellers who shift modes 1.15 additional deaths from air pollution, 0.17 additional deaths from road traffic fatality and 67.46 deaths avoided from physical activity resulting in a total of 66.12 deaths avoided. Fewer deaths would be avoided annually if half of the replaced trips were shifted to public transport (43.76 deaths). The annual health impact in the Barcelona City general population (n = 1,630,494) of the 40% reduction in car trips would be 10.03 deaths avoided due to the reduction of 0.64% in exposure to PM2.5. The deaths (including travellers and general population) avoided in Barcelona City therefore would be 76.15 annually. Further health benefits would be obtained with a shift of 40% of the car trips from the Greater Barcelona Metropolitan which either start or end in Barcelona City to public transport (40.15 deaths avoided) or public transport and cycling (98.50 deaths avoided).The carbon dioxide reduction for shifting from car to other modes of transport (bike and public transport) in Barcelona metropolitan area was estimated to be 203,251 t/CO2 emissions per year.ConclusionsInterventions to reduce car use and increase cycling and the use of public transport in metropolitan areas, like Barcelona, can produce health benefits for travellers and for the general population of the city. Phthalates are ubiquitous environmental contaminants which are used in industry as plasticizers and additives in cosmetics. They are classified as Endocrine Disrupting Chemicals (EDCs) which impair the human endocrine system inducing fertility problems, respiratory diseases, childhood obesity and neuropsychological disorders. The aim of this review is to summarize the current state of knowledge on the toxicity that phthalates pose in humans based on human biomonitoring studies conducted over the last decade. Except for conventional biological matrices (such as urine and serum), amniotic fluid, human milk, semen, saliva, sweat, meconium and human hair are also employed for the estimation of exposure and distribution of pollutants in the human body, although data are not enough yet. Children are highly exposed to phthalates relative to adults and in most studies children's daily intake surpasses the maximum reference dose (RfD) set from US Environmental Protection Agency (US EPA). However, the global trend is that human exposure to phthalates is decreasing annually as a result of the strict regulations applied to phthalates.  相似文献

This paper demonstrates association of short-term variation in pollution and health outcomes within the same geographical area for a typical urban setting in the northern part of the UK from time series analysis. It utilises publicly available datasets for regulated air pollutants (PM??, NO?, SO?, CO and O?), meteorology and respiratory hospital admissions (and mortality) between April 2002 and December 2005 to estimate the respiratory health effect of pollution exposure, mainly in the elderly. Our results show that PM?? and O? are positively associated with respiratory hospital admissions in the elderly, specifically in the age group 70-79. CO effects seem to be concentrated on the most elderly age group (80+) whereas NO? seems to have the opposite age-related effect, with lower effects on the more elderly.  相似文献

The Swedish regulations concerning disposal of clinical radioactive waste are currently under revision and a graded approach is proposed for risk limitation purposes. To assist the revision procedures, a screening study was performed to estimate public exposures from liquid releases from hospitals to public sewers. The results showed that doses to sewage workers were above the dose constraint of 100muSva(-1) especially for (131)I and (99m)Tc. Hence, a dynamic model, LUCIA, was developed for realistic assessments in which radionuclide transportation in sewers was modelled. Probabilistic simulations were performed to obtain probability distributions of radionuclide concentrations in sludge. Concurrently, estimates of the effective doses to sewage workers decreased significantly and were below 10muSva(-1) except for (111)In and (131)I. However, the Kd-coefficients representing the partition of radioactivity between water and sludge in sewers are highly uncertain for (111)In. As shown by sensitivity studies, these values are the major determinant of the exposures in sewers.  相似文献

The impact of soil filtered runoff from a section of the M25 outer London motorway (constructed in 1981) on a pond, wetland and stream in a nature reserve was investigated by monitoring water, sediment. The tissues of the emergent plants Typha latifolia and Glyceria maxima collected from the pond were analysed for the heavy metals, Cd, Pb, Cu and Zn. Macroinvertebrates were monitored in the stream and biotic indices applied to the data. The plant tissue concentrations for Typha and Glyceria show decreasing metal concentrations from root to rhizome to leaf. This trend has previously been reported for Typha exposed to runoff although the tissue concentrations are lower in this study with the exception of Cd in root tissue. The Biological Monitoring Working Party (BMWP) score and Average Score Per Taxon (ASPT) for the stream at sites above and below the pond outlet are lower than the scores recorded by the Environment Agency for England and Wales at an upstream site above the Pond/Wetland. The sites have an Overall Quality Index of 'moderate water quality', and there is no evidence of a deterioration of biologically assessed water quality between them. The results of the study show the long-term impact on sediment of filtered road runoff discharges to a natural wetland and pond located in a nature reserve. The use of natural wetlands for the discharge of road runoff is inadvisable. Constructed wetlands in combination with other structures including settlement trenches and ponds should be considered as an alternative treatment option.  相似文献

Scenario-focused workshops on the restoration of contaminated residential areas are planned in a number of European countries within the EVATECH project of the EU's Fifth Framework Programme. The intention is to identify factors driving decision-making, explore the kinds of strategies that might be appropriate, develop methods for stakeholder involvement, and reveal information needs. The scenario of the Finnish workshop is presented. A policy generation scheme is proposed that yields a manageable but feature-rich set of strategies that is not constraint by lack of feasibility, justification, or public acceptability. The scheme rests on the premise that the affected area is divided into zones according to the level of contamination and that clean-up actions are applied in any combination and in combination with relocation.  相似文献

The ERICA project (environmental risks from ionising contaminants: assessment and management, EC contract no. FI6R-CT-2004-508847) concluded with the publication of two main outputs: the ERICA Integrated Approach to the assessment and management of environmental risks from ionising radiation, of which also introduces the user to the second main output, the ERICA Tool, which is a software programme with supporting databases, that together with its associated help will guide users through the assessment process. More than 60 European scientists contributed to the ERICA Integrated Approach. In addition, a large number of experts, policy makers, and decision-makers in different areas have contributed views on the ERICA Integrated Approach and its associated Tool from the user's perspective, through participation in the End-Users Group set up under the ERICA project. Databases on transfer, dose conversion coefficients and radiation effects on biota have been developed specifically for the purpose of the Integrated Approach, and incorporated into, or interacting with, the Tool. Species sensitivity distributions of biological effects data have been performed and did not reveal, for chronic exposure, any statistical grounds for separation between terrestrial, marine and freshwater ecosystems in terms of species sensitivity to radiation; on the basis of such analysis a universal screening dose rate criterion of 10 microGy h(-1) incremental dose rate is suggested for exiting the assessment procedure while being confident that environmental risks are negligible. This criterion is used for the two first tiers (conservative assessment with limited data requirement and various possibilities of incorporating user-defined parameter values, including the screening dose rate criterion) of the assessment methodology. Exposure situations of concern are carried through a third tier, making use of all relevant databases and with a number of issues and options listed to support and guide decision-making. This article provides an overview to the ERICA Integrated Approach, whereas further articles of this special issue describe in-depth different vital aspects of the Integrated Approach.  相似文献

Addressing uncertainties in human health risk assessment is a critical issue when evaluating the effects of contaminants on public health. A range of uncertainties exist through the source-to-outcome continuum, including exposure assessment, hazard and risk characterisation. While various strategies have been applied to characterising uncertainty, classical approaches largely rely on how to maximise the available resources. Expert judgement, defaults and tools for characterising quantitative uncertainty attempt to fill the gap between data and regulation requirements. The experiences of researching 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD) illustrated uncertainty sources and how to maximise available information to determine uncertainties, and thereby provide an ‘adequate’ protection to contaminant exposure. As regulatory requirements and recurring issues increase, the assessment of complex scenarios involving a large number of chemicals requires more sophisticated tools. Recent advances in exposure and toxicology science provide a large data set for environmental contaminants and public health. In particular, biomonitoring information, in vitro data streams and computational toxicology are the crucial factors in the NexGen risk assessment, as well as uncertainties minimisation. Although in this review we cannot yet predict how the exposure science and modern toxicology will develop in the long-term, current techniques from emerging science can be integrated to improve decision-making.  相似文献

Socioeconomic impact assessment (SEIA) is an undermined area of environmental impact assessment of highway projects. The problem becomes even more pronounced in remote and difficult terrains. The challenge in data gathering and impact prediction in mountainous areas can be mitigated using Geographic Information System (GIS). In this paper, an attempt has been made to apply the techniques of GIS and Analytic Hierarchy Process (AHP) to perform a rapid SEIA on broadening of national highway in a mountainous terrain like Sikkim. The proposed spatial impact model shows the distribution of impacts of highway broadening on socioeconomic attributes and generates a composite impact inventory map. The composite impact is found to be slightly to moderately beneficial for the study area. Cross-validation of Empirical Bayesian Kriging (EBK) and sensitivity analysis have also been carried out for model evaluation. Cross-validation results show a reliable spatial interpolation. Sensitivity analysis shows a robust decision model and identifies the socioeconomic attributes to which the spatial impact model is sensitive. The study presents a novel methodology of rapid spatial SEIA.  相似文献

The present work illustrates the customisation and application of the decision support system MOIRA-PLUS (a MOdel-based computerised system for management support to Identify optimal remedial strategies for Restoring radionuclide contaminated Aquatic ecosystems and drainage areas) to the fresh water environment in Italy. MOIRA-PLUS is aimed at evaluating the behaviour of radiocaesium and radiostrontium in fresh water ecosystems and at assessing the appropriateness of suitable strategies for the management of contaminated water bodies by the application of multi-attribute analysis techniques. MOIRA-PLUS can be applied to complex networks of lakes, rivers and tributaries and can be straightforwardly customised utilising data and information from readily accessible sources such as official websites provided by scientific or government organisations. The present work shows an application of the decision system to 10 lakes and 18 rivers in Italy contaminated with 137Cs of Chernobyl origin. Site-specific values of some aggregated transfer parameters were estimated for the most important Italian lakes. Although high values of fish and water consumptions were hypothesised, very low doses to public from the fresh water pathway following the accident were calculated.  相似文献

Housing interventions for energy efficiency and greenhouse gas emission reduction have the potential to reduce exposure to indoor air pollution if they are implemented correctly. This work assessed the health impacts of home energy efficiency measures in England and Wales resulting in a reduction in average indoor PM2.5 exposures of 3 μg m 3. The assessment was performed using a new multistate life table model which allows transition into and between multiple morbid states, including recovery to disease-free status and relapse, with transition rates informed by age- and cause-specific disease prevalence, incidence and mortality data. Such models have not previously included disease recovery. The results demonstrate that incorporation of recovery in the model is necessary for conditions such as asthma which have high incidence in early life but likelihood of recovery in adulthood. The impact assessment of the home energy efficiency intervention showed that the reduction in PM2.5 exposure would be associated with substantial benefits for mortality and morbidity from asthma, coronary heart disease and lung cancer. The overall impact would be an increase in life expectancy of two to three months and approximately 13 million QALYs gained over the 90 year follow-up period. Substantial quality-of-life benefits were also observed, with a decrease in asthma over all age groups and larger benefits due to reduced coronary heart disease and lung cancer, particularly in older age groups. The multistate model with recovery provides important additional information for assessing the impact on health of environmental policies and interventions compared with mortality-only life tables, allowing more realistic representation of diseases with substantial non-mortality burdens.  相似文献

High indoor radon concentrations in Jordan result in internal exposures of the residents due to the inhalation of radon and its short-lived progeny. It is therefore important to quantify the annual effective dose and further the radiation risk to the radon exposure. This study describes the methodology and the biokinetic and dosimetric models used for calculation of the inhalation doses exposed to radon progeny. The regional depositions of aerosol particles in the human respiratory tract were firstly calculated. For the attached progeny, the activity median aerodynamic diameters of 50 nm, 230 nm and 2500 nm were chosen to represent the nucleation, accumulation and coarse modes of the aerosol particles, respectively. For the unattached progeny, the activity median thermodynamic diameter of 1 nm was chosen to represent the free progeny nuclide in the room air. The biokinetic models developed by the International Commission on Radiological Protection (ICRP) were used to calculate the nuclear transformations of radon progeny in the human body, and then the dosimetric model was applied to estimate the organ equivalent doses and the effective doses with the specific effective energies derived from the mathematical anthropomorphic phantoms. The dose conversion coefficient estimated in this study was 15 mSv WLM−1 which was in the range of the values of 6-20 mSv WLM−1 reported by other investigators. Implementing the average indoor radon concentration in Jordan, the annual effective doses were calculated to be 4.1 mSv y−1 and 0.08 mSv y−1 due to the inhalation of radon progeny and radon gas, respectively. The total annual effective dose estimated for Jordanian population was 4.2 mSv y−1. This high annual effective dose calculated by the dosimetric approach using ICRP biokinetic and dosimetric models resulted in an increase of a factor of two in comparison to the value by epidemiological study. This phenomenon was presented by the ICRP in its new published statement on radon.  相似文献

Atoll countries are particularly vulnerable to coastal hazards in the context of global change, which justifies the interest in population exposure assessments. This paper contributes to addressing this need by assessing the current exposure of the population of two areas of the South Tarawa Urban District (Tarawa Atoll, Republic of Kiribati) to coastal erosion and flooding. The assessment is based on data relating to island morphology (digital terrain models and shoreline change), land use (building extension and coastal works) and environmental changes reconstructed for the 1969–2008 period. The results highlight rapid changes in land use and significant differences in current population exposure to coastal erosion and flooding between and within study sites. Between 1969 and 2007–2008, the built area located less than 20 m from the reference shoreline has increased by a factor of 4.2 at Bairiki and by a factor of 32.2 at Eita–Bangantebure, enhancing population exposure given that land elevation is low (12.6 and 77.4 % <2 m at Bairiki and Eita–Bangantebure, respectively). Nevertheless, in Bairiki, 87.5 % of the built area is currently not exposed to coastal erosion (>20 m from the coastline) and flooding (>1.5 m). Building exposure is higher at Eita–Bangantebure, where 71.3 % of the built area is currently not exposed (using the same criteria), but 17.1 % shows medium to very high levels of exposure, due to very low land elevation (22.3 % of the land area <1.5 m) and shoreline recession. The Eita–Bangantebure case study exemplifies the maladaptive trajectories of change that have been reported in other atoll countries.  相似文献
