Understanding the complexity of land-use and land-cover (LULC) changes and their driving forces and impacts on human and environmental
security is important for the planning of natural resource management and associated decision making. This study combines
and compares participatory field point sampling (pfps) and remote sensing to explore local LULC dynamics. The study was conducted
in two peasant associations located in the central Ethiopian Rift Valley, which is a dry-land mixed farming area exposed to
rapid deforestation. From 1973–2006, the area of cropland doubled at the expense of woodland and wooded-grassland in both
of the study sites. Major deforestation and forest degradation took place from 1973–1986; woodland cover declined from 40%
to 9% in one of the study sites, while the other lost all of its original 54% woodland cover. Our study concludes that assessing
LULC dynamics using a combination of remote sensing and pfps is a valuable approach. The two methods revealed similar LULC
trends, while the pfps provided additional details on how farmers view the changes. This study documents dramatic trends in
LULC over time, associated with rapid population growth, recurrent drought, rainfall variability and declining crop productivity.
The alarming nature of these trends is reflected in a decrease in the livelihood security of local communities and in environmental
degradation. Given these dry-land conditions, there are few opportunities to improve livelihoods and environmental security
without external support. If negative changes are to be halted, action must be taken, including building asset bases, instituting
family planning services, and creating opportunities outside these marginal environments. 相似文献

Abstract Climate change is a major issue for all levels of government, global, national and local. Local authorities' responses to climate change have tended to concentrate on their role in reducing greenhouse gases. However, the scientific consensus is that we also need to adapt to unavoidable climate change. Spatial planning at a local level has a critical anticipatory role to play in promoting robust adaptation. This paper reviews the shift in local authorities' planning policies for climate change adaptation in the UK since 2000, and provides evidence of underlying attitudes amongst planning professionals to climate change. It shows that, while the issue of climate change is becoming recognized with respect to flood risk, the wider implications (for instance, for biodiversity and water resources) are not yet integrated into plans. The reasons for this lie in lack of political support and lack of engagement of the planning profession with climate change networks. But the paper also argues there are difficulties in acknowledging the need for adaptation at the local level, with the short-term horizons of local plans at odds with perceptions of the long-term implications of climate change. 相似文献

Past and present climate has shaped the valued ecosystems currently protected in parks and reserves, but future climate change
will redefine these conditions. Continued conservation as climate changes will require thinking differently about resource
management than we have in the past; we present some logical steps and tools for doing so. Three critical tenets underpin
future management plans and activities: (1) climate patterns of the past will not be the climate patterns of the future; (2)
climate defines the environment and influences future trajectories of the distributions of species and their habitats; (3)
specific management actions may help increase the resilience of some natural resources, but fundamental changes in species
and their environment may be inevitable. Science-based management will be necessary because past experience may not serve
as a guide for novel future conditions. Identifying resources and processes at risk, defining thresholds and reference conditions,
and establishing monitoring and assessment programs are among the types of scientific practices needed to support a broadened
portfolio of management activities. In addition to the control and hedging management strategies commonly in use today, we
recommend adaptive management wherever possible. Adaptive management increases our ability to address the multiple scales
at which species and processes function, and increases the speed of knowledge transfer among scientists and managers. Scenario
planning provides a broad forward-thinking framework from which the most appropriate management tools can be chosen. The scope
of climate change effects will require a shared vision among regional partners. Preparing for and adapting to climate change
is as much a cultural and intellectual challenge as an ecological challenge. 相似文献

A Dynamic Simulation Model of Land-Use, Population, and Rural Livelihoods in the Central Rift Valley of Ethiopia 总被引:1,自引:0,他引:1
The dynamic interactions between society and land resources have to be taken into account when planning and managing natural
resources. A computer model, using STELLA software, was developed through active participation of purposively selected farm
households from different wealth groups, age groups and gender within a rural community and some members of Kebelle council.
The aim of the modeling was to study the perceived changes in land-use, population and livelihoods over the next 30 years
and to improve our understanding of the interactions among them. The modeling output is characterized by rapid population
growth, declining farm size and household incomes, deteriorating woody vegetation cover and worsening land degradation if
current conditions remain. However, through integrated intervention strategies (including forest increase, micro-finance,
family planning, health and education) the woody vegetation cover is likely to increase in the landscape, population growth
is likely to slow down and households’ income is likely to improve. A validation assessment of the simulation model based
on historical data on land-use and population from 1973 to 2006 showed that the model is relatively robust. We conclude that
as a supporting tool, the simulation model can contribute to the decision making process. 相似文献

Climate change affects public land ecosystems and services throughout the American West and these effects are projected to intensify. Even if greenhouse gas emissions are reduced, adaptation strategies for public lands are needed to reduce anthropogenic stressors of terrestrial and aquatic ecosystems and to help native species and ecosystems survive in an altered environment. Historical and contemporary livestock production—the most widespread and long-running commercial use of public lands—can alter vegetation, soils, hydrology, and wildlife species composition and abundances in ways that exacerbate the effects of climate change on these resources. Excess abundance of native ungulates (e.g., deer or elk) and feral horses and burros add to these impacts. Although many of these consequences have been studied for decades, the ongoing and impending effects of ungulates in a changing climate require new management strategies for limiting their threats to the long-term supply of ecosystem services on public lands. Removing or reducing livestock across large areas of public land would alleviate a widely recognized and long-term stressor and make these lands less susceptible to the effects of climate change. Where livestock use continues, or where significant densities of wild or feral ungulates occur, management should carefully document the ecological, social, and economic consequences (both costs and benefits) to better ensure management that minimizes ungulate impacts to plant and animal communities, soils, and water resources. Reestablishing apex predators in large, contiguous areas of public land may help mitigate any adverse ecological effects of wild ungulates. 相似文献

Abstract: Climate change affects water resources availability of international river basins that are vulnerable to runoff variability of upstream countries especially with increasing water demands. The upper Blue Nile River Basin is a good example because its downstream countries, Sudan and Egypt, depend solely on Nile waters for their economic development. In this study, the impacts of climate change on both hydrology and water resources operations were analyzed using the outcomes of six different general circulation models (GCMs) for the 2050s. The outcomes of these six GCMs were weighted to provide average future changes. Hydrologic sensitivity, flow statistics, a drought index, and water resources assessment indices (reliability, resiliency, and vulnerability) were used as quantitative indicators. The changes in outflows from the two proposed dams (Karadobi and Border) to downstream countries were also assessed. Given the uncertainty of different GCMs, the simulation results of the weighted scenario suggested mild increases in hydrologic variables (precipitation, temperature, potential evapotranspiration, and runoff) across the study area. The weighted scenario also showed that low‐flow statistics and the reliability of streamflows are increased and severe drought events are decreased mainly due to increased precipitation. Joint dam operation performed better than single dam operation in terms of both hydropower generation and mean annual storage without affecting the runoff volume to downstream countries, but enhancing flow characteristics and the robustness of streamflows. This study provides useful information to decision makers for the planning and management of future water resources of the study area and downstream countries. 相似文献

Soil and water conservation (SWC) contests among farmer groups were organized in five rural villages in the Bolivian mountain
valleys. The contests were aimed at quickly achieving widespread sustainable results. This article analyzes the effectiveness
of these contests as an extension tool. Mixed results were obtained. In three villages, participation rates in the SWC activities
introduced in the contests were still high even 2 years after project withdrawal. These were all villages where a solid foundation
for sustainable development had been laid before the contests were held. Two years later, most families were still involved
in maintenance of the SWC practices introduced in the contests, and many farmers had started to experiment with different
soil management practices. However, replications of these SWC practices were not widespread, Conservation Leaders did not
continue with their training activities, and the quality of maintenance of the practices was often not satisfactory. In order
to become a more effective extension tool and achieve widespread impact, SWC contests must receive continued support by a
catalyst agency. Moreover, other SWC contests should also be organized in which practices are not predefined. Given that SWC
contests are a low-budget extension tool, local municipalities could become more actively involved. 相似文献

India has reasons to be concerned about climate change. Over 650 million people depend on climate-sensitive sectors, such
as rain-fed agriculture and forestry, for livelihood and over 973 million people are exposed to vector borne malarial parasites.
Projection of climatic factors indicates a wider exposure to malaria for the Indian population in the future. If precautionary
measures are not taken and development processes are not managed properly some developmental activities, such as hydro-electric
dams and irrigation canal systems, may also exacerbate breeding grounds for malaria. This article integrates climate change
and developmental variables in articulating a framework for integrated impact assessment and adaptation responses, with malaria
incidence in India as a case study. The climate change variables include temperature, rainfall, humidity, extreme events,
and other secondary variables. Development variables are income levels, institutional mechanisms to implement preventive measures,
infrastructure development that could promote malarial breeding grounds, and other policies. The case study indicates that
sustainable development variables may sometimes reduce the adverse impacts on the system due to climate change alone, while
it may sometimes also exacerbate these impacts if the development variables are not managed well and therefore they produce
a negative impact on the system. The study concludes that well crafted and well managed developmental policies could result
in enhanced resilience of communities and systems, and lower health impacts due to climate change. 相似文献

This paper examines structural barriers to the adoption of climate change mitigation practices and the evolution of a climate change ethic among American farmers. It examines how seed corn contracts in Michigan constrain the choices of farmers and allow farmers to rationalize the over-application of fertilizer and associated water pollution and greenhouse gas emissions. Seed corn contracts use a competitive “tournament” system where farmers are rewarded for maximizing yields. Interviews and a focus group were used to understand fertilizer over-application and barriers to participating in a climate change mitigation program. Results indicate that farmers agree that they over-apply fertilizer but would be unlikely to participate in a mitigation program due to their contracts and lack of support from seed corn companies. Because only a few companies control access to the seed corn market, farmers feel they have few choices. Farmers rationalized their practices as their only option given the competitive nature of their contracts and blamed other sources of pollution. Despite increasing efforts to educate farmers about climate change, structural barriers will continue to constrain participation in mitigation efforts and the development of a climate change ethic. 相似文献

Abstract: This work develops a methodology to project the future precipitation in large river basins under limited data and climate change while preserving the historical temporal and spatial characteristics. The computationally simple and reliable conditional generation method (CGM) is presented and applied to generate reliable monthly precipitation data in the upper Blue Nile River Basin of Ethiopia where rain‐fed agriculture is prevalent. The results showed that the temporal analysis with the CGM performs better to reproduce the historical long‐term characteristics than other methods, and the spatial analysis with the CGM reproduced the historical spatial structure accurately. A 100‐year time series analysis using the outcomes of the six general circulation models showed that precipitation changes by the 2050s (2040 through 2069) can be ?7 to 28% with a mean increase of about 11%. The seasonal results showed increasing wet conditions in all seasons with changes of mean precipitation of 5, 47, and 6% for wet, dry, and mild seasons, respectively. 相似文献

Many common pool resources have traditionally been managed through intricate local governance arrangements. Over time, such arrangements are confronted with manifold political, social, economic and ecological changes. However, the ways in which local governance arrangements react to such changes are poorly understood. Using the theoretical concept of institutional adaptation, we analyse the history of Harenna forest, Ethiopia, to examine processes of institutional change over the last 150 years. We find that the traditional institutions that governed Harenna’s resources persisted, in essence, over time. However, these institutions were modified repeatedly to address changes caused by varying formal, supra-regional governance regimes, the development of markets for forest products, increasing population pressure and changes in formal property rights. A key mechanism for adaptation was combining elements from both informal and formal institutions, which allowed traditional rules to persist in the guise of more formal arrangements. Our findings also highlight several constraints of institutional adaptation. For example, by abolishing fora for collective decision-making, regime changes limited adaptive capacity. To conclude, we argue that such insights into traditional resource governance and its adaptability and dynamics over time are essential to develop sustainable approaches to participatory forest management for the future, both in Harenna and more generally. 相似文献

In a previous article, Beschta et al. (Environ Manag 51(2):474–491, 2013) argue that grazing by large ungulates (both native and domestic) should be eliminated or greatly reduced on western public lands to reduce potential climate change impacts. The authors did not present a balanced synthesis of the scientific literature, and their publication is more of an opinion article. Their conclusions do not reflect the complexities associated with herbivore grazing. Because grazing is a complex ecological process, synthesis of the scientific literature can be a challenge. Legacy effects of uncontrolled grazing during the homestead era further complicate analysis of current grazing impacts. Interactions of climate change and grazing will depend on the specific situation. For example, increasing atmospheric CO2 and temperatures may increase accumulation of fine fuels (primarily grasses) and thus increase wildfire risk. Prescribed grazing by livestock is one of the few management tools available for reducing fine fuel accumulation. While there are certainly points on the landscape where herbivore impacts can be identified, there are also vast grazed areas where impacts are minimal. Broad scale reduction of domestic and wild herbivores to help native plant communities cope with climate change will be unnecessary because over the past 20–50 years land managers have actively sought to bring populations of native and domestic herbivores in balance with the potential of vegetation and soils. Progressive global warming exerts strong influence on the lives and on the health of urban residents, many of who are weather
sensitive people (meteoropaths). In the temperate zone, air temperature changes largely determine the seasonal oscillation
of morbidity and mortality frequency. The present study analyzes the influence of air temperature on living conditions in
central European urban areas, particularly Cracow (Poland), and examines this influence against the background of climate
change. During the warmer months, there is a noticeable increase in the unfavorable occurrence of especially strong thermal
stimuli (e.g., hot days) which can lead to overheating of the human organism. On the other hand, the increasing frequency
of mild winters contributes to the appearance of weak and moderate thermal stimuli, which in the case of the former, is a
negative phenomenon. Weak thermal stimuli are liable to make the human body oversensitive and, thus lose the ability to adapt
if stronger thermal stimuli were to occur. Residents of large urban areas should be prepared for the possibility of dynamic
weather changes and should take thermal variability into consideration with regards to spatial urban planning and socioeconomic

While US climate change mitigation policy has stalled at the national level, local and regional actors are increasingly taking progressive steps to reduce their greenhouse gas emissions. Universities are poised to play a key role in this grassroots effort by targeting their own emissions and by working with other local actors to develop climate change mitigation programmes. Researchers at the Pennsylvania State University have collaborated with university administrators and personnel to inventory campus emissions and develop mitigation strategies. In addition, they have facilitated a stakeholder-driven climate change mitigation project in one Pennsylvania county and started an ongoing service-learning project aimed at reducing emissions in another county. These campus and community outreach initiatives demonstrate that university-based mitigation action may simultaneously achieve tangible local benefits and develop solutions to broader challenges facing local climate change mitigation efforts. Outcomes include improved tools and protocols for measuring and reducing local emissions, lessons learned about service-learning approaches to climate change mitigation, and methods for creating climate change governance networks involving universities, local governments and community stakeholders. 相似文献

Based on hydrological and climatic data and land use/cover change data covering the period from 1957 to 2009, this paper investigates the hydrological responses to climate change and to human activities in the arid Tarim River basin (TRB). The results show that the surface runoff of three headstreams (Aksu River, Yarkant River and Hotan River) of the Tarim River exhibited a significant increasing trend since 1960s and entered an even higher-runoff stage in 1994. In the contrary, the surface runoff of Tarim mainstream displayed a persistent decreasing trend since 1960s. The increasing trend of surface runoff in the headstreams can be attributed to the combined effects of both temperature and precipitation changes during the past five decades. But, the decreasing trend of surface runoff in the mainstream and the observed alterations of the temporal and spatial distribution patterns were mainly due to the adverse impacts of human activities. Specifically, increasingly intensified water consumption for irrigation and the associated massive constructions of water conservancy projects were responsible for the decreasing trend of runoff in the mainstream. And, the decreasing trend has been severely jeopardizing the ecological security in the lower reaches. It is now unequivocally clear that water-use conflicts among different sectors and water-use competitions between upper and lower reaches are approaching to dangerous levels in TRB that is thus crying for implementing an integrated river basin management scheme. 相似文献

Currently, mitigation and adaptation measures are handled separately, due to differences in priorities for the measures and segregated planning and implementation policies at international and national levels. There is a growing argument that synergistic approaches to adaptation and mitigation could bring substantial benefits at multiple scales in the land use sector. Nonetheless, efforts to implement synergies between adaptation and mitigation measures are rare due to the weak conceptual framing of the approach and constraining policy issues. In this paper, we explore the attributes of synergy and the necessary enabling conditions and discuss, as an example, experience with the Ngitili system in Tanzania that serves both adaptation and mitigation functions. An in-depth look into the current practices suggests that more emphasis is laid on complementarity—i.e., mitigation projects providing adaptation co-benefits and vice versa rather than on synergy. Unlike complementarity, synergy should emphasize functionally sustainable landscape systems in which adaptation and mitigation are optimized as part of multiple functions. We argue that the current practice of seeking co-benefits (complementarity) is a necessary but insufficient step toward addressing synergy. Moving forward from complementarity will require a paradigm shift from current compartmentalization between mitigation and adaptation to systems thinking at landscape scale. However, enabling policy, institutional, and investment conditions need to be developed at global, national, and local levels to achieve synergistic goals. 相似文献
